In the West Bank, IDF troops assault and arrest a Palestinian during a patrol in ‘Azun village near Qalqilya. They also arrest 13 Palestinians during late-night raids near Bethlehem, Ramallah, Hebron, Jenin, and Nablus, and patrol near Hebron. Palestinian youths throw stones at an IDF patrol outside a settlement near Hebron, sparking minor clashes; 1 Palestinian is arrested. In East Jerusalem, Israeli forces clash with Palestinians in Qalandia refugee camp and Issawiyya; there are no serious injuries. They also arrest a Palestinian during a late-night raid in the Old City. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. (MNA, WAFA 10/16; PCHR 10/19)

After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. His comments come after the Fatah Central Committee neglected to discuss the sanctions at a meeting on 10/15. Meanwhile, the PA’s director of border crossings, Nazmi Muhanna, arrives in Gaza. He says he is there to “to carry out the first article of the reconciliation agreement signed in Cairo [on 10/12] regarding taking over the crossings.” (TOI 10/16; MNA, TOI 10/17)

The Israeli NGO Peace Now reports that the Licensing Subcommittee of Israel’s Civil Administration has approved 31 building permits for new housing units in central Hebron, marking the first approval of new settlement construction in Hebron in 15 years. (AP, PCN, REU, TOI, YA 10/16; TOI 10/17)

A Syrian antiaircraft battery positioned east of Damascus fires on Israeli fighter jets allegedly flying in Lebanese air space, causing no damage or injuries. In response, the IAF launches an air strike on the battery. (HA, JP, NYT, TOI, YA 10/16)

In the 2d such incident in as many days, Israeli forces arrest several Islamic Waqf employees accused of planning maintenance work at Haram al-Sharif without permission from the Israel Antiquities Authority. Elsewhere in East Jerusalem, Israeli forces arrest a Palestinian youth, accusing him of planning an attack on Jerusalem’s Light Rail after finding a knife in his possession. In the West Bank, IDF troops clash with stonethrowing Palestinians during raids in 2 villages nr. Ramallah; 1 Palestinian is injured. IDF troops arrest 1 Palestinian during further raids and house searches nr. Jenin, Qalqilya, and Ramallah; and patrol nr. Hebron throughout the day. Meanwhile, Israeli forces demolish several residential structures, 2 offices, and 3 water tanks nr. Jericho and 2 agricultural structures nr. Hebron. Israeli settlers attack a Palestinian shepherd nr. Ramallah, injuring her and killing several of her goats. Late at night, around 400 settlers enter Awarta village nr. Nablus to perform religious rituals, sparking minor clashes between their IDF escort and Palestinian residents of the area (there are no serious injuries). Israel’s Shin Bet accuses the Palestinian manager of the Gaza branch of World Vision, a Christian aid group, with redirecting around $43 m. of the group’s money to Hamas over the past 6 years. The manager, Mohammad Halabi, was arrested at the Erez border crossing on 6/15. Hours later, the Australian govt. suspends its funding of World Vision. The charity responds, saying that programs in Gaza “have been subject to regular internal and independent audits, independent evaluations, and a broad range of internal controls,” and that they “have no reason to believe the allegations are true.” (NYT, TOI 8/4; TOI 8/5; AJ 8/9)

Egypt’s military announces that it has killed the leader of the Sinai Province of the Islamic State (SPIS) with a recent air strike nr. al-Arish in n. Sinai. The strike was one of many that reportedly killed 45 other SPIS fighters and destroyed a lot of their supplies and munitions. (HA, REU 8/4)

Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Hebron, 2 villages nr. Jericho, 3 villages nr. Jenin, 1 village nr. Qalqilya, 1 village nr. Salfit and 1 village nr. Tulkarm at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Jenin and in 1 village nr. Jericho at night. The IDF conduct a ground incursion close to the border nr. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

Jewish settlers nr. Ramallah prevent Palestinians fr. reaching their olive groves; Israeli border police intervene to disperse the settlers. Overnight and throughout the day, Hamas mbrs. angered over the assassination of a local leader on 10/12 engage in fierce clashes with Fatah mbrs. in Bayt Lahiya, leaving a 14-yr.-old Palestinian dead, around 50 Palestinians injured. The IDF conducts air strikes to destroy 2 vacant AMB buildings in n. Gaza; fires 3 shells at the eastern border of Gaza nr. alMaghazi r.c., causing no injuries; demolishes a Palestinian home in Bayt Hanina outside East Jerusalem for being constructed without permits; conducts arrest raids, house searches nr. Bethlehem, Jenin, Nablus; completes a section of the separation wall btwn. Qalandia checkpoint s. of Ramallah and the al-Ram and Dahiyat al-Barid area nr. Jerusalem. Nr. Tulkarm, 2 Palestinian teenagers throw Molotov cocktails at an IDF patrol, causing no injuries; 1 is shot, wounded by the IDF. Some 20 AMB gunmen occupy the n. Gaza governor’s office, Education Min. offices, and a shari‘a court for several hrs., demanding jobs in the PA security forces; some 400 Palestinians, including AMB mbrs., hold a similar protest outside the Fatah headquarters in Bethlehem. Just before Arafat meets with Clinton in Washington, Israel assassinates senior Fatah cmdr. Hussayn Ubayyat in Bayt Sahur, tracking him by helicopter and shelling his car, also killing 2 Palestinian bystanders, wounding his aide and at least 6 bystanders. After their mtg., neither Arafat nor Clinton express hope that Israeli-Palestinian clashes will end soon; the U.S. does not condemn the Israeli attack. Israeli-Palestinian clashes continue throughout the day. In addition to the fatalities fr. the Ubayyat assassination, a 4th Palestinian is shot dead by the IDF. In nr. Rafah, the IDF bulldozes 100s of dunams of agricultural land, demolishes 2 Palestinian homes, evacuates a 3d to create a new IDF outpost. The IDF also clears lands around the main road of Nazlit Issa village nr. Tulkarm, demolishes several greenhouses nr. Jinin. Jewish settlers set fire to 100 dunams of Palestinian crops outside Qalqilya, attack Palestinians and Palestinian property in Hebron and around Jinin.
