In the West Bank, 1 Palestinian child, shot by Israeli forces during a raid in al-Bireh on 9/28, succumbed to his injuries. Israeli settlers threw stones at Palestinian vehicles in Huwwara and attacked Israeli soldiers with pepper-spray; 1 off-duty Israeli soldier was later arrested for attacking Israeli soldiers. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh. Elsewhere, Israeli settlers set fire to a vehicle and a water tank and vandalized 80 olive and almond trees in al-Mughayyir. Israeli forces temporarily expelled Palestinians in parts of Khirbat al-Karmil to convene a conference for settlers and soldiers in the village, which is in Area A. Israeli forces also assaulted 1 Palestinian at a checkpoint near Beit Furik, causing injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters near al-Bireh, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring 2 minors with live ammunition and others with tear gas. Meanwhile, Israeli forces shot and injured 1 Palestinian with live ammunition in al-Ram. Israeli forces also closed the main entrance to Beit Umar. Separately, Israeli forces violently dispersed Palestinian protesters in Sa‘ir, injuring 1 minor with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2 minors with live ammunition and arresting 4. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. The UN-mandated commission of inquiry on the occupied West Bank, Gaza, east Jerusalem, and Israel released a 28-page report, calling on the International Court of Justice to make a legal opinion on the Israeli occupation of the Palestinian territories and said the occupation is unlawful due to its permanence and Israel’s “de-facto annexation policy.” (AP, UN, WAFA 10/20; HA, MEE, WAFA 10/21)

In the West Bank, 4 Israeli soldiers were injured by an explosive device thrown at them at a military checkpoint near Nabi Saleh. Israeli settlers threw stones at Palestinian vehicles near the Ofra settlement, seriously injuring 1 Palestinian. Israeli forces shot and killed 1 Palestinian and injured 1 other during a raid in Qabatiya; 5 were arrested. Israeli forces also delivered a demolition notice against retaining walls in al-Khader. 12 Palestinians were arrested during late-night raids in Ramallah, al-Bireh, Nablus, Qabalan, Hebron, and Bani Na’im. Israel said its probe into the death of journalist Shireen Abu Akleh found that an Israeli soldier “highly probably” shot and killed Abu Akleh in Jenin on 5/11. The Israeli army claimed that Abu Akleh likely was shot by a soldier using a telescopic scope, misidentifying Abu Akleh as a Palestinian militant during crossfire. Abu Akleh was wearing a vest and helmet clearly marking her as a journalist and eyewitnesses and several independent investigations have concluded that no crossfire happened during the killing of Abu Akleh. The Israeli military advocate general’s office said that it will not open an investigation into any potential wrongdoing by any of the soldiers involved. Haaretz reported that the Israeli civil administration was seeking to legalize 30 of 35 agricultural settlement outposts using a new regulation that allows legalizing outposts on “state land.” The move will need the approval of the defense minister and justice ministry. (HA, HA, MEE 9/5)

The Jerusalem municipality planning and building committee approved construction of 700 new settlement units in East Jerusalem in the Givat HaShaked settlement adjacent to Beit Safafa. In addition to the housing units, a school and commercial buildings were also approved. (ABC, AP, HA, PCN 9/5; MEMO 9/7)

Israel delayed the implementation of new regulations for foreigners visiting the West Bank outside of Israeli settlements after criticism from the U.S. and others. The coordinator of government activities in the territories (COGAT) also updated the new regulations called “Procedure for entry and residence of foreigners in the Judea and Samaria area,” scrapping some of the most controversial new rules, such as forcing foreign spouses of Palestinians to leave the West Bank for a minimum of 6 months for a “cooling off” period and requiring foreigners to tell the Israeli government if they have started a relationship with a Palestinian resident of the West Bank. U.S. ambassador to Israel Tom Nides expressed concerns regarding Israeli limitations to who can study and teach at Palestinian academic institutions. The regulations were originally released by COGAT in April. PA prime minister Mohammed Shtayyeh called the regulations racist and said they were aimed at Palestinians with foreign passports. In the West Bank, Israeli settlers set up caravans near Qusra. Israeli settlers also threw stones at commercial structures and vehicles in Burqa, causing damage. Israeli forces delivered stop-work orders for 1 house and electricity cables in al-Twana. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Rafah; no injuries were reported. In Israel, 2 Palestinian citizens of Israel opened fire on Israelis in Hadera, killing 2 Israeli soldiers and wounding 5 others, including 1 soldier, before being shot and killed by Israeli undercover police. Israel said that the 2 attackers were affiliated of ISIS. 5 Palestinian citizens of Israel were arrested during subsequent raids in Umm al-Fahm under suspicion of having prior knowledge of the attack. Members of the settler organization Ateret Cohanim entered the 1st floor of the Little Petra Hotel in East Jerusalem with Israeli police escort in an effort to cement the organization’s hold of the building. The ownership of the building is part of an ongoing legal case at the Israeli supreme court between the Greek Orthodox patriarchate in Jerusalem and Ateret Cohanim. The lawyers of the Palestinian family that runs the hotel were attacked with pepper spray by the Israeli settlers when they entered the building and Israeli police detained 1 of the 2 lawyers present at the site. The Israeli Coordinator of Government Activities in the Territories announced that Israel will approve up to 20,000 work permits for Palestinians in Gaza for workers in construction and agriculture. The International Committee of the Red Cross in Israel also announced that Israel will allow family visits by Palestinians in Gaza to Palestinian prisoners in Israeli prisoners, for the 1st time since March 2020. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. During the meeting, President Abbas called on the U.S. to help curb settler violence and end settlement expansion. Abbas warned Blinken that the PA may rescind its recognition of Israel and end security cooperation if Israeli unilateral actions are not curbed. Abbas also criticized the U.S. and its allies for its double standards in not applying sanctions against Israel for its violations of international law as they have done against Russia. The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 1st day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. Among the subjects discussed at the summit were the perceived threat from Iran and the U.S.’s efforts to reenter the Iran Nuclear deal. The 1st day of the summit coincided with the 20th anniversary of the Arab Peace Initiative. Secretary Blinken also met with Israel’s prime minister Naftali Bennett, who shortly after, tested positive for the COVID-19 virus. In the West Bank, Israeli forces uprooted 50 olive trees in Wadi Fukin. Israeli forces also demolished 9 residential and 14 agricultural structures in Ibziq. Elsewhere, Israeli forces demolished a house under construction in Qalqas. Israeli force shot and injured 6 Palestinians using live ammunition during a late-night raid in Tubas. 13 Palestinians were arrested during raids in al-Am‘ari refugee camp, Beit Umar, Halhul, Yatta, Jenin, Ya‘bad, and Kaft Laqif; 1 Palestinian was injured by Israeli live ammunition during a protest against the raid in al-Am‘ari refugee camp. In East Jerusalem, Israeli forces physically assaulted 2 Palestinians in Isawiya and Jabel Mukaber. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City; no injuries were reported. The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. A Hamas spokesperson condemned Abbas’s visit, saying he was accommodating the occupation and “deepening Palestinian political divisions.” Islamic Jihad and the PFLP also condemned the meeting. In Syria, Israel conducted air strikes in Latakia, causing damage at the city’s port. Israeli sources claimed that Israeli missiles had hit Iranian munitions stored in containers. A Russian official said 4 missiles were fired from 2 Israeli F-16s, causing minor material damage. In the West Bank, Israeli settlers injured 2 Palestinians while throwing stones at a Palestinian-owned house in Yatma. Separately, Israeli settlers set fire to Palestinian-owned agricultural lands east of Tulkarm, damaging olive and almond trees. Israeli forces also confiscated 1 residential caravan in Bayt Dajan. 26 Palestinians were arrested during raids in and around Bayt Umar, Dura, Hebron, Bethlehem, Ramallah, Ya‘bad, Jenin, Nablus, and Qalqilya. During a raid near Ramallah, 1 Palestinian was injured by a rubber-coated bullet; 1 other Palestinian was injured by gunfire in Qalqilya, and clashes erupted during a raid in Ya‘bad; no injuries were reported there. In East Jerusalem, 3 Palestinians were injured in 2 separate attacks by unidentified perpetrators; 1 4-year-old girl was hit in the head by a bullet in Issawiyya and 1 man and his child were shot while working in a store in Shu‘fat. 1 Palestinian was arrested in Issawiyya. The PA formally informed Israel’s Coordinator of Government Activities in the Territories and the CIA that it was no longer participating in security coordination and intelligence sharing. PA forces also left Area B which, like Area C, is under Israeli military control. PA prime minister Mohammed Shtayyeh also said that the PA would not accept COVID-19-related aid sent from UAE on a direct plane to Israel landing on 5/20, noting that the PA had not been informed about the shipment before it took off. All the COVID-19 material will instead go to Gaza, which witnessed 29 new confirmed COVID-19 cases today. (AJ, HA, HA, REU 5/21)

18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. In the West Bank, an Israeli settler driver allegedly rams a Palestinian youth nr. Hebron, causing serious injuries. Israeli settlers and IDF troops surround a Palestinian school in Tuqu‘ village nr. Bethlehem. The soldiers arrest 2 teachers and 1 student who allegedly threw rocks at the settlers. IDF troops raid a printing shop in Ramallah, seizing $18,000 worth of equipment. They also arrest 2 Palestinians during a late-night raid nr. Ramallah, patrol during the day nr. Hebron and Qalqilya; and violently disperse Palestinian and international activists at a protest encampment outside Yatta village nr. Hebron; there are no serious injuries. The IDF injures 4 Palestinians in further clashes at a checkpoint nr. Qalqilya. In East Jerusalem, Israeli forces arrest 6 Palestinians during violent raids in Issawiyya and Hizma. PA pres. Abbas meets with U.S. special rep. for international negotiations Jason Greenblatt in Ramallah to discuss the Dignity Strike. “We asked the American side to intervene in guaranteeing [our] prisoners’ rights and achieving their humane demands,” Abbas later tells the Fatah Central Comm. Greenblatt also meets with Israeli PM Netanyahu to follow up on U.S. pres. Trump’s visit to the region on 5/22–23. The PM’s office then denies a report that the U.S. is pushing for Israel to transfer parts of Area C to Area B, increasing Palestinian control of the West Bank, as a goodwill gesture. (JP 5/26)

The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) Yoav Mordechai says that the Israeli govt. will acquiesce to the PA’s 4/27 request to reduce the electricity supply to Gaza (see JPS 46 [4]). The PA, which typically pays NIS 40 m. (approx. $11.2 m.) per mo. for Israel to transfer electricity to Gaza, will reduce its monthly payments to NIS 25–30 m. (BBC, JP, MNA, TOI, YA 5/25; AP 5/31)

In East Jerusalem, Israeli forces arrest a Palestinian youth allegedly carrying a knife and planning a stabbing attack in Shu‘fat r.c., and arrest another Palestinian on a late-night raid in Ras al-Amud. In the West Bank, IDF troops arrest 3 Palestinians during raids nr. Nablus, Ramallah, and Jenin; and patrol in 2 villages nr. Nablus, and 3 villages and al-‘Arub r.c. nr. Hebron. Around 12,000 Palestinians attend a funeral for the Palestinian killed by PASF troops in Nablus on 8/23. After the funeral, hundreds of mourners break off from the procession, chant anti-Palestinian Authority (PA) slogans, and clash with PASF troops (there are no serious injuries). Palestinian officials announce the beginning of preliminary discussions about a possible summit meeting in Moscow between PM Netanyahu and Pres. Abbas, to be mediated by Russian pres. Putin. Separately, a senior PLO official says that the Palestinians recently rejected a U.S. offer for a trilateral peace summit with Israel, and that the Palestinians instead insisted on 2 central preconditions for any meetings: release of the 4th tranche of prisoners that were set to go free in connection with the last round of talks in 3–4/2014 and a settlement freeze. As the Palestinian school year begins, the PA Education Ministry accuses Israel of withholding the delivery of around 300,000 textbooks to schools in Gaza. Israel’s Coordinator of Government Activities in the Territories (COGAT) says the books must be examined and approved before being released. (HA 8/28)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Early in the morning in the West Bank, Israeli forces demolish 3 Palestinian homes under construction in a village nr. Bethlehem and a playground in a village nr. Nablus. They also reopen a road e. of Hebron that they closed on 3/14, following a formal request from the PA. IDF troops patrol in a village nr. Ramallah, sparking clashes with stonethrowing Palestinians; 2 Palestinians are arrested and there are no serious injuries. They conduct further raids and house searches nr. Nablus, Jericho, and in Tulkarm, arresting 4 Palestinians; patrol nr. Qalqilya, Jericho, Ramallah, and Hebron. In East Jerusalem, the Jerusalem Municipality prepares to demolish a Palestinian home in Wadi al-Juz, but Israeli PM Netanyahu’s office intervenes, canceling the demolition to avoid increasing tensions in the city ahead of Passover. Meanwhile, the extreme messianic group Temple Institute says that it conducted a secret Jewish wedding at Haram al-Sharif, violating the ban on Jewish religious ceremonies at the sanctuary. A U.S. State Dept. spokesperson says that the U.S. opposes a UNSC res. censuring Israel’s settlements, such as the one the Palestinian leadership is currently circulating. He adds, “I can firmly shut the door,” ending all speculation about U.S. support for the effort. (USSD 4/12; JP 4/13)

In East Jerusalem, Israeli forces carry out the punitive demolition of the Jabal Mukabir home of an imprisoned Palestinian accused of attacking Israeli soldiers on 10/10/2015, and also demolish a half-built home in Ras al-Amud. Also in Ras al-Amud, a Palestinian family demolishes their own home on Israeli orders. Later, the Israeli authorities return 2 bodies of Palestinians killed in confrontations with Israeli forces since the beginning of the habba (“surge” or “revolt” in English) in the oPt in 10/2015. One family rejects the body of their relative when they discover it is frozen, allegedly in violation of the deal they made with the Israelis (they had agreed to limit the size of the funeral and deposited a NIS 20,000 [around $5,250] guarantee). Israeli forces arrest a Palestinian woman at Haram al-Sharif after she confronts Jewish Israeli MK Shuli Mualem-Rafaeli. In the West Bank, IDF troops raid a number of quarries nr. Qalqilya, confiscating millions of dollars’ worth of equipment. They also raid a number of chicken farms and erect a mobile checkpoint outside a village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. The IDF violently disperses stone-throwing Palestinians in a village nr. Tulkarm, causing no serious injuries; raids a village council’s office in a village nr. Bethlehem, destroying property and breaking its main doors; conducts further raids and house searches nr. Tulkarm, Jenin, Nablus, and Bethlehem, arresting 4 Palestinians, issuing arrest summons to 2, and confiscating property; and patrols nr. Tulkarm, Jenin, and Hebron. Israeli forces begin razing 650 dunams (around 160 acres) of Islamic Waqf–owned land nr. Jericho, and confiscate heavy equipment from a factory nr. Bethlehem. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. Meanwhile, hundreds of Israeli settlers perform religious rites at Joseph’s Tomb outside Balata r.c. nr. Nablus, sparking clashes between IDF troops and Palestinians in the camp. Israeli forces seize around 1,000 dunams of land nr. Hebron for the expansion of a nearby settlement. PA PM Hamdallah confirms PA Pres. Abbas’s earlier announcement that the PA refused reduced tax revenues from Israel after PM Netanyahu’s office announced on 3/27 that it would be unfreezing the transfers.
