IDF troops shoot and kill a Palestinian driver at a junction nr. the Gush Etzion settlement after his car collides with the back of a bus, injuring an Israeli settler. The IDF describes the driver as an “assailant,” despite photographic evidence to the contrary. IDF troops raid the alleged attacker’s home nr. Jerusalem late at night, issuing arrest summons to his mother and 2 brothers. Meanwhile, the IDF arrests 3 Palestinians during late-night raids in Nablus, Qalqilya, and nr. Hebron; and patrols nr. Hebron throughout the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In East Jerusalem, Israeli forces destroy a set of iron gates guarding a Palestinian commercial area, remove the doors of a car wash in Issawiyya, and arrest 1 Palestinian during a late-night raid in Abu Dis. Palestinian women incarcerated at Israel’s Hasharon Prison launch protests in solidarity with the 1,500-plus Palestinian prisoners who declared a mass hunger strike on 4/17 (dubbed the Dignity Strike). IPS forces raid Section 14 of Ofer Prison nr. Ramallah, conducting searches and destroying the belongings of some prisoners. Separately, an IPS legal advisor informs Fatah leader Barghouti’s lawyers that they will be allowed to visit their client soon. They were reportedly denied access on 4/18. Meanwhile, Israeli forces violently disperse Palestinians marching through Abu Dis, East Jerusalem, in solidarity with the prisoners. (MNA 4/19; HA 4/20)

In the Beit Horon settlement nr. Ramallah, a settlement security guard shoots and kills 2 Palestinians after they allegedly stab 2 Israeli settlers, critically injuring both (1 will succumb to her injuries on 1/26). After the attack, the IDF encourages settlement security personnel to carry weapons at all times and tighten security procedures; locks down the nearby Bayt ‘Ur al-Tahta village where 1 of the alleged attackers was from, barring anyone from entering or exiting. Meanwhile, IDF troops conduct late-night raids and house searches in 2 villages nr. Qalqilya and 1 nr. Hebron, arresting 4 Palestinians; patrol during the day in 2 villages nr. Qalqilya and 1 nr. The Israeli press reports that the planning and building comm. of Israel’s Civil Admin. approved plans for the construction of 153 new settler residences in the West Bank last week, including 65 nr. Ariel; 28 in Carmel, s. of Hebron; and 60 in the Gush Etzion settlement bloc. The Israeli govt. does not confirm the announcement. Separately, PM Netanyahu orders the IDF to prepare a comprehensive plan to increase security in Israel’s West Bank settlements. (HA, TOI 1/25)

Senior Hamas and Fatah officials meet in Istanbul to discuss a possible resumption of national reconciliation talks, according to sources in Ramallah and Gaza. (TOI, XIN 1/25; NA 1/26)

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

The IDF sends armored vehicles, bulldozers into Gaza s. of Bayt Hanun to level land; local Palestinian gunmen exchange fire with the troops, leaving no injuries. In the West Bank, the IDF conducts arrest raids, house searches in Tulkarm town and r.c., nr. Jenin; uproots 100 Palestinian olive trees in al-Rihiyya nr. Hebron, sparking clashes with local Palestinians, injuring 1 boy. In Hebron, IDF soldiers angry over the 12/28 death of 2 settlers raid and vandalize a Palestinian home near the site of the killings, causing damage but no injuries. Jewish settlers fr. Gush Etzion stone Palestinian vehicles on roads nr. the settlement, damaging 3. Fatah mbrs., Hamas-affiliated security forces clash in Gaza, leaving 5 Palestinians (2 bystanders, 2 Hamas mbrs., 1 Fatah mbr.) dead, at least 30 injured; clashes start in Khan Yunis and spread to Bayt Lahiya, Dayr al-Balah, Gaza City, Jabaliya r.c., al-Maghazi r.c., Nussayrat r.c., and Rafah. Hamas officials say that the fighting began when Fatah mbrs. opened fire on worshipers leaving a mosque in Khan Yunis, killing a local Hamas figure and a 10-yr.-old boy. Separately, suspected unidentified assailants kidnap, assault, release a local Fatah leader in Gaza City; the family accuses Hamas, but Hamas blames internal Fatah disputes. The 2,000 Palestinian pilgrims denied reentry into Gaza by Egypt via the Rafah crossing (see 12/30) riot at a detention camp in al-Arish where Egypt is holding them; no serious injuries are reported. In the West Bank, the IDF fatally shoots the bodyguard for PA chief negotiator Ahmad Qurai‘ during an arrest raid on his Ramallah home, claiming he supplied weapons to Palestinian factions; conducts arrest raids, house searches in Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (lightly injuring 2). Armed Palestinians ambush, fatally shoot 2 offduty IDF soldiers (settlers fr. Kiryat Arba) hiking nr. Hebron; the soldiers manage to fire back, killing 1 Palestinian gunman, wounding 1; 2 others are believed to have escaped; responsibility is claimed jointly by the AMB and Islamic Jihad, and separately by Islamic Jihad and Hamas; the PA immediately denounces the attack. Jewish settlers fr. Gush Etzion nr. Bethlehem, angry over the attack, stone Palestinian vehicles driving nr. the settlement, damaging a taxi. In Gaza City, Hamas-affiliated security forces raid the Fatah-affiliated al-Azhar University, arresting 40 Fatah mbrs., confiscating 100s of banners they are preparing for rallies to mark Fatah’s 43d anniversary; prevent a smaller Fatah anniversary rally fr. being held in Nussayrat r.c. Hamas-affiliated police raid an area of Bayt Hanun to arrest a wanted Fatah mbr.; fire in the air to disperse angry residents who confront them with stones; no injuries are reported. Suspected Fatah mbrs. fire on a Hamas-affiliated internal security detention center in Gaza City, wounding 2 internal security officers. IDF troops on the Gaza border fire on Palestinian agricultural areas e. of Khan Yunis, sparking a fire that destroys a wheat field; discover, disarm a roadside bomb nr. the former Kissufim crossing e. of Khan Yunis. The Israeli navy fires on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF makes a predawn raid on Nablus, firing on residential areas and exchanging fire with Palestinian gunmen who confront them, shooting and wounding a pregnant Palestinian woman inside her home, causing her to lose her baby; 2 armed Palestinians, 1 IDF soldier are also wounded. The IDF also conducts arrest raids, house searches nr. Bethlehem (targeting the AMB) and in Balata r.c., Tulkarm; issues stop-work orders for 10 Palestinian homes, a mosque in villages nr. Negohot settlement w. of Hebron that would constrain eventual expansion of the settlement. Israel’s Jerusalem Construction and Planning Comm. approves plans to build 3 new ultra-Orthodox settlements on the outskirts of occupied East Jerusalem to create territorial unity btwn. Jerusalem and Gush Etzion s. of Bethlehem and btwn. Jerusalem and Beit El n. of Ramallah; the plans call for 20,000 housing units in the new settlements, plus 500 new units for settlers in Abu Dis. Abbas deploys 3,000 PA security forces under his control in Gaza City and n. Gaza as part of a new, high-profile “law and order” campaign meant to undermine Hamas. In Bureij r.c, unidentified gunmen fatally shoot a Fatah mbr. in a drive-by attack on a Fatah base.
