Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 20 Palestinians are lightly injured and 1 is arrested. Elsewhere in the West Bank, IDF troops injure 4 Palestinians during clashes sparked by an arrest raid in ‘Askar refugee camp near Nablus; arrest 6 Palestinians during additional raids near Hebron, Bethlehem, Tulkarm, and Jenin; and patrol near Nablus and Tulkarm. Israeli forces demolish the outer wall of a Palestinian cemetery and the foundation of a planned multi-purpose center near Jenin. Israeli settlers enter the grounds of Palestinian high school in Urif village near Nablus, throwing rocks and sparking minor confrontations with the students; there are no reported injuries or arrests. In East Jerusalem, Israeli forces demolish a 4-story Palestinian residential building in Shu‘fat refugee camp They also demolish a memorial to a Palestinian killed by Israeli forces on 7/21/17 in Abu Dis, sparking clashes with residents of the neighborhood; there are no injuries reported. A Palestinian succumbs to injuries sustained when Israeli soldiers opened fire on Palestinian protesters along Gaza’s border on 10/26. This brings the death toll stemming from the Great March of Return to 187. (PCHR 11/8)

Off Gaza’s southern coast, Egyptian naval forces shoot and kill a Palestinian fisherman. It’s unclear why they opened fire. (WAFA 11/7; MNA, TOI 11/8)

The organizing committee behind the Great March of Return announces that the protests will resume on 11/9 as planned, but that the demonstrations will be quieter and protesters again will stay away from the border fence, as they largely did during the protests on 11/2. Meanwhile, The Hamas-run Finance Ministry in Gaza pays partial salaries to civil servants across the region. The payment is reportedly made in connection with developments in the ongoing Egyptian effort to broker a de-escalation of violence. (HA 11/8)

After meeting with PA foreign minister Riyad al-Maliki in Brussels, Belgian foreign minister Didier Reynders tweets that Belgium is upgrading the status of the Palestinian mission in Brussels, a significant step toward recognition of the State of Palestine. The specific nature of the upgrade is unclear. Reynders and al-Maliki also sign a joint declaration affirming their intention to further develop bilateral relations in a variety of ways. Unidentified Palestinians in Gaza open fire on an Israeli construction crew working along Gaza’s border fence, causing minor damage to a vehicle. Israeli forces then shell a Hamas post near Jabaliya refugee camp, causing an unclear amount of damage. Armed groups in Gaza then launch 8 rockets into southern Israel, injuring 3 Israelis and causing minor damage in Sderot. In a significant escalation, the IAF conducts a massive wave of retaliatory air strikes, targeting approximately 140 sites across Gaza; 3 Palestinians are killed, including a pregnant mother and her 18-month-old child, and 12 are injured (2 critically). The strikes cause significant damage. After the first wave of air strikes, Hamas and other armed groups in Gaza launch approximately 150 rockets and other projectiles into Israel; 9 Israelis and 1 Thai worker are injured. Before the escalation of violence in the afternoon, IDF troops open fire on Palestinian farmers working along Gaza’s border fence near Gaza City, causing no injuries or damage. In the West Bank, IDF troops arrest 8 Palestinians and issue 1 arrest summons during late-night raids in and around Qalqilya, Bethlehem, Jericho, Tulkarm, Hebron, and Nablus; and patrol near Jenin and Hebron. The residents of Khan al-Ahmar, the Bedouin village near Jerusalem that the Israeli government has slated for evacuation and destruction, decide not to accept any relocation proposals, including the one the Israeli government filed with the High Court of Justice on 8/7. (MNA 8/8)

PA FM al-Maliki announces that Colombia has decided to recognize the State of Palestine. Colombia was previously the only South American country not to recognize the State of Palestine. (WAFA 8/8; HA, TOI, YA 8/9)

IDF troops shoot and kill a Palestinian during clashes sparked by an arrest raid in Nabi Salih near Ramallah. A second Palestinian is injured during the clashes. IDF troops injure another Palestinian during clashes sparked by raids in nearby Bayt Rima village. They also arrest 5 Palestinians during late-night raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Hebron. Along Gaza’s border fence, IDF troops open fire on Palestinian minors who cut through the fence near Gaza City; 1 Palestinian is injured. PA president Mahmoud Abbas signs documents of accession for the State of Palestine to join seven new international treaties and conventions, including the Second Optional Protocol to the International Covenant on Civil and Political Rights, which aims to abolish the death penalty. He instructs PA FM al-Maliki to put procedures in place to fully implement the agreements. (WAFA 6/7)

In the West Bank, Israeli forces demolish 2 Palestinian residential buildings in Bayt Jala near Bethlehem. IDF troops arrest 21 Palestinians during raids in and around Hebron, Tulkarm, Ramallah, Bethlehem, Jenin, and Nablus; and patrol near Tulkarm and Salfit. Israeli settlers throw stones at Palestinian vehicles near the site of the 1/9 killing of an Israeli settler, causing minor damage. The Lebanese press reports that Lebanese intelligence services have identified 2 of the 4 people who attempted to assassinate a Hamas official on 1/14 in Sidon as Israeli agents. (HA 1/29)

IDF troops conduct raids in Abu Dis nr. Jerusalem, sparking clashes with students at Al-Quds University; 6 students are injured. Elsewhere in the West Bank, IDF troops raid the Silwad home of the family of the Palestinian driver who allegedly rammed and killed an Israeli on 4/6. They confiscate NIS 85,000 (approx. $23,000) and a vehicle during raids nr. Jenin; and patrol nr. Ramallah and Hebron. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis and arrest a Palestinian attempting to cross into Israel nr. Jabaliya r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and again nr. Bayt Lahiya, causing no damage or injuries. In East Jerusalem, Israeli forces ban 7 Palestinians from Haram al-Sharif for periods as long as 6 mos. (They have banned more than 40 Palestinians from the sanctuary in the past few weeks.) PA pres. Abbas says that he may take “unprecedented steps” to end the Hamas-Fatah rivalry that prevents the PA from taking control of Gaza. “These days, we are in a dangerous and tough situation that requires decisive steps, and we are [ready] to take these decisive steps. Therefore, we are going to take unprecedented steps in the coming days to end the division,” he says. Some analysts say that Abbas’s moves come in response to Hamas’s 3/16 announcement of the formation of a new comm. to administer Gaza. (TOI 4/13)

The Gaza-based Ministry of Interior announces that it will begin accepting applications for jobs in the security forces from female Palestinians. The change in policy marks the first time females will be hired as security forces since 2014. (MNA 4/13)

In Beijing, PA FM al-Maliki calls on China to play a more active role in the Palestinian peace effort, including support for Palestinian initiatives in international forums. China’s FM Wang Yi says that the fact that the Palestinians do not have a sovereign state yet is a “terrible injustice.” (HA, REU, WAFA 4/13)

Human Rights Watch (HRW) calls on the Egyptian govt. to “immediately disclose” whether or not it is detaining the 4 Palestinian men, all reportedly Hamas affiliates from Gaza, who were abducted on 8/19/2015 as they traveled by bus from the Rafah border crossing to Cairo. HRW says that Al Jazeera published a photograph purporting to show 2 of the men in a Cairo facility in 8/2016. The report reads, “incommunicado detention violates basic protections for both civilians and fighters under Egypt’s code of criminal procedure, which requires authorities to bring criminal suspects in front of a prosecutor within 24 hours and prosecutors to charge the detainee based on evidence or release the person immediately. It also violates international law, which requires that all detainees, regardless of their particular status, be brought ‘promptly’ (i.e., within days) before a judicial officer or equivalent to review the legality and necessity of their detention.” (HRW 4/13)

In East Jerusalem, Israeli forces assault and arrest 1 Palestinian at an entrance to Haram al-Sharif while 30 right-wing Jewish activists tour the sanctuary. Another Palestinian is arrested in the Old City. Off Gaza’s s. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops conduct house searches and raids in Hebron and nr. Salfit, arresting 4 Palestinians and damaging some furniture. Similarly they patrol nr. The UNGA approves a res., 119–8, with 45 abstentions, to allow non-mbr. observer states— Palestine and the Vatican—to raise their flags outside the UN’s headquarters and offices (an official flag-raising ceremony will take place on 9/30). (MNA, NYT 9/10; HA, MNA 9/11)

The European Parliament passes a symbolic motion, 525–70, with 31 abstaining, that supports the labeling of products imported from Israel’s settlements. (HA, JP, TOI, YA 9/10)

In Paris, PA FM al-Maliki and French FM Fabius sign 5 agreements on politics, finance, and French-funded development projects in the occupied Palestinian territories (oPt). They also discuss updates on the French initiative to restart Israeli-Palestinian peace negotiations, including a possible UNSC res. (MNA, WAFA 9/10)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing, allowing infirm Palestinians to cross into Egypt, as well as foreign passport holders. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage but no injuries. IDF troops nr. the e. border of Gaza open fire on several Palestinian farmers, causing no injuries. In the West Bank, around 6,000 Palestinians go on strike in response to the overcrowding and poor conditions of a checkpoint nr. Tulkarm. IDF troops clash with stone-throwing residents of al-Fawar r.c., and dozens of Palestinians suffer from tear gas inhalation. The IDF also conducts house searches and arrest raids nr. Hebron and Ramallah; patrols nr. Ramallah and al-‘Arub r.c. nr. Hebron; delivers demolition orders for 2 structures nr. Hebron. Israeli settlers accompanied by IDF troops enter Balata r.c. nr. Nablus, sparking clashes with residents in which 2 Palestinians are injured. At the Israeli settlement of Adam, private settlement security officers detain 2 Palestinians approaching the area with knives. Separately, Palestinian youth throw stones at cars nr. Bethlehem and injure a 4-year-old Israeli settler. In East Jerusalem, Israeli forces deliver 10 demolition notices to residential buildings in al-Tur. In the Gaza Strip, Israeli forces conduct a limited incursion along the border fence nr. Khan Yunis to level land. In the West Bank, over 10,000 people attend a funeral procession in Ramallah for the Palestinian killed by Israeli soldiers on 12/15, and a general strike is held in the surrounding villages. IDF troops clash with stone-throwing Palestinians during a raid of a village w. of Jenin, and several Palestinians suffer from tear gas inhalation. Israeli soldiers later detain a Palestinian at a mobile checkpoint nr. Jenin. Separately, Israeli forces deliver stopwork orders to 4 homes under construction nr. Bethlehem and patrol nr. Tulkarm. In East Jerusalem, Israeli forces arrest 6 Palestinians in Silwan during raids and house searches, as well as 2 Palestinian youths on their way home from school. After the 12/15 killing of a Palestinian in Qalandia, right-wing Jewish activists enter Haram al-Sharif early in the morning. A day ahead of the Palestinians’ promised submission of their draft res. to the UNSC, various Palestinian, U.S., EU, Arab, and Israeli officials meet to discuss their options. PA FM al-Maliki meets with French FM Fabius, and he offers to back the French draft UNSC res. if a couple of critical amendments are made. Separately, U.S. Secy. of State Kerry flies to London to hold talks with senior PLO official Saeb Erakat and PA intelligence chief Majid Faraj, and later with an Arab League delegation. Kerry asks the Palestinians to delay submitting their draft so he can conduct further meetings with PA Pres. Abbas. Russian Dep. At night, the IDF conducts house searches and arrest raids in Hebron and 4 nearby villages, 1 village each nr. Jenin and Ramallah, and in Nablus; patrols in 6 villages nr. PA security forces clash with residents outside Jalazun r.c. nr. Ramallah, leaving more than 100 demonstrators and 40 police officers wounded. The confrontations begin when police try to reopen roads blocked as part of protests against the UNRWA employees’ strike that began 12/3. (HA, REU 1/12)
