Approximately 1,000 Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians from nearby Balata refugee camp; 1 Palestinian is injured and another is arrested. The IDF later says that a cell-phone bomb was planted at Joseph’s Tomb prior to the activists’ visit, but that Israeli soldiers detonated it safely, causing no injuries. Elsewhere in the West Bank, IDF troops arrest 12 Palestinians during late-night raids near Bethlehem, Ramallah, Hebron, and Nablus; and patrol near Hebron. Israeli settlers vandalize several Palestinian vehicles in Bayt Iksa village near Jerusalem, and enter ‘Azun village near Qalqilya, sparking clashes between their IDF escort and stone-throwing residents (28 Palestinians are injured). The U.S. State Dept. announces that the Trump administration has decided to withhold $65 million from a $125 million transfer of aid to UNRWA. “There is a need to undertake a fundamental reexamination of UNRWA, both in the way it operates and the way it is funded,” a spokesperson says, explaining that the $65 million may be transferred after “future consideration” from the Trump administration. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. U.S. Pres. Obama meets with several U.S. Jewish groups to discuss the “key parameters” announced on 4/2 by the P5+1 and Iran, and their concerns about Israel’s security. In the West Bank, IDF troops shoot and kill 1 Palestinian in al-Jalazun r.c. nr. Ramallah, in clashes with residents during an arrest raid. IDF troops also shoot and wound 1 Palestinian during a raid in Jenin, and wound 3 with rubbercoated metal bullets during clashes with Bayt Umar residents nr. Hebron. At Qalandia checkpoint, Israeli troops violently disperse demonstrators, wounding 6, including 1 critically, with live ammunition. The IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, Balata r.c. and 1 village nr. Nablus, and 2 villages nr. Qalqilya, 1 village nr. Ramallah, Bethlehem, and Jenin at night; patrols in Hebron in the afternoon, and in 4 villages nr. Ramallah, 3 villages nr. Hebron, and 1 village each nr. Qalqilya, and Salfit, and al-Bireh at night. Israeli settlers open fire on a Palestinian car nr. Ramallah, causing no injuries. In the Gaza Strip, IDF troops open fire from the border fence nr. Jabaliya, causing no damage or injuries. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Meanwhile, Hamas releases a statement condemning the Israeli operation in the West Bank, and also calls on the PA to stop security coordination with Israel. (AFP, HA, JP, MNA 6/16)

Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20. The 2 sides aim to resolve final differences, including the number of centrifuges Iran will operate, and begin drafting a final deal. (REU 6/17; AA 6/17)

Palestinians in the Gaza Strip fire a rocket intended to hit s. Israel, but the projectile lands in an open area inside the Palestinian territory, causing no damage or injuries. Sirens were sounded in Ashkelon and surrounding areas. In response, Israeli authorities close the Kerem Shalom border crossing. In the Gaza Strip, the IDF opens fire on Palestinian farmers in 2 separate incidents nr. Khan Yunis and Dayr al-Balah, causing no injuries. IDF troops also open fire on fishermen nr. Khan Yunis, causing no damage or injuries. In the West Bank, the IDF conducts house searches and patrol arrest raids in 2 villages nr. Hebron, 1 village nr. Bethlehem, and Balata r.c. nr. Bayt Hanun, firing on residential areas (wounding 1 Palestinian), demolishing 1 Palestinian home, damaging 7 others, bulldozing 12 d. of agricultural land, temporarily detaining 7 Palestinians for questioning, withdrawing fr. the area in the evening; sends troops into al-Fakhari in s. Gaza to conduct arrest raids, house searches. Palestinians fire several mortars at the IDF post at Kerem Shalom crossing, causing no damage or injuries; the IDF responds by firing 2 surface-to-surface missiles at 2 mortar-launching sites, causing no reported injuries. Overnight, Hamas mbrs. kidnap, shoot, wound, release a PA presidential guard mbr. in Gaza City. An appeal made by Haniyeh at Friday prayers in Gaza for Hamas and Fatah mbrs. to observe his and Abbas’s calls to halt their infighting is ignored as Fatah, Hamas mbrs. exchange fire nr. Gaza City, with Hamas mbrs. attacking a house where Fatah gunmen are suspected of hiding. Meanwhile, the IDF makes a major raid on Shuka in s. Gaza, searching, occupying homes as observation posts, ordering all males ages 16–45 to surrender for ID checks, detaining 53 (who are transported to Kerem Shalom crossing for interrogation). IDF troops on the n. Gaza border trade tank fire for RPG fire fr. Palestinian gunmen, causing no injuries; fire on a group of Palestinian teenagers hunting birds southeast of Bayt Hanun, wounding and detaining 1. In the West Bank, the IDF fires on a group of Palestinians hunting birds nr. Hebron, killing 1 Palestinian, seriously wounding 1; conducts arrest raids, house searches nr. In the 1st attacks authorized by new Israeli DM Peretz, the IDF makes 3 air strikes on a PRC camp in Gaza in retaliation for 5/4 rocket fire, killing 5 PRC mbrs. (Hamada Daghmash, Juma’ Daghmash, Mahmud Daghmash, Wahid Daghmash, Khalid Wakid), wounding 2 in an apparent attempt to assassinate PRC cmdr. Mumtaz Daghmash, who lives nearby. The IDF also closes Gaza’s Sufa crossing for 2 days and Kerem Shalom crossing indefinitely; prevents Palestinians fr. Jenin, Nablus, Tulkarm in the n. West Bank fr. crossing checkpoints into the s. West Bank; shells a rocket launch site in n. Gaza, causing no injuries; fires on stonethrowing youths who confront troops during an arrest raid by an undercover unit in Nablus, killing 1 Palestinian, wounding 1, also occupying part of an apartment building as an observation post; patrols in Jenin, Yatta (firing on residential areas); conducts arrest raids, house searches in Balata r.c. In a formal protest to Israel, UNRWA notes that the IDF has barred access to Jerusalem fr. the West Bank for 4 days, which the agency says is unprecedented, hindering the movement of its personnel, undermining humanitarian operations.
