In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

Israeli media report on an internal Foreign Ministry document that predicts that the EU will increase efforts in 2013 to pressure Israel and the Palestinians to reach an agreement. The report suggests that the EU may try to promote the establishment of an actual Palestinian state independent of negotiations with Israel. Other Israeli media report that the PA is seeking to join a number of international organizations in the light of their successful UN statehood bid, including the United Nations Environment Programme (UNEP) and the World Health Organization (WHO). Israel’s Foreign Ministry is apparently seeking to stymie these efforts through its ambassadors in countries where the organizations’ headquarters are located. Meanwhile, Palestinian officials in Ramallah claim that Israel is refusing to renew the VIP cards of several senior PA officials, complicating their ability to move freely around the West Bank and Israel. Israeli and Palestinian officials confirm that Israel will allow materials for private construction into the Gaza Strip for the 1st time since mid-2007. The deal will allow up to 20 trucks of gravel to enter the territory daily through Kerem Shalom crossing in the south. (MNA 12/25; AFP 12/26)

In the West Bank, the IDF raids the Palestinian village of Yatta in the south, sparking a clash with stone-throwing Palestinians; 1 Palestinian is injured when he is hit in the head by a tear-gas canister. The IDF patrols in Tulkarm, nearby Nur Shams r.c., and 1 village nr. Jericho at night; conducts house searches and arrest raids in Hebron and 3 nearby villages, 1 village nr. Anonymous Israeli officials confirm a story in al-Quds al-Arabi that PM Netanyahu secretly met Jordan’s King Abdallah in Amman recently (no dates reported) to discuss the risk of Syria’s chemical weapons falling into the hands of armed Islamist groups. (REU 12/26)

IDF troops on the Gaza border e. of al-Bureij r.c. fire on Hamas mbrs. along the border fence, killing 1 Hamas mbr., then fire on Palestinians who attempt to evacuate his body, wounding 2 civilians; fatally shoot an unarmed Palestinian who strays nr. the border fence nr. Bayt Hanun. The IDF also sends tanks, armored vehicles, bulldozers into the Erez industrial zone and into Gaza nr. the Kerem Shalom crossing to level land. In the West Bank, the IDF raids, searches a school in Hebron, making no arrests; conducts arrest raids, house searches in al-Arub r.c. and nr. Hebron, Tulkarm. Israel’s Internal Security Min. bans the East Jerusalem–based National Commission Against Social Problems fr. holding its annual mtg. on the grounds that it is affiliated with the PA, which is barred fr. conducting official business in the city. Jewish settlers fr. Efrat and El Azara set fire to a 700-yr.-old mosque in nearby al-Khadir. Jewish settlers place 2 mobile homes on Palestinian land in Bil‘in that the Israeli High Court ruled on 9/4/07 should be returned to the village, attack local Palestinians who attempt to stage a sit-in to block them; Israeli police remove the settlers. In Gaza, Fatah-Hamas clashes continue overnight, leaving at least another 3 Palestinians dead and 30 injured. For unclear reasons, IDF soldiers at the Erez crossing fire on 700 Palestinians returning from the Hajj in coordination with Israel and the PA, killing 1 Palestinian woman, wounding at least 1. Meanwhile, Palestinian pilgrims who left Gaza under a deal brokered by Hamas (see 12/5) begin to return via Egypt, where Egypt, under pressure fr. Israel, bars their passage through the Rafah crossing, saying they must go via the Israeli-controlled Kerem Shalom crossing; the pilgrims refuse, believing they would be arrested for their Hamas connections. Meanwhile, the IDF fires on Hamas mbrs. laying a roadside bomb nr. the s. Gaza border fence, killing 1 Hamas mbr., wounding a bystander. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. Hamas mbrs. fire 3 mortars fr. Rafah toward the IDF post at Kerem Shalom; the IDF responds with heavy gunfire; no injuries are reported. In the West Bank, the IDF patrols in Tulkarm; conducts arrest raids, house searches in and around Hebron (including arresting a 10-yr.-old boy, heavily damaging 1 home), nr. Jenin. Jewish settlers throw stones, bottles at Palestinian cars traveling a main road linking Hebron and Bethlehem, damaging 1 car; the IDF observes but does not intervene. Hamas-affiliated police raid an area of Bayt Hanun to arrest a wanted Fatah mbr., fire in the air to disperse angry residents who confront them, wounding 2 (see 12/28). A similar confrontation takes place in Khan Yunis, with heavy fire but no injuries reported. Suspected Fatah mbrs. fire on a police patrol in Rafah, causing no injuries. Israel agrees to allow Gazans to export flowers and strawberries, now at peak harvest, via the Israeli-controlled Kerem Shalom crossing. The IDF sends troops into Abasan nr. Khan Yunis, where they exchange fire with Palestinian gunmen, wounding 3. A Palestinian bystander wounded during an 11/19 IDF raid on Khan Yunis dies. In the West Bank, the IDF conducts arrest raids, house searches in and around Ramallah, and in Jenin town and r.c., Nablus. Jewish settlers fire on a Palestinian bus nr. Beit Lid Junction btwn. Nablus and Tulkarm, forcing the bus off the road but causing no injuries. In Jabaliya r.c., unidentified assailants blow up a patrol car belonging to the Hamas-affiliated Gaza police (by this date, the Hamas government in Gaza has dissolved the Executive Support Force, reorganizing members into 4 units that previously existed under the PA Interior Min.: police, internal security, national security, and naval police), causing no injuries. At Ramallah’s Birzeit University, a large fight breaks out btwn. student groups affiliated with Fatah and the Popular Front for the Liberation of Palestine (PFLP), leaving 1 student injured; the university suspends classes until 11/26 to contain the violence. The Israeli navy fires on Palestinian fishermen off the coast of Bayt Lahiya, forcing them to return to shore. Palestinians fire 10 mortars at the IDF post at Kerem Shalom crossing, causing no damage or injuries but prompting Israel to close the transit point, which had been allowing limited food aid into Gaza. Meanwhile, 3,000 Hamas mbrs. hold a nonviolent demonstration at the Rafah crossing, demanding that Israel allow entry to some 6,000 Palestinians stranded in Egypt. Egypt reinforces border guards on the Rafah border, fearing that Hamas mbrs. might try to force open the crossing. In the West Bank, the IDF conducts arrest raids in and around Nablus (targeting the Fatah tanzim), in Jenin town and r.c., and nr. Bethlehem, Hebron, Qalqilya. Fatah officials complain that in the past 2 wks., IDF arrest campaigns in the West Bank have detained at least 300 Fatah mbrs., more than offsetting a planned release of 250 Fatah prisoners. The IDF launches a major day-long incursion (including infantry, tanks, bulldozers, air support) into areas of Gaza e. of al-Bureij r.c. and al-Maghazi r.c. to “root out terrorist infrastructures,” sparking heavy clashes with local Palestinians and calling in air strikes in support; 11 Palestinian gunmen are killed (including at least 7 Hamas mbrs., 1 Islamic Jihad mbr.), 2 IDF soldiers and 25 Palestinians are wounded, 1 home is demolished, 80 d. of olive trees and agricultural land are bulldozed, 1 Palestinian Red Crescent ambulance is confiscated by the IDF, and at least 9 of about 70 Palestinians interrogated by troops are sent to Israel for further questioning. (Among the Palestinians wounded is an al-Aqsa TV cameraman, who is repeatedly shot at close range as he lies prone after initially being wounded, leaving him a double amputee; an IDF official speaking anonymously states that al-Aqsa TV employees should not be considered bona fide journalists but “Hamas operatives in every respect,” alleging that they gather intelligence and document attacks on Israeli forces for Hamas.) Islamic Jihad fires 2 rockets fr. Gaza into Israel during the clashes, causing no damage or injuries. The PRC also fires 2 rockets fr. Rafah toward Kerem Shalom crossing; 1 explodes on the launcher, injuring 1 PRC mbr., while the other lands inside Gaza, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Tulkarm town and r.c., nr. Qalqilya, and in Jenin town and r.c., Nablus, Tubas. In keeping with a decree issued by PA PM Fayyad earlier in the wk. changing the official weekend from Thursday/Friday to Friday/Saturday, Fatah-affiliated PA employees in Gaza attempt to go their workplaces today (Thursday) but are blocked by ESF officers who force the ministries to stay closed; Fatah civil servants pledge not to work on Saturday, in keeping with the decree and as a protest against Haniyeh’s provisional government. In Gaza City, 2,000 Palestinians hold a peaceful demonstration calling on Fatah, Hamas to work together. A PSF officer dies of injuries received in interfactional clashes in Jabaliya on 6/11. Overnight, Hamas mbrs. kidnap, shoot, wound, release a PA presidential guard mbr. in Gaza City. An appeal made by Haniyeh at Friday prayers in Gaza for Hamas and Fatah mbrs. to observe his and Abbas’s calls to halt their infighting is ignored as Fatah, Hamas mbrs. exchange fire nr. Gaza City, with Hamas mbrs. attacking a house where Fatah gunmen are suspected of hiding. Meanwhile, the IDF makes a major raid on Shuka in s. Gaza, searching, occupying homes as observation posts, ordering all males ages 16–45 to surrender for ID checks, detaining 53 (who are transported to Kerem Shalom crossing for interrogation). IDF troops on the n. Gaza border trade tank fire for RPG fire fr. Palestinian gunmen, causing no injuries; fire on a group of Palestinian teenagers hunting birds southeast of Bayt Hanun, wounding and detaining 1. In the West Bank, the IDF sends an undercover unit in a car with Palestinian license plates into Tulkarm r.c., fires on a group of Palestinians wounding 4 (an AMB mbr., an Islamic Jihad mbr., 2 bystanders ages 10 and 16), then fires 5 shots at 1 of the wounded, AMB mbr. Jasr Zughayb, assassinating him; fatally shoots 2 AMB mbrs. in an exchange of fire in Nablus, also demolishing the home in which they were staying; fatally shoots a 17-yr.-old Palestinian who attempts to cut through the separation fence nr. Ramallah; conducts arrest raids, house searches in Abu Dis; raids the Modern College building in Beitunia nr. Ramallah, firing on PSF officers dispatched to the scene responding to reports of suspicious activity, killing 2 PSF officers. In Gaza, a combined group of Hamas, ESF mbrs. acting on rumors of Fatah of smuggling weapons halt, demand to inspect a 4-truck convoy escorted by Abbas’s presidential guard that entered Gaza fr. Abbas issues a presidential decree taking over 18 acres of Palestinian land nr. the Qarni crossing for construction of a presidential guard training base, to be funded by Western donors; the UN will provide training; a 16-acre presidential guard base and intelligence services training college is also being built in Jericho. The IDF also closes Kerem Shalom crossing for the day; raids al-Amal Hospital in Nablus, searching wards for wanted Palestinians; raids a PA police station in Azariyya in East Jerusalem, detaining 2 officers; conducts arrest raids, house searches in and around Hebron and nr. Bethlehem, Tulkarm. In Gaza City, armed Fatah mbrs. protest outside the PA Health Min. offices in Gaza City, demanding assistance for relatives in need of medical treatment abroad, and begin to riot when they are told that budget constraints have forced the government to slash funding for medical transports abroad; when PA police are unable to quell the demonstration, the Health M calls in Izzeddin al-Qassam Brigades mbrs. to support the police, sparking an exchange of gunfire with the Fatah mbrs., leaving 3 Fatah mbrs. wounded. In Nablus, AMB gunmen (mbrs. of the PA security forces) fire on the historic Nablus municipal building, forcing employees to evacuate, demanding that the Hamas mayor close his offices, that the PA pay their salaries. To calm tensions, Abbas orders the PA security forces to cancel plans for a massive pro-Fatah rally in Ramallah against Mishal’s 4/21 statements. Israel extends the seal on the West Bank and Gaza (imposed on 3/11) until after the 3/28 Israeli elections. The IDF arrests 3 unarmed Palestinians attempting to sneak into Israel fr. n. Gaza to find work; patrols in Nablus; conducts arrest raids, house searches nr. The UN warns that Gaza is dangerously short of basic foodstuffs and faces a major humanitarian crisis as a result of Israel’s continued closure of the Qarni trade crossing. The UNRWA Gaza dir. reports that the agency has run out of food to distribute to impoverished families. In a bid to avert a crisis, U.S. Amb. to Israel Richard Jones calls an emergency mtg. with Israeli, PA delegations (with the participation of reps of the EU, Egypt) in Tel Aviv to discuss declining humanitarian conditions in Gaza; says shortages of food, medicine are beginning to threaten Palestinians’ basic welfare. Having failed in its negotiations with Fatah and other parties to form a national unity government or agree on a national unity program, Hamas presents its cabinet slate to Abbas for approval and issues the draft national unity program as its platform.
