In the West Bank, Israeli settlers set up a settlement outpost outside of the Metzad settlement near Wadi Sa‘ir. Israeli forces shot and killed 1 Israeli soldier near the Separation Wall west of Tulkarm; the killing was described as “friendly fire.” Israeli forces also violently dispersed Palestinian protesters in Beit Lid. Elsewhere, Israeli forces demolished 3 agricultural structures in Burqa, Kafr ad-Dik, and Battir, and seized water pipelines and agricultural tools in Ras al-Ahmar. Israeli forces also violently dispersed Palestinian protesters at the Qalandia checkpoint, causing tear-gas related injuries. 21 Palestinians were arrested during late-night raids in Deir Abu Mash‘al, Birzeit, Beit Fajjar, Dheisheh refugee camp, Asira ash-Shamaliya, Silat ad-Dhahr, and Zabbuba. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man in Kafr ‘Aqab during a late-night house raid; eyewitnesses said the man was standing in his doorway when he was shot from close range, while Israeli police claimed that the man was attempting to stab a police officer. Israeli authorities also delivered a demolition notice for a house in Isawiya. An Israeli military judge rejected an appeal to release Khalil Awawdeh from administrative detention. Awawdeh, who is hospitalized in critical condition, has been on hunger strike for 155 days in protest over his administrative detention. Awawdeh’s lawyer said he would appeal the decision to the Israeli high court of justice. (AJ, HA, WAFA 8/15; AJ, MEMO 8/16)

Iran responded to the EU draft text to reinstate the Iran Nuclear Deal by asking the U.S. to show flexibility on 3 issues. It was unclear what the 3 issues were, but Iran said that if the 3 issues were resolved, an agreement could be made this week. (HA 8/16; AX, HA, MEE, MEMO, REU 8/18)

The IDF ends its closure of the West Bank and Gaza Strip in the evening, but maintains the closure of Yatta, the Hebron-area village, home of the 2 Palestinians who attacked Israeli civilians on 6/8. During an arrest raid nr. Qalqilya, IDF troops shoot flares that set fire to a swath of Palestinian land nr. the separation wall, destroying about 50 olive trees. They also arrest 16 Palestinians during raids in and around Nablus, Qalqilya, Tulkarm, Hebron, Bethlehem, and Jenin; and patrol nr. Ramallah and Hebron throughout the day. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City, causing no injuries or damage. Off the coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In East Jerusalem, dozens of Jewish settlers tour Haram al-Sharif in the morning, sparking clashes with Muslim worshippers after a handful of the settlers appear to pray at the sanctuary; 4 Palestinians and 2 Jewish Israelis are arrested and removed from the site. Late at night, unidentified assailants throw stones at an Israeli bus in Wadi al-Juz, causing damage. Israeli forces arrest 2 Palestinians during raids in Jabal Mukabir. In the Gaza Strip, IDF troops e. of Jabaliya open fire on a group of Palestinian youth nr. the border fence, injuring 1. Off the s. coast, Egyptian naval forces open fire on a Palestinian fishing boat, injuring 1 fisherman and arresting the other. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), injuring 4 Palestinians with rubber-coated metal bullets and gas canisters in Bil‘in. Israeli soldiers also violently disperse protests outside Ofer detention center and Silwad nr. Ramallah, injuring 4 Palestinians, as well as in Susiya village nr. Hebron, where they assault Mustafa Barghouti, secy.-gen. of the Palestinian National Initiative. The IDF conducts house searches and arrest raids in Ni‘lin; patrols nr. Hebron, Ramallah, Tulkarm, Jenin, and Jericho. An Israeli settler attempts to hit a Palestinian child with his car nr. Tulkarm. Separately, unknown assailants throw stones at Israeli settlers’ cars nr. the Ofra settlement, lightly injuring 2 women. In East Jerusalem, IDF troops clash with Palestinians in Wadi al-Juz, al-Tur, al-‘Izzariya, and Abu Tor, firing tear gas and stun grenades and detaining 5 Palestinian youths. The Israeli police arrest 3 Palestinian women as they exit Haram al-Sharif and ban 4 others from entering the area for 3 days, following their release from detention late on 1/22. Later, Israeli settlers clash with stonethrowing Palestinians in Bayt Umar, injuring 1 Israeli. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin) and Qalqilya (Kafr Qaddum), injuring 4. The IDF conducts house searches and arrest raids in Jalazun r.c.; patrols nr. Ramallah, Hebron, Jericho, and Tulkarm. Elsewhere, Israeli settlers accompanied by IDF troops enter a village nr. Jenin to perform religious rites. In East Jerusalem, a Palestinian man stabs 2 Israeli border police guards nr. the Old City, injuring them both. Separately, Israeli forces arrest a Democratic Front for the Liberation of Palestine (DFLP) leader at a mobile checkpoint between Jerusalem and Jericho, and a Palestinian youth in Ras alAmud. In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. Clashes break out between Israeli police and stone-throwing Palestinians late at night in Wadi al-Juz, Anata, and Silwan. Police injure 3 Palestinians with rubber-coated metal bullets and arrest 5. In the West Bank, IDF troops shoot and kill a 14-year-old Palestinian during a weekly protest in Silwad nr. Ramallah. The IDF says that the youth, also a U.S. citizen, was holding a Molotov cocktail, but Palestinian witnesses deny the claim. State Dept. spokesperson Jen Psaki calls for a “speedy and transparent investigation.” IDF troops violently disperse protests outside Ofer detention center and in Jalazun r.c. nr. Ramallah, injuring 7 with live ammunition. The IDF conducts house searches and arrest raids in 1 village nr. Tulkarm; patrols in Jericho, as well as 1 village and ‘Aqabat Jabir r.c. nearby, 2 villages nr. Ramallah, Jenin and 1 nearby village, and 1 village each nr. Hebron and Qalqilya. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. In East Jerusalem, Israeli authorities deny men under 40 entry to Haram al-Sharif. Ansar Bayt al-Maqdis attacks Egyptian soldiers nr. Shaykh Zuwayd and in al-Arish in the Sinai Peninsula, killing 31 with a car bomb, rocket-propelled grenades, and small arms. It is the deadliest single attack on Egyptian security forces in Sinai since the escalation of violence began after the 7/2013 military ouster of thenpres. Mohamed Morsi. In response, Pres. al-Sisi convenes an emergency meeting of his senior defense advisers, declares a state of emergency in some parts of n. Sinai, and closes the Rafah border crossing. As the quarter opens, Israel’s near total blockade of Gaza enters its 21st month, since Hamas’s takeover of Gaza in 6/07. Israel continues to bar exports fr. Gaza, strictly limit imports, and ban all but VIPs and emergency medical cases fr. transiting the border. Imports include limited commodities and enough staple goods and fuel for electricity, emergency services, and cooking to preclude a humanitarian crisis, but are insufficient to meet daily needs, adequately maintain basic services, or repair the heavy damage fr. Israel’s 23-day assault on Gaza, Operation Cast Lead (OCL), which ended on 1/18/09. Today, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The Israel Defense Forces (IDF) respond with 2 air strikes on tunnels on the Rafah border, causing no injuries. In Bayt Lahiya, 1 Palestinian scavenging scrap metal is killed, 4 are injured when they accidentally trigger unexploded IDF ordnance (UXO). In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Bethlehem, Hebron; closes a gate in the separation wall nr. Dahiyat al-Barid (located btwn. the separation wall and the Green Line nr. Jerusalem), forcing villagers to travel 1–2 hrs. through the Qalandia crossing to access the rest of the West Bank. The Israeli government authorizes the confiscation of 1,700 dunams (d.; 4 d. = 1 acre) of Palestinian land in the villages of al-Ma‘sara, Umm Salamuna, and Wadi al-Nas nr. Bethlehem for expansion of Efrat and Gush Etzion settlements (2,500 new housing units, increasing the settler population there fr. 9,000 to 30,000). As the quarter opens, a 6-mo. Hamas-Israel cease-fire in the Hamascontrolled Gaza Strip, which began on 6/19/08, remains in effect, with occasional cross-border incidents reported (see Quarterly Update in JPS 149 for background). Israel, however, maintains a tight closure on Gaza Strip (imposed since 1/08), allowing only the minimum amount of food, fuel, and basic humanitarian aid to enter and permitting no exports or individuals to leave. During the day, Israeli naval vessels pursue Palestinian fishing boats off the Gaza coast, confiscating 1, temporarily detaining 2 fishermen. In the West Bank, controlled by the Fatah-led Palestinian Authority (PA), the Israel Defense Forces (IDF) fire tear gas at, beat Palestinians holding a nonviolent demonstration against the separation wall in Dayr al-Bhussun nr. Tulkarm; conduct late-night arrest raids, house searches in and around Hebron, nr. Jenin. Jewish settlers fr. Kiryat Arba and the nearby Beit HaShalom outpost in Hebron’s Wadi al-Nassara neighborhood (comprising the al-Rajabi building seized in 4/08 and surrounding land seized last quarter; see Quarterly Update in JPS 149) attack Palestinians and their property in Wadi al-Nassara, wounding 1 Palestinian. At midnight local time, the grace period runs out for Jewish settlers in Gaza to withdraw voluntarily in compliance with Israeli PM Ariel Sharon’s disengagement plan; at least 50% of the estimated 8,500 settlers have already left, including all settlers fr. Dugit (est. 1990, pop. 70, size 245 dunams [d.; 4 d. = 1 acre].), Nisanit (est. 1980, pop. 1,100, size 1,610 d.), Pe’at Sadeh (est. 1989, pop. 110, size 935 d.), Rafiah Yam (est. 1984, pop. 130, size 574 d.), Shalev (est. 2001, pop. 50). Gaza and the n. West Bank remain closed military zones to Israelis for the duration of disengagement (see 6/30, 8/15). Israel Defense Forces (IDF) soldiers prepare to forcibly remove the settlers who remain and the estimated 5,000 disengagement protesters (mostly West Bank settler youth) who snuck into the Strip. Meanwhile in Gaza, the IDF searches Palestinian homes nr. Bayt Lahiya, in Wadi al-Silqa; occupies a Palestinian home in Dayr al-Balah as an observation post. Jewish settlers fr. Gaza’s Gush Katif bloc, burn animal food storage bins in al-Mawasi. In Khan Yunis, 1,000s of Hamas supporters rally to celebrate the pending disengagement. In the West Bank, the IDF detains, beats a 16-yr.-old Palestinian who throws stones at troops outside Tulkarm; conducts arrest raids, house searches in villages around Hebron and in Qabatya nr. Jenin; demolishes an animal farm outside Hebron for construction of the separation wall; occupies 1 Palestinian home nr. Hebron, 1 nr. Tulkarm as observation posts. Jewish settlers fr. the West Bank settlement of Homesh (to be evacuated under disengagement) occupy, vandalize 2 Palestinian homes nearby; the IDF removes them. Kiryat Arba beat a Palestinian farmer working his land nearby, force him to leave, threaten to shoot him if he comes back. Angry Palestinians set fire to a PA police checkpoint in Tulkarm after officers manning the post fire on a suspected stolen vehicle, wounding at least 1 Palestinian. The IDF erects 10s of new checkpoints around Tulkarm (turned over to PA security control on 3/22), imposes a curfew on the nearby villages of Allar (sparking demonstrations by local residents), Saida (also conducting house searches); conducts arrest raids, house searches in ‘Azun, and Bayt Umar and Halhul nr. Hebron; informs residents of a house nr. a settler bypass road in Wadi al-Silqa that they will only be allowed to enter and leave their home during three 2-hr. periods each day (see 3/19); begins construction of a new 43-km stretch of the separation wall btwn.
