In the West Bank, Israeli settlers open fire at Palestinian homes, uproot 10 olive trees, and bring their livestock to graze on farmland in Badia Umm Qissa in the Massafer Yatta area. Israeli settlers also place mobile homes on Palestinian-owned land in Wadi Rahal. Israeli forces raid 2 printing houses in Ramallah and Beitunia, destroying equipment. Israeli forces also issue a notice that Israel will seize 18 dunams (4.5 acres) of land in Deir Dibwan. Elsewhere, Israeli forces erect a metal gate at the entrance to Burin, obstructing movement to the village. Israeli forces arrest 20 Palestinians during late-night raids in and around Tulkarm, Bethlehem, Hebron, Nablus, and Jenin. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli forces demolish a Palestinian-owned parking lot located next to the Yusufiya Cemetery at the walls of the Old City. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Nuseirat refugee camp, Jabalia refugee camp, and Gaza City, killing at least 87 people. Israeli forces also storm the Nasser Hospital in Khan Yunis after besieging it for 25 days. 1 Israeli soldier is killed in combat. In Lebanon, Israeli forces bomb Naqoura, Labbouneh, Tayr Harfa, and Yarin. Hezbollah fires rockets at Birkhat Risha, Kiryat Shmona, and the Zarit military base. More than 28,663 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 68,396 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 389 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,499 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 230 Israeli soldiers have been killed and 1,361 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Hamas denies Israeli claims that it has a presence at the Nasser Hospital in Khan Yunis, saying on several occasions it has asked international organizations to inspect hospitals to debunk the Israeli claims that it uses them. The Committee to Project Journalists releases its annual report, saying 72 out of 99 journalists killed in 2023 were Palestinians reporting on Israel’s war on Gaza. (AJ 2/15)

The Arab League meets to discuss the situation in Gaza. Arab League secretary-general Ahmed Aboul Gheit calls “on all parties that understand the gravity of the situation to act immediately in order to stop these crazy [Israeli] plans” to invade Rafah. (AJ, WAFA 2/15)

U.S. investigators from the embassy in Jerusalem visit the family and the scene of the killing of Palestinian American Mohammad Khdour, who was killed on 2/10. U.S. investigators have also visited the family of Palestinian American child Tawfic Abdel Jabber, who was killed last month. (AP 2/15)

President Joe Biden speaks with Israeli prime minister Benjamin Netanyahu, telling him that Israel should not proceed with plans to invade Rafah “without a credible and executable plan for ensuring the safety of and support for the civilians.” In a tweet on X, Netanyahu says Israel “continue[s] to oppose the unilateral recognition of a Palestinians state.” U.S. National Security Council spokesperson John Kirby tells reporters “I wish I could tell you that flour was moving [into Gaza] but I cannot do that right now.” During a phone call, UK prime minister Rishi Sunak urges Netanyahu to fully open the Karem Abu Salem (Kerem Shalom) crossing to allow more aid to enter. In the West Bank, Israeli settlers attacked 1 Palestinian shepherd in Ein al-Beida. Israeli forces shot and killed 1 man protesting soldiers beating his son who was arrested during a house raid in Qalandia. The Palestinian man’s wife said her husband had gone outside to stop the soldiers’ assault on their son when he was shot and killed. Israeli forces also shot and killed 2 Palestinians and injured 7 others during a raid in Qabatiya. Elsewhere, Israeli forces demolished 1 agricultural structure in Duma. Israeli forces also issued an eviction notice to a family in Hajja in preparation for a punitive demolition. 20 Palestinians were arrested during late-night raids in Qalandia refugee camp, Dheisheh refugee camp, ad-Doha, al-Baqa‘a, and Qalqilya. In East Jerusalem, Israeli settlers wrote hateful graffiti aimed at Christians on the walls of the Armenian Orthodox Patriarchate building in the Old City. Peace Now and Bimkom said that a clause in the Likud Party and Religious Zionism Party coalition agreement could see Israel seize 13,000 dunams (3,250 acres) of Palestinian-owned land in the West Bank and 70 buildings in Hebron transferred to settlers as Israel claims that the land and buildings were owned by Jewish people before 1948. The land Israel intends to seize is located near Bethlehem, Nabi Samwil, Battir, and Beit Furik, including land in Area B. (HA 1/12)

PA prime minister Mohammad Shtayyeh met with U.S. special representative for Palestinian affairs Hady Amr in Ramallah. Prime Minister Shtayyeh urged the U.S. to act quickly to end Israeli measures to weaken the PA and undermine the 2-state solution. (WAFA 1/12)

In the West Bank, Israeli forces shot and killed 2 Palestinians and wounded 6 others during a raid in Kafr Dan. Elsewhere, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Nabi Salih. Israeli forces also raided the Palestine Technical University in Tulkarm, injuring 1 Palestinian with live ammunition and 1 with a baton round to his face. Elsewhere, Israeli forces violently dispersed Palestinians during a raid in Budrus, injuring 1 with live ammunition and arresting 7. Israeli forces also violently dispersed Palestinian protesters in Abwein, injuring 1 minor with live ammunition and others with tear gas. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinians during a funeral procession in Beita, causing 35 injuries from tear gas. Meanwhile, Israeli forces blocked the entrances to al-Arroub refugee camp. The Israeli military announced a curfew for Palestinians in the West Bank between 4 P.M. on 4/15 and 4/17 for the Jewish holiday of Passover. Crossings between Gaza and Israel will close during this period. Israel also announced that the restrictions on Jenin will end with the curfew on 4/17. Haaretz reported that the Israel education ministry is requiring outside administrators of educational programs declare that their presentations do not portray the Israel Independence Day as the Nakba or challenge the notion of Israel as a Jewish and democratic state. According to the Haaretz reporting, Adalah filed a challenge to the requirement in an Israeli court on 4/13. (HA 4/14)

Israel said it had successfully tested a laser-based missile defense system. The “Light Shield” is intended to be fully operational years from now, but will be placed near Gaza by the end of 2022 for further testing. (AP, HA 4/14; ALM 4/15)

In Syria, Israeli forces conducted air strikes on several targets near Damascus, causing damage. (AJ, AP, HA 4/15)

In the West Bank, Israeli forces raided the Palestine Technical University in Tulkarm, leading to a confrontation with students; 2 were injured by baton rounds and 16 suffered tear-gas related injuries. Israeli forces also seized 1 residential tent, demolished an agricultural structure, and seized agricultural equipment in Beit Samia. 17 Palestinians were arrested during late-night raids in Nablus, Bethlehem, Hebron, Tulkarm, Tubas, and Salfit. In East Jerusalem, 4 Palestinians were arrested in the Old City and Shu‘fat. In Israel, Israeli police shot and killed 1 Palestinian man from Hebron who was working at a construction site in Ashkelon after he stabbed a police officer. The Israeli police officer approached the Palestinian man who was working at the construction site without a permit before he lightly wounded the officer. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. Representatives from Ireland, Belgium, Cyprus, Estonia, Finland, France, Greece, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Spain, and Sweden signed a letter to EU enlargement commissioner Olivér Várhelyi of Hungary, urging him to disburse EU aid to the PA. Commissioner Várhelyi has been withholding the aid, saying that the PA needs to reform its schoolbooks to conform with a pro-Israeli narrative. (WAFA 4/12)

In the West Bank, Israeli settlers attacked Palestinian herders near Khirbet Makhul, injuring 1 minor. Israeli forces seized 1 water tank in al-Khader. 9 Palestinians were arrested during late-night raids in al-Eizariya, Hebron, and Ni‘lin. In East Jerusalem, 4 Palestinian families in Sheikh Jarrah was notified that Israel will seize 4.5 dunams (1.1 acres) of their land. 3 Palestinians were arrested in Isawiya and the Old City. In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

In the West Bank, Israeli settlers leveled 3 dunams (0.75 acres) of Palestinian-owned land in Kisan. Israeli settlers also raided Palestinian-owned lands near Dayr Istya, leading to confrontations with Palestinians; no injuries were reported. Israeli forces violently dispersed Palestinian protesters in Beita, killing 1 Palestinian with live ammunition and injuring 23 others, including 10 with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets. Israeli forces also delivered a stop-work order for a house south of Hebron. 9 Palestinians were arrested during late-night raids in and around Hebron, Beita, Sa‘ir, al-Bireh, Tulkarm, Bayt Fajjar, and ‘Urif. In East Jerusalem, Israeli settlers broke into Palestinian homes in Shaykh Jarrah, using pepper spray on 1 Palestinian. 6 Palestinians were arrested in Shaykh Jarrah, Silwan, and the Old City. An Israeli court postponed ruling on an appeal to prevent the eviction of 7 Palestinian families in Silwan until December, saying the court wants the Supreme Court to rule on 2 similar cases before making its own ruling in that particular case. (HA, WAFA 5/28)

In the West Bank, Israeli settlers vandalized vehicles and set fire to 15 dunams (3.7 acres) of agricultural land in the Masafer Yatta area. 6 Palestinians were arrested, including 4 during late-night raids in and around Tubas and Nablus, and 2 at checkpoints near Huwwara and in Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinian and Israeli protesters near Shaykh Jarrah, demanding that they end the lockdown of the area. 9 Palestinians were arrested, including 5 during house raids in Issawiyya and the Old City and 4 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Dayr al-Balah; no injuries were reported. In Israel, thousands demonstrated in Tel Aviv for “a joint future” for all Israelis after days of violence among Israeli citizens. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. During a raid in Bayt Umar, Israeli forces and Palestinians clashed, leading to tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. In Israel, Palestinians protested the killing of a mentally disabled Palestinian citizen of Israel on 5/13. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. In a statement congratulating Israel with the formation of its new government on 5/17, the EU high representative for foreign affairs Josep Borrell also reaffirmed the EU position that the union does not and will not recognize any changes to the 1967 borders unless agreed to by both parties, including maintaining that East Jerusalem will be the future capital of Palestine and that annexation of West Bank territory would be in violation of international law. In the West Bank, Israeli settlers stole olive harvest in Qaryut and flooded 5 dunams (1.2 acres) of Palestinian farmland planted with olive trees with sewage waste in al-Jaba‘. Israeli forces delivered notices that 2,522 dunams (623 acres) of land would be seized, including 2,000 in al-Jaba‘, 372 south of Hebron, and 150 near Bayt Liqya. 10 Palestinians were arrested during late-night raids in and around al-Ram, Yatta, Nablus, Jenin, and Ramallah. The Israeli housing cabinet approved the controversial cable car project which would connect Western Jerusalem with East Jerusalem’s Old City. The project is currently under review by Israel’s attorney general and it would need a final procedural approval by the Israeli government. In the West Bank, Israeli forces razed some 400 dunams (99 acres) of farmland land in Bayt Umar in preparation for paving a settler-only road. Israeli forces also fired tear gas near a school in Hebron, causing tear-gas related injuries among teachers and students. Elsewhere, Israeli forces shot and injured a Palestinian by the separation wall near Jenin as he was trying to enter Israel. Israeli forces also arrested 4 Palestinians during raids in and around Hebron, Bethlehem, and Tulkarm. In East Jerusalem, PA Jerusalem affairs minister Fadi Hidmi was arrested for the 3d time this year during a late-night raid in Silwan. Israeli forces also arrested 3 other Palestinians during raids in the Old City. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. In Israel, leaders of Palestinian citizens of Israel began a 3-day hunger strike to protest Israeli authorities’ inaction against violence in the communities. In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. Israel’s political leadership decides to bar West Bank Palestinians from entering or exiting Israel, except in humanitarian cases, during the Jewish Purim festivities. The PA cabinet decides to ban the products of 5 Israeli food companies—Tnuva, Strauss, Tara, Soglowek, and Tapuzina—from entering the West Bank in response to Israel’s 3/9 order to ban 5 Palestinian food companies from distributing their products in East Jerusalem.
