Israeli settlers also seize 20 residential structures from Palestinians who were displaced in November 2023 in al-Ma’ajat near Jericho. Israeli forces shoot and kill a Palestinian man near Beit Fajjar, claiming he shot and injured 2 Israeli soldiers. Israeli forces arrest 4 Palestinians in and around ‘Azzun, Kafr Thulth, and Hebron. In East Jerusalem, more than 50 Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Dayr al-Balah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 93 people, including 30 people involved in securing the safe passage of aid to Gaza City at the Kuwait Roundabout in Gaza City, 27 people in a building in Nuseirat refugee camp, and the director of police investigations in northern Gaza Raed al-Banna. Israeli forces continue the siege of al-Shifa Hospital after raiding it on 3/18 and bombing adjacent buildings, killing at least 20 people and arresting 150 during the raid. More than 31,819 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,934 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 428 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 250 Israeli soldiers have been killed and 1,482 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Mossad director David Barnea leaves ceasefire negotiations Doha to brief the Israeli war cabinet, while the rest of the Israeli delegation remains for continued talks. Israel’s Channel 13 reports that Israeli national security and finance ministers Itamar Ben-Gvir and Bezalel Smotrich say they will resign and leave the government if Israel releases “dozens of terrorists with blood on their hands” as part of the ceasefire deal. The Qatari Foreign Ministry says there is cautious optimism regarding a ceasefire deal. Hamas political leader Ismail Haniyeh says Israel is trying to sow chaos and sabotage the ceasefire negotiations by assassinating police officers and Hamas officials. Newly appointed PA prime minister Mohammad Mustafa says in a mission statement that he will appoint a “non-partisan, technocratic government that can gain both the trust of our people and the support of the international community” and that will have a “zero tolerance” policy toward corruption. Mustafa also says he will create an independent agency to oversee the recovery and reconstruction of Gaza. Reuters reports that U.S. congressional leaders and the White House have agreed to continue blocking UNRWA funding until March 2025 as part of a deal to secure a spending bill. In the West Bank, Israeli settlers raid Burin and Madama, throwing stones at homes and vehicles. Israeli forces demolish 2 homes in al-Matar near Jericho. Israeli forces also raze 15 dunams (3.7 acres) of land, uprooting around 150 olive trees in Husan. Elsewhere, Israeli forces arrest 15 Palestinians during late-night raids in and around Dheisheh refugee camp, Tell, Arura, as-Samu, Tulkarm, and Attil, including a Palestinian prisoner exchanged during the ceasefire deal in November 2023; 13 Palestinians released in the prisoner exchange have been rearrested. A UN report says famine is expected in northern Gaza in May. Secretary-General Antonio Guterres calls the imminent famine “an entirely manmade disaster” that can be halted. PA president Mahmoud Abbas appoints the current chairperson of the Palestine Investment Fund and former deputy prime minister and minister of national economy, Mohammed Mustafa, as the new PA prime minister. Abbas says in a statement that he asked Mustafa to create a plan to re-unify the administration of Gaza and the West Bank, lead reforms in the PA government, security services, and economy, and fight corruption. The U.S. National Security Council welcomes the appointment of Mustafa. UK foreign secretary David Cameron also welcomes the appointment. According to Axios, State Department and White House officials have met with Mustafa and heard his plans for post-war Gaza and rehabilitating the PA economy. The PA condemns Israel for setting up barriers and gates around the Haram al-Sharif compound ahead of Friday prayers. The PA also calls on the ICC to summon Israeli national security minister Itamar Ben-Gvir for incitement to kill Palestinians, citing his statement in support of the killing of a Palestinian child in East Jerusalem on 3/12. Reuters reports that Hamas has submitted a 2-stage ceasefire proposal where the first stage would see Israeli women, children, elderly, and ill captives, including female soldiers, exchanged for 700-1,000 Palestinian prisoners. During the first stage a date for a permanent ceasefire and a deadline for Israeli withdrawal from Gaza would be set. The remaining captives would be released in another prisoner exchange. The Israeli prime minister’s office calls Hamas’s terms “unrealistic” but says the war and security cabinets will discuss the proposal on 3/15. Senate Majority Leader Chuck Schumer (D-NY) calls for new elections in Israel, calling Israeli prime minister Benjamin Netanyahu 1 of 4 major obstacles for peace, along with “radical right-wing Israelis in government and society,” Hamas, and PA president Abbas. Schumer also says that if Netanyahu remains in power then the U.S. should “play a more active role in shaping Israeli policy by using our leverage to change the present course.” House speaker Mike Johnson (R-LA) says he may introduce a standalone bill for aid to Israel, saying Schumer’s comment “made the situation even more urgent.” The House has already passed 2 Israel funding bills, which Schumer has rejected as Senate Democrats want to tie Israel funding to Ukraine funding. Leader of the Houthi movement Abdul-Malik al-Houthi says Houthi forces will attack Israeli-linked ships in the Indian Ocean that are circumventing the blockade of the Red Sea by going south of the African continent. The European Parliament pass a resolution denouncing the “catastrophic humanitarian situation in Gaza, including the risk of imminent starvation.” EU commissioner for crisis management Janez Lenarcic says that neither the EU, nor to his knowledge any other UNRWA donor, has been presented with any evidence against UNRWA employees by Israel. A Palestinian woman says Israeli forces set fire to the tent her and her family were sheltering in on 1/22 in al-Mawasi, killing her husband and daughter. The PA warns the international community that Israel is pressuring Palestinians to move to Rafah as part of its goal of displacing Palestinians from Gaza. Hamas calls on the UN, Red Cross, and the WHO to intervene and stop Israeli attacks on Palestinian hospitals, as both the Nasser and al-Amal hospitals are under attack. Israel acknowledges that it is demolishing Palestinian homes in Gaza to widen the “buffer zone” between residential areas of Gaza and the Gaza fence. In response, U.S. secretary of state Antony Blinken says “[w]hen it comes to the permanent status of Gaza going forward, we have been clear, we remain clear about not encroaching on its territory.” France also says it opposes Israeli plans to reduce the size of Gaza. Israeli tourism minister Haim Katz announces a conference for the resettlement of Gaza on 1/28 called “Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria,” inviting members of the Israeli public. In a video, Katz says the “withdrawal [of the Israeli settlements in Gaza in 2005] created the Nazi monster.” In response to the killing of 21 Israeli soldiers on 1/22, National Security Minister Itamar Ben-Gvir says Israel “must continue to subdue, crush, and mow down the Nazi enemy in Gaza with all our might.” (AJ 1/23; AJ, HA, HA 1/24)

At the UN Security Council, UN secretary-general Antonio Guterres reiterates his calls for an immediate ceasefire and condemns Israeli’s collective punishment of Palestinians. PA foreign minister Riyad al-Maliki tells the council that Israel will continue killing Palestinian civilians if the council does not act. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. Lebanon said it would add the investigation to its complaint it has filed with the UN over Israeli attacks. The Association for Civil Rights in Israel (ACRI) said Israel has established 100 “Community Security Squads” equipped with M16 rifles, adding the members of the militias have only received 7 hours of training and lacked proper oversight. Turkish president Recep Tayyip Erdoğan said “I consider even the debating of this plan as disrespectful to my Palestinian siblings. For us, this is not a plan that can be debated, considered, or discussed,” referring to Israeli suggestions that a buffer zone should be made within Gaza. The U.S. Senate failed to pass a $111 billion bill to provide $50 billion to Ukraine and $14 billion to Israel in a 49-51 vote. All Republicans and Democratic senators Bernie Sanders (D-VT) and Chuck Schumer (D-NY) voted against the bill. Republicans sought to separate the aid for Israel from the aid for Ukraine as many Republican senators are opposed to significant spending on Ukraine, while Sanders opposed spending on Israel given the Palestinian death toll in Gaza. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 1 child during a riad in Sa’ir. East Jerusalem, Israeli forces sealed off the family homes in Sur Baher of 2 Palestinians who were killed after they shot and killed 3 Israelis in West Jerusalem on 11/30 in preparation for punitive demolitions. In Gaza, Israeli forces killed at least 180 Palestinians and injured more than 589 after the ceasefire expired at 7 a.m, including a family of 5 fleeing northern Gaza to the south on Salah al-Din Street and in bombardments on Rafah, al-Maghazi refugee camp. Israeli forces also bombed an ambulance outside of al-Shifa hospital, killing 2 paramedics. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. In the West Bank, armed Israeli settlers forced a Palestinian family to leave their home near Tuqu’, stealing furniture, solar panels, and water tanks. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Jordan said Israel had injured 7 of its staff members at the Jordanian field hospital. 12 UN Security Council members voted for a resolution introduced by Malta calling for urgent, prolonged humanitarian ceasefires and unconditional release of the captives held by Hamas. The U.S., UK, and Russia abstained. A Russian amendment calling for a ceasefire was blocked by the U.S. PA UN envoy Riyad Mansour said the resolution fell short of condemning Israel for its attacks on Palestinian civilians, assaults on hospitals and schools, and the killing of UN staff, journalists, and doctors. U.S. president Joe Biden said at a press conference after a meeting with Chinese president Xi Jinping that it “would be a big mistake [for Israel] to reoccupy Gaza,” and that a “real” Palestinian state must be created to end the overall conflict. Biden also falsely claimed Israel was bringing incubators to al-Shifa Hospital, despite the hospital not needing incubators but rather fuel to power the incubators. 24 House Democrats urged President Biden to end “grave violations of children’s rights” by calling for an immediate ceasefire. Senator Chris Van Hollen (D-MD) called the Israeli refusal to allow fuel to be delivered to water desalination plants and generators at hospitals “inhumane.” Capitol police violently dispersed protesters blocking the entrance to the Democratic Party’s headquarters and calling for a ceasefire (AJ, HA 11/15; AJ 11/16)

In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. Israeli military spokesperson Daniel Hagari said, “because of Hamas’s use of hospitals for military purposes, [the hospitals] will lose special protection in the international court.” Israel has presented animations, pictures of purported tunnels, and a video from al-Rantisi Children’s Hospital that it said was proof of Hamas’s presence at hospitals, all of which did not show any evidence to back Israel’s claim. In the video from al-Rantisi Children’s Hospital, Israel showed a piece of paper hanging on the wall that it claimed was a list of Hamas militants’ names. However, the list was merely a calendar with the names of the days of the week written in Arabic. The U.S. said it had intelligence that suggested a Hamas and Islamic Jihad presence at hospitals in Gaza, including al-Shifa. A U.S. national security council spokesperson said “[w]e do not support striking a hospital from the air and we don’t want to see a firefight in a hospital where innocent people, helpless people, sick people trying to get medical care they deserve are caught in crossfire.” Hamas called for the UN to inspect all hospitals in Gaza to debunk the Israeli and U.S. claims. Doctors at al-Shifa also rejected the claim that Palestinian militants were operating in the hospital. Israeli national security minister Itamar Ben-Gvir visited the prison facility where Israel is holding members of Hamas who were captured during Operation Al-Aqsa Flood, saying prisoners were “handcuffed in a dark cell, iron beds, toilets in a hole in the floor and the [Israeli] national anthem constantly playing in the background.” Ben-Gvir said he will promote the death penalty for the Palestinian militants. Israeli finance minister Bezalel Smotrich said he welcomed “the initiative of members of Knesset Ram Ben-Barak and Danny Danon on the voluntary immigration of Gaza Arabs to countries around the world. This is the right humanitarian solution for the residents of Gaza and the entire region.” Smotrich was referencing an op-ed written by Ben-Barak and Danon that was published in the Wall Street Journal on 11/13. U.S. president Joe Biden discussed efforts for a prisoner exchange with Israeli prime minister Benjamin Netanyahu. Shin Bet director Ronan Bar met with Egyptian officials in Egypt, discussing a prisoner exchange between Israel and Hamas. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. The Ministry of Health in Gaza said at least 10,818 Palestinians have been killed, including 4,412 children and 2,918 women, and 26,905 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 173 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 46 children. More than 2,492 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 35 Israeli soldiers have been killed in Gaza since the ground invasion began. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list.
