The PA announces that pres. Abbas will receive new Israeli vice PM Mofaz on 7/1 in Ramallah to discuss relaunching peace talks. Mofaz’s office says discussions about a meeting are underway but does not confirm that a date has been set. (WP 6/29)

Jewish settlers complete the evacuation of Ulpana outpost. The IDF patrols in 2 villages nr. Ramallah and 1 nr. Tulkarm in the morning; and in 1 village each nr. Jenin, Jericho, Qalqilya, and Ramallah late at night. (NYT 6/29; PCHR 7/5; JPI 7/6; OCHA 7/13)

Hamas reports that senior IQB official Kamal Ghanaja (an aide to assassinated IQB commander Mahmud al-Mabhuh; (see QU in JPS 155) has been killed in Damascus. His body, bound and tortured, was found in his burned Damascus home. While Hamas accuses Israel of assassination, Israel says it believes the Syrian regime, angry over Hamas’s refusal to support Asad, carried out the murder. Syrian opposition groups suspect pro-government militias. (WP 6/29)

Washington Jewish Week reports that 60 rabbis representing the Washingtonbased Rabbinic Cabinet of the Jewish Federation of North America (JFNA) recently made a lobbying trip to New York to meet with the UN representatives of 12 countries (mostly Eastern European) to press the UN to reverse its ‘‘poor and unjust treatment of Israel,’’ to block Palestinian statehood efforts, and to urge the dismantling of UN committees that focus exclusively on Palestinian issues (e.g., the Division for Palestinian Rights, the Comm. on the Exercise of the Inalienable Rights of the Palestinian People, and the Special Comm. to Investigate Israeli Human Rights Practices Affecting the Palestinian People). The group was advised by fmr. U.S. ambs. to the UN Richard Shifter and Jeanne Kirkpatrick. The JFNA says it requested meetings with 14 countries, but 2 (unnamed) declined. (WJW 6/28)

The Israeli High Court rejects the state’s 3/11/12 request to delay the evacuation of the unauthorized settlement outpost of Migron until a new housing at a new site is completed in 2015, ordering it to be dismantled by 8/1/12. An anonymous Israeli official says that the evacuated Migron settlers will likely move to the new site near Psagot immediately and begin work to fulfill the long-term government plan as laid out on 3/11/12. A settlement supporter says, “People close to Netanyahu teased the Peace Now movement [which brought the case on behalf of the Palestinian land owners], we should actually bless them because now we’re going to build another settlement which is not disputed legally, and it’s going to be much, much larger.” (NYT, WP, WT 3/26; WP 3/31; JPI 4/6)

Gaza’s power plant shuts down for lack of fuel (see 3/23/12). The IDF issues evacuation orders for several Palestinian homes in Hebron that are deemed too close to Susia settlement; patrols in 3 villages nr. Ramallah, 2 nr. Jenin, and 1 in Tulkarm in the morning; patrols in Qalqilya and 2 nearby villages (synchronized), and 1 village each nr. Jenin and Tulkarm in the afternoon; conducts late-night arrest raids, house searches in al-Bireh (nr. Bethlehem) and nr. Qalqilya; conducts late-night patrols in Salfit and 1 village nr. Jenin. David Makovsky, director of the Washington Institute for Near East Policy, leaks details of the significant inducements currently offered by the White House to Israel if it would extend its partial settlement freeze for 60 days (to avoid a crisis before U.S. midterm elections). For the 2d day in a row, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in evacuated settlement sites nr. the border, wounding 1. In the West Bank, the IDF raids several Palestinian homes in the bedouin community of al-Hadidiyya in the Jordan Valley after complaints by local Jewish settlers that the bedouin were stealing water from Ro’i settlement. During the day, the IDF continues operations in Rafah, demolishing 5 Palestinian houses completely, redeploying tanks surrounding Tal al-Sultan away fr. the area (bulldozing 120 dunams of agricultural land before leaving), moving tanks and bulldozers into Brazil r.c., firing on residential areas. The IDF withdraws fr. Rafah after sundown, effectively ending Operation Rainbow, saying that since 5/17 it found 3 tunnels and demolished 56 “structures” that allegedly had provided cover for Palestinian gunmen, that it will regroup and resume operations soon. After the pullback, the IDF fires on a funeral in Rafah, seriously injuring several Palestinians. The IDF also raids Balata r.c., fires on stone-throwing youths, killing 1 Palestinian. Egyptian intelligence chief Omar Sulayman meets separately with Israeli PM Ariel Sharon, Palestinian Authority (PA) head Yasir Arafat to present them with a list of conditions that Egypt would require to be in place before it would agree to retrain Palestinian security forces to assume security control in Gaza under Sharon’s disengagement plan. Palestinian gunmen (1 Islamic Jihad mbr., 1 PRC mbr.) ambush a Jewish settler vehicle nr. Gush Katif, killing a Jewish settler woman, her 4 children, wounding 2 IDF soldiers in a car escorting them; the soldiers return fire, killing the 2 gunmen. The IDF retaliates by assassinating the senior Nablus AMB military cmdrs. Nadir Abu Layl and Hashim Abu Hamdan, firing a missile at their car as they drive through Nablus, also killing 2 AMB mbrs. traveling with them, injuring 3 bystanders. The IDF then rockets a building in Gaza City that houses a Hamas radio station (possibly attempting to assassinate a senior Hamas mbr. who reportedly was being interviewed at the time), the offices of al-Ayyam and al-Quds newspapers, a Fatah radio station; no one is injured. The IDF also raids Wadi al-Silqa nr. the site of the ambush, orders all Palestinian residents to leave their homes, searches homes, arrests 1 Palestinian, bulldozes 15 Palestinian homes. The IDF also bulldozes 4 Palestinian homes and 6 dunams of land nr. Morag settlement, 2 Palestinian homes in Rafah; fires on a funeral procession in Khan Yunis, wounding 2 Palestinians; fires on residential areas of Tubas, sparking protests, then opening fire on stone-throwing youths; conducts arrest raids in and around Jenin. Late in the evening, 4 Jewish settler families, escorted by IDF soldiers and 100s of mbrs. of the radical Ateret Cohanim settler group, expel 2 Palestinians families fr. their homes in Abu Dis, occupy the buildings, surround them with a fence, claming they stand on part of an 80-dunam plot they purchased in 1927. Likud mbrs. reject Sharon’s unilateral disengagement plan, with nearly 60% opposed. The IDF intercepts a Palestinian suicide bomber (the 16-yr.-old brother of a 15-yr.-old killed by the IDF on 1/3) nr. Nablus; to avoid capture, the bomber detonates his device, killing only himself; no group claims responsibility. The IDF fires on stone-throwing Palestinian youths in Beita nr. Nablus, killing 1 Palestinian bystander. In Tel Aviv, 100,000 right-wing Israeli protesters (many affiliated with the settler movement) protest against rumored plans by Sharon to uproot Jewish settlements as part of a unilateral disengagement fr. the occupied territories. Right-wing settler activist Baruch Marzel announces a new Israeli political party, the Jewish National Front, which advocates the “transfer” of Arab communities to “new locations east of the Jordan River” and pledges “to ensure the immigration of 2 million Jews and the emigration of 2 million Arabs” in the coming yrs. Marzel says that the only group to submit a formal objection to the new party was the National Religious Party, which argued that the goals of the 2 parties were too similar. The IDF assassinates wanted al-Aqsa Martyrs Brigade (AMB) mbr. Tariq Zaghal in Tulkarm, also killing 3 Palestin-ian bystanders; later IDF troops fire on stone-throwing Palestinian youths protesting the assassination, killing a 14-yr.-old Palestinian boy. The IDF also fatally shoots 2 Palestinians outside Kefar Darom settlement in Gaza; demolishes 9 Palestinian homes in the Shaykh ‘Ajlin neighborhood of Gaza City; raids a clinic in Jenin, destroying medical equipment, barring dialysis patients fr. taking their treatments. The Labor party elects Haifa mayor Amram Mitzna as its candidate for PM in the 1/28/03 elections. Mitzna takes 54% of the vote over fmr. Israeli DM Benjamin Ben-Eliezer’s 38% and Labor mbr. Haim Ramon’s 7%. Mitzna says he will run on a platform calling for immediate, unconditional resumption of peace talks with the Palestinians, withdrawal of settlers from all of Gaza and some of the West Bank, and unilateral withdrawal fr. the West Bank if peace talks fail; says he would withdraw fr. Gaza by the end of 2003 if elected.
