The Israeli authorities hand over corpses of 7 West Bank Palestinians killed in confrontations with the IDF in the past 6 mos. to their families. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Bayt Umar nr. Hebron, and Kafr Qaddum nr. Qalqilya. Elsewhere in the West Bank, IDF troops raid several areas nr. Tubas, confiscating a garbage truck and tractors, and delivering several stop-work orders to Palestinians constructing a power line. In East Jerusalem, Israeli forces raid a children’s center in Silwan following reports of stone throwing in the area; they make no arrests. The Israeli govt. informs the High Court of Justice that it has decided to return 7 corpses of Palestinians killed in violent attacks against Israelis in recent mos., but only if the families agree to certain conditions. The decision comes in response to the families’ petitions. The Israeli authorities say that the cases of 3 other corpses must be studied further because of their relation with Hamas and the security cabinet’s 12/8 ruling on the matter. (HA, MNA, YA 12/9)

Massive fires continue to burn across Israel and the West Bank for a 4th consecutive day, including new outbreaks nr. Jerusalem, causing serious damage in both Palestinian and Jewish communities. They spread further among Israeli settlements in the West Bank, including Halamish, a settlement near Ramallah, and Ma’ale Adumim. After the fires reach Halamish, the IDF shuts down the entrances to 3 Palestinian villages in the area, including Dayr Nizam. Israeli forces arrest 16 Palestinians across Israel and the West Bank in connection with the fire, including 1 man affiliated with the Northern Branch of the Islamic Movement in Israel. In East Jerusalem, Israeli forces seal off a main street in Jabal Mukabir with cement barriers in an act of collective punishment after unidentified persons in the area fired fireworks at a nearby Israeli settlement, according to the Israeli authorities. In the West Bank, IDF troops violently disperse Palestinians demonstrating against the occupation in Kafr Qaddum nr. Qalqilya; 1 Palestinian is injured. For the 2d week in a row, Israeli authorities bar Gazans from traveling to Haram al-Sharif. Tensions at the sanctuary remain high: Israeli forces detain dozens of Palestinian youths at 1 entrance on suspicion that they were throwing stones in the area. Along Gaza’s border, IDF troops open fire on Palestinian farmers and land nr. Rafah, injuring 2 Palestinians. In East Jerusalem, Israeli forces shoot and injure a Palestinian youth on his way to school in Silwan. French FM Laurent Fabius announces that France will begin preparing for an international peace conference in an effort to “preserve and achieve the 2-state solution.” He also says,“If this attempt to achieve a negotiated solution reaches a dead end, we will take responsibility and recognize the Palestinian state.” (HA, JP, NYT, YA 1/29; MNA 1/30)
