Palestinians across Israel and the oPt observe a general strike in commemoration of the Nakba and in mourning for the 58 Palestinians killed in Gaza on 5/14. Thousands march in their funeral processions, and thousands more gather along the border fence for a 2d consecutive day of Great March of Return protests. Israeli forces violently disperse these demonstrations, as well as smaller protests in East Jerusalem, Hebron, Ramallah, Bethlehem, and at the Qalandia checkpoint; 2 Palestinians are killed and 12 are injured. Meanwhile, IDF troops arrest 20 Palestinians during late-night raids near Ramallah, Nablus, Jericho, Jenin, Hebron, and Bethlehem; and patrol near Hebron and Salfit. Two Palestinians succumb to injuries sustained during the deadly violence in Gaza on 5/14. The 4 deaths today bring the death toll stemming from Israel’s response to the protests on 5/14 to 60 and the overall death toll stemming from the Great March of Return to 106. (MNA, TOI, WAFA, 5/15)

The Israeli authorities temporarily reopen the Kerem Shalom border crossing, having kept it closed since 5/12, after Palestinians set fire to a nearby pipeline. There are reports of Palestinian activists turning back 4 truckloads of medical supplies provided by the IDF. The organizers of the Great March of Return later confirm that they rejected medical supplies from “the executors of Monday’s massacre against the innocent.” (AP, TOI 5/15; MNA, JP, TOI 5/16)

PA president Abbas recalls PLO envoy in Washington Husam Zomlot in protest at the opening of the U.S. embassy in Jerusalem and the U.S. decision to block the UNSC from making a statement condemning the Israeli violence on 5/14. (WAFA, YA 5/15; HA, WAFA 5/16)

The Turkish Foreign Ministry orders Israeli ambassador Eitan Naeh to leave Turkey in protest of the killings in Gaza on 5/14. In response, Israel’s Foreign Ministry orders the Turkish consul in Jerusalem to return home. Turkey recalled its ambassadors from Israel and the U.S. in the wake of the killings on 5/14. The IAF conducts airstrikes on Palestinian agricultural land near Bayt Hanun, causing moderate damage. The IDF later states that it was targeting a tunnel that had not yet been built into Israeli territory. Meanwhile, IDF troops stationed along Gaza’s border fence open fire on a Hamas observation post near alMaghazi refugee camp, and violently disperse Great March of Return protesters near Jabaliya refugee camp and al-Bureij refugee camp (3 Palestinians are injured, including 1 minor). In the West Bank, IDF troops arrest 13 Palestinians during late-night raids near Ramallah, Bethlehem, Nablus, and Qalqilya; and patrol in and around Tulkarm, Qalqilya, and Hebron. A Palestinian minor succumbs to injuries sustained when the IDF violently dispersed peaceful protesters along Gaza’s border on 5/11. His death brings the death toll stemming from the Great March of Return to 44. (HA, WAFA 5/12)

Following the attack on a pipeline in Gaza on 5/11, Israeli DM Lieberman announces that the Kerem Shalom border crossing into Gaza has been closed and will remain closed indefinitely while the damage is repaired. Meanwhile, the IDF musters troops along Gaza’s border in preparation for an escalation of the Great March of Return on 5/14. (HA, JP, YA 5/12)

In the West Bank, Israel Defense Forces (IDF) troops conduct an early morning raid in Ramallah, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. The IDF arrests 8 Palestinians during late-night raids in and around Hebron, Bethlehem, and Tulkarm; and patrols nr. Jenin, Ramallah, and Hebron. Along Gaza’s border, the Israeli authorities prevent a truck from passing through the Kerem Shalom border crossing on the grounds that it contains materials that could be used to build rockets. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya refugee camp (r.c.), causing no damage or injuries. In East Jerusalem, Israeli forces arrest 6 Palestinians during late-night raids in Jabal Mukabir and Issawiyya. (MNA 11/16; PCHR 11/17; PCHR 11/24)

Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. Jerusalem mayor Nir Barkat says that thousands of Palestinian homes in Jerusalem lack proper permits and should be held to the same standard as Amona, adding that “the Amona verdict leaves us no discretion to legalize building offenses.” (HA, JP, MNA, TOI, YA 11/16; JP, MNA 11/17)

In Amman, Israeli and Palestinian negotiators meet with Quartet reps. (including special envoy Blair) and then with Jordanian FM Nasser Judeh. Judeh says that the Palestinian team, as requested, turned over its position papers on security and borders and that the Israeli team formally received them. The sides have agreed to hold talks “on a continual basis” in Jordan to explore reviving formal negotiations and to observe a media blackout, with only Judeh issuing public statements after the sessions. Israel does not submit its own comprehensive position papers, but pledges “that through this continuing dialogue there will be an Israeli counterproposal or an Israeli response.” (WJW 1/3; NYT, WP 1/4; WT 1/5)

IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials inside the demolished Erez industrial zone, forcing them to flee. IDF troops make a brief incursion into s. Gaza to level land and clear lines of sight along the border fence e. of Abasan and Khuza, firing toward nearby residential areas to keep Palestinians indoors (causing no reported injuries). Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning patrols in Jenin and (synchronized) in 3 villages nr. Ramallah; conducts evening patrols in Tulkarm and 1 village nr. Jenin; conducts latenight arrest raids, house searches nr. Qalqilya. OCHA reports that since 12/21, the IDF has demolished 25 water-related structures (wells, cisterns, water pools, and water storage tanks) used for domestic and agricultural purposes; 21 were in Hebron governorate, 4 in Salfit governorate. OCHA also reports that in the past 2 wks., the IDF has demolished the remaining structures on the Palestinian side of the Qarni crossing, which Israel closed on 3/2/11 when the Kerem Shalom crossing became fully operational. The Israeli High Court accepts an agmt. reached between the state and settlers under which the state agrees to suspend plans to demolish immediately 9 structures in the Ramat Gilad unauthorized settlement outpost, giving the settlers until 3/2012 to remove the structures themselves. The settlers claim that the state has agreed in exchange to expand the zoning boundaries for nearby Karnei Shomron settlement to include Ramat Gilad (retroactively legalizing the outpost), but the official documents submitted to the court do not say this. U.S. special envoy George Mitchell sends a letter to Pres. Obama stating his intention to resign. The letter is not reported publicly until 5/13. (WP 5/14)

Israel closes the Kerem Shalom crossing, citing specific security threats; carries out 4 air strikes on 1 “infiltration tunnel” on the n. Gaza border and 3 smuggling tunnels on the Rafah border, causing no reported injuries. In the West Bank, the IDF makes a late-night incursion into Awarta, raiding and searching homes, and detaining at least 70 men and women who are taken to Hawara military post to have DNA samples taken in connection with the 3/11 Itamar murders. The IDF also conducts late-night arrest raids, house searches in Dahaysha r.c., nr. Bethlehem and Hebron. (IsRN, PCHR 4/7; NYT 4/13; PCHR 4/14; OCHA 4/15)

Israeli authorities indicate they intend to close the Qarni crossing into Gaza (used to import wheat, animal fodder, and construction aggregates) permanently within weeks and reroute these imports through the Kerem Shalom crossing. OCHA reports that Israel has allowed no grain or fodder imports to Gaza for a week and that wheat reserves are nearly depleted. Gaza hospital officials report that because of a dispute between PA Health Min. officials in Ramallah and Gaza, transfers of medical supplies to Gaza hospitals have dropped off dangerously, increasing the number of medical supplies that are totally out of stock in the Strip. Meanwhile in Gaza, armed Palestinians detonate a buried explosive device inside the northern border as an IDF patrol on the Israeli side passes, causing no casualties. The IDF troops fire 7 tank shells at the area, killing 1 Palestinian and wounding 2; the IDF claims the men were militants, whereas Palestinians claim they were innocent bystanders scavenging for construction material in the area. Unidentified Palestinians later fire 4–5 mortars fr. Gaza into Israel, causing no damage or injuries. The IDF also makes a brief incursion into n. Gaza to level land and clear lines of sight along the border fence e. of Jabaliya. A Palestinian dies of injuries sustained on 1/15 when Egyptian authorities blew up a smuggling tunnel on the Rafah border. In the West Bank, the IDF conducts synchronized morning patrols in 3 villages nr. Jenin; patrols in Hijja village nr. Qalqilya late at night; conducts late-night arrest raids, house searches nr. The UN reports that Israel has expanded the Kerem Shalom crossing into Gaza allowing the number of truckloads of goods crossing daily to increase fr. 100 to 250; despite Israel’s easing of restrictions since 6/17, imports to Gaza are still only 36% of what they were before Hamas’s takeover of Gaza in 6/07. In the West Bank, the IDF raids and threatens to seal Palestinian stores across fr. the Beit Romano settlement in Hebron (site of weekly protests against Israeli settlement expansion); Palestinian and international activists race to the scene to block the soldiers; the IDF arrests 4 Palestinians (released several hrs. later) and 1 international activist (deported). Overnight, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, heavily damaging a factory in Sederot, but causing no injuries; the IDF retaliates with air strikes on at least 1 smuggling tunnel on the Rafah border, 1 suspected weapons factory in al-Zaytun, causing no reported injuries. During the day, IDF troops reenter (see 6/29) the fmr. n. Gaza settlement sites n. of Bayt Lahiya, firing warning shots at Palestinians scavenging construction materials and forcing them to flee, causing no injuries. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the industrial zone, causing no injuries. IDF senior officers take U.S. special envoy Mitchell to Kerem Shalom crossing to witness Israel’s easing of restrictions on imports to Gaza (up 30% since 6/20), including the transfer of the 1st load of goods fr. the FGM-IHH flotilla. Gaza’s electricity plant receives a shipment of industrial fuel allowing it to resume operations after a 4-day halt (the longest complete stoppage of the facility since the beginning of 2010). In the West Bank, the IDF conducts late-night arrest raids, house searches in Qalqilya and nr. Hebron. In Jerusalem, Israeli police arrest PC mbr. Abu Tir for being in the city illegally; he was ordered (see 5/21) to leave voluntarily or face expulsion to Gaza. Israeli sources reveal that Israel’s Jerusalem Planning Committee recently approved construction of 1,400 new hotel rooms in Jabal Mukabir in East Jerusalem. Israel begins barring all West Bank Palestinian-made products fr. entering East Jerusalem as of 7/1 on the grounds that they did not meet Israeli standards, though the move is widely seen as retaliation for the PA’s boycott on settlement-made good enacted in 4/2010. In the morning, the Israeli air force drops leaflets over Gaza warning residents that they will be shot if they approach closer than 300 m to the Gaza border fence; a map showing the no-go zones places the southern villages of Abasan and Khuza within the no-go area. Claiming retaliation for the 1/5 IDF air strike that killed 2 of its mbrs., the PRCs fire at least 10 mortars toward the Kerem Shalom crossing (3 land inside Gaza), causing no damage or injuries. Israel shuts the Kerem Shalom crossing through 1/9 in response. Later, unidentified Palestinians fire an antitank weapon across the border at an IDF patrol operating inside Israel e. of Jabaliya, causing no damage or injuries; the IDF directs artillery fire (6 shells) at the launch site causing no injuries. Overnight, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation for the PFLP’s 12/31 Grad strikes, lightly injuring 4 Palestinians. Later in the day, after the Popular Resistance Committees (PRCs) fire at least 2 mortars toward the Kerem Shalom crossing (the IDF records 2, while the PRCs claim 5; only 1 lands inside Israel, causing no damage or injuries), the IDF carries out air strikes on an open area e. of Jabaliya in n. Gaza and on a farm in al-Qarara in s. Gaza, causing no damage or injuries. Of note: Israel permanently closes the Nahal Oz crossing, meaning that with the exception of the grain belt operating at Qarni crossing, Kerem Shalom will be the sole transit point for goods coming in and out of Gaza; all fuel shipments will also henceforth go through Kerem Shalom. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 1 Palestinian) and Ni‘lin (injuring 2 Palestinians); prevents Palestinian and international activists fr. planting trees on Palestinian land declared a closed military zone by the IDF, confiscating the trees; patrols in al-‘Arub r.c. in the evening, stopping and questioning a group of Palestinian children, arresting 3 teenagers; conducts synchronized late-night house searches in 3 villages southwest of Jenin, making no arrests; later makes a raid on a 4th village in the same area, also making no arrests. As the quarter opens, Israeli-Palestinian cross-border violence in Gaza is moderate and rising, while, in the West Bank, violence remains low. Israel’s siege of Gaza, intended to pressure the Hamas government there, enters its 24th month, hampering efforts to maintain basic services and repair infrastructure and other damages fr. Israel’s Operation Cast Lead (OCL, 12/27/08– 1/18/09; see JPS 151). Israel allows an average of 106 truckloads/day of humanitarian goods and commodities into Gaza through Kerem Shalom crossing 6 days/ week (far less than the 500 truckloads/day the UN estimates are necessary to meet Gazans’ basic needs); limited fodder and seed through the Qarni crossing; and enough fuel through the Nahal Oz crossing to maintain emergency services and run Gaza’s electricity plant at 69% capacity, as well as some cooking gas. Only very limited numbers of medical cases, employees of international organizations, and VIPs are allowed to transit through the Rafah and Erez crossings. Restrictions on Palestinian movement and access in the West Bank remain tight, with some 630 Israel Defense Forces (IDF) checkpoints and roadblocks dividing the territory into 3 cantons, and strictly limiting Palestinian access to Jerusalem and the Jordan Valley. Today, the IDF demolishes a Palestinian home in East Jerusalem; conducts late-night arrest raids, house searches in Hebron. (OCHA 5/20; PCHR 5/21)

Israeli FM Tzipi Livni narrowly wins Kadima party elections to replace Ehud Olmert as party head. Olmert, Israel’s current PM, called for party elections on 6/11/08, after government investigators turned up serious new evidence of his financial impropriety (see Quarterly Update in JPS 149). He vowed to resign as PM formally once a new party head was elected. (NYT 9/17; HA, NYT, WP, WT 9/18)

In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, injuring 6; conducts late-night arrest raids, house searches in and around Nablus, in Azariyya nr. Gaza into Israel, hitting a cemetery in Ashqelon, lightly wounding 1 Israeli; the IDF makes an air strike on the launch site e. of Gaza City, killing 1 Islamic Jihad mbr., wounding 1. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Jenin town and r.c., and nr. Bethlehem. Jewish settlers fr. Yitzhar settlement nr. Nablus attack and drive off 3 Palestinian shepherds (ages 12, 14, 30) tending a flock nearby, then kill their 3 donkeys. Overnight, the IDF sends tanks and troops into Abasan to search homes (reportedly using some Palestinians as human shields), exchanging fire (including tank shells) with local gunmen (killing 1 Palestinian, wounding 1), detaining 21 (releasing them in the evening), and bulldozing 225 d. of agricultural land, a greenhouse, an irrigation system before withdrawing late at night. The IDF also makes an air strike on Rafah, assassinating Izzeddin al-Qassam Brigades cmdr. Nafiz Mansur, who allegedly had a role in the capture of IDF Cpl. Gilad Shalit, as he walks through town, seriously wounding a 15-yr.-old bystander, damaging several surrounding homes. IDF soldiers at the Kerem Shalom crossing fire on Palestinian farmers who stray nr. the border fence, causing no reported injuries. Palestinians fire 30 rockets, mortars fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Jenin town and r.c., Tulkarm and nr. Hebron. Under cover of morning fog and mortar fire, 3 Hamas suicide bombers driving explosive-laden vehicles (an old PA armored vehicle, 2 trucks painted to resemble IDF jeeps) break through the perimeter fence at the Kerem Shalom crossing, detonating the cars as IDF soldiers approach, wounding 13 soldiers (3 moderately, 10 lightly); the IDF makes a helicopter air strike on a civilian car it claims is connected to the attack, killing 1 Palestinian civilian, wounding 4. Half an hour later,IDF tanks reportedly fire on another vehicle that approaches another Gaza crossing, causing no injuries. During the day, the IDF also conducts air strikes on Jabaliya, killing 4 armed Palestinians and a Hamas-affiliated police officer, wounding 2 armed Palestinians; shells, destroys an empty armored vehicle in Abasan previously belonging to the PA police but seized by Hamas in the 7/07 fighting, wounding 3 bystanders, including a child. In Rafah, an Islamic Jihad mbr. is injured when explosives he is handling detonate prematurely. An Islamic Jihad mbr. injured in a similar incident on 4/17 dies. In the West Bank, the IDF raids a mall in Hebron, giving store owners notice that their properties will be confiscated in 2 days (a children’s library and clinic associated with the ICA are located in the mall). In Hebron, an 8-yr.-old Palestinian boy being chased by a group of Jewish settlers falls and breaks his arm. (NYT, WP 4/20; OCHA 4/23; PCHR 4/24)

The IDF fires on PRC mbrs. nr. the Gaza border nr. Jabaliya r.c., killing 1 PRC mbr. Later, the IDF closes the Kerem Shalom crossing after fatally shooting an armed Palestinian who approached the area; closes the Nahal Oz crossing after Palestinian snipers fire on IDF troops there, causing no injuries. In Gaza City, 1,000s of Palestinians attend the funeral for Reuters cameraman Shana’a, killed on 4/16. In Rafah, 1 Islamic Jihad mbr. accidentally triggers explosives kept in his home, injuring himself, 2 bystanders. Two Hamas mbrs. die of injuries sustained on 4/13 when explosives they were handling detonated prematurely In the West Bank, the IDF conducts late-night arrest raids, house searches in Jenin town and r.c., and nr. IDF troops on the Gaza border e. of al-Bureij r.c. fire on Hamas mbrs. along the border fence, killing 1 Hamas mbr., then fire on Palestinians who attempt to evacuate his body, wounding 2 civilians; fatally shoot an unarmed Palestinian who strays nr. the border fence nr. Bayt Hanun. The IDF also sends tanks, armored vehicles, bulldozers into the Erez industrial zone and into Gaza nr. the Kerem Shalom crossing to level land. In the West Bank, the IDF raids, searches a school in Hebron, making no arrests; conducts arrest raids, house searches in al-Arub r.c. and nr. Hebron, Tulkarm. Israel’s Internal Security Min. bans the East Jerusalem–based National Commission Against Social Problems fr. holding its annual mtg. on the grounds that it is affiliated with the PA, which is barred fr. conducting official business in the city. Jewish settlers fr. Efrat and El Azara set fire to a 700-yr.-old mosque in nearby al-Khadir. Jewish settlers place 2 mobile homes on Palestinian land in Bil‘in that the Israeli High Court ruled on 9/4/07 should be returned to the village, attack local Palestinians who attempt to stage a sit-in to block them; Israeli police remove the settlers. In Gaza, Fatah-Hamas clashes continue overnight, leaving at least another 3 Palestinians dead and 30 injured. In Nablus, unidentified gunmen fire on the car of a Hamas-affiliated municipal official, wounding his wife. (REU 1/1; NYT, OCHA, WT 1/2; PCHR 1/3)

For unclear reasons, IDF soldiers at the Erez crossing fire on 700 Palestinians returning from the Hajj in coordination with Israel and the PA, killing 1 Palestinian woman, wounding at least 1. Meanwhile, Palestinian pilgrims who left Gaza under a deal brokered by Hamas (see 12/5) begin to return via Egypt, where Egypt, under pressure fr. Israel, bars their passage through the Rafah crossing, saying they must go via the Israeli-controlled Kerem Shalom crossing; the pilgrims refuse, believing they would be arrested for their Hamas connections. Meanwhile, the IDF fires on Hamas mbrs. laying a roadside bomb nr. the s. Gaza border fence, killing 1 Hamas mbr., wounding a bystander. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. Hamas mbrs. fire 3 mortars fr. Rafah toward the IDF post at Kerem Shalom; the IDF responds with heavy gunfire; no injuries are reported. In the West Bank, the IDF patrols in Tulkarm; conducts arrest raids, house searches in and around Hebron (including arresting a 10-yr.-old boy, heavily damaging 1 home), nr. Jenin. Jewish settlers throw stones, bottles at Palestinian cars traveling a main road linking Hebron and Bethlehem, damaging 1 car; the IDF observes but does not intervene. The UNRWA announces that because of Israel’s continued closure of the Gaza crossing to all but limited humanitarian aid, it must halt about $93 m. of construction projects in Gaza (including schools, water and sewage treatment facilities, health centers) that employ 121,000 Palestinians for lack of construction materials; also warns that UNRWA food stocks are running low. Hamas says it is willing to allow the PA presidential guard to monitor the crossings, but Israel says it will not deal with the presidential guard if they operate under Hamas command. In a formal protest to Israel, UNRWA notes that the IDF has barred access to Jerusalem fr. the West Bank for 4 days, which the agency says is unprecedented, hindering the movement of its personnel, undermining humanitarian operations.
