In the West Bank, 4 Israeli soldiers are injured in a suspected ramming attack outside an Israeli settlement nr. Salfit, and Israeli forces later arrest a Palestinian suspect during a late-night raid nr. Ramallah. IDF troops injure 9 Palestinians in clashes with student protesters at the Palestine Technical University in Tulkarm. The IDF conducts a raid in Ramallah late at night, sparking clashes with stone-throwers wherein 2 Palestinians are injured; conducts further late-night raids and house searches in Tulkarm, Tulkarm r.c. and 1 nearby village, Jenin, and 1 village nr. Ramallah, arresting 12 Palestinians; patrols in 7 villages and al-Fawar r. c. nr. Hebron. Palestinians throw stones at Israeli settlers’ cars on a road to Jerusalem, causing minor damage and light injuries. Off Gaza’s coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In East Jerusalem, Israeli police disperse 40 right-wing Jewish activists demonstrating outside Haram al-Sharif, arresting 2 who allegedly planned to erect a menorah to commemorate Hanukkah. Israeli NGO Peace Now reports that the Israeli govt. designated as “state land” a 30-dunam (7.4-acre) swath of Palestinian land nr. Bethlehem in 11/2015. The previous designation of state land came in 8/2014. (PCN 12/10; MNA 12/11)

Following 3 days of clashes in East Jerusalem, Israeli PM Netanyahu announces that “a modification of the rules of engagement will be examined as well as the establishment of a minimum penalty for those who throw stones”. In East Jerusalem, Israeli police assault 2 Islamic Waqf guards and a number of Palestinian women at Haram al-Sharif after they attempt to confront several right-wing Jewish activists in the sanctuary. They also arrest 3 Palestinians in the Old City. In Gaza, unknown assailants fire a rocket toward Israel, and it falls short of the border nr. Dayr al-Balah. Meanwhile, the Israeli authorities permit 500 Palestinian farmers to access their land (3,500 to 4,000 dunams, or 863 to 988 acres) along the border with Israel, from which they have been barred for 15 years. In the West Bank, IDF troops conduct late-night raids and house searches in and around Hebron, arresting 6 Palestinians and issuing arrest summons to 1; patrol nr. Hebron and Ramallah during the day. Off Gaza’s coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops on the Gaza border e. of al-Bureij r.c. open fire on nearby agricultural land. In the West Bank, IDF troops confiscate and damage property on late-night raids and house searches in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. In East Jerusalem, right-wing Jewish activist Glick leads a protest in the Old City against the closure of Haram al-Sharif to non-Muslims during the final 10 days of Ramadan. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. In the West Bank, IDF troops violently disperse hundreds of Palestinians marching nr. Jerusalem in commemoration of the 1-year anniversary of the killing of Mohammed Abu Khdeir; 11 Palestinians are injured. They also violently disperse dozens of Palestinians outside Jalazun r.c. protesting Israeli attacks against Palestinians; 1 Palestinian is injured. The IDF conducts a late-night raid in 1 village nr. Nablus, arresting 2 Palestinians; patrols during the day in 2 villages nr. Hebron and 1 nr. Ramallah. Israeli forces raze 4 dunams (1 acre) of Palestinian land nr. Hebron. The PASF conducts a series of raids in Hebron, Nablus, and Bethlehem, arresting 108 Hamas mbrs. In East Jerusalem, Israeli police ban a Palestinian from entering Haram al-Sharif and assault a Palestinian girl in the sanctuary. Both incidents were in response to the individuals protesting the presence of Israeli settler groups at the compound. Off the n. coast of Gaza, Israeli naval forces open fire on Palestinian fishing boats, injuring 1 fisherman with rubber-coated metal bullets. In the West Bank, IDF troops arrest a Palestinian in a village nr. Hebron and another in c. Hebron. Meanwhile, hundreds of Israeli settlers perform religious rites at Joseph’s Tomb outside Balata r.c. nr. Nablus, sparking clashes between IDF troops and Palestinians in the camp. Israeli forces seize around 1,000 dunams of land nr. Hebron for the expansion of a nearby settlement. PA PM Hamdallah confirms PA Pres. Abbas’s earlier announcement that the PA refused reduced tax revenues from Israel after PM Netanyahu’s office announced on 3/27 that it would be unfreezing the transfers. He also says that the Palestinians will lodge an official complaint about the freeze at the ICC. (WAFA 4/8)

As part of a reported deal with Israel’s COGAT, the PASF expands deployments in towns and villages nr. Jerusalem, in Area B. The PASF will begin by opening up police stations in the villages. (REU 4/8; AFP, MNA 4/9)

U.S. Pres. Obama calls Sens. Corker (R-TN) and Ben Cardin (D-MD), the 2 ranking mbrs. of the Senate Foreign Relations Comm., denouncing Corker’s proposed bill that would empower Congress to approve or disapprove of any final agreement made by Iran and the P5+1. The bill, the Iran Nuclear Agreement Review Act, is set for a comm. deliberation on 4/14. Meanwhile, Secy. of State Kerry and Under Secy. Wendy Sherman meet with reps. of AIPAC, the American Jewish Comm. In Gaza, unknown gunmen attempt to assassinate a Fatah official in Gaza City, injuring 2 of his bodyguards. In the West Bank, Israeli forces conduct raids and searches in the “Gate of Jerusalem” protest tent camp in Abu Dis, sparking clashes with Palestinian and international activists who were building concrete rooms; 4 Palestinians and 1 international are detained; several activists are lightly injured with rubber-coated metal bullets, tear gas, and stun grenades. That night, Israel Defense Forces (IDF) troops return to the camp to demolish and evacuate it, but activists begin rebuilding as soon as the soldiers leave. The camp was first set up on 2/3 to protest the Israeli govt.’s plans to displace Palestinian bedouins in the E1 area. The IDF conducts house searches and raids in 1 village each nr. Nablus and Jenin, in and around Hebron, and nr. Bethlehem, arresting 11 total, including a Palestinian Authority (PA) security officer; patrols in 3 villages nr. Tulkarm and 1 nr. Hebron. Israeli settlers accompanied by IDF troops enter Joseph’s Tomb nr. Nablus late at night to perform religious rites. In East Jerusalem, Israeli police accompany a group ofsettlers on a tour of Haram al-Sharif. Israeli authorities continue to require women entering the area to leave their ID cards at the entrance and submit to interrogation; 3 Palestinian women are arrested. Israeli forces conduct house searches and raids in Shaykh Jarrah and al-Tur, arresting 4 Palestinians, issuing summons to 2, and demolishing a wall in al-Tur. Israeli authorities approve the construction of a solid waste landfill on 520 dunams (1 acre equals about 4 dunams) of primarily Palestinian-owned land in East Jerusalem; around 120 Palestinian bedouins would be evicted from their homes. Both Palestinian residents and Israelis from the nearby French Hill settlement lodged formal complaints in the weeks ahead of the approval. (MNA 2/17; HA 2/18)

Israeli-Palestinian clashes continue at a high level, leaving 2 Palestinians dead. In Jinin, senior Islamic Jihad mbr. Iyad Hardan, wanted by Israel, is assassinated when a bomb planted in a public phone he frequently uses explodes. In response to Palestinian mortar fire nr. Nahal Oz crossing and nr. Netiv Haasara kibbutz inside the Green Line that causes no damage, the IDF fires rockets at PSF posts and a power station in Gaza, wounding at least 5 Palestinians, destroying 4 buildings, damaging 10 homes, causing blackouts. The IDF also bulldozes 100 dunams of Palestinian land in Shaykh Ajlin; begins work on a new settler bypass road linking Beit El settlement with Jerusalem; raids Burqa village, arrests 2 Palestinians. Sharon announces plans to build another 708 housing units in the Jewish settlements of Ma'ale Adumim, Alfe Menashe; the State Dept. criticizes the move as "provocative." Reportedly to ease tensions over the Erez shooting on 4/4, Israel reopens the Rafah border with Egypt, says it will allow 3,000 Palestinian workers into Israel.
