In the West Bank, Israeli settlers raid Burin and Madama, throwing stones at homes and vehicles. Israeli forces demolish 2 homes in al-Matar near Jericho. Israeli forces also raze 15 dunams (3.7 acres) of land, uprooting around 150 olive trees in Husan. Elsewhere, Israeli forces arrest 15 Palestinians during late-night raids in and around Dheisheh refugee camp, Tell, Arura, as-Samu, Tulkarm, and Attil, including a Palestinian prisoner exchanged during the ceasefire deal in November 2023; 13 Palestinians released in the prisoner exchange have been rearrested. In East Jerusalem, Israeli forces arrest 20 Palestinians during raids in Isawiya. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 81 people. A UN report says famine is expected in northern Gaza in May. Secretary-General Antonio Guterres calls the imminent famine “an entirely manmade disaster” that can be halted. Armed Israeli settlers force 4 Palestinian families to leave their homes in Kisan. Israeli forces shoot 5 Palestinians with live ammunition, killing 1 child and wounding 5, and shoot 8 others with baton rounds during a raid in Beit Umar. Israeli forces also seize building equipment and arrest 4 Palestinians during a raid in Deir Balut. Meanwhile, Israeli forces arrest 18 Palestinians during raids in Jericho, Hebron, Qalqilya, Nablus, and Ramallah. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli forces demolish the home belonging to the prominent Palestinian activist Fakhri Abu Diab in Silwan, displacing 10 people. The U.S. and EU condemn the demolition. In the West Bank, Israeli settlers vandalized several water tanks and a vehicle during a raid in Shaab al-Butum and Wadi Abu Jahish in the Masafer Yatta area. The Israeli raid in Jenin continued from 12/12, 3 Palestinian were killed, 2 in a drone strike including a child, raising the number of Palestinians killed during the raid to 9. Israeli forces also injured 3 others, destroyed 4 homes and a barber shop with anti-tank missiles, and arrested several, including the Jenin Freedom Theatre director Ahmed Tobasi during the raid. Israeli soldiers filmed themselves singing a Hanukkah song using a mosque’s loudspeaker. 5 Israeli soldiers were injured in friendly fire during the raid. Elsewhere, Israeli forces assaulted 4 Palestinians after detaining them in al-‘Azza refugee camp. Israeli forces also demolished a Palestinian home in Susiya in the Masafer Yatta area. In East Jerusalem, Israeli authorities demolished 4 Palestinian homes in Silwan, Ras al-Amud, and Wadi Qaddum, displacing 36 people. In Gaza, Israeli forces bombed Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Rafah, killing at least 194 Palestinians and injuring 499. Israeli forces also bombed 2 UNRWA shelters in Jabalia refugee camp and raided the Kamal Adwan Hospital for the second day in a row, arresting several people. Rockets fired from Gaza at Israel damaged a supermarket in Ashdod. In the Red Sea, 2 missiles were fired from Yemen at a commercial tanker, landing in the sea. Palestinian witnesses told Al Jazeera that Israeli forces brought Palestinians to the Shadia Abu Ghazala School in Faluja and executed them, including women, children, and babies. Footage from the building showed dead people lying on the floor of a classroom and hundreds of bullet casings. (AJ 12/13)

Senior Hamas official Mousa Abu Marzouk told Al-Monitor that Hamas could follow the PLO and recognize Israel as a step toward reconciliation with Fatah. Separately, Hamas political leader Ismail Haniyeh said in a speech that “[w]e are open to discuss any ideas or initiatives that could end the [Israeli] aggression and open the door for putting the Palestinian house in order in both the West Bank and the Gaza Strip,” calling any political arrangement in Gaza without the inclusion of Hamas a “delusion.” (ALM, HA 12/13; HA, HA 12/14)

A poll conducted by the Palestinian Center for Policy and Survey Research showed that 42% of Palestinians in Gaza and 44% of Palestinians in the West Bank said they support Hamas, up from 12% in September, while 88% said they wanted PA president Mahmoud Abbas to resign. U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Saudi Arabia, discussing the situation in Gaza and in the Red Sea. National Security Council spokesperson John Kirby said he believes that the U.S. still can foster a normalization deal between Saudi Arabia and Israel. State Department spokesperson Matthew Miller said ending Israel’s war on Gaza does not “serve the long-term security interest of everyone in the region.” President Joe Biden met with families of Americans held captive by Hamas, saying he will continue to do everything possible to secure their release. In the West Bank, Israeli settlers threw stones at Palestinian herders near Susiya. Israeli forces delivered demolition notices against 4 residential structures, 1 water tank, and 2 sheds near Nablus, 3 houses in al-Khadir, and 1 agricultural structure in Halhul. 19 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-‘Arub refugee camp, Dayr Nidham, Jenin, Tubas, and al-Khadir; during the raid in Bayt Umar, Israeli forces also confiscated 1 vehicle and during a late-night raid in Ramallah, clashes erupted, leading to tear-gas related injuries. In East Jerusalem, 1 Palestinian from the West Bank was arrested in al-Tur for not having an East Jerusalem ID. In Israel, 1 Palestinian from the West Bank was arrested at his workplace. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. According to the club, the Israeli football association had been questioning Al Nahyan’s integrity and actual financial assets. (HA 2/11; AJ 2/12)

Israeli forces were said to have attacked 2 locations in Syria, including in the Quneitra province and near the border of Syria and Iraq. There were no reports of damage or casualties. (HA 2/12)
