In the West Bank, Israeli settlers open fire at Palestinian shepherds near Kisan, forcing them to flee. Israeli forces shoot and injure 2 Palestinians with live ammunition during a raid in Bayt Rima. Israeli forces also assault a Palestinian child in Hebron. Elsewhere, Israeli forces violently disperse Palestinians in Husan, causing tear-gas related injuries. Israeli forces also issue notices that Israel has seized 154 dunams (38 acres) of land in Deir Istiya and Haris. In Gaza, Israeli forces bomb Nuseirat refugee camp, Khan Yunis, Gaza City, al-Shati refugee camp, Nuseirat refugee camp, and Rafah, killing at least 165 people. In Lebanon, Israeli forces bomb near Yaroun, Zibqin, and Houla. Hezbollah attacks a site near Shtula. In Jordan, the U.S. says 3 U.S. service members are killed and 25 injured in a strike on a U.S. base near Syria, claiming the attack was carried out by Iranian-backed militant groups. Jordan says the base where the 3 U.S. soldiers are killed is in Syria. The Islamic Resistance in Iraq claims responsibility. More than 26,422 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 65,087 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 366 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,366 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,269 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 84 trucks carrying aid enter Gaza via the Rafah crossing. 30 Palestinians are buried in a mass grave inside the besieged Nasser Hospital in Khan Yunis. Al-Amal Hospital runs out of oxygen supplies, forcing the staff to suspend all surgeries. The Israeli military declares the Karem Abu Salem (Kerem Shalom) crossing a closed military zone to prevent further protests obstructing aid deliveries to Gaza, citing the ICJ ruling on 1/26 to allow aid to enter Gaza. UNRWA spokesperson in Gaza Adnan Abu Hasna says UNRWA only has funds to provide services in Gaza until the end of February. UN secretary-general Antonio Guterres says any UNRWA staffer who may have taken part in Operation Al-Aqsa Flood on 10/7/23 will be held accountable, but pleads for countries that have suspended their funding for UNRWA to reverse their decisions. Japan and France follow 8 other countries in suspending funding for UNRWA. PA president Mahmoud Abbas issues a statement condemning the Israeli campaign against UNRWA, saying Israel is seeking to destroy the agency. Progress is reportedly being made on a ceasefire deal that would last 2 months and see more than 100 Israeli captives released. During the first month women, elderly, and wounded Israeli would be released while in the second month Israeli soldiers and men would be released. 12 Israeli ministers, including Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir, and several MKs attend the Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria in Jerusalem, laying out plans for the reestablishment of 15 Israeli settlements and 6 new settlements in Gaza. The attendees are filmed dancing and celebrating the plans. Ben-Gvir tells the attendees that the “only humane solution for Gaza is the mass deportation of its inhabitants.” Smotrich says “Israeli soldiers waging war in Gaza will remain as settlers and rebuild settlements, we have come back to inherit the land.” Communications Minister Shlomo Karhi says in war “’voluntary’ is at times a state you impose [on someone] until they give their consent.” France condemns the conference. In the West Bank, Israeli forces shot and killed a Palestinian during a raid in Qalandia. Israeli forces also raided Jenin, injuring 7 and uprooting streets. Elsewhere, Israeli forces shot and injured 4, including a disabled man, in Qalqas, al-Arroub refugee camp, and Baqa al-Hatab. Israeli forces also sealed 2 printing facilities in Dawha, claiming they were printing incendiary materials. Meanwhile, Israeli forces uprooted 31 olive trees in Nahalin. Israeli forces also seized a vehicle in Qablan. 38 Palestinians were arrested during raids in and around Bethlehem, Qalandia, Nablus, Ramallah, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished a building in Bayt Hanina, displacing 13 people. In Gaza, at least 300 people were killed in Israeli attacks on Nuseirat refugee camp, Dayr al-Balah, Gaza City, al-Bureij refugee camp, and Khan Yunis. Israel said it had surrounded and invaded Khan Yunis. Israeli troops also laid siege to the Kamal Adwan Hospital in Beit Lahiya. 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, injuring 2 in Ashkelon. In Lebanon, Israeli forces killed a Lebanese soldier and injured 3 others in an attack on a Lebanese military base; Israel later expressing regret, saying it would review the incident. 3 rockets were fired at Kiryat Shmona. More than 16,248 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 43,616 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 252 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,325 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 87 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Gaza Ministry of Health said at least 1,207 Palestinians have been killed since the ceasefire ended on 12/1. UNRWA said 130 of its staff members have been killed by Israeli forces since 10/7. The UN said dozens of trucks carrying aid, including fuel, entered Gaza but did not provide the actual number. Rafah was the only area to receive aid for the third day in a row. At the beginning of the day, PA health minister Mai al-Kaila said at least 15,900 Palestinians have been killed and 40,900 injured in Israeli attacks on Gaza since 10/7, saying the final number of dead will be much higher since many are buried in rubble. (REU, WAFA 12/5)

The PA Ministry of National Economy said 29% of business in the West Bank have been completely or partially closed since 10/7 due to Israeli actions. (WAFA 12/5)

UNICEF spokesperson James Elder said Israeli calls for Palestinians to evacuate do not work, stating the “so-called safe zones . . . are not scientific, they are not rational, there are not possible, and I think the [Israeli] authorities are aware of this.” (AJ 12/5)

Amnesty International released an investigation saying that 43 Palestinian civilians were killed on 10/13 in Israeli attacks where U.S.-made JDAM bombs were used. The U.S. said it was reviewing the Amnesty investigation. (AJ 12/5; REU 12/6)

The PA warned against reported Israeli plans to flood tunnels in Gaza with seawater, saying it would lead to the collapse of residential buildings and infrastructure and to the mixing of ground, sea, and wastewater. (AJ 12/5)

Israeli police approved the “March of Maccabees” in the Old City of Jerusalem on 12/7, where Israeli right-wingers will march in support of removing the Islamic Waqf in order to replace it with full Israeli control over the Haram al-Sharif compound. (AJ, HA, HA 12/5)

Israeli prime minister Benjamin Netanyahu claimed Israel has killed half of Hamas’ military commanders in Gaza. Netanyahu also said that Israel is the only power that can keep Gaza demilitarized after Israel’s war, rejecting suggestions that an international force be deployed in Gaza. Egyptian foreign minister Sameh Shoukry met with senators Ted Cruz (R-TX), Marco Rubio (R-FL), Lindsey Graham (R-SC), and Chris Coons (D-DE) in Washington D.C., discussing efforts to end Israel’s war on Gaza. (AJ 12/5)

The leaders of the Gulf Cooperation Council called for an end to the Israeli attacks on Gaza at a summit in Doha. Qatari emir Sheikh Tamim bin Hamad Al Thani said at the summit that Israel was committing genocide, called support for Israel’s actions “a disgrace,” and urged the UN Security Council to force Israel back to the negotiations on a ceasefire. U.S. vice president Kamala Harris’s National Security Advisor Phil Gordon met with Israeli president Isaac Herzog, war cabinet members Benny Gantz, Tzachi Hanegbi, Ron Dermer, and Gadi Eisenkot, and opposition leader Yair Lapid, updating them on meetings Harris and Gordon held with Arab leaders in Dubai during the COP28 climate conference. U.S. secretary of state Antony Blinken announced that that the U.S. has put new visa restrictions on violent Israeli settlers, saying Israel is not doing enough to combat settler violence. Israeli defense minister Yoav Gallant later condemned Israeli settler violence, saying only the military, the police, and the Shin Bet have a right to use violence against Palestinians. USAID administrator Samantha Power visited El Arish airport in Egypt where aid to Gaza arrives, saying more “must be done to protect civilians” and for aid to enter Gaza. U.S. president Joe Biden said at a fundraiser that he had heard reports “of women raped, repeatedly raped, and their bodies being mutilated while still alive” by Hamas militants on 10/7. Hamas denied the accusations. (REU 12/5)

The U.S. House of Representatives passed a resolution, H.R. 894, declaring that anti-Zionism is anti-Semitism in a 311-14 vote; 94 Democrats voted present. The resolution also condemned the phrase “from the river to the sea.” (AJ, HA, NYT 12/5; AJ 12/6)

5 U.S. pro-Israel organizations, the American Jewish Committee, the Jewish Federation of North America, the Anti-Defamation League, AIPAC, and the Conference of Presidents of Major American Jewish Organizations, created a joint lobbying arm called The 10/7 Project to promote pro-Israel narratives to journalists and U.S. lawmakers. In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces on 11/9 in Jenin refugee camp. Israeli settlers assaulted Palestinian herders and stole some of their sheep in Tuqu’. Israeli settlers also raided Kisan, stealing solar panels and a generator. Elsewhere, Israeli settlers raided Shaab al-Butum in the Masafer Yatta area, demolishing a residential structure and vandalizing solar panels, water tanks, and 70 olive tree saplings. Israeli settlers also attacked 2 Palestinians and 2 foreign journalists during a raid in Manizil and al-Rakiz in the Masafer Yatta, causing bruises. Israeli forces shot and killed a Palestinian man during a raid near al-Arroub refugee camp. Israeli forces also shot and injured a Palestinian during a raid in Arrabah. Elsewhere, Israeli forces demolished a 4-story building under construction in al-Za’im. Nearly 50 Palestinians were arrested during late-night raids in and around Hebron, Deir al-Ghusun, Ramallah, Deir Ibzi, Bethlehem, and Qaryut. In Gaza, Israeli forces sealed off the Indonesian Hospital in Beit Lahiya; Israeli shelling of the hospital killed 12 people. 100 patients were later evacuated from the hospital. The Israeli seige of al-Shifa Hospital continued for the fifth day. Israeli forces also attacked a Doctors Without Borders clinic in Gaza City, destroying 4 of its vehicles that were clearly marked with the organization’s logo. Israeli airstrikes targeted Nuseirat refugee camp, killing 20, Rafah killing 15, and Khan Yunis killing a family of 5. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. The Israeli military said it attacked 250 sites in Gaza. 2 Israeli soldiers were killed. In Tayibe, Israeli police arrested a 14-year-old Palestinian citizen of Israel for allegedly posting support for Hamas on social media. In Lebanon, Israel attacked several areas, including the home of Amal party official Kabalan Kabalan; no injuries were reported. Israel said Hezbollah launched 25 rockets and 3 drones at Israel, hitting military sites; no injuries were reported. Some 25,000 people fled northern Gaza to the south. The UN said that since shelters are completely full newly arrived displaced people were sleeping on the streets. 51 aid trucks entered Gaza, including trucks carrying material to build 2 field hospitals run by the UAE and Jordan. 2 trucks carrying 17,000 gallons of fuel entered Gaza. 180 doctors and nurses entered Gaza. 571 foreign nationals and 67 injured Palestinians were evacuated from Gaza via the Rafah crossing. Jordanian crown prince Hussein arrived in Egypt to oversee the establishment of the Jordanian field hospital, which will be set up in Khan Yunis. Former Israeli prime minister Ehud Barak told CNN that the tunnels system Israel is claiming that Hamas uses under al-Shifa Hospital was built by Israel “five or four decades ago …. to enable more space for the operation of the hospital within the very limited size of the compound.” (CNN 11/20)

A witness said that the Palestinian man who died at the Ketziot Prison in the Naqab on 11/18, Thaer Samih Abu Assab, was beaten to death by Israeli forces after they raided his cell and assaulted 10 prisoners. (AJ 11/20)

Israeli forces reportedly arrested Palestinian poet Mosab Abu Toha on 11/18 while he was fleeing from northern Gaza to Rafah to get to the U.S. where his son has citizenship. (HA 11/21)

Israel indicted 2 Israelis on charges of terrorism for throwing Molotov cocktails at a court, a post office, banks, and Palestinian homes in Sheikh Jarrah. (HA 11/20)

The Israeli military said there have been several incidents of friendly fire in Gaza, saying Israeli soldiers had been killed as a result. There were more than 10,000 Israeli soldiers in Gaza. Israel’s military also said it had transferred 300 Palestinians from Gaza to Israel. (AP, HA 11/20)

Foreign ministers from the PA, Saudi Arabia, Jordan, Egypt, and Indonesia and a representative from the OIC met with Chinese foreign minister Wang Yi in Beijing, calling for a ceasefire. (AJ, AJ, HA, NYT, REU, WAFA 11/20)

Hamas political leader Ismail Haniyeh met with International Committee of the Red Cross (ICRC) president Mirjana Spoljaric in Qatar, who demanded that Hamas release all captives immediately and that the ICRC be allowed to visit the captives. The Hamas information ministry called on Egypt to open the Rafah crossing permanently, saying it fears epidemics and famine will hit Gaza due to the lack of food and basic medical services. A Hamas military spokesperson said the Qassam Brigades had destroyed 60 military vehicles in the past 3 days and that Israeli forces had killed their own soldiers after thinking they were captured by Hamas militants. Israeli interior minister Moshe Arbel demanded that the UN Refugee Agency (UNHCR) build an aid program for Israelis evacuated from the area around Gaza and near the Blue Line, during a meeting with UNHCR representative in Israel Matthias Larota. The Knesset Ethics Committee banned Likud MK Nissim Vaturi from speaking at the next 10 Knesset sessions after he accused 2 Palestinian, MKs Aida Touma-Sliman and Iman Khatib-Yassin, of supporting Hamas. Israel recalled its ambassador to South Africa. South Africa recalled its ambassador to Israel weeks ago and referred the situation in Gaza to the ICC on 10/7. The South African parliament is also scheduled to vote on 11/21 to close the Israeli embassy and cut all ties with Israel until a ceasefire is implemented. (AJ, HA 11/20; AJ, HA 11/21)

Turkish president Recep Tayyip Erdoğan said he will not allow the issue of Israeli nuclear weapons to be dropped from the international agenda and said the “shame of the Holocaust has literally taken European leaders hostage,” referring to their support for Israel. (HA 11/20)

White House senior adviser for energy and investment Amos Hochstein met with Israeli officials, discussing the situation at the Blue Line and the development of the Gaza Marine gas field off the coast of Gaza, which he said would benefit the Palestinian economy. Hochstein arrived in Israel after meetings with Lebanese officials. (AJ, AX, HA, REU 11/20)

Amnesty International said Israel had committed war crimes by attacking a church in Gaza City on 10/19 and a residential building in Nuseirat refugee camp on 10/20, which killed 46 civilians, including 20 children. Amnesty said it had visited the sites, interviewed witnesses and survivors, and analyzed satellite imagery to reach its conclusion. (HA, WAFA 11/20)

13 U.S. senators urged President Joe Biden to work with Israel to increase aid to Gaza, including by reopening the Karem Abu Salem (Karem Shalom) crossing and to protect Palestinian civilians. Senator Jeff Merkley (D-OR) called for a ceasefire, the second U.S. senator to do so after Senator Dick Durbin (D-IL). 41 members of the House have called for a ceasefire. (AJ, HA 11/20)

Qatar said the revenue from the Asia Cup 2023 soccer tournament held in the country will go to Palestinian relief efforts. The Australian soccer team, which is playing against the Palestinian soccer team in a World Cup qualifying game in Kuwait on 11/21, said its players and soccer association will donate a 5-figure sum to Palestinians in Gaza. In the West Bank, Israeli settlers set up mobile homes outside of the Shvut Rachel settlement near Jalud to expand the settlement. Israeli forces demolished several structures in Khirbet Humsa after demolishing more than 30 structures on 7/7. Israeli forces also demolished 1 large Canaanite-era cemetery near al-Khader to expand a settlement road; the cemetery was dated around 2300 to 1550 B.C.E. Elsewhere, Israeli forces demolished a large water tank in Bayt Dajan. Palestinian students from Birzeit University held a sit-in protest at the university for the mass arrest of 33 students on 7/14 by Israeli forces in Turmus ‘Ayya, were the students were visiting the family who were victims of a punitive demolition on 7/8. All of the 33 students were released the same day. 10 Palestinians were arrested during late-night raids in and around ‘Asira al-Qibliya, Marah Rabah, Deir Qaddis, Abu Dis, and ‘Anin. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. The Intercept and Local Call reported that Israeli settlers and soldiers had cooperated in the deliberately killing at least 4 Palestinians on 5/14, a day where Israeli soldiers and settlers ultimately killed 11 Palestinians across the West Bank. In videos obtained by B’Tselem, it is evident that Israeli settlers stand side by side with Israeli soldiers firing automatic rifles at Palestinians trying to protect themselves from a settler raid in ‘Urif. Similar joint attacks by settlers and soldiers led to killings of Palestinians in Iskaka, ‘Asira al-Qibliya, and al-Reihiya. (+972, INT 7/15; HA 7/16)

Haaretz said that documents they had examined revealed that the Israeli defense ministry had worked with a Jewish National Fund subsidiary, Himanuta, to purchase Palestinian-owned land in the West Bank and to prevent Palestinians from accessing the land in question. The deals between Himanuta and the defense ministry were made in 2018 and 2019. The New York Times reported that Israel is refusing to extricate a Mexican former federal prosecutor, Tomas Zeron De Lucio, who is wanted for falsifying evidence, torture, and misuse of the NSO Group’s Pegasus spyware. According to NYT sources, Israel is refusing the extradition because of the country’s perception of Mexico as supportive of Palestine. The Canadian cybersecurity research group Citizen Lab said that spyware from the Israeli company Candiru was used to spy on more than 100 activists from several countries including Saudi Arabia, Israel, Hungary, Indonesia, the UK, Palestine, Iran, Lebanon, Yemen, Spain, Turkey, Armenia, and Singapore. Spyware was installed on the users’ computers using the Microsoft operating system Windows. Microsoft said it had updated its software to close the hole in its security. 1 of the ways the spyware infected users’ devices was when a user clicked on a URL set up by the attacker. Lebanese prime minister-designate Saad Hariri resigned 9 months after being picked to try to form a government. Hariri’s resignation followed a meeting with President Michel Aoun on 7/14, where he proposed a 24-minister cabinet. Facebook suspended the account of a Palestinian user who uploaded a letter from the Palestinian political prisoner in Israeli jail Khalida Jarrar to her recently deceased daughter. The account was initially suspended for 60 days but was unblocked by Facebook on 7/20. (HA 7/20; HA 7/21)

Chinese foreign minister Wang Yi said at a conference hosted by the Geneva Institute that China plans to increase its involvement in resolving the Palestinian-Israeli conflict. A football exhibition match between Beitar Jerusalem and the Spanish F.C. Barcelona was canceled after Barcelona demanded the game should not be held in Jerusalem, which the owner of Beitar Jerusalem refused. Barcelona’s demand came after weeks of pressure from Palestinians, including chairman of the Palestinian Football Association Jibril Rajoub and Joint List member of Knesset Sami Abu Shehadeh. As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”

Israeli actions: The IDF reports hitting 100 sites today, including more Islamic University buildings (including the engineering dept., library); homes and offices of Hamas leaders; PA government buildings (including the Interior Min., Finance Min., Foreign Min., Labor Min., Construction and Housing Min., and a PA presidential guest house); Bani Suhayla’s municipal building; the alZawiyya Mosque in Jabaliya r.c. and Omar Bin al-Khattab Mosque in al-Bureij r.c.; more civil and naval police stations; more tunnels along the Rafah border; the headquarters of Hamas’s al-Aqsa TV; Gaza’s port (for a 2d day); and 1 Izzeddin al-Qassam Brigades training site. Target areas include Abasan, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Rimal, al-Sabra, Shaykh Ajlin, Tal al-Hawa), Jabaliya town and r.c., Khan Yunis, Nussayrat r.c., al-Qarara, Rafah, Shati’ r.c., Tal al-Za‘atar. Just before strikes on Rafah, Israeli Military Intelligence makes 10,000 automated calls to Rafah residents warning of pending air strikes, breaks into Palestinian radio broadcasts to urge residents across Gaza to move to city centers. Palestinian medical officials report at least 364 Palestinians dead, 1,500 wounded since 12/27.

Palestinian actions: Palestinians fire 66 rockets, 14 mortars into Israel (twice as many as in the previous 24 hrs.), killing 3 Israeli civilians (1 each in Nahal Oz, Ashdod, Ashqelon; 1 of them an Israeli Palestinian) and wounding 5 (3 of them Israeli Palestinians), with 2 rockets hitting 23 mi. north in Gan Yavne/Ashdod. A Palestinian mortar hits an IDF base in Netivot, s. and e. of the Nahal Oz crossing, killing 1 IDF soldier (a Druze), seriously wounding 1, lightly injuring 4. The Israeli toll stands at 4–5 dead, about 20 injured. Reports circulate (e.g., NYT 12/30) of Hamas gunmen executing at least 5 accused collaborators with Israel inside hospitals; the 5 had been jailed for collaboration and transferred to hospitals after being wounded in IDF air strikes on jails.

Humanitarian notes: Israel allows 40 truckloads of humanitarian aid into Gaza; Egypt allows 23 truckloads of emergency goods in, some wounded out through Rafah. International aid groups (including Amnesty International, the UN) say aid transfers are insufficient, warn that the death toll is rising in part because of lack of medicines and medical supplies, food, and fuel.

Of note: One Israeli air strike heavily damages the UN Special Coordinator’s Office (UNSCO) headquarters in Gaza City, prompting the UN to issue a formal complaint.
