In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets. Israeli forces also leveled agricultural land near Bethlehem. 13 Palestinians were arrested during late-night raids in and around Shufa, Dheisheh refugee camp, al-Khader, Beit Fajjar, ‘Anata, and Dura. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In West Jerusalem, 5 Jewish Israelis attacked 1 Palestinian man, stabbing and beating him while he was on his way home after work. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. PA president Mahmoud Abbas spoke to South African president Cyril Ramaphosa, thanking him for his support of Palestine. South Africa has been 1 of the most vocal opponents of the African Union decision to readmit Israel as an observer state on 7/22. (WAFA 8/19)

PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. Foreign Minister Lapid said that a 2-state solution is his preferred outcome, but that there is not any agreement for it within the current government. (JP 8/20)

Israeli forces used Lebanese air space to attack areas surrounding Damascus and Homs in Syria, allegedly killing 8, including 4 civilians. Lebanese defense minister Zeina Akar condemned Israel for violating its air space and flying at low altitudes. (AJ, AP, HA, TOI 8/19; MEE 8/20)

A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Lebanon has suffered a severe fuel shortage in recent months as its economy continues to deteriorate. Lebanese president Michel Aoun said that the U.S. will help Lebanon with its fuel shortage by providing electricity through Egyptian natural gas via Jordan and Syria. In the West Bank, Israeli settlers uprooted some 35 olive trees in Hebron. Israeli undercover forces assassinated 1 Palestinian in al-Bireh from close range before leaving him to bleed out. Israeli forces also delivered demolition notices for 3 industrial structures in Dayr Sharif. Elsewhere, Israeli forces delivered notices for land seizures to complete a 9.3-mile-long water pipeline to 2 Israeli settlements near Salfit. 12 Palestinians were arrested during late-night raids in Biddu, Bayt Duqqu, al-Za’ayyem, Kafr Dan, Jaba‘, Nablus, Aqabat Jabir, and Hebron. In East Jerusalem, Palestinians protested Israeli-planned evictions of Palestinians in Batn al-Hawa in Silwan. 6 Palestinians were arrested during late-night raids in al-Tur and the Old City, including 1 man for gesturing his middle finger at Israeli police in the Old City. Israel reopened the Erez and Kerem Shalom crossings for humanitarian aid and aid workers. The Kerem Shalom crossing remained closed for exports. Israel also allowed Gaza fishermen to fish up to 6 nautical miles from shore. (HA 5/24; HA, HA 5/25)

PA health minister Mai al-Kaila said the PA had received 103,000 doses of the Pfizer COVID-19 vaccine and that 46,800 of them would be sent to Gaza. 203,161 Palestinians in Gaza and the West Bank are fully vaccinated. (WAFA 5/25)

Jordan summoned the Israeli ambassador to the country to complain about the detention of 2 Jordanian citizens in Israel and the lack of access for the Jordanian embassy to talk to them. (WAFA 5/25; MEE 6/1)

U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. Blinken also said that the Biden administration is asking Congress to approve $75 million in aid to Gaza and another $30 million to UNRWA. Indirect talks between Iran and the U.S. through Germany, France, Britain, Russia, and China continued in Vienna to facilitate a reentry of the U.S. to the Joint Comprehensive Plan of Action and for Iran to restart its compliance with the deal. (AP 5/25)

In the West Bank, large groups of Israeli settlers chanted racist slogans at Palestinians in Hebron and Israeli forces closed off large portions of the city for its Palestinian residents. Israeli forces assaulted and arrested 1 Palestinian minor in Jayyous. In East Jerusalem, Israeli settlers attacked 1 Palestinian minor with stones in the French Hill neighborhood, causing severe injuries to his face. Some 230 Israeli settlers also stormed the Haram al-Sharif compound; the PA and Jordan condemned Israel for allowing the settlers access. Israeli forces raided Silwan leading to clashes with Palestinians; tear-gas related injuries were reported. 3 Palestinians were arrested during late-night raids in al-Tur and Issawiyya. In Israel, Israelis attacked a transport van and its Palestinian driver in West Jerusalem after yelling that the driver was “Arab,” when the Palestinian driver tried to escape the mob he inadvertently killed 1 Israeli man with his vehicle; Israeli police initially arrested the Palestinian man but released him 36 hours and started rounding up 12 Israelis who had attacked the Palestinian man; the Palestinian man’s lawyer said in court that the attack was “a lynching.” (WAFA, WAFA, WAFA 2/28; JP 3/1; HA, PCHR 3/4)

All checkpoints to Gaza and the West Bank were closed by Israel for the Purim holiday. Closures ended at midnight. (HA 2/25)

The Israeli cabinet approved starting to vaccinate Palestinians from the West Bank holding Israeli work permits and Palestinians working in Israeli settlements. Vaccination centers will be set up at West Bank crossings. The decision came days after the PA said that Israel and the PA had agreed that Israel would vaccinate Palestinian workers. 8 of 9 judges on the Israeli supreme court voted to overturn the Israeli central elections committee’s decision to disqualify the Palestinian-Israeli Labor party candidate Ibtisam Mara’ana from running in the Israeli elections. The Israeli central elections committee disqualified Mara’ana from running upon request by the racist far-right Otzma Yehudit (Jewish Power) party on 2/17. (HA 2/28)

Israel designated the Samidoun Palestinian Prisoner Solidarity organization a terrorist organization for its ties to the Palestinian Front for the Liberation of Palestine. (JP 2/28)

The Syrian army said Israel fired rockets at southern Damascus from the Israeli-occupied Golan Heights; there were no reports of casualties or damage. (AP, HA 2/28; AJ, JP 3/1)

Iran rejected an invitation to discuss reviving the Joint Comprehensive Plan of Action (JCPOA) at an informal meeting with the U.S. and European stakeholders, saying that European and American parties have made actions and statements in the recent past that do not make the timing right for Iran. Iran later said that the U.S. should lift the sanctions imposed by the Trump administration before the parties can begin to engage on reviving the JCPOA. (AJ 2/28; REU 3/1)

Some 450 lawmakers in European countries and in the EU parliament signed a letter to EU High Representative Josep Borrell and European foreign ministers urging them to pressure Israel to stop the “de facto annexation” of the West Bank. (HA 2/28; WAFA 3/1)

In the West Bank, Israeli settlers razed tracts of Palestinian-owned land near ‘Urif. Israeli forces demolished 2 residential structures, 2 agricultural structures, and damaged water pipes near Yatta. 1 Palestinian was arrested at a checkpoint near al-‘Arub refugee camp. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya and al-Tur. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles off the shore of al-Sudaniyya; no injuries were reported. PLO secretary-general Saeb Erakat was transferred from his home to a hospital in West Jerusalem for treatment of COVID-19. Secretary-General Erakat had been reported to be in stable condition since testing positive for the virus but his condition had deteriorated and called for hospitalization. Erakat had a lung transplant 3 years ago, making him more vulnerable to the virus. Several Israeli MKs complained that Israel did not seek concessions from the Palestinians in return for treating Erakat. (AJ, BBC, WAFA 10/18; HA, TOI 10/19)

An Israeli delegation signed a joint declaration with Bahraini officials in Manama. U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz were also present during the signing. According to unnamed Israeli officials who spoke to Haaretz, Israel had anticipated signing a “peace declaration” during the trip, but it was decided to scale back the language due to protests in Bahrain against the normalization deal with Israel. Israeli forces arrest an East Jerusalem Palestinian at the c. bus station in West Jerusalem when he is found to be carrying a knife. In East Jerusalem, Israeli forces patrol in Issawiyya after reports of a violent family dispute in the area. Their presence sparks clashes with stone-throwing Palestinians; 1 Palestinian bystander is shot in the eye with a sponge-tipped bullet (he later loses the eye). In the West Bank, IDF troops conduct a late-night raid in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They arrest 4 more Palestinians and issue 1 arrest summons during further raids nr. Hebron and Qalqilya, and patrol nr. Hebron and Salfit. The Hamas-run energy authority in Gaza announces that it is exploring alternative means of paying for Egyptian fuel transfers, since the PA is blocking Hamas’s fuel payments (see 7/8). PA pres. Abbas meets with Egyptian pres. Abdel Fattah al-Sisi in Cairo to discuss Israeli settlement activity and bilateral relations, including Cairo’s improving ties with Hamas. A PA source later says that al-Sisi supports the “legitimate Palestinian leadership” and that the meeting was “successful.” (MNA, TOI 7/9)

In West Jerusalem, Israeli police shoot and kill a Palestinian nr. the Old City after he allegedly hits 1 Israeli with his car and stabs another, lightly injuring both. On Gaza’s s. border, unknown assailants open fire on IDF vehicles patrolling along the border fence, causing minor damage, according to the IDF. Late at night, IAF jets launch air strikes on a Hamas military site in n. Gaza, causing damage. During the day, IDF troops stationed along the border e. of al-Bureij r.c. violently disperse Palestinian stone-throwers, injuring 1. In the West Bank, IDF troops patrol in 1 village each nr. Tulkarm and Nablus, sparking clashes with stone-throwers in each; 2 Palestinians are injured and 3 are arrested. There are several incidents in the Hebron area today as Israeli forces raid a medical center, assaulting a 14-year-old Palestinian patient; deliver stop-work orders to 3 homes under construction e. of Bayt Umar; and remove the doors and windows from several residences and confiscate drilling equipment in a village nr. Hebron. IDF troops violently clash with Palestinian protesters in 1 village nr. Ramallah and at Palestine Technical University in Tulkarm; 12 Palestinians are injured. They also conduct late-night raids and house searches in Jenin and Jenin r.c., Qalqilya, 1 village nr. Salfit, 2 nr. Nablus, and 3 each nr. Israeli forces arrest a Palestinian youth in Silwan claiming she had a knife; raid the home of a PA security forces (PASF) officer in Abu Dis, sparking clashes with stone-throwers (there are no injuries). In East Jerusalem, Israeli forces shoot and injure a Palestinian youth during clashes in Qatanna n. of the city. In the West Bank, IDF troops shoot and injure a Palestinian driver after he allegedly rams his car into a group of Israeli security forces at a junction nr. Nablus, injuring 4. They also violently clash with Palestinian protesters at Palestine Technical University in Tulkarm (the IDF maintains a shooting range close to the university and blocked administrators from building a wall to deter violent protests at the range last mo.), w. of Qalqilya, and outside a settlement nr. Ramallah, injuring 16 Palestinians. The IDF assaults 1 Palestinian and arrest 19 others during raids and house searches in Jenin r.c.; 4 villages, Qaddura r.c., and Qalandia r.c. nr. Ramallah; and 7 villages nr. Hebron. Israeli settlers assault Palestinians picking olives outside Burin village nr. Nablus, causing no major injuries; the settlers then set fire to some of the olive trees. Palestinians throw rocks at an Israeli settler’s car driving nr. Ramallah, causing moderate injuries. Palestinian gunmen later open fire on an Israeli settler’s car driving nr. Ramallah, causing damage. They also arrest 6 Palestinians on late-night raids in al-Thawri and Issawiyya. In Israel, Palestinian journalist and administrative detainee al-Qiq begins an open-ended hunger strike after being tortured in Israeli detention. Kerry reportedly rejects Netanyahu’s request for the U.S. to recognize construction within Israel’s settlement blocs in exchange for Israel undertaking measures to improve the humanitarian situation in the oPt. In the Gaza Strip, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) declares a state of emergency after heavy rains and flooding exacerbate the already dire humanitarian situation. Egyptian authorities open the Rafah crossing for the 2d day in a row, but at limited capacity. Separately, unknown assailants fire shots in the direction of Israeli forces positioned along the border with e. Gaza, and IDF troops respond by firing a tank shell, causing no injuries. In the West Bank, the Judea Military Court finds a Palestinian man guilty of planning to assassinate Israeli FM Avigdor Lieberman during OPE. Nr. Qalqilya, Israeli settlers attempt to kidnap a Palestinian youth, but his family intervenes. Nearby, Israeli settlers attack a Palestinian-owned car shop and injure the owner. IDF troops violently disperse a protest in Dayr ‘Ammar nr. Ramallah and injure 1 Palestinian with rubber-coated metal bullets. The IDF conducts house searches and arrest raids nr. Tulkarm, Hebron, and Nablus; patrols nr. Hebron, Ramallah, and Tulkarm. In East Jerusalem, Israeli soldiers beat and arrest a Palestinian youth nr. the Old City. Israel’s High Court of Justice decides to freeze the 11/20 demolition orders on the homes of the 2 Palestinian men who attacked a West Jerusalem synagogue on 11/18. (MNA 11/27)

Following Hamas official Abu Marzuq’s comments about the UN’s Gaza reconstruction plan on 11/26, another senior Hamas official says that the UN has amended its plan based on consultations with Hamas. (MNA 11/27)

International mediation efforts continue, with UN Secy.-Gen. Annan, Russian FM Ivanov, EU foreign policy dir. Javier Solana each meeting separately with Arafat, Barak. Egypt's Musa flies to Damascus to confer with Syrian pres. Asad, who phones Arafat to express Syrian support. Mubarak also phones Arafat and rejects Clinton's proposal (10/8) for a summit in Egypt, saying Israel must 1st agree to pull its troops back fr. PA areas, stop threatening Lebanon and Syria (see 10/8), bar official Israeli visits to the Haram al-Sharif/Temple Mount, agree to an international inquiry. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition.
