Hebron, Jericho, and Ramallah. The night raid in Ramallah provokes clashes, leaving 1 Palestinian injured with live ammunition. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Israel’s Labor Party elects former minister Isaac Herzog as its new leader, defeating incumbent Shelly Yachimovich with 58.5% of the vote compared to the latter’s 41.5%. Herzog announces in his victory speech that the Labor Party will not join the governing coalition led by PM Netanyahu. (REU, YA 11/22)

Russian FM Lavrov arrives in Geneva to join diplomats struggling to finalize a deal between Iran and the P5+1 powers, with remaining disputes including Iran’s right to produce nuclear fuel, the fate of the Arak heavy-water reactor project, and the extent of sanctions relief. (AP, REU 11/22)

Six large Islamist opposition groups in Syria declare a new Islamic Front, the biggest alliance of rebel fighters to date. The group is distinct from both the Free Syrian Army (FSA) and the al-Qa‘ida-linked factions. (REU 11/22)

Muslim Brotherhood supporters hold protest rallies across Egypt to mark 100 days since the mass killings by security forces in 8/2013 (see the QU in JPS 169). Clashes with Muslim Brotherhood opponents leave 2 dead, 1 in Cairo and 1 in Suez. Hamas’s armed wing Izzeddin al-Qassam Brigades claims direct responsibility for digging the tunnel under the Gaza-Israel border recently exposed by the IDF. Meanwhile, Israeli authorities open Kerem Shalom border crossing for truckloads of imports including commercial commodities and limited amounts of fuel and gas for domestic use. Journalists demonstrate in Ramallah to demand the reopening of the Gaza Strip offices of Ma’an News Agency and Al-Arabiya, which have been shut since the summer. Meanwhile, the PA Public Workers’ Union announces a general strike to begin on Wednesday in all govt. offices in the West Bank, due to an industrial dispute about rising living costs requiring a commensurate increase in wages. PA Pres. Abbas tells Palestinian television that the PA is considering an appeal to the UNSC in light of what he describes as “serious Israeli violations, especially in Jerusalem and at the Temple Mount.” Abbas also expresses concern that the PA would be unable to pay the salary for all its employees for 11/2013, without further international aid. There are protests in Egypt as Muslim Brotherhood supporters continue to demonstrate against the military-backed interim govt. There is 1 reported death, in the Nile Delta province, with clashes also reported in Alexandria and Cairo. (REU 10/12)

The Organisation for the Prohibition of Chemical Weapons (OPCW) says that Syria has given details of some of its arsenal but still needs to fill in the gaps by next week to satisfy the timetable proposed by the Russian-U.S. plan. (REU 9/20)

U.S. Secy. of State John Kerry makes one more visit to Ramallah in the morning, holding brief talks with Palestinian pres. Mahmud Abbas, their 3d meeting in 3 days. Afterward, Palestinian chief negotiator Saeb Erakat says that there had been no breakthrough. Kerry, speaking to reporters in Ben-Gurion Airport on his way to Brunei, sounds a more positive note and cites unspecified “real progress.” Kerry departs after 4 days and 13 total hours of talks with Abbas and Israeli PM Benjamin Netanyahu. Israeli media reports that the Jerusalem Municipality will advance plans to build 930 new housing units in Har Homa settlement, a development that Palestinian chief negotiator Saeb Erekat condemns in a Ramallah press conference. (JP 6/30)

Millions of demonstrators take to the streets across Egypt on a planned day of protest against the govt. of Pres. Mohamed Morsi. As night falls, violent clashes break out between opponents and supporters of Morsi, resulting in 4 deaths. Assailants storm the Cairo headquarters of the Muslim Brotherhood, setting it on fire. U.S. Secy. of State John Kerry calls Israeli PM Benjamin Netanyahu to express disapproval over plans for new construction in Ramat and Gilo settlements. Meanwhile, Jordanian FM Nassar Judeh, in a joint press conference in Ramallah with PA FM Riyad Malki, announces that Kerry will shortly be in Amman for a 4th visit to Jordan to discuss peace efforts. Rami Hamdallah, president of an-Najah University, announces that Pres. Abbas has asked him to replace Salam Fayyad as prime minister and form a new govt., adding that most ministers will remain in post. Fayyad resigned on 4/13 and has been serving as a caretaker. U.S. Secy. of State John Kerry welcomes the appointment, but the decision is denounced by Hamas, whose spokesperson Fawzi Barhoum says that Abbas should have implemented the reconciliation deal achieved in Cairo in 5/2013, rather than name his own appointee. Meanwhile, senior Fatah leaders Nabil Shaath and Othman Abu Gharbieh arrive in Gaza to take part in talks with representatives of all factions about national reconciliation. Israeli security officials visit Cairo for the second time in a week to discuss the regional security situation with Egyptian intelligence officials. Items for discussion include the security situation in Sinai and the indirect talks with Hamas. Hamas official Khalil al-Hayya confirms that the organization is indeed conducting indirect talks with Israel over the details of the cease-fire deal that ended Israel’s Operation Pillar of Defense in 11/2012, including possibly allowing the entry of Qatari-donated construction materials to Gaza and the export of Gaza’s agricultural products to Israel. The Lebanese military say that Israeli jets conducted mock raids overnight in Lebanese airspace. Meanwhile, a report by Lebanon’s amb. to the UN, Nawaf Salam, is published, detailing 54 violations of UNSC Res. 1701 committed by Israel in 12/2012. (JP, ToI 2/8)

Israeli media report that National Security Adviser Yaakov Amidror has recently privately warned PM Benjamin Netanyahu that settlement construction is causing Israel to lose support even among its strongest allies in the West. Sources in Netanyahu’s office do not deny the substance of Amidror’s remarks, but say that they should not be seen as a hint that the PM is considering a settlement freeze to help start negotiations. Hamas official Izzat al-Rishq says that Fatah and Hamas will meet in Cairo on 2/10 to discuss the composition of a unity government. On 2/8, the discussion will focus on PLO reform. Meanwhile, an anonymous PA official tells Agence France-Presse that PA security forces have arrested more than 25 Hamas mbrs. over the past 48 hours. Earlier in the week, IDF forces arrested another 25 Hamas mbrs. in the West Bank, including 3 mbrs. of the PC from the Hamas-affiliated Reform and Change party. (AFP, MNA 2/7)

Islamic Jihad politburo mbr. Shaykh Nafith Azzam says that the group may run in the next elections of the PLO’s Palestine National Council (PNC) if certain conditions related to the political program, decision-making mechanism, and structure of the PLO are met. Azzan says PNC elections are necessary, particularly as the council represents Palestinians in Palestine and in the diaspora. (MNA 2/7)

Following a meeting in Cairo, Fatah official Azzam al-Ahmad announces that his party and Hamas have agreed on a set of principles to implement a reconciliation agreement. The deal includes the resumption of work by 1/30/13 of the Central Elections Commission, Public Freedoms Comm., and Social Reconciliation Comm. (MNA 1/17)

Palestinian pres. Mahmud Abbas holds a meeting with officials from the PA security forces following recent protests by Fatah-affiliated gunmen in Balata r.c. and Jenin r.c. (see 1/10). Abbas emphasizes that the government has a monopoly on the use of force. In the evening, 10 gunmen from Balata r.c. hand themselves in to PA security forces in Nablus in what Nablus governor Jibrin al-Bakri described as a ‘‘deal,’’ but without giving details. Israel’s dep. FM Danny Ayalon tells a Turkish newspaper that Israel is ready to send a letter of apology to Ankara for the killing of 9 Turkish activists on the Mavi Marmara on 5/31/10, similar to the one the U.S. government sent to Islamabad over the killing of Pakistani soldiers. (JP 1/17)
