In the West Bank, Israeli settlers assault a child and steal 15 sheep in Fateh Sidra in the Masafer Yatta area. Israeli settlers kill 2 Palestinian-owned sheep while attacking Palestinians near Jaba’. Israeli forces raid Jenin, killing 4 Palestinians, including 2 in a drone strike and 2 with live fire, 8 others are injured. Israeli forces also shoot and injure a Palestinian man during a raid in Beit Fajjar. Elsewhere, Israeli forces arrest 20 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Salfit, Tulkarm, and Jenin. In Gaza, Israeli forces bomb Rafah, Jabalia refugee camp, Gaza City, Beit Hanun, al-Bureij refugee camp, and Nuseirat refugee camp, killing at least 76 people. Israeli forces also shoot and kill 2 people waiting to receive aid at the Kuwait Roundabout in Gaza City. Elsewhere, Israeli forces continue the sieges of al-Shifa, al-Amal, and the Nasser hospitals. In Lebanon, Israeli forces kill at least 16 people in attacks on al-Habbariyeh, Naqoura, and Tayr Harfa, including 7 people at a medical center in al-Habbariyeh. More than 32,490 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,889 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 252 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 206 trucks carrying aid enter Gaza. Israel asks the U.S. to reschedule a meeting on Israel’s invasion of Rafah. The meeting was canceled by Israeli prime minister Benjamin Netanyahu on 3/26 after the U.S. chose not to veto a ceasefire resolution at the UN Security Council. The Washington Post reports that the U.S. has raised allegations of beatings and torture of Palestinian prisoner Marwan Barghouti with Israel. Elsewhere, Israeli forces demolished a house under construction in Qalqas. Israeli force shot and injured 6 Palestinians using live ammunition during a late-night raid in Tubas. 13 Palestinians were arrested during raids in al-Am‘ari refugee camp, Beit Umar, Halhul, Yatta, Jenin, Ya‘bad, and Kaft Laqif; 1 Palestinian was injured by Israeli live ammunition during a protest against the raid in al-Am‘ari refugee camp. In East Jerusalem, Israeli forces physically assaulted 2 Palestinians in Isawiya and Jabel Mukaber. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City; no injuries were reported. The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. A Hamas spokesperson condemned Abbas’s visit, saying he was accommodating the occupation and “deepening Palestinian political divisions.” Islamic Jihad and the PFLP also condemned the meeting. In Syria, Israel conducted air strikes in Latakia, causing damage at the city’s port. Israeli sources claimed that Israeli missiles had hit Iranian munitions stored in containers. A Russian official said 4 missiles were fired from 2 Israeli F-16s, causing minor material damage. A West Bank Palestinian stabs and injures 4 people in Tel Aviv before the Israeli police arrest him. Hours after the attack, COGAT suspends single-day work permits granted to various organizations and groups to allow Palestinians to enter Israel and begins an investigation into the matter. The alleged attacker hailed from Nablus and obtained one such permit from a group called Natural Peace Tours, which facilitates relationships between individual Israelis and Palestinians. In the West Bank, the IDF shuts down the main entrance to a group of villages nr. Ramallah. It’s unclear what prompted the closure. IDF troops shoot and injure 3 Palestinians during clashes sparked by reports of stone throwing in Kafr Malik village nr. Ramallah; establish mobile checkpoints outside Bayt Umar, sparking further clashes (there are no serious injuries). Meanwhile, IDF troops arrest 6 Palestinians and issue 2 arrest summons during late-night raids nr. Ramallah and Hebron, and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces arrest 1 Palestinian and issue 1 arrest summons during raids in Silwan. An Israeli settler driver allegedly rams and injures 2 Palestinian youths s. of the city, sparking minor clashes between Israeli forces and Palestinians in the area; there are no serious injuries. The International Comm. of the Red Cross (ICRC) announces that it may consider the Palestinian prisoners’ demand for increased family visits, which they made in the context of the Dignity Strike. The ICRC used to coordinate 2 family visits per prisoner per mo. In 5/2016, however, the organization reduced the monthly visits to 1 due to an increased number of “no-shows” on the part of the families, according to an ICRC spokesperson. Meanwhile, IDF troops violently disperse Palestinians marching from c. Ramallah to the Beit El checkpoint in solidarity with the prisoners; 3 Palestinians are injured. (TOI 4/23)

Israeli forces launch an air strike on a proSyrian govt. militia group nr. Qunaytra in the Golan Heights, killing 3 soldiers, according to a statement from the group. The IDF does not comment on the strike. (HA, JP, TOI 4/23)

In the West Bank, Israeli forces demolish 2 residential buildings in the Beit El settlement, despite the govt.-backed petition from the developer. Around 200 Israeli settlers gather in Beit El to protest the demolition, throwing stones at the Israeli troops and setting small fires. For the 2d day in a row, settlers also gather in the Sa-Nur settlement outpost that was evacuated in 2005, and they verbally assault Palestinians in the area. Late at night, IDF troops evacuate the outpost and the surrounding area; no violence is reported. Meanwhile, IDF troops conduct late-night raids in Aida r.c. nr. Bethlehem, arresting 3 Palestinians. In East Jerusalem, Israeli forces demolish a wedding hall and several other Palestinian buildings in Bayt Hanina. Israeli PM Netanyahu approves the “immediate” construction of 296 settler residences in Beit El, and 500 in East Jerusalem. Israel’s COGAT Mordechai signs a permit to immediately sell land for the construction, and the municipality will be allowed to issue construction permits within 15 days. The UN, EU, U.S. State Dept., Egyptian Foreign Ministry, and PLO all criticize the settlement announcement. (HA, MNA, TOI, WAFA, YA 7/29; MNA, WAFA, YA 7/30)

In Syria, an IAF drone launches an air strike nr. the border with Israel, killing 2 Hizballah fighters and 3 Syrian soldiers. The IDF does not comment on the incident, and reports differ on the nature of the attack. Separately, according to the PFLP-Gen. Command, an ally of the Syrian govt., Israeli jets strike an arms depot used by the group in Lebanon nr. the border with Syria, injuring 6. (HA, JP, YA 7/29; HA 7/30)

IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family.
