In the West Bank, a Palestinian man succumbs to injuries sustained in an Israeli drone strike on Jenin on 2/22. Israeli settlers raid Taybeh, kidnapping 3 elderly Palestinian farmers who are later released from a military base in Tarqumiyah. Israeli forces seize a bulldozer during a raid in Nabi Salih. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, Gaza City, and al-Bureij refugee camp, killing at least 90 people. In Lebanon, Israeli forces bomb near Baalbek, killing 2 people and injuring 6 others. More than 29,782 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,043 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 400 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,575 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 238 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 138 trucks carrying aid enter Gaza. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. The New York Times reports that Israel has agreed to release 15 high-profile Palestinian prisoners in exchange for 5 female Israeli soldiers as part of the potential ceasefire deal. U.S. president Joe Biden says he hopes a ceasefire agreement can be reached by 3/4. Axios reports that Israeli military chief of staff Herzi Halevi and Shin Bet director Ronen Bar traveled to Egypt last week to assure the Egyptian government that Israel will take measures to prevent Palestinians from fleeing to Egypt during its planned invasion of Rafah. A delegation of Israeli officials arrive in Qatar for ceasefire talks. Defense Minister Yoav Gallant says Palestinians will not be allowed to return to northern Gaza until all Israeli captives are released. During the sixth and final day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the Arab League calls the occupation an “affront to international justice” and says Israel perpetrates “racial domination and apartheid” against Palestinians. Turkey, Zambia, Spain, Fiji, the Maldives, the African Union, and the OIC also present arguments. During the 6 days of hearings, only the U.S., Fiji, Hungary, and the UK spoke in favor of Israel’s argument that the court should not make a decision on the occupation while 50 other countries and organizations argued, to varying degrees, that the occupation is illegal and has to end. UN secretary-general Antonio Guterres says the UN Security Council’s “lack of unity on Russia’s invasion of Ukraine, and on Israel’s military operations in Gaza following the horrific terror attacks by Hamas on 7 October, has severely—perhaps fatally—undermined its authority,” calling for reform of the council. Israel submits a report on progress it has made since the ICJ issued provisional measures to alleviate the suffering of Palestinians in Gaza as part of the South African genocide case against Israel. Human Rights Watch says Israel has ignored the ICJ provisional measures and “in some ways even intensified its repression, including further blocking lifesaving aid.” Amnesty International also says Israel has failed to comply with the measures. EU high commissioner for foreign affairs Josep Borrell criticizes European Commission president Ursula von der Leyen in an interview with El Pais, saying her trip to Israel in October 2023 “with such a completely pro-Israeli position, without representing anyone but herself in a matter of international politics, has carried a high geopolitical cost for Europe.” Borrell also says Israeli prime minister Benjamin “Netanyahu’s plans for Gaza are unacceptable. 19,012 artists sign an open letter calling on Israel to be banned from the Venice Biennale, saying there should not be a “genocide pavilion at the Venice Biennale.” Italian minister of culture Gennaro Sanguiliano rejects the call, saying the letter is “shameful.” The Biennale later issues a statement saying it would “not take into consideration any petition or call to exclude” countries. Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani says ceasefire negotiations are “not very promising” but that they will continue. PA prime minister Mohammad Shtayyeh meets with South African president Cyril Ramaphosa at the sidelines of the African Union Summit in Addis Ababa. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. PA health minister Mai al-Kaila sends a letter to UN secretary-general Antonio Guterres, calling on him to ensure that medical personnel in Gaza are protected as 340 doctors and health workers have been killed by Israeli forces. Al-Mezan says in a letter to Guterres that the UN Office on Genocide Prevention has failed in its mandate, calling it “double standards.” (AJ, WAFA 2/7)

The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. Argentinian president Javier Milei meets with Prime Minister Netanyahu in Jerusalem, saying Argentina will designate Hamas as a terrorist organization. On 2/6, Milei said he would move the Argentinian embassy to East Jerusalem. The Arab League and OIC condemn Milei’s promise to move the embassy. (AJ, HA, HA, WAFA, WAFA 2/7)

The U.S. Senate rejects a $118 billion bill that would fund Israel’s war on Gaza, send military aid to Ukraine, and fund the U.S.-Mexico border. Senator Bernie Sanders (D-VA) says he voted against the bill because the military aid to Israel is “unconscionable” given the Israel’s “horrific war against the Palestinian people,” and because of the provisions in the bill that would prevent UNRWA funding. The American Civil Liberties Union writes a letter to U.S. secretary of education Miguel Cardona, calling on him to reject the International Holocaust Remembrance Association’s working definition of anti-Semitism, saying it conflates anti-Semitism with political speech. (AJ 2/7)

In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. Islamic Jihad also said it attacked some Israeli military vehicles in Gaza. 2 Israeli soldiers were injured by a mortar shell in Gaza. Rockets were fired at Israel, causing damage. In Hanita, Islamic Jihad said 2 al-Quds Brigades fighters had been killed during an operation near the Blue Line. In Lebanon, Hezbollah said it had downed an Israeli drone. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel’s unilateral cease-fire goes into effect early in the morning as planned, marking the official end to OCL. The IDF begins withdrawing ground troops fr. Gaza early in the morning and releases reservists from call-up later in the day, with Olmert stating that Israel intends to pull out of Gaza as quickly as possible. Israel generally observes its cease-fire during the day, but maintains a policy of firing on Palestinians who stray close to the Gaza border fence or approach withdrawing troops. After firing 15 rockets into Israel early in the day (lightly injuring 2 Israelis in Ashdod), Hamas and other Palestinian factions declare their own Gaza cease-fire but warn that they would resume fighting if Israel does not withdraw quickly. (Unidentified factions fire 4 rockets after Hamas’s announcement, causing no injuries.) Egypt, France, the EU, and the Arab states shift their mediation efforts to securing a lasting truce and securing donor aid to fund Gaza reconstruction. 

Combat notes: The IDF carries out 3 air strikes against 1 group of armed Palestinians that fires on IDF ground forces nr. Wadi al-Silqa and 2 rocket-launching sites nr. Bayt Hanun; no injuries are reported. IDF troops on the s. Gaza border fire on a group of Palestinians inspecting damage to agricultural land nr. the border, killing 1 Palestinian civilian. The Israeli navy fires a missile at the PA General Intelligence compound in n. Gaza. Israeli warplanes continue low-level overflights of the Strip throughout the day, keeping many Palestinians off the streets. By day’s end, the IDF pulls troops in n. Gaza back into the buffer zone along the n. Gaza border; redeploys outside Gaza City’s al-Dahadih, al-Sha’af, Tal al-Hawa, and al-Zaytun neighborhoods; pulls troops out of al-Zahra’ in c. Palestinians attempting to return to their homes in Gaza City’s northwestern neighborhoods find widespread devastation (especially in Twam, used as a staging area for the IDF’s tank corps), prompting 100s to return to UNRWA shelters. Residents of al-Atatra and al-Salatin areas on the northern outskirts of Gaza City similarly report 10s of homes and 3 schools destroyed, large tracks of agricultural land razed, significant damage to infrastructure. In s. Gaza, residents of the al-Fukhari area report at least 30 homes demolished, large areas of agricultural land razed since troops occupied the area on 1/14. As the quarter opens, a 6-mo. Hamas-Israel cease-fire in the Hamascontrolled Gaza Strip, which began on 6/19/08, remains in effect, with occasional cross-border incidents reported (see Quarterly Update in JPS 149 for background). Israel, however, maintains a tight closure on Gaza Strip (imposed since 1/08), allowing only the minimum amount of food, fuel, and basic humanitarian aid to enter and permitting no exports or individuals to leave. During the day, Israeli naval vessels pursue Palestinian fishing boats off the Gaza coast, confiscating 1, temporarily detaining 2 fishermen. In the West Bank, controlled by the Fatah-led Palestinian Authority (PA), the Israel Defense Forces (IDF) fire tear gas at, beat Palestinians holding a nonviolent demonstration against the separation wall in Dayr al-Bhussun nr. Tulkarm; conduct late-night arrest raids, house searches in and around Hebron, nr. Jenin. Jewish settlers fr. Kiryat Arba and the nearby Beit HaShalom outpost in Hebron’s Wadi al-Nassara neighborhood (comprising the al-Rajabi building seized in 4/08 and surrounding land seized last quarter; see Quarterly Update in JPS 149) attack Palestinians and their property in Wadi al-Nassara, wounding 1 Palestinian. In response to Palestinian rocket fire on 8/11, Israel suspends fuel shipments and humanitarian imports to Gaza for 1 day (see 7/8); Hamas official Mahmud Zahhar calls those who fired the rocket on 8/11 in violation of the cease-fire traitors and collaborators, reiterating that “there is a consensus by all Palestinian factions to respect the truce.” In the West Bank, theIDF conducts daytime arrest raids, house searches in Hebron and Tulkarm, and nr. Qalqilya. Jewish settlers who occupied (7/17) a plot of Palestinian land in Wadi alNassara in Hebron attack a Palestinian home with rocks and bottles, injuring a 13-yr.-old boy. Armed Jewish settlers attempt for a 3d time (see 8/6, 8/7) to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry, arrests 13 settlers. PA security forces raid, seal for 1 yr. a school in Hebron, detain the director for alleged affiliation with Hamas (see 8/8). Meanwhile, OCHA reports that Hamas’s crackdown on Fatah in Gaza continues, with 465 Fatah supporters arrested and 204 Fatah-affiliated community organizations shut since the 7/25 Gaza City bombings; 279 of the detainees have been released; 34 of the organizations have been allowed to reopen.
