In the West Bank, Israeli forces shoot and kill 3 Palestinians and injure 3 others during raids in al-Fara’a refugee camp and Tubas. Israeli forces also shoot and kill a Palestinian man near al-Muntar. Elsewhere, Israeli forces shoot and injure a Palestinian man during a raid in Beit Furik. Israeli forces also seize a bulldozer during a raid in Bidya. Meanwhile, Israeli forces also arrest 30 Palestinians from Gaza in Barta’a and 5 others in Nablus, Beit Furik, Jalazone, Jericho, and Tubas, including a Palestinian child in Jericho who was released as part of the ceasefire prisoner swap in November 2023. 9 Palestinians prisoners released as part of the deal have been arrested again. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Dayr al-Balah, and Rafah, killing at least 96 people. 2 babies die at the Kamal Adwan Hospital due to dehydration. 2 rockets are fired at Ashkelon, both are intercepted. 2 Israeli soldiers die in combat. In Lebanon, Israeli forces bomb Ayta ash Shab, Sidon, and Tyre. Hezbollah fires anti-tank missiles at an Israeli airbase in the Mount Meron area, causing damage. In the Red Sea, U.S. forces shoot down 5 drones launched from Yemen. Germany naval forces also intercept a drone launched from Yemen. More than 29,878 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,215 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,590 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,408 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. For the second day in a row, Jordan, Egypt, France, and the UAE airdrop humanitarian aid to Gaza using 6 C-130 planes. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. PA foreign minister Riyad al-Maliki meets with WHO director-general Tedros Ghebreyesus in Geneva, Switzerland, discussing the humanitarian situation in Gaza. Al-Maliki also briefs the UN Human Rights Council on the situation in Gaza. President Mahmoud Abbas and Prime Minister Mohammed Shtayyeh meet with Japanese foreign minister Tsuji Kiyoto in Ramallah. Israeli economy minister Nir Barakat tells reporters at the World Trade Organization conference in Abu Dhabi that “in the wars Israel had we had a dip in the economy but immediately after we had a huge spike in innovation. And the knowledge and the experience Israel is gathering in this round of violence is second to none . . . President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. USAID administrator Samantha Power says the U.S. will provide an additional $53 million in humanitarian assistance to Palestinians in Gaza and the West Bank. At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. In the West Bank, Israeli settlers vandalized more than 100 olive trees near Turmus ‘Ayya. Israeli settlers also vandalized 60 olive trees in Jalud, spraying them with chemicals. Israeli forces demolished 1 Palestinian home in Qibya and 1 Palestinian home east of Jericho. 21 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Balata refugee camp, Jenin, Qalqilya, and Tubas. In East Jerusalem, Israeli authorities demolished 1 bakery in Shu’fat refugee camp and 1 house under construction in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Shu’fat refugee camp. In the Naqab, Israel began construction of a new town, Hiran, on the lands of Umm al-Hiran which Israel has slated for demolition. The demolition of Umm al-Hiran and construction of Hiran has been halted since 2017 when Israeli police killed 1 Palestinian man trying to protect his property. Israel imposed a ban on seafood and fish exports from Gaza to the West Bank, saying that 20 tons of fish were attempted to be smuggled from the West Bank to Israel. The man was later placed in administrative detention, the only Jewish person out of more than 800 administrative detainees, after an Israeli court only allowed Israeli police to hold him until 11/11. In the West Bank, an Israeli settler vandalized 10 mature olive trees in Burin. Israeli forces leveled 30 dunams (7.5 acres) of land in the villages of Qusra, Jayyus, and Aqraba. Israeli forces also razed land in Kardala. Elsewhere, Israeli forces raided Sabastia, closing off areas of the village to Palestinians. Israeli forces also violently dispersed Palestinian protesters in Deir al-Hatab, injuring 1 journalist with a rubber-coated bullet while others suffered tear-gas related injuries. 2 Palestinians were arrested during late-night raids in Jalazun refugee camp and Jericho. In East Jerusalem, more than 500 Israeli Jewish people toured the Haram al-Sharif compound. 33 countries chose not to attend the UN Durban IV conference against racism in New York, according to Israel, at its behest. Israel and the U.S. claim that the 1st Durban conference, held in 2001 in South Africa, was racist because it singled out Israeli treatment of Palestinians and labeled Zionism racist. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. Israeli state prosecutors tell the High Court of Justice that they are no longer pursuing the punitive demolition of the Silwan home of the Palestinian alleged to have shot and injured right-wing activist Yehuda Glick, leader of the messianic Temple Mount movement, on 10/29/ 2014. A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. Syria and its allies condemn the presumed Israeli attack on a site close to the Lebanese border, which the Syrian military says struck a research center and which Western officials stated was a convoy of anti-aircraft batteries headed toward Lebanon for Hizballah. Israeli officials refuse to comment. Syrian amb. to Lebanon Ali Abdul-Karim Ali says that the country may choose a ‘‘surprise’’ response to Israeli ‘‘aggression,’’ while Syria also summons the head of the UN peacekeeping mission in the Golan Heights to formally protest the raid. Barack Obama’s nominee for defense secretary, Republican Chuck Hagel, is questioned at a Senate Armed Services Comm. hearing, and is attacked by Republic lawmakers over his record on Israel and Iran. The UN Human Rights Council (UNHRC) approves 5 resolutions critical of Israel, including a res. (approved 36-1, with 10 abstentions and the U.S. voting against) calling for a UN team to be sent to investigate how Jewish settlements in the West Bank affect Palestinian rights. Israel denounces the res., vowing not to cooperate with the mission. Netanyahu’s spokesman says the council should deal with “real issues of human rights” instead of harassing Israel. A bipartisan group of 34 U.S. representatives and 10 senators submits an appropriations request seeking $2 m. for the U.S.-Israel Energy Cooperation Program for FY 2013. The program includes such projects as solar thermal plant and smart grid designs for commercial and residential use and is seen as another “vehicle for expanding . . . common interests” between the nations. The Clinton-Barak mtg. in Washington is delayed several hrs. when a Russian plane is hijacked to Israel in an incident unrelated to the Middle East crisis. When the pair finally meet, they make no progress toward halting the violence. Barak reportedly tells Clinton that Israel will not "sit idly on its hands" in the face of Palestinian actions, complains that the PA is trying to internationalize the conflict by getting the UN involved.
