Israel’s Justice Minister Tzipi Livni meets with U.S. Secy. of State John Kerry in Rome, following a meeting last week in Washington that discussed the possibility of reviving Israeli-Palestinian peace talks. U.S. Pres. Barack Obama speaks with PM Benjamin Netanyahu by phone to discuss the peace process. Meanwhile, Israeli authorities approve construction of 296 new settlement housing units in Beit El settlement nr. Ramallah. (JP 5/8; JP, MNA 5/9)

In Jerusalem, Jewish settlers accompanied by Israeli security forces enter the al-Aqsa Mosque compound for the second consecutive day, preventing Muslim worshippers from freely accessing the site. Meanwhile, Israeli police detain Jerusalem Mufti Mohammed Hussein for a few hours over his role in clashes the previous day.

In the West Bank, IDF forces demolish 3 Palestinian homes in al-Auja village nr. Jericho. IDF undercover units conduct a raid nr. Jenin, arresting PA Preventive Security officer Mohammed Ahmed Zakarna, who received an amnesty a few years ago for his participation in the al-Aqsa Martyrs’ Brigades. The IDF patrols in 1 village nr. Hebron in the morning, and in 1 village nr. Tulkarm at night. IDF troops conducts house searches and arrest raids in Hebron and 1 village nr. Hebron in the afternoon, and in 1 village nr. Hebron, 1 village nr. Jenin and in Tulkarm at night. Israeli human rights organization B’Tselem publishes a report that says Israel killed 87 Palestinian civilians in Operation Pillar of Defense in 11/2012, 80% of whom died in the second half of the operation. (JP 5/9)

Egyptian theologian and prominent Islamist cleric Yusuf al-Qaradawi enters the Gaza Strip on a high-profile official visit to the Hamas government, welcomed and hosted by PM Ismail Haniyeh (AFP 5/8)

Jordan’s parliament votes in favor of petitioning the government to expel Israeli amb. Daniel Nevo and recalling Jordan’s amb. to Israel to protest recent unrest involving Jewish settlers entering the al-Aqsa Mosque compound (see 5/7) Ultimately, Jordan’s Interior Min. Professor Stephen Hawking of Cambridge University pulls out of a conference in Israel in 6/2013 hosted by Pres. Shimon Peres, citing the Palestinian boycott call. Israeli FM spokesman Yigal Palmor says that ‘‘never has a scientist of this stature boycotted Israel.’’ (NYT 5/8)

In the morning, IDF troops on the n. Gaza border fatally shoot 1 Palestinian who approaches the border fence for unclear reasons; there are no reports he was armed and no faction claims him as a mbr. During the day, Hamas convenes Gaza factions to urge them to reimpose a ceasefire. Late in the evening, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds with air strikes on 2 “infiltration tunnels” on the n. Gaza border, lightly to moderately injuring 4 Palestinian bystanders and damaging a recycling center, a construction company, and 11 homes. In the West Bank, the IDF enters Jenin in the afternoon to search the theater run by Mer-Khamis (killed on 4/4) and question locals about his murder. The IDF also patrols in 4 villages nr. Jenin, 3 villages nr. Qalqilya, 1 nr. Ramallah (firing tear gas at stone-throwing youths who confront them), and 1 nr. Tulkarm. The IDF continues bulldozing operations begun on 5/24, just inside the Gaza border nr. Bureij r.c.; sends troops into Tulkarm to raid the Social Sport Club, confiscating computers, files, photos and sealing the venue; conducts arrest raids, house searches in and around Nablus and nr. Hebron, Tulkarm. In response to the IDF killing of 4 Palestinians in Ramallah on 4/24, al-Aqsa Martyrs Brigade (AMB) mbrs. fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The IDF sends troops into Balata r.c. in what it says is the beginning of an operation targeting the al-Aqsa Martyrs Brigade (AMB), Islamic Jihad, Popular Front for the Liberation of Palestine (PFLP) that will continue for several days, firing on stone-throwing youths who confront the troops (killing 2 Palestinians, wounding 16), occupying an UNRWA school and several homes as operational bases, demolishing a Palestinian home. The IDF also launches air strikes on 2 Popular Resistance Comm. (PRC) mbrs. attempting to lay a roadside bomb or fire rocket nr. the n. Gaza border fence, killing both; fires across the Israeli border into Gaza towards Palestinian farmers working their fields nr. Abasan, causing no injuries; erects a gate at the entrance to Kafr Haris nr. Hebron, facing Ariel settlement; conducts arrest raids, house searches nr. Hebron and in Allar nr. Tulkarm, al-Azza r.c., Bethlehem, Qabatya nr. Jenin; patrols in Tulkarm. Palestinians fire 2 rockets into Israel, causing no damage or injuries. The Israeli cabinet approves steps to isolate and destabilize the new Hamasled Palestinian government, including immediately halting transfers of VAT taxes collected on the PA’s behalf, a source of some $50 m./mo. in revenues for the cashstrapped PA. IDF severely beats a Palestinian at a checkpoint nr. Hebron; demolishes 10 shops built without permits in Bardala, ‘Ayn al-Bayda; blows up a workshop in al-Yamun nr. Jenin that it claimed was a Hamas weapons factory; issues military orders for the demolition of 1 Palestinian home, 3 wells in Wadi Fukin nr. Bethlehem; conducts arrest raids, house searches in Nablus, nr. Tulkarm. Jewish settlers fr. Ma’ale Shomron nr. Qalqilya beat a Palestinian. PA Interior M Nasr Yusuf takes part in a ceremony in Jenin r.c., marking the opening of a new security headquarters there; al-Aqsa Martyrs Brigade (AMB) mbrs. fire in the air to protest that the PA security services did not coordinate Yusuf’s visit with them; Yusuf, local AMB head Zakariyya Zubaydi meet at the Jenin headquarters to discuss the issue, with Yusuf saying such incidents would not be tolerated. British PM Tony Blair hosts a 1-day conference aimed at encouraging and supporting PA reform, strengthening PA governance in advance of Israel’s disengagement fr. Gaza in mid-7/05. The U.S., EU, and World Bank agree to lead an international effort to coordinate “institutional renewal” in the Palestinian territories.
