In the West Bank, Israeli settlers started building structures on Palestinian land near ‘Ayn al-Auja. Israeli settlers also threw stones at Palestinian vehicles driving in Turmus ‘Ayya, injuring 1 minor. Israeli forces demolished 1 house under construction in Khirbet Ma‘in, displacing 8, including 6 minors. Israeli forces also seized 3 agricultural tents in Ras al-Tin, 1 bulldozer in Deir Balut, and 1 residential structure in ‘Ayn Samia, displacing 8, including 6 minors. Elsewhere, Israeli forces razed 500 meters of newly paved road and placed 7 dirt mounds on the road near ‘Asirah al-Shamaliyah. 7 Palestinians were arrested during late-night raids in Beitunia, al-Mughayyir, al-Bireh, Biddu, Bethlehem, Jaba‘, and Qalqilya. In East Jerusalem, Israeli forces demolished 3 buildings, displacing 6 Palestinians in Wadi Hummus. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces made incursions and leveled land east of Gaza City. In West Jerusalem, 5 Israelis attacked 1 Palestinian man after hearing him speaking Arabic at the site of the Mamilla Cemetery, which now serves as a park; the man suffered multiple fractures and was treated at Hadassah Hospital for his injuries. PA president Mahmoud Abbas met with Russian President Vladimir Putin in Sochi, Russia. Members of Fatah said that President Abbas was seeking more Russian involvement in the peace process as part of his push to move from U.S. mediation to international conferences. (MEMO, WAFA 11/23; ALM 11/24)

The Jerusalem Media and Communications Center released a survey conducted in October with 715 participants from the West Bank and East Jerusalem and 485 from Gaza. The survey found that support for a 2-state solution had dropped from 39% in April to 29% and support for a 1-state solution had increased from 21.5% to 26%. A large discreptency was found between the West Bank and Gaza. In the West Bank, 30% supported a 1-state solution—more than the support of a 2-state solution—while in Gaza, 20% supported a 1-state solution and 38%, a 2-state solution. The survey also found 70% of respondents wanted a new date for general elections and 42% said that they did not plan to participate. 34% would vote for Fatah at PLC elections (highest among Palestinians in Gaza), 10% for Hamas, and some 34% said that they would not vote. Israel’s president Isaac Herzog met with UK prime minister Boris Johnson in London. During their meeting, Prime Minister Johnson said that the UK’s decision to designate all of Hamas as a terrorist organization “was a difficult and controversial decision,” but right. (HA 11/23)

The tech company Apple said it had filed a lawsuit against NSO Group and its parent company OSY Technologies for its hacking of Apple users’ phones with the Pegasus software. It was reported on 11/22 that NSO Group is at risk of defaulting on $500,000,000 worth of debt. (AP, HA, HA, NYT 11/23; MEMO, MEMO 11/24)

The German Development Bank signed an agreement worth $11.2 to support infrastructure projects in the West Bank. (WAFA 11/23)

In the West Bank, Israeli forces shot and critically wounded 1 Palestinian man at the Gush Etzion junction near Bethlehem, claiming that the man had tried to stab an Israeli soldier with a screwdriver; a video showed how Israeli soldiers prevented a medic from treating the Palestinian man. Israeli forces also demolished 1 parking lot near the separation barrier west of Deir al-Ghusun. 10 Palestinians were arrested during house raids, including 3 close relatives of 1 of the Palestinian prisoners who escaped the Gilboa prison on 9/6 in and around Abu Njeim, Aida refugee camp, Dheisheh refugee camp, al-Yamun, Kafr Dan, Qalqilya, Ni‘lin, and Jericho. In East Jerusalem, 3 Palestinians were arrested during late-night raids in al-Tur and Silwan. In Gaza, Israeli forces made incursions and leveled land near Beit Lahiya. In West Jerusalem, Israeli forces shot and severely injured 1 Palestinian man from the West Bank after he stabbed 2 Jewish people near the Jerusalem central bus station; both stabbing victims were said to be in stable condition. The Palestinian prisoner leadership said that 1,380 Palestinian prisoners in Israeli jails would go on hunger strike on 9/17 to protest the collective punitive measures introduced by Israel after 6 Palestinians escaped Gilboa prison on 9/6 (see 9/8). (HA, WAFA, WAFA 9/13; AJ, JP, PCHR 9/14)

After rumors that tips from Palestinians in Israel had led to the capture of 4 of the 6 Palestinians who escaped from Gilboa prison on 9/6, PA prime minister Mohammed Shtayyeh called for national unity. Prime Minister Shtayyeh said that “[t]he occupation authorities are trying to divide us from our brothers, and we need to strengthen the connection.” Shtayyeh also called on the UN to ensure that the prisoners are not tortured as rumors were circulating that at least 1 of the prisoners had been subjected to severe torture, leading to hospitalization. The PA instructed the Central Elections Committee to prepare for local council elections on 12/11. Political fractions in Gaza later rejected the elections after a meeting on the subject, saying that national election must precede local elections. (WAFA 9/14; MEMO 9/17; MEMO 9/21)

Israel’s prime minister Naftali Bennett and Egypt’s president Abdel Fattah al-Sisi met in Sharm al-Shaykh. The 2 discussed a long-term Hamas-Israel ceasefire, Iran, Turkey, and Egypt’s crisis with Ethiopia. (AJ, HA, MEMO, REU 9/13; AJ, AP, AX, MEMO, MEMO 9/14 HA 9/15)

The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. It was also reported that manufacturing the warhead would take much longer. The reporting suggested that Iran was enriching the nuclear material to weapons grade to pressure the U.S. in the renewed Iran deal negotiations. (NYT 9/13; HA 9/14)

In the West Bank, 1 PA police officer was killed and 6 others wounded when Israeli forces conducted night raids in Jenin, according to Israeli officials. The PA police officer did not pose a threat to Israeli soldiers. Another Palestinian from Jenin was killed and 7 others injured by Israeli forces during protests against a punitive demolition of the family home of an alleged attacker. Separately, Israeli forces delivered a stop-work order for a school in Susiya and demolished part of an agricultural structure south of Hebron. Israeli forces also violently dispersed Palestinians protesting the U.S. administration’s peace plan in ‘Azun and Qalqilya, leading to tear-gas related injuries. 4 Palestinians were injured by Israeli forces using rubber-coated bullets during clashes erupting after Israeli forces raided Bayt Jala; others suffered tear-gas related injuries. 1 Israeli soldier was injured by an unidentified sniper near Dolev settlement. 7 Palestinians were arrested during raids in and around Bethlehem, Hebron, al-Ram, Ramallah, and Jenin. In East Jerusalem, 1 Palestinian citizen of Israel from Haifa opened fire on Israeli police officers in the Old City, lightly wounding 1 before being shot to death. Israeli forces delivered demolition notices for 3 structures in Jabal Mukabir. 2 Palestinians were arrested in the Old City. In Gaza, 2 mortar shells were fired at Israel and Israel struck targets in Gaza; no injuries were reported. Israeli forces also opened fire on Palestinian farmland east of Khan Yunis on 2 separate occasions; no injuries were reported. In Israel, 12 Israeli soldiers were injured in a suspected car-ramming in West Jerusalem. The car was later found in Bayt Jala near Bethlehem and a Palestinian man was arrested. Israel also demolished the bedouin village al-Araqib for the 174th time since 2010. Israel reportedly killed 23 people during air strikes in several places in Syria. Israel struck targets near Damascus, Quneitra, Daraa, and Reef. According to the Syrian Observatory for Human Rights, 15 of those killed were Iranian-backed fighters, 3 of them Iranian, and 8 were Syrian government forces. (AJ, BBC 2/6; HA 2/7)

An elderly Palestinian woman dies of complications related to a heart attack at Haram al-Sharif (Israeli forces reportedly prevented an ambulance from reaching her in time to administer the proper treatment). In the West Bank, Israeli forces carry out the punitive demolition of a Palestinian home in al-Amari refugee camp near Ramallah, sparking clashes with residents of the area; at least 56 Palestinian are injured. The home belonged to the Palestinian responsible for fatally injuring an Israeli soldier during clashes in the camp on 5/24. IDF troops shoot, injure, and arrest a Palestinian minor who was allegedly throwing Molotov cocktails at Israeli settler vehicles outside Ramallah earlier in the day. They also arrest 13 Palestinians during late-night raids near Ramallah, Hebron, and Nablus; and patrol near Hebron, Bethlehem, Qalqilya, and Salfit. Israeli settlers throw stones at Palestinian vehicles near Bethlehem, Qalqilya, Tulkarm, Qalqilya, and Nablus; 1 Palestinian is injured and there are no reports of serious damage. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Jabaliya refugee camp; 1 fishermen is injured and 3 are arrested. Australian prime minister Scott Morrison announces that the Australian government has decided to recognize West Jerusalem as the capital of Israel. He also says that Australia will not move its embassy from Tel Aviv to Jerusalem until a final peace agreement is reached. Morrison’s announcement draws criticism from Israelis and Palestinians alike. PLO secretary general Saeb Erakat calls on Arab and Muslim countries to sever all ties with Australia. Numerous senior Israeli officials criticize Morrison for recognizing only West Jerusalem as Israel’s capital. (AJ, AP, CNN, HA, TOI 12/15)

Israeli forces arrest an East Jerusalem Palestinian at the c. bus station in West Jerusalem when he is found to be carrying a knife. In East Jerusalem, Israeli forces patrol in Issawiyya after reports of a violent family dispute in the area. Their presence sparks clashes with stone-throwing Palestinians; 1 Palestinian bystander is shot in the eye with a sponge-tipped bullet (he later loses the eye). In the West Bank, IDF troops conduct a late-night raid in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They arrest 4 more Palestinians and issue 1 arrest summons during further raids nr. Hebron and Qalqilya, and patrol nr. Hebron and Salfit. The Hamas-run energy authority in Gaza announces that it is exploring alternative means of paying for Egyptian fuel transfers, since the PA is blocking Hamas’s fuel payments (see 7/8). PA pres. Abbas meets with Egyptian pres. Abdel Fattah al-Sisi in Cairo to discuss Israeli settlement activity and bilateral relations, including Cairo’s improving ties with Hamas. A PA source later says that al-Sisi supports the “legitimate Palestinian leadership” and that the meeting was “successful.” (MNA, TOI 7/9)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In the West Bank, Israeli settlers throw stones at a Palestinian school in Burin village nr. Nablus, causing no injuries or damage; uproot around 90 grapevine seedlings outside Bethlehem; and assault a Palestinian taxi driver nr. Jerusalem. The IDF patrols nr. Qalqilya, Ramallah, and Hebron during the day. In East Jerusalem, Dep. Knesset Speaker Moshe Feiglin tours Haram al-Sharif with a group of right-wing Jewish activists in the morning. In West Jerusalem, 2 Jewish Israelis assault and moderately injure a Palestinian taxi driver. In s. Israel, Israeli forces demolish a home in the Bedouin community Umm Batin nr. Beersheba. Ahead of his 2d meeting with U.S. envoy Greenblatt this week, Israeli PM Netanyahu says, “We are in the midst of a process of dialogue with the White House and our intention is to reach an agreed-upon policy regarding settlement construction. Agreedupon for us, of course, not just for the [U.S.] side.” Netanyahu and Greenblatt then make progress on the issue, pledging to continue contacts next week, according to a joint statement. Separately, Greenblatt meets with leaders of the Yesha Council, an umbrella organization for settlement municipalities. (HA, JP 3/16; JP 3/17)

Hamas announces the formation of a new comm. to administer Gaza. It will comprise mbrs. of the Hamas-affiliated Palestinian Legislative Council bloc and other senior officials. “Hamas has not formed a substitute govt. to replace the [PA] consensus govt.,” according to senior Hamas official Salah Bardawil. “A governmental administrative comm. was formed, not an actual govt. [The comm.] aims to organize the work of state institutions, and any minister from Ramallah is welcome to come to Gaza and do his job, and the comm. will be at his service,” he adds. (ALM 3/22)

Israeli DM Lieberman names the Palestinian National Fund a terrorist organization due to its “continuous and sustained support of entities responsible for serious terrorist activity against Israel.” The PA fund is primarily used to disburse payments to Palestinians imprisoned in Israel on terrorismrelated charges, and to assist prisoners’ families. PA pres. Abbas calls the move “an Israeli attempt to impede, destroy, and belittle” the ongoing U.S.-led peace-making effort. (JP, TOI 3/16)

On Gaza’s s. border, unknown assailants open fire on IDF vehicles patrolling along the border fence, causing minor damage, according to the IDF. Late at night, IAF jets launch air strikes on a Hamas military site in n. Gaza, causing damage. During the day, IDF troops stationed along the border e. of al-Bureij r.c. violently disperse Palestinian stone-throwers, injuring 1. In the West Bank, IDF troops patrol in 1 village each nr. Tulkarm and Nablus, sparking clashes with stone-throwers in each; 2 Palestinians are injured and 3 are arrested. There are several incidents in the Hebron area today as Israeli forces raid a medical center, assaulting a 14-year-old Palestinian patient; deliver stop-work orders to 3 homes under construction e. of Bayt Umar; and remove the doors and windows from several residences and confiscate drilling equipment in a village nr. Stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, leading to the deaths of 2 Palestinians. First, IDF troops shoot and kill a Palestinian youth in the Gush Etzion settlement bloc nr. Bethlehem after he allegedly attempts to stab an Israeli settler (no Israelis are injured). E. of Tulkarm, an Israeli soldier shoots and kills a Palestinian at a checkpoint, claiming that she attempted to stab him. Finally, a Palestinian stabs and lightly injures an Israeli civilian in West Jerusalem. Israeli forces arrest 1 Palestinian woman each in Hebron, outside a settlement nr. Nablus, and s. of Bethlehem, claiming that the women are carrying knives. A video of the Bethlehem incident will show IDF troops forcing the Palestinian woman to pick up a knife prior to her arrest. Late at night, Israeli troops raid the Nablus-area home of the Palestinian woman accused of planning a stabbing attack outside a nearby settlement earlier in the day. Ramallah, arresting 18 Palestinians and issuing an arrest summons to 1; patrol in 8 villages and al-Fawar r.c. nr. Hebron and 1 village nr. Qalqilya. Palestinian youths throw stones at Israeli soldiers nr. Qalqilya, sparking clashes in which 4 Palestinians are injured and an errant tear gas canister causes minor fire damage to a nearby home. E. of Gaza City, IDF border troops open fire on Palestinian farmers, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In East Jerusalem, Israeli forces patrol in al-Tur late at night, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. In East Jerusalem, Israeli forces shoot and injure a Palestinian youth during clashes in Qatanna n. of the city. In the West Bank, IDF troops shoot and injure a Palestinian driver after he allegedly rams his car into a group of Israeli security forces at a junction nr. Nablus, injuring 4. They also violently clash with Palestinian protesters at Palestine Technical University in Tulkarm (the IDF maintains a shooting range close to the university and blocked administrators from building a wall to deter violent protests at the range last mo.), w. of Qalqilya, and outside a settlement nr. Ramallah, injuring 16 Palestinians. The IDF assaults 1 Palestinian and arrest 19 others during raids and house searches in Jenin r.c.; 4 villages, Qaddura r.c., and Qalandia r.c. nr. Ramallah; and 7 villages nr. Hebron. Israeli settlers assault Palestinians picking olives outside Burin village nr. Nablus, causing no major injuries; the settlers then set fire to some of the olive trees. Palestinians throw rocks at an Israeli settler’s car driving nr. Ramallah, causing moderate injuries. Palestinian gunmen later open fire on an Israeli settler’s car driving nr. Ramallah, causing damage. They also arrest 6 Palestinians on late-night raids in al-Thawri and Issawiyya. In Israel, Palestinian journalist and administrative detainee al-Qiq begins an open-ended hunger strike after being tortured in Israeli detention. U.S. secy. of state John Kerry meets with Israeli PM Netanyahu in Jerusalem to discuss means of quelling the ongoing violence in the oPt among other issues. Kerry reportedly rejects Netanyahu’s request for the U.S. to recognize construction within Israel’s settlement blocs in exchange for Israel undertaking measures to improve the humanitarian situation in the oPt. For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. Hebron, sparking clashes with stone-throwing Palestinian youths; 2 of the Palestinians are arrested. The IDF conducts late-night house searches and raids in Hebron, 1 village and al-Jalazun r.c. nr. Israeli MK Ghattas (Joint List) sends a statement to PM Netanyahu and DM Ya’alon calling for them to keep Israeli forces away from the Freedom Flotilla III. As the flotilla makes its way from Greece to Gaza, Netanyahu’s office releases a letter in which he told the activists, “Perhaps you meant to set sail for a place not far from here—Syria. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary.
