Unidentified Gazans fly a number of incendiary devices strapped to balloons into southern Israel. They land in open areas and no damage is reported. Also along Gaza’s border, hundreds of Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge of Israel’s blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; at least 35 Palestinians are injured. Four more Palestinians are injured when IDF troops violently disperse a late-night protest along the border fence near al-Bureij refugee camp. Meanwhile, Israeli forces conduct a limited incursion to level land near Khan Yunis. In the West Bank, the Israeli authorities order approximately 50 Palestinian families to temporarily leave their homes near Tubas to clear the area for IDF training. Also near Tubas, Israeli settlers assault and injure a Palestinian shepherd. Settlers also chant racist slogans and march through central Hebron, causing minor damage when they throw stones at Palestinian homes. Meanwhile, IDF troops arrest 12 Palestinians during late-night raids in and around Ramallah, Hebron, Jenin, Tubas, and Salfit; and patrol near Nablus. The raid in Tubas sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. In East Jerusalem, Israeli forces conduct raids at al-Quds University in Abu Dis, sparking minor clashes with students; 17 Palestinian students suffer from tear gas inhalation. After reports of an Israeli strike in Syria on 2/11, Israeli prime minister Benjamin Netanyahu says that Israel is “constantly operating” against “Iran and its satellites” in Syria. “We do whatever is necessary.” His statements today are taken as a confirmation that Israel was responsible for the 2/11 strikes in Syria. Israeli MK Yehuda Glick tours Haram al-Sharif with an escort of heavily armed Israeli security forces. Elsewhere in East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking clashes with dozens of Palestinian students at al-Quds University; there are no reported injuries. They also demolish a Palestinian home in Silwan. In the West Bank, Israeli forces demolish 2 Palestinian homes in Anata refugee camp and a 3d in Bayt Hanina. IDF troops shoot and injure 3 Palestinian journalists amid clashes in Ras Karkar village near Ramallah; arrest 5 Palestinians during late-night raids in and around Bethlehem, Hebron, Tulkarm, and Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and later near Jabaliya refugee camp, causing no damage or injuries. Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. In response, the Israeli government announces the closure of the Israeli embassy in Paraguay and a recall of the Israeli ambassador. (WAFA 9/5; HA, MNA, REU, YA 9/6)

The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. An official statement explains that the closure is to allow for maintenance work. Exceptional humanitarian cases are still allowed to cross. (HA, HA, MNA, MNA, TOI, WAFA, YA 9/5)

Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem. The current plan earmarks 75 of the units for Palestinians, but it is unclear if that earmark will remain as the plan proceeds through the authorization process. (HA 9/6; FMEP 9/7)

Meanwhile, IDF troops violently disperse groups of Palestinians approaching the border fence near Khan Yunis and Bayt Lahiya; 3 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops shoot and injure a Palestinian during minor clashes in Hebron, and patrol near Hebron throughout the day. They also arrest 14 Palestinians during late-night raids in and around Tulkarm, Hebron, Jenin, Salfit, and Qalqilya. In East Jerusalem, Israeli forces demolish part of a Palestinian shop in Bayt ‘Aynun and confiscate some of its merchandise, and arrest 12 Palestinians during late-night raids in Issawiyya and Shu‘fat refugee camp They also establish a closed military zone near Al-Quds University, sparking minor clashes with stone-throwing students; 4 Palestinians are injured. IDF troops conduct raids in Abu Dis nr. Jerusalem, sparking clashes with students at Al-Quds University; 6 students are injured. Elsewhere in the West Bank, IDF troops raid the Silwad home of the family of the Palestinian driver who allegedly rammed and killed an Israeli on 4/6. They confiscate NIS 85,000 (approx. $23,000) and a vehicle during raids nr. Jenin; and patrol nr. Ramallah and Hebron. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis and arrest a Palestinian attempting to cross into Israel nr. Jabaliya r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and again nr. Bayt Lahiya, causing no damage or injuries. In East Jerusalem, Israeli forces ban 7 Palestinians from Haram al-Sharif for periods as long as 6 mos. (They have banned more than 40 Palestinians from the sanctuary in the past few weeks.) PA pres. Abbas says that he may take “unprecedented steps” to end the Hamas-Fatah rivalry that prevents the PA from taking control of Gaza. “These days, we are in a dangerous and tough situation that requires decisive steps, and we are [ready] to take these decisive steps. Therefore, we are going to take unprecedented steps in the coming days to end the division,” he says. Some analysts say that Abbas’s moves come in response to Hamas’s 3/16 announcement of the formation of a new comm. to administer Gaza. (TOI 4/13)

The Gaza-based Ministry of Interior announces that it will begin accepting applications for jobs in the security forces from female Palestinians. The change in policy marks the first time females will be hired as security forces since 2014. (MNA 4/13)

In Beijing, PA FM al-Maliki calls on China to play a more active role in the Palestinian peace effort, including support for Palestinian initiatives in international forums. China’s FM Wang Yi says that the fact that the Palestinians do not have a sovereign state yet is a “terrible injustice.” (HA, REU, WAFA 4/13)

Human Rights Watch (HRW) calls on the Egyptian govt. to “immediately disclose” whether or not it is detaining the 4 Palestinian men, all reportedly Hamas affiliates from Gaza, who were abducted on 8/19/2015 as they traveled by bus from the Rafah border crossing to Cairo. HRW says that Al Jazeera published a photograph purporting to show 2 of the men in a Cairo facility in 8/2016. The report reads, “incommunicado detention violates basic protections for both civilians and fighters under Egypt’s code of criminal procedure, which requires authorities to bring criminal suspects in front of a prosecutor within 24 hours and prosecutors to charge the detainee based on evidence or release the person immediately. It also violates international law, which requires that all detainees, regardless of their particular status, be brought ‘promptly’ (i.e., within days) before a judicial officer or equivalent to review the legality and necessity of their detention.” (HRW 4/13)

In the West Bank, dozens of Palestinians gather in c. Ramallah to call for the Israeli authorities to release the body of the Palestinian killed by IDF troops on 11/3. IDF troops arrest 6 Palestinians and issue 1 arrest summons during late-night raids nr. Jericho, Qalqilya, Bethlehem, and in Hebron; and patrol nr. Hebron and Nablus. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In East Jerusalem, armed assailants open fire on an Israeli police vehicle in al-‘Izzariya, causing no serious damage. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Khuza‘a and Khan Yunis, and Israeli forces conduct a limited incursion to level land nr. Bayt Lahiya. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Bayt Lahiya, causing 1 moderate injury and no serious damage. Then they confiscate both boats and arrest 6 fishermen. In the West Bank, IDF troops arrest a Palestinian in c. Hebron after she is found to be carrying 2 knives. They also drive a Palestinian farmer and his family off their olive grove outside nearby Bayt Umar village. The IDF conducts raids in Nablus late at night, arresting 4 Palestinians and sparking minor clashes (there are no serious injuries); arrests 11 Palestinians and issues 1 arrest summons during further raids in and around Bethlehem and Hebron; and patrols in Hebron and nr. Qalqilya during the day. In East Jerusalem, Israeli Nature and Parks Authority forces demolish 6 graves in Bab al-Rahma Cemetery nr. the Old City. They claim the graves were built on “confiscated land” belonging to the authority. Israeli forces conduct raids in Abu Dis, sparking clashes with students at Al-Quds University; there are no serious injuries. In the Gaza Strip, IDF troops e. of al-Bureij r.c. arrest 2 Palestinians attempting to cross the fence into Israel after firing warning shots. Off the coast nr. al-Sudaniyya, Israeli naval forces detain 12 Palestinian fishermen and confiscate 5 of their boats. Around 20 Palestinian youth volunteer to help clean up the European Hospital in Khan Yunis as the hospital sanitation workers continue their strike for a 4th day. In the West Bank, Israeli settlers throw stones at Palestinian homes in Hebron while Israeli soldiers stand by. At the al-Karama crossing into Jordan, the IDF arrests a Palestinian Al-Quds University prof. The IDF conducts arrest raids and house searches nr. Hebron, Ramallah, and Bethlehem; patrols in Hebron and 1 village each nr. Jenin and Salfit. In East Jerusalem, 5 Israeli settlers board an Egged bus and assault its Palestinian driver, causing him moderate injuries before Israeli police intervene. Palestinian prisoners threaten to go on a hunger strike if the Israeli Prison Service does not meet demands of a fellow prisoner, Nahar al-Sa‘adi, who has been on hunger strike since 11/20 in protest of a lack of family visits and his year-long solitary confinement; 70 of them begin a strike on 12/9. IDF soldiers break into, occupy a Palestinian home in Hebron to watch a soccer championship on the family’s satellite TV; the IDF confirms the incident took place, says the cmdr. of the squad has been suspended. The IDF also completes a segment of the separation wall n. of Bethlehem; fires on residential areas of Rafah, wounding 1 Palestinian; conducts arrest raids, apartment searches in Abu Dis, targeting al-Quds University students. An Israeli navy gunboat fires on 2 Palestinian fishing vessels off the coast of Gaza, seriously damaging them. Mbrs. of rival PA security forces exchange gunfire for several hrs. in Ramallah, causing no injuries; a similar incident occurs in Rafah, leaving 1 officer wounded. Jewish settlers fr. Kiryat Arba set fire to Palestinian olive groves, vandalize 2 Palestinian homes in Hebron; the IDF observes but does not intervene. Jewish settlers fr. Tal Rumayda stone Palestinian homes in Hebron; the IDF observes but does not intervene. Late in the evening, Jewish settlers fr.
