The Israeli authorities hand over corpses of 7 West Bank Palestinians killed in confrontations with the IDF in the past 6 mos. to their families. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Bayt Umar nr. Hebron, and Kafr Qaddum nr. Qalqilya. Elsewhere in the West Bank, IDF troops raid several areas nr. Tubas, confiscating a garbage truck and tractors, and delivering several stop-work orders to Palestinians constructing a power line. In East Jerusalem, Israeli forces raid a children’s center in Silwan following reports of stone throwing in the area; they make no arrests. The Israeli govt. informs the High Court of Justice that it has decided to return 7 corpses of Palestinians killed in violent attacks against Israelis in recent mos., but only if the families agree to certain conditions. The decision comes in response to the families’ petitions. The Israeli authorities say that the cases of 3 other corpses must be studied further because of their relation with Hamas and the security cabinet’s 12/8 ruling on the matter. (HA, MNA, YA 12/9)

Massive fires continue to burn across Israel and the West Bank for a 4th consecutive day, including new outbreaks nr. Jerusalem, causing serious damage in both Palestinian and Jewish communities. They spread further among Israeli settlements in the West Bank, including Halamish, a settlement near Ramallah, and Ma’ale Adumim. After the fires reach Halamish, the IDF shuts down the entrances to 3 Palestinian villages in the area, including Dayr Nizam. Israeli forces arrest 16 Palestinians across Israel and the West Bank in connection with the fire, including 1 man affiliated with the Northern Branch of the Islamic Movement in Israel. The IDF raids his Ramallah-area home late at night and interrogates his family. Meanwhile, IDF troops expel a number of Palestinian farmers from their land nr. Nablus, arresting 1. They conduct raids nr. Salfit and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces seal off a main street in Jabal Mukabir with cement barriers in an act of collective punishment after unidentified persons in the area fired fireworks at a nearby Israeli settlement, according to the Israeli authorities. A 6-year-old Palestinian is killed when an Israeli settler rams her with his vehicle outside Bethlehem. Early reports on the incident say it was an accident, but the driver’s intentions are unclear. IDF troops arrest 2 Palestinians and issue 2 arrest summons on late-night raids nr. Jenin and Bethlehem; and patrol nr. Hebron during the day. Israeli settlers set fire to Palestinian farm lands nr. Qalqilya, destroying 13 olive trees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City. Off the coast nr. In the 3d such incident this week, an errant mortar from Syria lands in the Israeli-occupied Golan Heights, causing no serious damage. The IDF responds by firing artillery shots at Syrian govt. sites nr. the border. It is not clear how much damage is caused. (HA, JP, TOI 9/10)

For the 2d week in a row, Israeli authorities bar Gazans from traveling to Haram al-Sharif. Tensions at the sanctuary remain high: Israeli forces detain dozens of Palestinian youths at 1 entrance on suspicion that they were throwing stones in the area. Some Palestinians briefly clash with Israeli forces at another gate; there are no serious injuries. Ramallah late at night, issuing arrest summons to 1 Palestinian and sparking clashes with stone-throwing youths; there are no serious injuries. They conduct further raids nr. Qalqilya, Bethlehem, and in East Jerusalem, arresting 4 Palestinians; patrol nr. Ramallah, Qalqilya, and Jericho. Israeli settlers throw stones at Palestinian cars nr. Qalqilya, damaging 1. A violent outburst in Hebron punctuates a period of relative calm in the West Bank. IDF troops shoot and kill 2 Palestinians in Hebron’s Old City after they allegedly stab and moderately injure an Israeli soldier. A video of the incident later shows that an IDF soldier killed 1 of the alleged assailants after he had been detained and disarmed. Meanwhile, the Israeli authorities keep the Erez border crossing closed for the 2d of 3 planned days, and maintain the closure of the West Bank, as decided on 3/22. IDF troops conduct late-night house searches and raids nr. Ramallah, Jenin, and Bethlehem, arresting 2 Palestinians and issuing arrest summons to another 2; patrol nr. Tulkarm and Hebron. In East Jerusalem, over 50 right-wing Jewish activists tour Haram al-Sharif while 4 Palestinians are detained outside the sanctuary. Palestinian men under 50 are still banned from entering. Jordan’s FM Nasser Judeh meets with PA pres. Mahmoud Abbas in Ramallah to discuss the ongoing Jordanian-Israeli negotiations on new surveillance infrastructure at Haram al-Sharif. Judeh relays a message to Abbas that Jordan plans to go ahead with the 10/24/2015 agreement to do so. (JP, TOI 3/24)

French FM Laurent Fabius announces that France will begin preparing for an international peace conference in an effort to “preserve and achieve the 2-state solution.” He also says,“If this attempt to achieve a negotiated solution reaches a dead end, we will take responsibility and recognize the Palestinian state.” (HA, JP, NYT, YA 1/29; MNA 1/30)
