In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Yasuf and Ya’bad. Elsewhere, Israeli settlers erected tents near Deir Istiya. Israeli settlers also vandalized Palestinian-owned vehicles near the Homesh settlement outpost. Israeli forces raided Askar refugee camp, injuring 1 with a baton round and 44 with tear gas. Israeli forces seized 2 bulldozers and 1 tractor in al-Walaja. Israeli forces also issued stop-work orders for 2 homes and 1 water well in the Masafer Yatta area and 8 stop-work orders for homes in Deir Balut. Elsewhere, Israeli forces raided a school in Huwwara, causing tear-gas related injuries. 2 Palestinian minors were arrested during a raid in Silwad. In East Jerusalem, Israeli settlers, led by former MK Yehuda Glick, toured the Haram al-Sharif compound. In Gaza, Israeli forces made incursions and leveled land east of Gaza City. Israeli national security advisor Tzachi Hanegbi told Army Radio that normalization with Saudi Arabia depends on what the U.S. “is willing to pay for a deal.” Regarding reporting that Saudi Arabia wants a nuclear program in return for normalization, Hanegbi said that the “Americans will not advance on this issue with the Saudis without being in close contact with us.” (MEE, REU 5/30; HA 5/31; MEE 6/5; ALM 6/6)

In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also placed dirt mounds at the northern entrance to Salfit, blocking access. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan, causing tear-gas related injuries. 3 Palestinians were arrested, including 2 during late-night raids in Bil‘in and Tulkarm and 1 at the Qalandia checkpoint. In East Jerusalem, Israeli settlers threw stones and bottles at a bus carrying Palestinians in the French Hill neighborhood. Israeli forces violently dispersed Palestinian protesters at the Haram al-Sharif compound, injuring 42 with baton rounds and tear gas; 22 were hospitalized for their injuries. 1 Palestinian was arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. In Israel, 1 mosque in Jaffa was vandalized with spray paint depicting the Star of David and the Israeli flag. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. In Jerusalem, Jewish settlers accompanied by Israeli security forces enter the al-Aqsa Mosque compound for the second consecutive day, preventing Muslim worshippers from freely accessing the site. Meanwhile, Israeli police detain Jerusalem Mufti Mohammed Hussein for a few hours over his role in clashes the previous day.

In the West Bank, IDF forces demolish 3 Palestinian homes in al-Auja village nr. Jericho. IDF undercover units conduct a raid nr. Jenin, arresting PA Preventive Security officer Mohammed Ahmed Zakarna, who received an amnesty a few years ago for his participation in the al-Aqsa Martyrs’ Brigades. The IDF patrols in 1 village nr. Hebron in the morning, and in 1 village nr. Tulkarm at night. IDF troops conducts house searches and arrest raids in Hebron and 1 village nr. Hebron in the afternoon, and in 1 village nr. Hebron, 1 village nr. Jenin and in Tulkarm at night. In the morning, IDF troops on the n. Gaza border fatally shoot 1 Palestinian who approaches the border fence for unclear reasons; there are no reports he was armed and no faction claims him as a mbr. During the day, Hamas convenes Gaza factions to urge them to reimpose a ceasefire. Late in the evening, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds with air strikes on 2 “infiltration tunnels” on the n. Gaza border, lightly to moderately injuring 4 Palestinian bystanders and damaging a recycling center, a construction company, and 11 homes. In the West Bank, the IDF enters Jenin in the afternoon to search the theater run by Mer-Khamis (killed on 4/4) and question locals about his murder. The IDF also patrols in 4 villages nr. Jenin, 3 villages nr. Qalqilya, 1 nr. Ramallah (firing tear gas at stone-throwing youths who confront them), and 1 nr. Tulkarm. In the morning, the IDF makes an air strike on a minivan nr. Khan Yunis, assassinating 5 Hamas mbrs. and wounding 1 allegedly responsible for the Izzeddin al-Qassam Brigades’ rocket program; makes air strikes on a 2d Hamas vehicle, missing it, allowing the targets to escape. Also in the morning, IDF troops on the Gaza border nr. al-Bureij r.c. fire on a group of Palestinian children who stray nr. the border fence, wounding 1. In response to the air strikes, Hamas fires 25 rockets fr. Gaza into Israel, killing 1 Israeli, wounding 2, and damaging a home and factory in Sederot. The IDF responds with air and artillery strikes on suspected rocket-launching sites nr. Jabaliya r.c. and Gaza City, killing 1 Islamic Jihad mbr., 3 Palestinian civilians (including boys ages 12, 13), wounding 12 (including 5 children ages 8–14); fires across the border, wounding a Palestinian in al-Shuka. In response, Palestinians fire another 15 rockets, causing no damage or injuries. In the evening, IDF warplanes drop 3 guided missiles on Gaza’s Interior Min. building (empty at the time), destroying it, killing a 6- mo.-old Palestinian baby, wounding more than 25 Palestinians; also launch air strikes on at least 4 other sites in Gaza City and Khan Yunis suspected of manufacturing rockets, causing no reported injuries. An Islamic Jihad mbr. dies when a roadside bomb he is laying nr. the border fence e. of al-Bureij r.c. explodes prematurely. Gaza municipal authorities warn all Gazans to boil their water to prevent disease, reporting that waterworks still receiving electricity have run out of chlorine to treat sewage; Israel last allowed the import of chlorine on 1/21. In the West Bank, the IDF sends undercover units into Nablus, where they ambush and fatally shoot wanted al-Aqsa Martyrs Brigade (AMB) mbr. Ibrahim Masimi in an apparent assassination, wounding and arresting 4 AMB mbrs. and a construction worker nearby; Masimi and 2 of the wounded AMB mbrs. were among those granted amnesty by Israel in 7/07. Hebron, Tulkarm. In response to the IDF killing of 4 Palestinians in Ramallah on 4/24, al-Aqsa Martyrs Brigade (AMB) mbrs. fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The IDF sends troops into Balata r.c. in what it says is the beginning of an operation targeting the al-Aqsa Martyrs Brigade (AMB), Islamic Jihad, Popular Front for the Liberation of Palestine (PFLP) that will continue for several days, firing on stone-throwing youths who confront the troops (killing 2 Palestinians, wounding 16), occupying an UNRWA school and several homes as operational bases, demolishing a Palestinian home. The IDF also launches air strikes on 2 Popular Resistance Comm. (PRC) mbrs. attempting to lay a roadside bomb or fire rocket nr. the n. Gaza border fence, killing both; fires across the Israeli border into Gaza towards Palestinian farmers working their fields nr. The Israeli cabinet approves steps to isolate and destabilize the new Hamasled Palestinian government, including immediately halting transfers of VAT taxes collected on the PA’s behalf, a source of some $50 m./mo. in revenues for the cashstrapped PA.
