In the West Bank, Israeli settlers blocked a road between Jerusalem and Hebron. Israeli settlers also vandalized 10 olive trees, 2 water tanks, and an irrigation system in Wadi Qana. Israeli forces violently dispersed Palestinian protesters in Bayt Dajan; 1 Palestinian sustained fractures from a fall after being chased by the forces. Israeli forces also raided Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest of a minor. Elsewhere, Israeli forces handed demolition orders for 4 commercial structures in Dayr Qadis. Israeli forces also blocked several roads in the Masafer Yatta area and sealed entrances to Beita. 23 Palestinians were arrested, including 19 during late-night raids in Ni‘lin and Bayt Umar, 2 were arrested and their car seized in Hebron, and 2 were arrested on a street in Jenin. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. Of all the participants in the poll, 32% thought that the U.S. is not supportive enough of Palestinians, while 37% thought the U.S. support was as it should be. (AP, HA 6/23)

Haaretz reported that the Israeli police have not opened an investigation into the killing of a Palestinian shot by an Israeli settler on 5/14 in al-Rihiya. (HA 6/23)

In the West Bank, Palestinians clashed with Israeli soldiers in Hebron, leading to tear-gas related injuries. Israeli forces also seized 4 trucks, claiming they were carrying stolen water from a water pipe near Hebron. Elsewhere, Israeli forces seized 2 excavators near Nablus. 7 Palestinians were arrested during late-night raids in and around Jenin, Tulkarm, al-Fawar refugee camp, and Hebron. In East Jerusalem, 2 Palestinian families demolished their own houses under construction in al-Tur to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles off the coast west of Bayt Lahiya; no injuries were reported. The secretary-general of the Fatah Central Committee Jibril Rajub and the head of the Hamas political bureau Salah al-Arouri held a joint press conference formulating a plan of action to counter Israeli plans to annex parts of the West Bank. The 2 confirmed that the factions have had conversations on the issue previously. The chairman of the Joint List in Israel Ayman Odeh also joined the virtual conference. (AJ, HA, TOI, WAFA 7/2)

The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. Israel’s defense minister Benny Gantz neither denied nor confirmed Israel’s involvement, saying “[n]ot every incident that transpires in Iran necessarily has something to do with us.” (AJ 7/2; AJ 7/3; AJ, REU, REU 7/5; HA 7/11)

In the West Bank, Israeli settlers uprooted some 100 olive trees and some 60 vine trees in Husan. In Beita, clashes between Palestinians and Israeli forces erupted when Israeli settlers sought to seize land; dozens of Palestinians were injured, including 2 from live ammunition, 10 from rubber-coated bullets, and more than 50 from tear gas inhalation. 4 Palestinians were arrested during late-night raids in and around Hebron, Salfit, and Tulkarm. In East Jerusalem, Israeli forces injured a Palestinian minor in a school yard in Issawiyya using rubber-coated bullets, fracturing the boy’s arm. 3 Palestinians were arrested during late-night raids in Silwan. In Syria, Israeli jets struck a vehicle in Qunaytra. The Israeli army claimed that it was responding to sniper fire. (HA 3/2)

Israel held its general elections for the 3d time in less than a year. Neither of the 2 coalition blocs managed to get an outright majority. Avigdor Lieberman’s Yisrael Beitenu won 7 seats and could be the kingmaker. The Arab Joint List received a record 15 seats in the election. (Guardian, HA, HA; 3/4; HA 3/6)

In the West Bank, Israeli forces clashed with Palestinians during a raid in al-‘Arub refugee camp, leading to tear-gas related injuries. Israeli forces also demolished 2 caravans, 1 tent, 1 solar panel, and 2 rooms near Yatta. 5 Palestinians were arrested during late-night raids in and around Nablus, Birzeit, Yatta, and Bethlehem. In East Jerusalem, Israeli forces demolished 2 buildings under construction in Issawiyya. Israeli prime minister Benjamin Netanyahu’s Facebook page had an automated pop-up message, warning voters that “Arabs want to annihilate us all—women, children, and men,” and urged voters not to vote for a left-wing government “that relies on Arabs who want to destroy us all.” Joint List chairperson Ayman Odeh said that he had reached out to Facebook to end Netanyahu’s “racist and dangerous incitement against the Arab population.” (HA 9/11)

Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. IDF troops violently disperse the protests at Qalandia checkpoint, Bethlehem, and Hebron; at least 2 Palestinians are injured. Meanwhile, IDF troops arrest 19 Palestinians during latenight raids in and around Bethlehem, Jenin, Nablus, and Hebron; and patrol near Jenin and Hebron. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. In the West Bank, IDF troops patrol nr. Nablus, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They conduct further patrols nr. Hebron and Ramallah; and arrest 9 Palestinians during late-night raids nr. Hebron, Ramallah, and Nablus. In East Jerusalem, Palestinian schools go on strike to protest the closure of al-Nukhba School on 2/23 and the Jerusalem Municipality’s 12/2016 decision to align its vacation calendar with the Israeli school calendar. Israeli forces demolish a Palestinian home under construction in Issawiyya as well as 2 rooms in a Palestinian home in Silwan; arrest 7 Palestinians during raids in Hizma and Issawiyya; and shut down a dept. of the Arab Studies Society in Bayt Hanina because of alleged affiliation with the PA (it will be reopened on 3/16). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In West Jerusalem, Israeli forces violently disperse Palestinians protesting Israeli demolitions of Palestinian property outside the finance ministry’s headquarters; there are no serious injuries. The Israeli Knesset approves amendments to the Basic Law barring politicians from running for office if they are known to “support terrorism,” if they do not recognize Israel as a Jewish and democratic state, or if they incite racism or support armed resistance against Israel. In response, Joint List MK Ahmad Tibi says “there is a tendency in recent Knessets in which MKs from the right wing compete with themselves over which bill they can present to exclude authentic representatives of the Arab population.” (KNE, WAFA 3/15)

PA pres. Abbas meets with U.S. special representative for international negotiations Greenblatt in Ramallah. Abbas tells him that “under [U.S.] pres. Trump’s leadership a historic peace deal is possible,” according to a U.S. statement. Meanwhile, Israeli PM Netanyahu comments on his 3/13 meeting with Greenblatt, saying that “we’re in a process, but it’s a process of mutual dialogue, authentic and honest in the positive sense.” The process is “not yet visible to the media,” he adds. Stabbing and alleged stabbing attacks continue in the West Bank. Israeli soldiers shoot and kill a Palestinian in c. Hebron after he allegedly attempts to stab a soldier. Israeli forces arrest a Palestinian in a supermarket in the Gush Etzion settlement bloc nr. Bethlehem after he stabs and moderately injures an Israeli settler; open fire on 3 Palestinians after they allegedly evade detention while on their way to work in Israel, injuring 1 and detaining 2. As the Israeli crackdown continues across the oPt, IDF troops violently disperse Palestinian protesters in c. Hebron, Aida r.c. and 1 village nr. Bethlehem, and along Gaza’s border nr. al-Bureij r.c., injuring 3 Palestinians (2 seriously). Late at night, the IDF conducts raids and house searches in the Tubas, Hebron, Ramallah, and Jenin areas, arresting 14 Palestinians and issuing arrest summons to 4. In East Jerusalem, MK Basel Ghattas (Joint List) tours Haram al-Sharif, defying Israeli PM Netanyahu’s order for all MKs to avoid the sanctuary (1st reported on 10/8). Israeli forces raid a hospital in al-Tur for the 2d day in a row; arrest 26 Palestinians on raids and patrols in Silwan, al-Tur, and Issawiyya. Late at night, Israeli forces raid the home of the Palestinian who was killed on 10/8 after allegedly stabbing an Israeli soldier, and they take measurements and photographs in preparation for a possible punitive demolition. In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Ahead of the meeting, Netanyahu opposes the French initiative, saying “we will forcibly reject any attempt to force upon us international dictates”. (JP 6/17; HA, MNA, NYT, TOI, WAFA 6/21)

The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law.
