For a third day in a row, IDF troops violently disperse Palestinians gathering near al-Bureij refugee camp to continue the Great March of Return; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, unidentified assailants launch an incendiary kite onto an Israeli settler vineyard outside Ariel, sparking a minor fire. It is reportedly the second time Palestinians in the West Bank have deployed incendiary kites. Israeli forces demolish 2 Palestinian homes near Hebron. IDF troops arrest 7 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Salfit, Jenin, Hebron, and Nablus; and patrol near Tulkarm, Qalqilya, Salfit, and Hebron. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. The “best response to terrorism is increased settlement,” Lieberman tweets. The 400 units are reportedly part of an existing plan to build 1,000 new units in the settlement. (HA, MNA, TOI 7/27)

Hundreds of Israeli settlers visit Joseph’s Tomb near Nablus late at night, sparking clashes between their IDF escort and Palestinians from nearby Balata refugee camp; 3 Palestinians are injured. IDF troops also arrest 8 Palestinians during late-night raids in and around Ramallah, Jenin, Hebron, and Bethlehem; and patrol near Qalqilya, Salfit, and Hebron. In East Jerusalem, Israeli forces arrest 5 Palestinians during raids in al-Ram, Silwan, Wadi al-Juz, and al-Suwana. A Palestinian demolishes his own home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops violently disperse Palestinians protesting U.S. pres. The IDF deploys additional battalions in the West Bank to quell the protests, and Israeli forces violently disperse them in Tulkarm, Bethlehem, Nablus, Jenin, Shu‘fat refugee camp, at a checkpoint near Ramallah, in the Old City of Jerusalem, and along Gaza’s border near Khan Yunis and al-Bureij refugee camp; at least 30 Palestinians are injured, including 9 with live ammunition, and 16 are arrested. Palestinians also observe a general strike throughout most of the oPt. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. Israeli forces also arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli forces deliver a stop-work order to a Palestinian home under construction nr. Israel’s security cabinet approves a 40% reduction in the transfer of electricity to Gaza, acquiescing to the PA’s 4/27 request (see JPS 46 [4]). The security cabinet also discusses a proposal to build an artificial island off Gaza’s coast to host a port to facilitate economic growth and alleviate the region’s humanitarian crisis. DM Lieberman reportedly opposes the proposal, and no decision is made. (TOI 6/11; EI, JP, MNA 6/12; HA 6/13)

The Israeli Knesset’s Ministerial Comm. for Legislation approves a bill to deduct from Israel’s monthly transfers of tax revenues to the PA a sum equal to the amount the PA pays to Palestinians convicted of serious crimes against Israelis and their families. The bill is modeled after similar legislation introduced in the U.S. Congress in 2/2017 (see H.R. 1164 of 2/16/2017 and S. 474 of 2/28/2017 at congressionalmonitor.org, as well as H.R. 1164 of 2/16/2017). IDF troops open fire on a Palestinian vehicle driving outside Jalazun r.c. nr. Ramallah, killing 1 Palestinian youth and seriously injuring the other 3 occupants (1 of the youths will succumb to his injuries on 4/10). IDF troops then shut down a major checkpoint nearby and violently disperse Palestinians from the camp gathering to protest the shooting; there are no serious injuries. Elsewhere in the West Bank, the IDF shuts down several checkpoints in n. Hebron in response to stone throwing in the area. Israeli forces raid and damage the contents of 2 Palestinian printing shops in Tulkarm, and arrest 5 Palestinians during raids nr. Salfit and in Hebron; and patrol nr. Nablus and Hebron. Off Gaza’s coast, Israeli naval forces arrest 2 Palestinian fishermen and confiscate their boat nr. Gaza City. Later, they open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. In East Jerusalem, an Israeli police officer assaults and injures several Palestinians in Wadi al-Juz after 1 of them reportedly rammed him with a car. Concluding 4 days of talks in Washington, Israeli and U.S. officials release a joint statement saying that the Israeli govt. intends to take the Trump admin.’s concerns regarding settlement activity in the oPt “into consideration.” They do not reach a broader agreement on the subject. The talks were focused on “concrete, nr.-term measures to improve the overall climate in order to advance the prospects for a genuine and lasting peace between Israel and the Palestinians,” including steps Israel could take to improve the economic situation in the oPt and the need to bring humanitarian relief to Gaza. For a 3d day in a row, clashes erupt at Haram al-Sharif. Palestinians atop the sanctuary throw stones at Jews praying at the Western Wall below, lightly injuring 1 elderly woman. Israeli police arrest at least 11 Palestinians. After the day’s clashes, the Israeli police decide to bar non-Muslims from the sanctuary through the end of Ramadan on 7/5, reversing Public Security Minister Erdan’s 6/26 announcement. An IDF spokesperson says that the IDF has canceled its Hannibal Directive, i.e., its protocol to employ extraordinary force to prevent the capture of its soldiers. A senior IDF officer says that Lt. A 3d mbr. of the Dawabsha family succumbs to injuries sustained in the Israeli settlers’ arson attack on her Duma home on 7/31 (her husband and 18-mo.-old child were also killed), sparking Palestinian demonstrations across East Jerusalem. Israeli forces violently disperse them in Silwan, al-Tur, and Wadi al-Juz, injuring 2 Palestinians. Meanwhile in the West Bank, Israeli forces assault 3 Palestinians outside a settlement nr. Hebron, moderately injuring them. IDF troops conduct late-night house searches and raids in al-Fawar r.c. and nr. Hebron and Jenin, arresting 3 Palestinians; patrol nr. Salfit, Qalqilya, and Hebron. Gaza border fire at Palestinian homes in Bayt Hanun for 40 mins., causing no injuries. In the West Bank, the IDF opens fire on a Palestinian vehicle driving nr. Israel’s unilateral cease-fire goes into effect early in the morning as planned, marking the official end to OCL. The IDF begins withdrawing ground troops fr. Gaza early in the morning and releases reservists from call-up later in the day, with Olmert stating that Israel intends to pull out of Gaza as quickly as possible. Israel generally observes its cease-fire during the day, but maintains a policy of firing on Palestinians who stray close to the Gaza border fence or approach withdrawing troops. After firing 15 rockets into Israel early in the day (lightly injuring 2 Israelis in Ashdod), Hamas and other Palestinian factions declare their own Gaza cease-fire but warn that they would resume fighting if Israel does not withdraw quickly. (Unidentified factions fire 4 rockets after Hamas’s announcement, causing no injuries.) Egypt, France, the EU, and the Arab states shift their mediation efforts to securing a lasting truce and securing donor aid to fund Gaza reconstruction. 

Combat notes: The IDF carries out 3 air strikes against 1 group of armed Palestinians that fires on IDF ground forces nr. Wadi al-Silqa and 2 rocket-launching sites nr. Bayt Hanun; no injuries are reported. IDF troops on the s. Gaza border fire on a group of Palestinians inspecting damage to agricultural land nr. the border, killing 1 Palestinian civilian. The Israeli navy fires a missile at the PA General Intelligence compound in n. Gaza. Israeli warplanes continue low-level overflights of the Strip throughout the day, keeping many Palestinians off the streets. By day’s end, the IDF pulls troops in n. Gaza back into the buffer zone along the n. Gaza border; redeploys outside Gaza City’s al-Dahadih, al-Sha’af, Tal al-Hawa, and al-Zaytun neighborhoods; pulls troops out of al-Zahra’ in c. Gaza; withdraws from the al-Fukhari area and al-Mughraqa in the south.

Palestinians attempting to return to their homes in Gaza City’s northwestern neighborhoods find widespread devastation (especially in Twam, used as a staging area for the IDF’s tank corps), prompting 100s to return to UNRWA shelters. Residents of al-Atatra and al-Salatin areas on the northern outskirts of Gaza City similarly report 10s of homes and 3 schools destroyed, large tracks of agricultural land razed, significant damage to infrastructure. In s. Gaza, residents of the al-Fukhari area report at least 30 homes demolished, large areas of agricultural land razed since troops occupied the area on 1/14. Rescue workers combing the rubble in heavily damaged areas in and around Gaza City report finding at least 35 bodies in the Twam area, 95 bodies in al-Zaytun neighborhood, 24 bodies in Atatra and Izbat ‘Abid Rabbuh, 5 in Jabaliya. Palestinian workers begin repairing water and electricity lines in various areas. Israel allows 150 truckloads of humanitarian goods into Gaza. Overnight in Gaza the IDF makes an incursion into Wadi al-Silqa, raiding and searching homes, bulldozing 4 Palestinian homes, exchanging fire with local gunmen, wounding 2 armed Palestinians. During the day, the IDF raids al-Qarara, ordering all males aged 16 and older to surrender for interrogation, arresting 5 Palestinians (including the primary target: Abu Rish Brigades cmdr. Ala’ Abu Madif, whom Israel claims received military training in Iran), firing on residential areas (wounding a Palestinian father and infant), bulldozing 113 d. of agricultural land, and damaging water, electricity, and phone networks before withdrawing late at night. Late at night, the IDF makes an air strike assassinating Islamic Jihad’s Nussayrat cmdr. Abdallah al-Ghussayn as he drives through Jabaliya r.c., wounding another Islamic Jihad mbr. with him; for no known reason makes a helicopter air strike targeting a 4th-floor apartment in a Bayt Lahiya apartment building, causing heavy damage and lightly injuring a 3-mo.-old girl. In the West Bank, the IDF conducts latenight arrest raids, house searches in Bethlehem and in and around Jenin town and r.c., Nablus. A fmr. PA intelligence officer in c. In the West Bank, the IDF conducts late-night house searches in and around Nablus but makes no arrests; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 8, including 3 children). Jewish settlers fr. Efrat uproot 100 Palestinian olive trees to make way for new construction begun on 3/23. Palestinians stone Jewish settler vehicles nr. Ramallah, causing no injuries. In n. Gaza, 50,000 Hamas, Islamic Jihad, and Fatah al-Yasir (an AMB offshoot) supporters hold a peaceful demonstration calling on the Arab League summit assembling in Damascus to find a way to break Israel’s siege of Gaza.
