In the West Bank, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian accused of killing 2 Israelis on 2/26 before being shot dead a week later. 2 Palestinians were wounded by live ammunition, 5 by baton rounds, and 185 by tear gas during the raid, while 60 were forced to leave their homes and were detained at a nearby mosque during the demolition. 3 homes in the same building as the demolished apartment were damaged along with 2 nearby buildings. Israeli forces issued 2 demolition orders for homes in al-Khader and 7 stop-work orders for homes in Sarta. 22 Palestinians were arrested during late-night raids in Kobar, Abu Dis, Zababdeh, Siris, Aida refugee camp, al-Azza refugee camp, and Beit Umar. Israel revoked the VIP travel permit for PA foreign minister Riyad al-Maliki in retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation. Israeli national security minister Itamar Ben-Gvir ordered Israel’s police commissioner Kobi Shabtai to ban Palestinian flags in public spaces. In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). This brings the death toll stemming from the Great March of Return to 207. Late at night, after a projectile is fired from Gaza into southern Israel, causing no damage or injuries, the Israeli Air Force conducts air strikes on several Hamas sites across Gaza, causing extensive damage. Leader of the messianic Temple Mount movement and ultranationalist MK Yehuda Glick (Likud) and MK Shuli Moalem-Refaeli (Jewish Home) visit Haram al-Sharif under heavy police protection. Their visit follows Israeli PM Netanyahu’s decision to temporarily lift his ban on MKs and ministers visiting the sanctuary for 1 day only (Netanyahu initially imposed the ban in 10/2015 amid escalating violence across the oPt; see JPS 45 [2, 3]). Israeli forces plan to assess today’s visit and to make a recommendation about the ban’s future. A spokesperson for the Islamic Waqf says the decision to lift the ban is “unacceptable” and shows that “extremist right-wing entities are in control of the Israeli occupation’s government.” Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian in the Old City and another during a raid in Abu Dis. They also temporarily detain U.S.-Israeli anti-occupation activist Jeff Halper at the Ma’ale Adumim settlement, following a complaint that he possesses “materials related to [the Boycott, Divestment and Sanctions movement].” Halper, a cofounder of the Israeli Comm. The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. In response to the kidnapping of 3 Israeli teenagers on 6/12, the IDF erects numerous roadblocks and begins intensive raids in the Hebron region. PA security services spokesperson Adnan Dmeiri says that the PA is not responsible for the safety of settlers and that the area in question is under Israeli security control. Hamas spokesperson Husam Badran, meanwhile, calls on Palestinians to return the West Bank to its “natural place as the focal point of the struggle and resistance.” U.S. Secy. of State Kerry calls Pres.
