In the West Bank, Israeli settlers with military escort attacked Palestinians in Hebron, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian celebrations of the ceasefire (see below) in Hebron and Bethlehem, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Bani Na‘im, Abu Njeim, and Jaba‘. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. In Gaza, 17 Palestinians, including 2 children, were found dead in rubble from Israeli air strikes, raising the comprehensive death toll since 5/10 from 236 to 253, including 67 children and 3 pregnant women. 1 toddler was found dead in rubble from an air strike on Gaza City 5/11; 1 child was found in rubble from an Israeli air strike on a house in al-Shati refugee camp on 5/15; and 15 Palestinians were also found dead in rubble from Israeli air strikes in a tunnel hit by Israeli missiles. In Israel, before the ceasefire took effect (see below), 1 Israeli was injured by rocket shrapnel and 1 house in Kibbutz Be’eri was damaged by a rocket from Gaza. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. PA president Mahmoud Abbas discussed the Israel-Hamas ceasefire and the need for humanitarian aid with U.S. secretary of state Antony Blinken. In a phone call between President Abbas and Saudi king Salman, the latter condemned Israeli aggression in Jerusalem and Gaza. (AJ, WAFA 5/21)

The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. His building, al-Jala Tower, housed AP and Al Jazeera offices in Gaza as well as many residential units. PA prime minister Mohammed Shtayyeh also pledged to refer the Israeli attacks on Gaza to the ICC. (AJ, WAFA 5/21)

Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. The U.S. state department circumvented a potential obstacle from Congress by granting Boeing an export license for $735 million’s worth of weapons to Israel. U.S. senator Bernie Sanders (D-VT) said on 5/20 that he wanted the Senate to review the sale. (JC 5/25; ALM 5/27)

A bomb killed 7 people at a Palestinian solidarity rally in Chaman City, Pakistan. The bomb was said to have targeted a political leader who had organized the event. Pakistan’s foreign minister had declared the day a “day of solidarity” with Palestinians. (AJ 5/20; HA, MEMO 5/21)

Hebron and Jenin clash with stone-throwing Palestinian youth; 1 Palestinian is injured. The IDF also conducts house searches and raids in 1 village each nr. Israel’s High Court of Justice rejects a petition calling for the planned route of the upcoming Jerusalem Day parade on 5/17 to be changed to avoid the Muslim Quarter of the Old City. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In the Gaza Strip, Israel Defense Forces (IDF) troops stationed nr. the border open fire on an unarmed 10-year-old Palestinian boy, critically injuring him. Later, the IDF arrests 3 Palestinians who cross the border fence into Israel nr. the Kerem Shalom crossing. In the West Bank, Palestinians gather nr. ‘Askar refugee camp (r.c.) to throw stones at Israeli military vehicles, sparking clashes with the IDF that leave 1 Palestinian injured. IDF troops deliver demolition orders to 5 Palestinian families n. of Qalqilya and temporarily seal all entrances to ‘Azun village e. of Qalqilya; patrol nr. Bethlehem and Hebron. Late in the evening, the IDF conducts arrest raids and house searches in Bil‘in, detaining mayor Basil Mansur, sparking clashes with stone-throwing local residents; conducts arrest raids nr. In West Jerusalem, a Palestinian stabs a Jewish Israeli with a screwdriver, injuring him; Israeli police set up roadblocks around the area in effort to capture the assailant, but he escapes. Late at night, a Palestinian bus driver is found hanged in his bus in West Jerusalem. Israeli authorities allege suicide, but the man’s family believes that Israeli settlers killed him in retaliation for the earlier stabbing. Israeli justice minister Tzipi Livni postpones until 11/23 a debate in her comm. over a new “nation-state” bill, which would enshrine Israel’s status as the national homeland of the Jewish people in the Basic Laws. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20. The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support. Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. UN emergency relief coordinator Valerie Amos issues an appeal at a meeting of donor countries in Geneva for $6.5 billion for Syria and its neighbors, including Egypt, Iraq, Jordan, Lebanon, and Turkey, each of which host significant populations of Syrian refugees. Separately, UN High Commissioner for Refugees António Guterres cites Turkish officials’ estimate that the number of Syrian refugees in the country will reach 1.5 m. by the end of 2014. (REU 12/16)

The Muslim Brotherhood-led Anti-Coup Alliance in Egypt announces that it will call for a boycott of the constitutional referendum scheduled for 1/2014. Spokesperson Hamza alFarawy says that the group rejects “any vote under military rule.” (AFP 12/16)

Hamas’s armed wing Izzeddin al-Qassam Brigades claims direct responsibility for digging the tunnel under the Gaza-Israel border recently exposed by the IDF. Israeli NGO Peace Now reveals official govt. figures showing that building of West Bank settlement homes hit a 7-year high in the 1st quarter of 2013, with 865 housing starts compared to 313 for the same period in 2012. Meanwhile, Israeli PM Benjamin Netanyahu emphasizes at a cabinet meeting that his govt. is committed to reaching an agreement that would see the establishment of a demilitarized Palestinian state. U.S. troops begin military exercises in Jordan, with more than 4,500 U.S. soldiers, some 3,000 Jordanians, and 500 British soldiers participating. The drills also involve the deployment of Patriot missiles and fighter jets, which may be kept by Jordan after the exercises finish. (REU 6/9)

Israeli media report on an internal Foreign Ministry document that predicts that the EU will increase efforts in 2013 to pressure Israel and the Palestinians to reach an agreement. The report suggests that the EU may try to promote the establishment of an actual Palestinian state independent of negotiations with Israel. Other Israeli media report that the PA is seeking to join a number of international organizations in the light of their successful UN statehood bid, including the United Nations Environment Programme (UNEP) and the World Health Organization (WHO). Israel’s Foreign Ministry is apparently seeking to stymie these efforts through its ambassadors in countries where the organizations’ headquarters are located. Meanwhile, Palestinian officials in Ramallah claim that Israel is refusing to renew the VIP cards of several senior PA officials, complicating their ability to move freely around the West Bank and Israel. Israeli and Palestinian officials confirm that Israel will allow materials for private construction into the Gaza Strip for the 1st time since mid-2007. The deal will allow up to 20 trucks of gravel to enter the territory daily through Kerem Shalom crossing in the south. (MNA 12/25; AFP 12/26)
