Two small rockets and later a mortar land in the Israeli-occupied Golan Heights, causing no damage or injuries. While the IDF says the fire is ‘‘accidental spillover’’ from the Syrian civil war, rather than intentional, the Popular Front for the Liberation of Palestine-General Command says that Syrian government has given the Damascusbased group permission to attack Israeli targets in the Golan Heights. Syrian pres. Bashar al-Asad says that Syria is capable of facing Israel, but does not suggest Damascus will retaliate for the recent Israeli air strikes (e.g., 5/5). Hizballah’s deputy head Naim Qassem says that the Israeli attacks aim to boost the opposition fighters and does not comment on claims that missiles bound for the Lebanese group were the target. Meanwhile, Syrian rebel faction the Yarmouk Martyrs Brigade says that it is holding 4 Filipino UN peacekeepers it detained on the Syrian side of the ceasefire line between Syria and the occupied Golan Heights, claiming that fighting had endangered the observers. Israeli officials say that PM Benjamin Netanyahu has promised U.S. Secy. of State John Kerry to ‘‘rein in’’ settlement construction until mid-6/2013 in the context of renewed efforts to resume negotiations. (HA 5/7)

Israeli naval vessels open fire on Palestinian fishermen off the north Gaza coast, causing no damage or injuries.

In East Jerusalem, some 40 rightwing Israelis enter the al-Aqsa Mosque compound protected by Israeli security forces, sparking clashes with Palestinian worshippers.

In the West Bank, Jewish settlers attack Palestinian vehicles and agricultural land nr. Nablus, causing no injuries. The IDF patrols in 2 villages nr. Tulkarm in the morning, and in 2 villages nr. Hebron, 2 villages nr. Jenin and 1 village nr. Tulkarm at night. Also at night, IDF troops conduct house searches and arrest raids in Nablus, 1 village nr. Nablus, 1 village nr. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The IDF makes an air strike on a car in Gaza City suspected to be carrying wanted Palestinians, missing the target and hitting a nearby home, causing heavy damage but no injuries. Islamic Jihad fires 10 mortars at the IDF base at Kissufim crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Bethlehem, Qalqilya, nr. Hebron and Nablus; raids the offices of a children’s charity in Jenin, confiscating documents. For a 2d day in Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. A Jewish settler fr. Kiryat Arba seriously injures a 10-yr.-old Palestinian boy in a deliberate hit-and-run in Hebron. Jewish settlers severely beat a Palestinian teenager nr. Nablus. In Ramallah, PA presidential guardsmen halt a car carrying the son and daughter of jailed Fatah tanzim leader Marwan Barghouti (seen as a potential challenger to Abbas), harass them both, detain and beat the son at the PA headquarters. Pro-Fatah students at al-Najah University in Nablus attack, beat pro-Hamas students protesting Abbas’s ouster of the Haniyeh government, leading to police intervention and an exchange of fire that leaves 3 students wounded, 1 critically. As daily clashes continue at Nahr al-Barid r.c., FI kills 3 Lebanese soldiers—2 by a mortar, 1 by a booby-trapped device. The estimated death toll to date is 120 soldiers, 81 FI members, 41 civilians. (WT 7/25)

Overnight, the IDF deploys an artillery battery outside the s. Gaza Strip (since Operation First Rain, artillery has been positioned in Nahal Oz, outside the n. Gaza); begins massing troops in the Gaza border in case the Israeli cabinet calls for ground operations; conducts arrest raids, house searches in the n. West Bank targeting mostly Islamic Jihad mbrs. During the day, the IDF begins erecting a massive new checkpoint (the Zaatara checkpoint) s. of Nablus at Tapuach Junction that will sever the Nablus and Jenin districts from the rest of the West Bank, creating a northern West Bank canton; the crossing, which is similar to the Qalandia checkpoint that Israel has said will be treated as an international crossing, was approved by the IDF Central Command 9 mos. ago and should begin operation in 2 mos. An IDF drone fires on a car in n. Gaza that launched rockets toward Sederot (causing no damage), killing AMB mbr. Majid Nattat. Soon after, Palestinians fire another 2 rockets and a mortar toward Sederot, and the IDF carries out 2 air strikes on 2 roads leading to Bayt Lahiya; no injuries are reported in the exchange. Later, the IDF carries out another 3 air strikes on n. Gaza, causing no reported injuries; fires stun grenades to disperse Palestinians hoping to cross the al-Ram checkpoint into Jerusalem to mark the final Friday of Ramadan at al-Aqsa mosque. Late in the evening, the IDF launches F-16 air strikes on uninhabited areas of n. Gaza; patrols, shoots out street lights in Nablus; conducts arrest raids, house searches in Hebron. Palestinians then fire an antitank rocket at the Erez crossing, causing no damage or injuries. Meanwhile, 10,000s of Palestinians attend the Gaza funerals of the 7 Palestinians killed in the 10/28 Muhanna assassination; AMB, Hamas, Islamic Jihad hold massive armed marches, firing automatic weapons in the air in violation of their agmt. with the PA not to carry or use weapons in public. Jewish settlers fr. Kiryat Arba, escorted by IDF soldiers, severely beat 2 Palestinians in Hebron. Separately, Jewish settlers fr. Kiryat Arba vandalize several Palestinian homes in Hebron. Ali Abu Hilal, dir. of the university’s Center for Democracy and Human Rights; imposes a curfew on ‘Azun nr. Overnight, the IDF arrests 52 Islamic Jihad mbrs. in the largest raids against the group in the West Bank since 3/05; half of the mbrs. are arrested in Hebron, others in Jenin, Qalqilya, Ramallah. Minutes before Sharon and Abbas hold their 1st mtg. since the 2/8 Sharm al-Shaykh summit to coordinate disengagement, IDF aircraft fires 2 missiles at a group of Islamic Jihad mbrs. in Bayt Lahiya in what Israeli officials say is a failed attempt to assassinate a wanted Islamic Jihad mbr. The Israel FMin. says that “the message was very clear—that Israel cannot accept the fact that Islamic Jihad, Hamas, and the alAqsa Brigades have weapons.” The PA urges Islamic Jihad, the AMB to abide by the cease-fire. Palestinians fire a mortar at a Jewish settlement in s. Gaza, causing no damage or injuries. The Knesset Interior Comm. discusses the civilian aspects of the Or Commission’s 9/1/03 report into the 10/00 riots during which 13 Israeli Palestinians were killed by police (see Peace Monitor in JPS 118; Chronology in JPS 130). Fmr. High Court Justice Theodore Or says that the government has done nothing to implement his comm.’s recommendations (particularly for achieving equal rights for Israeli Palestinians), address the issues raised in the report. Overnight, Hamas, the PRCs reportedly fire another 45 mortars, 30 rockets at Jewish settlements in Gaza (lightly damaging 1 house) and the Negev in retaliation for the deaths of 3 Palestinians on 4/9. The IDF arrests Fatah mbr. Firas Tanbur in Nablus on charges of planning a terrorist attack on behalf of Hizballah; Palestinians confront soldiers with stones during the raid; soldiers respond with rubber-coated steel bullets and tear gas, injuring 10. The IDF also raids, searches an elementary school in, imposes a curfew on al-‘Asa’sa nr. Jenin; fires on stonethrowing Palestinians nr. Nablus; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin; occupies a Palestinian home in Ramallah as an observation post; sends troops into Aida r.c. to break up a nonviolent protest against threats by Revava to attack al-Aqsa mosque. Some 3,000 Israeli police bar a rally at the Temple Mount/Haram al-Sharif by Revava attended by only 50 rightwing Israelis. The IDF reports that Palestinian violence has diminished significantly in recent days, with no mortar fire since 1/19, no Qassam fire in more than a wk. The IDF fatally shoots a Palestinian who approaches Qarni crossing; sends troops into Askar r.c., fires on residential areas, then fires on stone-throwing youths who confront the troops, wounding 2 boys (ages 10 and 12); imposes a 24-hr. curfew on Saida (in place until at least 2/2); conducts arrest raids, house searches in ‘Abud nr. Ramallah, Nablus, Sa’ir nr. Hebron, Silat al-Dahir nr. Jenin, Tulkarm. Israeli police arrest a 19-yr.-old Palestinian girl who attempts to stab an Israeli policeman outside al-Aqsa Mosque. In a move apparently targeting PA corruption, PA security forces begin bulldozing wooden waterfront structures housing unlicensed shops along the beach in Gaza City; the shops sprang up after the Oslo agmt. and are rumored to be “protected by prominent personalities with influence inside the PA.” Several Jewish settlers in Hebron throw stones at local Palestinians, vandalize several Palestinian homes. Palestinian militant groups agree to an informal 1-mo. truce while Abbas appeals to Israel to stop targeting their mbrs. If Israel agrees, the groups say they are prepared to enter a formal cease-fire agmt. (VOI 1/24 in WNC 1/24; WP, WT 1/25)

Following Friday prayers at al-Aqsa Mosque, some 100 Palestinian worshipers protesting Israel’s call to expel Arafat throw stones at Jews worshiping at the Western Wall, prompting Israeli police to raid the mosque compound, fire tear gas and stun grenades todisperse the crowd; no one is injured. Around the occupied territories, 10,000s of Palestinians rally in support of Arafat. Palestinians fire 4 mortars at a Jewish settlement in Gaza, causing nodamage or injuries. The IDF conducts arrest raids, demolishes 1 Palestinian home in Hebron. An Israeli woman dies of injuries received in the 8/19 suicide bombing, raising that toll to 23. After Friday prayers 30 Palestinians inside the al-Aqsa Mosque compound pelt officers outside the complex with stones in protest of Bush's decision to sign legislation requiring U.S. recognition of united Jerusalem as Israel's capital. Some 50 Israeli police storm the Haram al-Sharif/Temple Mount, fire tear gas and stun grenades at Palestinian worshipers leaving al-Aqsa Mosque. The IDF fatally shoots 1 Palestinian at a checkpoint in Barata nr. Hebron; fires on residential areas of Jenin, wounding at least 3, including a 15-yr.-old Palestinian hit inside his home, barred evacuation to a hospital, bleeds to death (the IDF admits that soldiers violated open-fire regulations); fires on a Palestinian taxi breaking curfew in Nablus, seriously injuring the driver, a 12-yr.-old Palestinian bystander; conducts arrest raids in Dura, Hebron; bulldozes a PSF post, more than 23 dunams of Palestinian land nr. Khan Yunis. An IDF soldier is shot, wounded in Nablus. Palestinians fire 4 mortars at Gush Katif settlement block in Gaza, an antitank missile at an IDF outpost, causing no damage. Although the official PA news agency WAFA carries another appeal for a halt to armed attacks against Israel, the clashes continue at a high level. A Palestinian woman carrying a bomb is detained, disarmed at the Tel Aviv central bus depot. Palestinians fire a mortar at a Jewish settlement in Gaza, injuring 1 settler. Fearing massive protests against the 7/31 Nablus attack, Israel places age restrictions on Palestinians attending Friday prayers at al-Aqsa Mosque. Palestinian gunmen fatally shoot a suspected Palestinian collaborator in Bethlehem. PA officials say some 60 suspected collaborators have been arrested in Jinin. After a UN comm. concludes that UNIFIL erred in its handling of the 10/00 video but did not conspire against Israel in bad faith, Secy.-Gen.
