A small Salafi group fires a rocket from Gaza into Israel, which explodes in Sderot, causing no injuries and minor damage. Holding Hamas responsible, the IDF fires tank shells and launches at least 25 air strikes on Hamas military sites in Bayt Hanun, Khan Yunis, and Gaza City, causing substantial damage. After the air strikes, the Israeli press reports that Hamas sent a message via a 3d party pledging to try to deescalate tensions and to stop small armed groups from firing more rockets. Meanwhile, an Israeli jet crashes on its return trip from a sortie in Gaza, killing the pilot and injuring another Israeli airman. The IDF lifts its 3-day general closure of the West Bank overnight, allowing Palestinians in the West Bank and Gaza to use border crossings into Israel again. They also lift their 1.5 mo. closure of Kifl Haris village nr. Salfit. The village was closed after reports of stonethrowing in the area. Elsewhere in the West Bank, Israeli forces level 36 dunams (9 acres) of Palestinian land nr. Hebron, destroying numerous plum and olive trees. IDF troops arrest 17 Palestinians during late-night raids and house searches nr. Ramallah, Hebron, Tulkarm, and Bethlehem. In East Jerusalem, Israeli forces arrest 15 Palestinians during raids in Issawiyya and al-Tur. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and Khan Yunis, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working nr. Gaza City, causing no injuries. A delegation of ICC officials, including chief prosecutor Bensouda, arrives in Israel for a 5-day educational visit. They will meet with both Israeli and Palestinian officials. Bensouda is still conducting the preliminary examination into alleged war crimes that she initiated in 1/2015 at the Palestinians’ request. However, the ICC officials explicitly state that they are not in Israel to “engage in evidence collection in relation to any alleged crimes” or to “assess the adequacy of the respective legal systems to deal with crimes that fall within ICC jurisdiction." Israeli naval forces intercept the ship Zaytouna around 35 naut. mi. off the coast of Gaza and peacefully arrest its all-female crew of solidarity activists. The takeover and escort to the port of Ashdod are “uneventful,” according to the IDF. The women are then detained at Givon Prison ahead of their likely deportation. PLO secy.-gen. Saeb Erekat says, “We strongly condemn the Israeli aggression today against the international flotilla that attempted to break the illegal Israeli siege over 1.8 m. people in Gaza.” (EI, HA, MNA, NYT, WAFA 10/5)

Late at night in East Jerusalem, Israeli forces return the body of a Palestinian killed in a confrontation with Israeli border police in 11/2015. Meanwhile, Israeli forces arrest 4 Palestinians during late-night raids in Jabal Mukabir, Qalandia r.c., and Issawiyya; and assault and arrest a Palestinian in the Old City. Along Gaza’s border, Israeli forces open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, Israeli forces raze 50 dunams (around 12.3 acres) of Palestinian land nr. Qalqilya, uprooting 50 olive trees; and issue a stopwork order to a water pipeline under construction in the Jordan Valley. IDF troops conduct late-night house searches and raids nr. In East Jerusalem, Israeli forces carry out the punitive demolition of the Jabal Mukabir home of an imprisoned Palestinian accused of attacking Israeli soldiers on 10/10/2015, and also demolish a half-built home in Ras al-Amud. Also in Ras al-Amud, a Palestinian family demolishes their own home on Israeli orders. Later, the Israeli authorities return 2 bodies of Palestinians killed in confrontations with Israeli forces since the beginning of the habba (“surge” or “revolt” in English) in the oPt in 10/2015. One family rejects the body of their relative when they discover it is frozen, allegedly in violation of the deal they made with the Israelis (they had agreed to limit the size of the funeral and deposited a NIS 20,000 [around $5,250] guarantee). Israeli forces arrest a Palestinian woman at Haram al-Sharif after she confronts Jewish Israeli MK Shuli Mualem-Rafaeli. In the West Bank, IDF troops raid a number of quarries nr. Qalqilya, confiscating millions of dollars’ worth of equipment. They also raid a number of chicken farms and erect a mobile checkpoint outside a village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. The IDF violently disperses stone-throwing Palestinians in a village nr. Tulkarm, causing no serious injuries; raids a village council’s office in a village nr. Bethlehem, destroying property and breaking its main doors; conducts further raids and house searches nr. Tulkarm, Jenin, Nablus, and Bethlehem, arresting 4 Palestinians, issuing arrest summons to 2, and confiscating property; and patrols nr. Tulkarm, Jenin, and Hebron. Israeli forces begin razing 650 dunams (around 160 acres) of Islamic Waqf–owned land nr. Jericho, and confiscate heavy equipment from a factory nr. Bethlehem. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. Activities in the Territories Unit (COGAT) disputes this figure, saying that only 612 dunams will be seized and incorporated into the nearby settlement of Eli. (MNA, WAFA 3/21; EI 3/30)

At the annual AIPAC conference in Washington, leading presidential candidates Hillary Clinton and Donald Trump present their foreign policy ideas and pro-Israel credentials. All the remaining candidates, except Sen. Bernie Sanders, are set to address the conferees (AIPAC rejected Sanders’s offer to give a speech via satellite after he declined to attend). In the West Bank, IDF troops shoot and injure a Palestinian youth nr. Qalqilya as he attempts to enter Israel for work; shoot and injure a Palestinian at a checkpoint nr. Jenin after he allegedly attempts to stab an Israeli soldier. The IDF patrols in a village nr. Bethlehem, sparking clashes with stone-throwers and injuring 7 Palestinians. IDF troops conduct house searches and raids in 1 village each nr. Qalqilya, Ramallah, and Nablus, as well as 2 nr. Bethlehem, arresting 14 Palestinians; patrol in 1 village each nr. Nablus and Jericho, 5 nr. Hebron, and 2 nr. Ramallah. Israeli forces continue leveling land nr. Asfar settlement s. of Bethlehem in preparation for the construction of a military tower. A Palestinian resident of the area says that they have razed 2.5 dunams (around 0.6 acres) since 1/6. The Israeli authorities declare a 300-dunam (around 74 acres) swath of land nr. Jenin a closed military zone; return the body of a Palestinian killed by Israeli forces in East Jerusalem on 10/12. The head of the Commission of Detainees and Ex-Detainees Affairs reports that the health of Palestinian prisoner al-Qiq, who has been on hunger strike since 11/24, is quickly deterioriating. He calls on human rights groups to intervene for the release of al-Qiq and another hunger striker, Jordanian prisoner Issa Qaraqe. (MNA 1/10)

The Jerusalem District Court rules that the municipal govt. must draft a plan to build at least 20 playgrounds in Shu‘fat and Bayt Hanina within 5 years, responding to a suit filed in early 2015 by Palestinian residents of East Jerusalem. The petitioners complained about a lack of recreational space in Palestinian areas of the city, citing the huge discrepancy between the number of playgrounds in Jewish and Palestinian neighborhoods.
