Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 20 Palestinians are lightly injured and 1 is arrested. Elsewhere in the West Bank, IDF troops injure 4 Palestinians during clashes sparked by an arrest raid in ‘Askar refugee camp near Nablus; arrest 6 Palestinians during additional raids near Hebron, Bethlehem, Tulkarm, and Jenin; and patrol near Nablus and Tulkarm. Israeli forces demolish the outer wall of a Palestinian cemetery and the foundation of a planned multi-purpose center near Jenin. Israeli settlers enter the grounds of Palestinian high school in Urif village near Nablus, throwing rocks and sparking minor confrontations with the students; there are no reported injuries or arrests. In East Jerusalem, Israeli forces demolish a 4-story Palestinian residential building in Shu‘fat refugee camp They also demolish a memorial to a Palestinian killed by Israeli forces on 7/21/17 in Abu Dis, sparking clashes with residents of the neighborhood; there are no injuries reported. A Palestinian succumbs to injuries sustained when Israeli soldiers opened fire on Palestinian protesters along Gaza’s border on 10/26. This brings the death toll stemming from the Great March of Return to 187. (PCHR 11/8)

Off Gaza’s southern coast, Egyptian naval forces shoot and kill a Palestinian fisherman. It’s unclear why they opened fire. (WAFA 11/7; MNA, TOI 11/8)

The organizing committee behind the Great March of Return announces that the protests will resume on 11/9 as planned, but that the demonstrations will be quieter and protesters again will stay away from the border fence, as they largely did during the protests on 11/2. Meanwhile, The Hamas-run Finance Ministry in Gaza pays partial salaries to civil servants across the region. The payment is reportedly made in connection with developments in the ongoing Egyptian effort to broker a de-escalation of violence. (HA 11/8)

After meeting with PA foreign minister Riyad al-Maliki in Brussels, Belgian foreign minister Didier Reynders tweets that Belgium is upgrading the status of the Palestinian mission in Brussels, a significant step toward recognition of the State of Palestine. The specific nature of the upgrade is unclear. Reynders and al-Maliki also sign a joint declaration affirming their intention to further develop bilateral relations in a variety of ways. In East Jerusalem, Israeli forces assault and arrest 1 Palestinian at an entrance to Haram al-Sharif while 30 right-wing Jewish activists tour the sanctuary. Another Palestinian is arrested in the Old City. Off Gaza’s s. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops conduct house searches and raids in Hebron and nr. Salfit, arresting 4 Palestinians and damaging some furniture. Similarly they patrol nr. The UNGA approves a res., 119–8, with 45 abstentions, to allow non-mbr. observer states— Palestine and the Vatican—to raise their flags outside the UN’s headquarters and offices (an official flag-raising ceremony will take place on 9/30). (MNA, NYT 9/10; HA, MNA 9/11)

The European Parliament passes a symbolic motion, 525–70, with 31 abstaining, that supports the labeling of products imported from Israel’s settlements. (HA, JP, TOI, YA 9/10)

In Paris, PA FM al-Maliki and French FM Fabius sign 5 agreements on politics, finance, and French-funded development projects in the occupied Palestinian territories (oPt). They also discuss updates on the French initiative to restart Israeli-Palestinian peace negotiations, including a possible UNSC res. (MNA, WAFA 9/10)

In the Gaza Strip, Israeli forces conduct a limited incursion along the border fence nr. Khan Yunis to level land. In the West Bank, over 10,000 people attend a funeral procession in Ramallah for the Palestinian killed by Israeli soldiers on 12/15, and a general strike is held in the surrounding villages. IDF troops clash with stone-throwing Palestinians during a raid of a village w. of Jenin, and several Palestinians suffer from tear gas inhalation. Israeli soldiers later detain a Palestinian at a mobile checkpoint nr. Jenin. Separately, Israeli forces deliver stopwork orders to 4 homes under construction nr. Bethlehem and patrol nr. Tulkarm. In East Jerusalem, Israeli forces arrest 6 Palestinians in Silwan during raids and house searches, as well as 2 Palestinian youths on their way home from school. After the 12/15 killing of a Palestinian in Qalandia, right-wing Jewish activists enter Haram al-Sharif early in the morning. A day ahead of the Palestinians’ promised submission of their draft res. to the UNSC, various Palestinian, U.S., EU, Arab, and Israeli officials meet to discuss their options. PA FM al-Maliki meets with French FM Fabius, and he offers to back the French draft UNSC res. if a couple of critical amendments are made. Separately, U.S. Secy. of State Kerry flies to London to hold talks with senior PLO official Saeb Erakat and PA intelligence chief Majid Faraj, and later with an Arab League delegation. Kerry asks the Palestinians to delay submitting their draft so he can conduct further meetings with PA Pres. Abbas. Russian Dep.
