In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

In the West Bank, Israeli settlers attacked 1 Palestinian man working his land in Huwwara; he was treated at a hospital for his injuries. Israeli settlers also threw stones at vehicles travelling near Nablus, causing damage to 1 car. Israeli forces shot and injured 1 Palestinian worker seeking to enter Israel via the separation wall near Far‘un. Israeli forces also seized 2 residential tents near Yatta, displacing 10 people. Elsewhere, in Susiya, Israeli forces seized 3 tents, a generator, and a concreate mixer, and demolished 1 tin structure. Israeli forces also razed 2 dunams (0.5 acres) of Palestinian-owned agricultural land and uprooted some 100 olive trees in near Bethlehem. 6 Palestinians were arrested, including 5 during late-night raids in and around Qalqilya and Yatta, and 1 at a checkpoint west of Nablus. In East Jerusalem, Israeli forces demolished 3 apartments in Silwan, displacing 25 people. 2 Palestinian families also demolished their own homes to avoid exorbitant Israeli demolition fees in Shaykh Jarrah. In Gaza, Israel closed the Kerem Shalom crossing, mainly used for commercial goods, citing fires from incendiary balloons as the reason. Egypt opened the Rafah crossing for 3 days on humanitarian grounds. Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. The PA and Austria signed a Memorandum of Understanding for Austrian support of $412,000 for improvement of the water quality in the West Bank. (WAFA 8/11)

For a 9th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Attendance spikes today, as the protests coincide with weekly Friday protests against Israel’s occupation, separation wall, and settlements. Israeli forces violently disperse demonstrations across East Jerusalem, Halhul village near Hebron, 2 areas near Ramallah (outside the Beit El settlement and in Nabi Salih), Kafr Qaddum near Qalqilya, Bethlehem, Tubas, Tulkarm, Huwwara checkpoint near Nablus, and along Gaza’s border near Bayt Hanun, Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; 4 Palestinians are killed and approximately 150 are injured. (A video showing a 16-year-old Palestinian girl, Ahed Tamimi, shoving and slapping an Israeli soldier amid clashes in Nabi Salih near Ramallah, will go viral over the weekend. She will be arrested on 12/19). Israeli forces arrest 8 Palestinians and issue arrest summons to 2 during raids near Bethlehem and in East Jerusalem, and patrol near Tulkarm and Hebron. Separately, Palestinians throw stones at Israeli vehicles near Jerusalem, injuring 1 settler. The Israeli authorities announce that the Erez border crossing has reopened for Palestinians to enter and exit, but that the Kerem Shalom crossing is to remain closed indefinitely. Both were closed on 12/13. (TOI 12/15)

Israeli forces arrest a mentally unstable Palestinian after he stabs and kills a UK woman on the Jerusalem Light Rail nr. the Old City. Elsewhere in Jerusalem, Israeli police arrest 4 Muslim worshippers when they attempt to stop Jewish settlers from praying at Haram alSharif. They arrest 10 more as they are exiting the sanctuary, and also arrest 2 Palestinians during raids in Shu‘fat. In the West Bank, IDF troops arrest a Palestinian at a checkpoint outside Nabi Salih after he is found to be carrying a knife. Meanwhile, they violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and withholding of Palestinian corpses in 3 villages nr. Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and Bethlehem; 4 Palestinians are injured. They also establish a mobile checkpoint e. of Tubas, sparking clashes with stone-throwing Palestinians; 4 Palestinians are injured. The IDF patrols nr. Hebron during the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no injuries or damage. Along Gaza’s border, IDF troops open fire on Palestinian farmers nr. The Israeli authorities open the Kerem Shalom border crossing to allow fuel to enter Gaza. They closed the crossing for Passover on 4/9, and are set to shut it down again from 4/15 through 4/17. (MNA 4/14)

The Gaza Electricity Distribution Company (GEDCO) temporarily cuts off power throughout the region in protest of “unfair measures” imposed on the people of Gaza, including the reduction of former PA employees’ salaries. (MNA 4/14)

Overnight, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation for the PFLP’s 12/31 Grad strikes, lightly injuring 4 Palestinians. Later in the day, after the Popular Resistance Committees (PRCs) fire at least 2 mortars toward the Kerem Shalom crossing (the IDF records 2, while the PRCs claim 5; only 1 lands inside Israel, causing no damage or injuries), the IDF carries out air strikes on an open area e. of Jabaliya in n. Gaza and on a farm in al-Qarara in s. Gaza, causing no damage or injuries. Of note: Israel permanently closes the Nahal Oz crossing, meaning that with the exception of the grain belt operating at Qarni crossing, Kerem Shalom will be the sole transit point for goods coming in and out of Gaza; all fuel shipments will also henceforth go through Kerem Shalom. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 1 Palestinian) and Ni‘lin (injuring 2 Palestinians); prevents Palestinian and international activists fr. planting trees on Palestinian land declared a closed military zone by the IDF, confiscating the trees; patrols in al-‘Arub r.c. in the evening, stopping and questioning a group of Palestinian children, arresting 3 teenagers; conducts synchronized late-night house searches in 3 villages southwest of Jenin, making no arrests; later makes a raid on a 4th village in the same area, also making no arrests. Israeli FM Tzipi Livni narrowly wins Kadima party elections to replace Ehud Olmert as party head. Olmert, Israel’s current PM, called for party elections on 6/11/08, after government investigators turned up serious new evidence of his financial impropriety (see Quarterly Update in JPS 149). Jenin (seriously injuring a 13-yr.-old Palestinian boy in an accidental hit-and-run); patrols in Ramallah; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists attending the weekly nonviolent protest against the separation wall in Bil‘in, injuring 2; forcibly removes Jewish settlers fr. the Homesh settlement site. Gaza City, with Hamas mbrs. attacking a house where Fatah gunmen are suspected of hiding. Meanwhile, the IDF makes a major raid on Shuka in s. Gaza, searching, occupying homes as observation posts, ordering all males ages 16–45 to surrender for ID checks, detaining 53 (who are transported to Kerem Shalom crossing for interrogation). In the West Bank, the IDF sends an undercover unit in a car with Palestinian license plates into Tulkarm r.c., fires on a group of Palestinians wounding 4 (an AMB mbr., an Islamic Jihad mbr., 2 bystanders ages 10 and 16), then fires 5 shots at 1 of the wounded, AMB mbr. Jasr Zughayb, assassinating him; fatally shoots 2 AMB mbrs. in an exchange of fire in Nablus, also demolishing the home in which they were staying; fatally shoots a 17-yr.-old Palestinian who attempts to cut through the separation fence nr. Ramallah; conducts arrest raids, house searches in Abu Dis; raids the Modern College building in Beitunia nr. Ramallah, firing on PSF officers dispatched to the scene responding to reports of suspicious activity, killing 2 PSF officers. In Gaza, a combined group of Hamas, ESF mbrs. acting on rumors of Fatah of smuggling weapons halt, demand to inspect a 4-truck convoy escorted by Abbas’s presidential guard that entered Gaza fr. Israel through the Kerem Shalom crossing, sparking an exchange of gunfire that leaves at least 5 Palestinians dead (including 4 presidential guardsmen, 1 female bystander), 34 wounded (including 14 bystanders); the shipment of supplies (widely believed to be arms and ammunition though in separate statements, Fatah says it is food and medical supplies, equipment and tents, generators and spare parts) fr. the UAE reportedly was organized by Gaza strongman Dahlan, with the knowledge of the U.S. and Israel, and was intended for guard units loyal to him; the contents of the trucks cannot be confirmed, as they are seized during the clash (it is unclear by whom). The convoy incident precipitates Fatah-Hamas gunfights across the Strip that kill at least 3 Palestinians, wound at least another 50, and end a 3-day truce. In the most serious incidents: PA Presidential Guard units storm the Islamic University campus, clash with ESF mbrs. guarding the campus (leaving 22 wounded), claim to seize a large weapons cache and to detain 7 Iranian “explosives experts”; Hamas denies the presence of any Iranians in Gaza, Fatah does not give any proof of the arrests, Israel and the U.S. say they cannot corroborate the story; suspected Fatah gunmen fire on Hamas spokesman Fawzi Barhum nr. The UN warns that Gaza is dangerously short of basic foodstuffs and faces a major humanitarian crisis as a result of Israel’s continued closure of the Qarni trade crossing. The UNRWA Gaza dir. reports that the agency has run out of food to distribute to impoverished families. In a bid to avert a crisis, U.S. Amb. to Israel Richard Jones calls an emergency mtg. with Israeli, PA delegations (with the participation of reps of the EU, Egypt) in Tel Aviv to discuss declining humanitarian conditions in Gaza; says shortages of food, medicine are beginning to threaten Palestinians’ basic welfare. Having failed in its negotiations with Fatah and other parties to form a national unity government or agree on a national unity program, Hamas presents its cabinet slate to Abbas for approval and issues the draft national unity program as its platform.
