In the West Bank, Israeli settlers throw rocks and glass bottles at Palestinian-owned vehicles nr. Nablus, causing damage. Overnight, a mentally disabled Palestinian enters a home in the Yitzhar settlement; Israeli settlers and settlement security officers beat the man, causing moderate injuries, before IDF troops arrive to detain him. The IDF conducts arrest raids and house searches nr. Jenin, Hebron, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces raid the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, sparking clashes. Israeli security forces also enter Silwan, where they arrest 3 Palestinians, including Fatah’s secy.- gen. in Jerusalem; raid the Palestinian Football Association’s offices in al-Ram. Elsewhere, 3 young Israelis attack a Palestinian youth, causing moderate injuries. During a separate brawl in the Old City between Israeli and Palestinian youth, 1 Israeli is stabbed, another is lightly injured, and the Palestinians are arrested. Late at night, 5 Israeli settlers attack a Palestinian nr. the French Hill settlement. In West Jerusalem, an Israeli driver hits a Palestinian youth with his car and drives away, leaving the Palestinian with a fractured foot. In response to the Israel Prison Service’s increased restrictions on 11/23, Palestinian prisoners clash with Israeli prison guards at Rimon prison, and 6 prisoners are injured. (MNA, WAFA 11/24; PNN 11/25)

The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. PA FM Riyad al-Maliki also notes that the PA has failed to win the support of 9 UNSC mbrs. that would be needed for the res. to pass. (HA, JP, JTA, MNA, WAFA 11/24)

In Vienna, reps. of Iran and the P5+1 agree on another extension to the Joint Plan of Action (signed on 11/24/2013). The talks, which began on 1/20/2014, will be extended 7 mos.; however, the negotiators plan to complete a political accord by the end of 3/2015, leaving final technical details for annexes to be agreed on by 7/1/2015. Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF violently disperses stonethrowing Palestinian protesters in Silwad nr. Ramallah, injuring 1 with live ammunition. The IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, and 1 village each nr. Nablus and Qalqilya at night; patrols in 3 villages nr. Ramallah in the morning, and in 3 villages and al-‘Arub r.c. nr. Hebron, 2 villages nr. Jericho, Nablus and 1 village and Balata r.c. nearby, and 1 village each nr. Jericho and Qalqilya at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). Palestine becomes a formal party to 5 international conventions, banning torture, racial discrimination, promoting women’s rights, children’s rights, and the rights of the disabled. In response, Israel withdraws the VIP passes of 4 senior Fatah officials— Nabil Shaath, Tawfik Tirawi, Abbas Zaki and Jibril Rajub—thereby restricting their status at checkpoints and border crossings to the level of other Palestinian citizens. In the Gaza Strip, a mbr. of Hamas’s military wing Izzeddin al-Qassam Brigades dies in circumstances that were not disclosed, but suggest an accident during training or preparation for a mission. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night, and patrols in 2 villages nr. Hebron and 1 village nr. Salfit in the afternoon. Fatah Central Cmte. mbr. Nabil Shaath tells Palestinian media that the leadership will not accept proposed temporary solutions in the West Bank, and claims Israel has yet to put any offers on the table in negotiations. Shaath says the 2 sides have spent almost 6 weeks presenting issues like borders and security, and that Israel insists on maintaining control of the Jordan River. Israel’s Prime Minister’s Office refuses to comment on leaks in the press, including suggestions that Israel suggested the establishment of a temporary Palestinian state in 60% of the West Bank. Iran’s Pres. Hassan Ruhani says that the Foreign Ministry will take over the running of talks with the international community over the nuclear program, but without specifying a chief negotiator. Meanwhile, State Dept. spokesperson Jen Psaki says that Washington hopes Tehran will “engage substantively” with global powers to find a solution to the crisis and issues with IAEA inspections. Bethlehem, wounding 5 with live ammunition; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya, and nr. Hebron, Jenin, Qalqilya, Tulkarm. Israel bars access to the Jordan River to 15,000 Christians making a pilgrimage to Jesus’s baptismal cite to mark Orthodox Christian Holy Week, keeping them behind a fence 30 ft. fr. the river. Birzeit University student council elections allot 25 seats to Fatah, 19 to Hamas, 5 each to the PFLP and a joint Islamic Jihad/People’s Party list. In the West Bank, the IDF conducts arrest raids, house searches in and around Salfit, Tulkarm (firing on stone-throwing Palestinians who confront them, wounding 2) and in Hebron (also raiding a wedding in Hebron, interrogating celebrants and arresting 3), Nablus; sends troops to patrol in Bayt Fajjar nr. Bethlehem, firing on residential areas and stonethrowing youths who confront the troops, killing 1 Palestinian teenager, wounding a 2d. Meanwhile, a new Hamas-Fatah ceasefire significantly reduces violence in Gaza, though at least 6 Palestinians are killed in clashes during the day. The dead include a Hamas mbr. kidnapped, executed by Fatah; a Hamas mbr. killed by a Fatah sniper; 4 Hamas supporters killed, 14 wounded when Fatah forces ambush a funeral for 2 ESF mbrs. killed on 5/16. With the PA security forces unable to guarantee his security, Abbas delays plans to go to Gaza today to discuss the interfactional fighting. In Gaza, Fatah-Hamas fighting intensifies, leaving at least 15 Palestinians dead. Among the incidents: PA presidential guardsmen fatally shoot Izzeddin al-Qassam Brigades cmdr. Ibrahim Maniah nr. Qarni (Hamas claims he was assassinated, Fatah says he died in an exchange of gunfire); in retaliation, Hamas mbrs. attack a PA presidential guard training facility at the Qarni crossing with rockets, mortars, and RPGs, also firing on other PA security forces who come to the guardsmen’s aid, killing 8 national security officers. IDF troops on the Gaza border nearby fire on 2 guardsmen fleeing the scene toward the border fence, killing 1. Outside Abbas’s Gaza City offices, PA security forces loyal to Abbas halt, harass, shoot execution-style 2 Palestinian reporters for a pro-Hamas newspaper. A 12th Palestinian is killed in interfactional fighting in Gaza City. Across the Strip, Palestinian civilians stay in their homes and most stores close, while Fatah and Hamas gunmen take up strategic positions along roads and atop high buildings, and Egyptian mediators work to establish a new cease-fire. PA National Security Adviser Muhammad Dahlan, currently abroad, orders 500 Fatah-affiliated PSF mbrs. undergoing training in Egypt to return to Gaza immediately to help defend the pro-Abbas forces; Israel gives its consent for the forces to enter. Hamas also fires more than 20 rockets fr. Gaza into Israel, hitting a house and empty school, seriously wounding 1 Israeli, moderately wounding another. Overnight, the IDF revives Operation Hot Winter (see 3/1) in Nablus, conducting major house searches, arresting 2 Palestinians but withdrawing in the morning. During the day, IDF troops on the s. Gaza border fire on Palestinian farmers who stray near the border fence e. of al-Qarara, causing no injuries; later sends tanks, bulldozers across the border in the same area to level land, discovering and dismantling 2 roadside bombs. Late in the evening, the IDF conducts arrest raids, house searches in and around Hebron, and nr. Bethlehem, Ramallah. Jewish settlers fr. Avraham Avino attack Palestinian workers repairing a Palestinian home nearby; the IDF observes but does not intervene. Jewish settlers fr. Ramat Yishai vandalize Palestinian homes nearby. A Palestinian gunman fires on a Jewish settler vehicle driving on the Itamar settlement bypass road nr. Nablus, wounding 1 settler. In Gaza City, suspected Fatah gunmen assassinate Izzeddin al-Qassam Brigades cmdr. Ala’ al-Haddad; late in the evening, the ESF fires an RPG destroying a house in Gaza City in apparent retaliation. Fatah-ESF clashes escalate in Bayt Hanun, with ESF mbrs. firing an RPG at the home of a Fatah mbr. and Fatah mbrs. retaliating by firing an RPG at the home of a Hamas mbr.; 3 Palestinians are injured. Hamas spokesman Ghazi Hamad says that the PA has definite information about who kidnapped BBC corresponded Johnston on 3/12, indicating that they are mbrs. of the powerful Daghmash clan, which is involved in criminal activity and was responsible for the abduction of 2 Fox News journalists on 8/27/06; says the government is working to secure his release. The worst Fatah-Hamas fighting in Gaza to date leaves a total of 18 Palestinians dead (including 2 children ages 5 and 7, 6 presidential guardsmen; including 12 in Gaza City, 3 in Jabaliya r.c., 1 in Abasan, 1 in Bayt Lahiya), more than 220 injured, with factions exchanging mortar, RPG fire; setting fire to and ransacking rival meeting halls, security compounds (including the n. Gaza headquarters of the PA Military Intelligence, PSF, General Intelligence, as well as a Force 17 barracks, ESF offices, and barracks for the Izzeddine al-Qassam Brigades). In the most serious incidents; the Fatahdominated presidential guard attempts to overrun the Hamas-controlled PA Interior Min. offices in Gaza City, exchanging fire with the ESF there, as well as torching parts of Islamic University (a Hamas stronghold); Hamas mbrs. later attack several buildings at Fatah-dominated al-Quds University and destroying the Palestinian Labor Voice radio station in Jabaliya; and Fatah mbrs. raid a mosque in Abasan, firing on worshipers, killing 1, wounding 8, kidnapping 6. A Palestinian woman wounded in the ESF–Presidential Guard exchange on 2/1 dies. Egyptian mediators resident in Gaza broker talks with Hamas, Fatah officials, who order their mbrs. in the afternoon to begin observing a cease-fire, but exchanges continue late into the evening. (As Egyptian officials leave the talks, their convoy comes under fire, causing no injuries.) In Rafah, 300 Palestinians march calling for a halt to intra-Palestinian violence. In the West Bank, unidentified gunmen fire on the home of mayor of Qalqilya, causing no injuries. Meanwhile, the IDF surrounds a mosque in Bayt Kahil during noon prayers, searches and questions worshipers as they leave; conducts arrest raids, house searches nr. Qalqilya. Jewish settlers fr. The IDF conducts arrest raids, house searches in and around Jenin, Nablus, in Bethlehem, and nr. Hebron; raids a hospital and al-Quds Open University campus nr. Hebron, holding medical personnel and students for ID checks; sends troops into Tubas, stopping and searching a PA security force vehicle, confiscating the vehicle but releasing the 2 officers. Palestinians fire 2 rockets fr. Gaza into Israel, causing no injuries but temporarily cutting power to parts of Sederot. In an apparent assassination attempt, Fatah-affiliated PSF mbrs. fr. Khan Yunis ambush, fire on a car nr. Rafah driven by Izzeddin al-Qassam Brigades cmdr. Ala’ Radwan, who apparently is unharmed; Fatah, Hamas officials meet to discuss the incident. The IDF makes an air strike on a car driving in n. Gaza, assassinating PRC mbrs. Imad Asaliyya, Majdi Hammad, wounding 2 PRC mbrs. in the car, 2 bystanders; sends bulldozers, tanks 200 m into Gaza nr. Bureij r.c. to level land for the construction of a cement wall along the n. Gaza border; sends an undercover unit into ‘Anabta nr. Tulkarm in a car with Palestinian license plates to raid a caf´e and arrest 11 Palestinians; demolishes 2 Palestinian homes nr. Jenin, 1 nr. Jericho, 1 nr. Nablus; patrols in Maithalun, stopping Palestinians for random ID checks; conducts arrest raids, house searches in and around Nablus, in Tulkarm, and nr. Bethlehem, Jenin (firing on residential areas); issues military orders confiscating 600 d. of Palestinian land s. of Tulkarm, isolated btwn. the separation wall and the Green Line, for “security purposes”; accompanies an Israeli Archaeological Authority team into Battir nr. Bethlehem to conduct a test dig in the center of the village in search of Jewish historical remains. Gunmen affiliated with Hamas raid a Palestinian TV station in Khan Yunis, damage equipment, accusing the station of supporting Fatah at Hamas’s expense; the Hamas leadership denies the attack was authorized by the group. IDF undercover units raid Bethlehem, open fire on a car, assassinating wanted AMB mbrs. Daniel Abu Hammami and Ahmad Muslih, wounding a 3d. The IDF also closes Kerem Shalom crossing for the day; raids al-Amal Hospital in Nablus, searching wards for wanted Palestinians; raids a PA police station in Azariyya in East Jerusalem, detaining 2 officers; conducts arrest raids, house searches in and around Hebron and nr. Bethlehem, Tulkarm. In Gaza City, armed Fatah mbrs. protest outside the PA Health Min. offices in Gaza City, demanding assistance for relatives in need of medical treatment abroad, and begin to riot when they are told that budget constraints have forced the government to slash funding for medical transports abroad; when PA police are unable to quell the demonstration, the Health M calls in Izzeddin al-Qassam Brigades mbrs. to support the police, sparking an exchange of gunfire with the Fatah mbrs., leaving 3 Fatah mbrs. wounded. In Nablus, AMB gunmen (mbrs. of the PA security forces) fire on the historic Nablus municipal building, forcing employees to evacuate, demanding that the Hamas mayor close his offices, that the PA pay their salaries. To calm tensions, Abbas orders the PA security forces to cancel plans for a massive pro-Fatah rally in Ramallah against Mishal’s 4/21 statements. A Hamas suicide bomber fr. Hebron detonates a device on a bus in Haifa, killing 14 Israelis, 1 American, wounding 40; Israel seals the West Bank and Gaza borders until further notice, vows to respond “but not [on] a scale that would disrupt any U.S. preparations for a possible attack on Iraq.” Overnight, Palestinians also reportedly fire 13 antitank missiles and grenades at IDF forces on the Rafah border, causing no damage or injuries. The IDF demolishes 1 Palestinian home in Nablus, 1 in Qalqilya, a mosque in Rafah r.c. that had been heavily damaged in earlier attacks; conducts arrest raids in Bethlehem, Qalqilya (targeting Fatah), Ramallah (nabbing senior Izzeddin al-Qassam Brigades mbr. Abdallah Barghouti), Yamun; fires on residential areas of Khan Yunis. Late in the evening, the IDF launches a major raid into Jabaliya r.c., sending in 50 tanks and helicopters, firing several missiles, killing 3 Palestinians, wounding 11; fatally shoots Islamic Jihad mbr. Muhammad al-‘Asas in an exchange of gunfire in Bethlehem, leaving 1 IDF soldier wounded. A Jerusalem court sentences Israeli Arab Murad Ajluni to life plus 20 yrs. for taking part in a 3/02 AMB shooting in Tel Aviv that left 3 Israelis dead. Bassam Ashqar, ambushing his car in Ramallah, also killing a Palestinian bystander; raids Qabatiyya, assassinating local Islamic Jihad leader Yusif Abu Rub, demolishing his family house, arresting local Izzeddine al-Qassam Brigades head Natzir Nazal, senior Hamas mbr. Talal al-Baz; sends undercover units into a hospital in Ramallah, fatally shooting wanted Palestinian Samir al-Shamali, who was working there as a guard, in what may be an assassination, sparking demonstrations, clashes with local residents that leave 1 Palestinian stone thrower dead; fatally shoots 2 Palestinians “approaching” Netzarim settlement; fires on demonstrators protesting the curfew in Nablus, killing 1 Palestinian, wounding 20; raids a village n. of Ramallah, firing stun grenades, causing an elderly Palestinian to suffer a fatal heart attack; imposes a curfew on Beitunia, sends 30 tanks into the town; conducts house-to-house searches, arrest raids in Qalqilya; fires on residential areas of Khan Yunis. After 2 days of debate, the UN Security Council (UNSC) passes (14-0, with the U.S. abstaining) Res. 1435 on the siege in Ramallah, which expresses grave concern over the Palestinians' humanitarian plight and reoccupation of Palestinian cities, "demands" Israel's immediate halt attacks on the PA headquarters. The IDF says its operations will continue "until their objectives are met."
