In the West Bank, Israeli settlers spray racist graffiti on walls and set vehicles on fire in Turmus ‘Ayya. Israeli forces shoot and kill 2 Palestinians and injure 3 others during a raid in Tulkarm refugee camp, an Israeli soldier is injured during the raid. Israeli forces also shoot and kill a member of the PA security forces near Beit Furik. In East Jerusalem, Israeli forces seal off the family home in Shu’fat of a Palestinian who was shot dead on 2/16 after allegedly killing 2 Israelis. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Dayr al-Balah, Rafah, Nuseirat refugee camp, and Beit Lahiya, killing at least 126 people. Israeli forces also fire tank shells at al-Amal Hospital in Khan Yunis. Israeli attacks render the Nasser Hospital in Khan Yunis inoperative as an eighth patient dies due to the lack of power at the hospital. 1 Israeli soldier is killed in combat. In Lebanon, Hezbollah fires an anti-tank missile at a building in Kibbutz Yir’on, causing damage. In the Red Sea, Houthi forces fire a missile at a UK-owned ship, causing damage. More than 28,985 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 68,883 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,499 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 232 Israeli soldiers have been killed and 1,361 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 38 trucks carrying aid enter Gaza. PA prime minister Mohammed Shtayyeh addresses the Munich Security Conference, saying the PA and Egypt will not allow Israel to push Palestinians into the Sinai. Shtayyeh also says the PA is prepared to cooperate with Hamas to achieve national unity. The Israeli High Court of Justice dismisses a request for Israel to disclose the whereabouts of 62 Palestinians from Gaza who have been taken to Israel by Israeli forces and for them to be allowed to meet a lawyer. (HA 2/18)

The Israeli cabinet unanimously approves a declaratory decision to reject any unilateral recognition of the state of Palestine. Israeli war cabinet member Benny Gantz says Israel will limit the number of people entering the Haram al-Sharif compound during Ramadan. Channel 13 reports that the proposal was made by National Security Minister Itamar Ben-Gvir and approved by Prime Minister Benjamin Netanyahu. The PA calls the decision “racist incitement against Palestinians.” The Supreme Fatwa Council of Palestine warns Israel of a “religious war” if Muslims are denied access to the compound during Ramadan. The Higher Arab Monitoring Committee says Ben-Gvir is organizing his own war against Palestinian citizens of Israel. Norway says an agreement has been reached on the transfer of PA tax funds from Israel to the PA via Norway. Norway will withhold the part of the tax revenue Israel considers is for Gaza. Brazilian president Luiz Inacio Lula da Silva addresses the African Union Summit, calling Israel’s war on Gaza “genocide” and compares the attacks to the Holocaust, saying it has happened before “when [Adolf] Hitler decided to kill the Jews.” Israeli foreign minister Israel Katz summons the Brazilian ambassador. In the West Bank, Israeli forces installed an iron gate at the northern entrance to Halhul. Israeli forces also razed an agricultural road in Khirbat al-Makhul near Ya’bad and placed dirt mounts on it, making it impassable. Elsewhere, Israeli forces took measurements for punitive demolitions of 2 homes in Hebron belonging to the family of 2 Palestinians who are accused of killing an Israeli settler on 8/21. 21 Palestinians were arrested during late-night raids in Tulkarm, Jenin, Nablus, Ramallah, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian farmers east of Khan Yunis; no injuries were reported. Israeli national security minister Itamar Ben-Gvir told Israeli Channel 12 News’ Mohammad Magadli during a panel discussion that “my right, the right of my wife and my children to move around Judea and Samaria [the West Bank] is more important than freedom of movement for the Arabs [Palestinians]. The right to life comes before freedom of movement. Sorry, Mohammad, but that is the reality.” Ben-Gvir also said that he “is handing out arms to anyone who can defend themselves,” referring to settlers. The U.S. State Department later condemned Ben-Gvir’s remarks on Palestinians’ freedom of movement, calling them racist. United Arab List chairperson Mansour Abbas and Blue and White party chairperson Benny Gantz visited Tira, calling on Prime Minister Benjamin Netanyahu to fire National Security Minister Ben-Gvir over the Israeli police’s inaction in solving crimes in Palestinian communities in Israel. Israel said it would increase its natural gas extraction from the Tamar offshore gas field in order to increase exports to Egypt by 38.7 billion cubic meters over the next 11 years. Israeli energy minister Israel Katz said the deal would strengthen diplomatic ties with Egypt. (REU 8/23; ALM 8/24)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land near al-Bureij refugee camp. IDF troops then arrest 4 Palestinian minors attempting to cross into Israel near the site of the incursion, and violently disperse Palestinian protesters throwing stones at the border fence near the main Great March of Return tent camp outside Khan Yunis (1 Palestinian is injured). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin home of a Palestinian imprisoned in connection with the 1/9/18 killing of an Israeli settler. Meanwhile, Israeli settlers damage 20 Palestinian vehicles and spray-paint “Death to Arabs” on a nearby wall in Bayt Iksa. Some of the same settlers vandalize more Palestinian property in Rammun village near Ramallah later in the day. IDF troops arrest 1 Palestinian during a raid in Bethlehem, and patrol near Nablus, Hebron, and Qalqilya. A deaf Palestinian succumbs to injuries sustained on 4/1 when the IDF violently dispersed peaceful protesters along Gaza’s border. A Palestinian witness to the shooting says that the deceased was walking away from the border fence when an Israeli sniper shot him in the back of the head. A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says.
