In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. Nearly 100 Palestinians were arrested during late-night raids in and around Biddu, Kobar, Arora, al-Mughayyir, al-Bireh, Bethlehem, Hebron, Sanour, and Marda. In Gaza, Israeli attacks killed at least 481 Palestinians, including 209 children. Israeli tanks entered Gaza, killing several people and damaging buildings. Israel also said it used combat helicopters to assassinate 4 Hamas members, Shadi Barud, Tareq Ma’ruf, Rafat Abbas, and Ibrahim Jadbah in Gaza City. Rockets were fired at Israel; no new injuries were recorded. In South Lebanon, Israeli forces attacked Ayta al-Shaab. The Gaza Ministry of Health said at least 7,028 Palestinians have been killed, including at least 4,000 women and children, and 18,482 have been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,600 people, including 900 children, were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 104 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,956 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. The Gaza Ministry of Health published the names and ID numbers of more than 7,000 Palestinians killed, including 2,665 children, in Israeli attacks since 10/7. The publication of the names comes 1 day after U.S. president Joe Biden questioned the reliability of the ministry’s data. (AJ, NYT 10/26)

PA minister of public works and housing minister Mohammad Ziyara said 200,000 housing units have been completely or partially destroyed by Israeli airstrikes since 10/7. Israel said that 224 people are being held captive in Gaza.  (AJ, WAFA 10/26)

Hamas leaders Bassem Naim and Moussa Abu Marzouk and Iranian deputy foreign minister Ali Baghiri Kani met with Russian deputy foreign minister Mikhail Bogdanov in Moscow. Israel condemned Russia for hosting members of Hamas. Hamas military spokesperson Abu Obeida said Israeli airstrikes have killed around 50 captives. Hamas political leader Ismail Haniyeh said in a speech that Israeli attacks on Gaza will “destabilize the entire region” and that the resistance in Gaza was “doing well.” (AJ, HA 10/26; AP, HA 10/27)

At the UN Security Council, PA foreign minister Riyad al-Maliki said Israel was waging “a war of revenge” with no real objective. Al-Maliki also met with ICC prosecutor Karim Khan in The Hague. The UN General Assembly also convened an emergency session. (REU, WAFA, WAFA, WAFA 10/26)

The UAE, Jordan, Bahrain, Saudi Arabia, Oman, Qatar, Kuwait, Egypt, and Morocco released a joint statement, condemning the targeting of civilians, forced displacement, and collective punishment of Palestinians in Gaza. (AJ, HA 10/26)

EU leaders agreed on a final communique after a 7-hour-long meeting on the Israeli attacks on Gaza, calling for “humanitarian corridors” and “pauses.” (AJ 10/26)

Brazilian president Luiz Inacio Lula da Silva said of Israeli attacks on Gaza, “it is not war, it is a genocide that has killed 2,000 children.” (AJ 10/26)

A venue in Israel canceled a Palestinian-Jewish conference after Israeli police warned the venue’s owner of “consequences.” The Higher Arab Monitoring Committee said Israel is “persecuting the Arab public, trying to prevent political meetings and silence them.” (HA 10/25; HA, HA 10/26)

The U.S. said it attacked 2 facilities with links to the Iranian Revolutionary Guard Corps in Syria. The U.S. also deployed 900 troops to the Middle East. A Pentagon spokesperson said that they were not going to Israel. (AJ 10/26; AJ, AJ, HA, HA, NYT 10/27)

The U.S. Senate unanimously passed a resolution denouncing anti-Semitism on campuses. In related remarks, senators conflated criticism of Israel with anti-Semitism. The Anti-Defamation League sent 200 letters to campuses in the U.S. requesting that they investigate Students for Justice in Palestine for possibly violating a law prohibiting support for a foreign terrorist organization. A Gallup poll found that U.S. president Joe Biden lost 11 percentage points among Democrats since September and that his overall approval rating has dropped from 41 to 37. (AJ, HA 10/26)

Switzerland suspended financial support for 6 Palestinian and 5 Israeli NGOs, including Adalah, Al-Shabaka, Gisha, 7amleh, HaMoked, Jerusalem Legal Aid and Human Rights Centre, MIFTAH: The Palestinian Initiative for the Promotion of Global Dialogue and Democracy, Palestinian Center for Human Rights, Palestinian NGO Network, Physicians for Human Rights, and the Women's Centre for Legal Aid and Counselling. Switzerland said it would analyze the feasibility of the programs. (HA 10/26)

In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. Israeli forces also pumped cement in 2 water wells in al-Ras and Kafr Abbush and seized a stone-cutting machine in Beit Fajjar. 8 Palestinians were arrested during late-night raids in Biddu, Beit Duqqu, Bethlehem, Bayt Rima, and Deir Nidham. In East Jerusalem, Israeli settlers assaulted Palestinian merchants at the Old City’s al-Khawajat market. 6 Palestinians were arrested during late-night raids in al-Tur. In Israel, 1 elderly Israeli woman was beaten to death in Holon; the Palestinian suspect was later found hanged in Tel Aviv. 1 Palestinian cancer patient died in Gaza while waiting to obtain a permit from Israel to travel to East Jerusalem for treatment. The man is the 6th Palestinian in Gaza to die of cancer this year while waiting for Israeli permission to travel for treatment. (PCHR 9/21)

A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. Türkiye president Recep Tayyip Erdoğan and Israeli prime minister Yair Lapid held a meeting on the sidelines of the UNGA. It was the 1st time since 2008 that an Israeli prime minister has met with the leader of Türkiye. (AX, HA 9/20; AJ, ALM, MEE, REU 9/21)

In the West Bank, Israeli settlers vandalized 69 olive and almond trees near Salfit. Israeli forces delivered stop-work orders for 4 structures east of Yatta and agricultural structures east of Tubas. Israeli forces also arrested 1 Palestinian working his land east of Khirbat Einoun and confiscated 1 vehicle. Elsewhere, Israeli forces placed dirt mounds on 4 roads linking Huwwara to ‘Ayn Bus, ‘Urif, and Jamaeen. 13 Palestinians were arrested during late-night raids in Hebron, Dura, al-Doha, Jalazun refugee camp, and Beita. PA president Mahmoud Abbas landed in Romania for the 1st day of 3-day trip to Romania and France where he will meet with Romanian president Klaus Iohannis and French president Emmanuel Macron. (WAFA, WAFA 7/18)

The Israeli defense ministry sent a letter to the lawyers representing 6 Palestinian rights organizations placed on the Israeli terrorism list, telling them they would need to get official permission to represent the organizations or face up to 7 years in prison. The letter was sent 2 days ahead of a hearing on the legality of the terrorism designations. (+972, HA 7/18)

Chief of staff of the Israeli armed forces Aviv Kochavi visited Morocco for meetings with Moroccan defense officials. 21 Democratic members of the U.S. House of Representatives led by Ayanna Pressley (D-MA) wrote a letter to secretary of state Antony Blinken and director of national intelligence Avril Haines, expressing concern over Israel’s decision to label 6 Palestinian rights organizations terrorist organizations without producing any credible evidence to support the claim. Earlier this month, 9 EU countries dismissed Israel’s allegations from 10/2021 due to the lack of evidence against the rights organizations. (AJ 7/18; MDW 7/19; AA, WAFA, WAFA 7/20)

EU foreign ministers agreed to restart the EU-Israel Association Council set up in 1995 but suspended in 2012 due to Israel’s settlement policy. EU high representative for foreign affairs Josep Borrell said that the situation in Palestine was deteriorating and that the annual meetings of the Association council “would be a good occasion to engage with Israel on these issues.” (HA 7/18; ALM 7/19; HA 7/26)

Amnesty International and Citizen Lab published a report saying that at least 30 cell phones belonging to Thai pro-democracy activists, academics, lawyers, and NGO workers were implanted with NSO Group’s Pegasus spyware in 2020 and 2021. (AI, HA 7/18)

In the West Bank, unknown assailants opened fire at a car carrying 4 settlers to Joseph’s Tomb, causing the driver to lose control of the vehicle, lightly injuring the 4 settlers. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. Saudi Arabia’s foreign minister Adel al-Jubeir told CNN in an interview that his country remains committed to the Arab Peace Initiative, saying “we need to have a process, and this process needs to include the implementation of the Arab Peace Initiative. In the West Bank, Israeli settlers vandalized 20 olive trees in the Masafer Yatta area. Israeli forces demolished 1 Palestinian-owned home in Deir Salah in Area A. Israeli forces also raided the Palestine Technical University in Tulkarm, causing tear-gas related injuries. Elsewhere, Israeli forces opened fire near a girl’s school in Duma, causing panic among students. 1 Palestinian minor was arrested at the Havat Maon settlement. 9 others were arrested during late-night raids in Hebron, Harmala, Rafat, Tell, Jenin refugee camp, and al-Yamun. PA prime minister Mohammed Shtayyeh and foreign minister Riyad al-Maliki met with Dutch foreign minister Wopke Hoekstra in Ramallah. Foreign Minister Hoekstra also met with representatives from the Palestinian NGO Al Haq, drawing ire from Israel as Al Haq is 1 of 6 Palestinian rights organizations that were deemed terrorist organizations by Israel in 10/2021. Hoekstra subsequently told reporters that “there isn’t a single European state—nor the United States—that has arrived at the same conclusions as has Israel [in regards to the terrorism accusations]. If there is proof, then we should see and we should review it. An accusation in and of itself can never be sufficient for a country that subscribes to the rule of law.” (WAFA, WAFA 5/18; JP 5/19)

Haaretz reported that the leaders of Turkey, Jordan, and the UAE had accepted an invitation by Israel’s president Isaac Herzog to discuss regional cooperation in climate change. (HA 5/18)

Israeli forces punitively demolish the Ramallah-area home of the Palestinian who killed an Israeli settler and injured 2 others in an alleged stabbing attack in the nearby Adam settlement on 7/26. The demolition sparks minor clashes with Palestinian residents of Kobar village, where the home is located; no injuries are reported. Elsewhere in the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area. Amid the clashes, IDF troops open fire on Palestinians in a vehicle allegedly speeding towards their position; 5 Palestinians are injured (2 seriously). IDF raids near Ramallah spark additional clashes; 1 Palestinian is injured and a Palestinian journalist is arrested. IDF troops arrest 17 more Palestinians, assault and injure 1, and issue 1 arrest summons during late-night raids in and around Ramallah, Jenin, Bethlehem, Hebron, Nablus; and patrol near Hebron and Tulkarm. The Jerusalem District Court rules that the Mitzpeh Kramim settlement outpost in the West Bank can be retroactively authorized, setting a precedent that could allow for the authorization of other illegal outposts that were established “in good faith” and with government support. Israel’s Civil Administration previously stated that it approved the construction of the outpost in 1999 based on erroneous mapping of the area. Israeli NGO Peace Now responds, “It is absurd to attribute ‘good faith’ to the settlers of an illegal outpost whose homes were built illegally and without permits on private Palestinians land, because of a ‘mistake’ made by the authorities in allocating the land.” (HA, YA 8/29)

With Egypt-mediated negotiations in Cairo ongoing, Hamas releases a statement affirming that there is a “national consensus” among the Palestinians in favor of a long-term cease-fire agreement with Israel and criticizing PA president Mahmoud Abbas for undermining the indirect talks toward a deal. Meanwhile, there are reports that both the talks on a long-term cease-fire with Israel and on the Palestinian reconciliation process have stalled. (JP, TOI 8/28)

Israeli forces arrest a Palestinian at a checkpoint in Shu‘fat r.c. after he allegedly attempts to stab 1 of them, causing no injuries. In the West Bank, 3 Israeli settlers go missing in the Hebron region. The IDF then shuts down checkpoints and conducts raids across the region, including in al-‘Arub r.c. nr. Hebron, where they spark minor clashes; 2 Palestinians are injured. Meanwhile, further IDF raids nr. Qalqilya spark clashes with stone-throwing Palestinians; there are no serious injuries. The IDF arrests 8 Palestinians during late-night raids nr. Tulkarm, Ramallah, Hebron, Nablus, and Bethlehem; and patrols nr. Nablus and Hebron throughout the day. An Israeli settler driver rams a Palestinian child in Yatta village nr. Hebron, moderately injuring him. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries or damage. In Gaza, Hamas forces arrest several local Fatah leaders across the region and issue arrest summons to a number of others. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. Separately, Israeli soldiers fire live ammunition at Palestinian farmers approaching the border fence nr. Khan Yunis, causing no injuries. Meanwhile, the Gaza power plant shuts down, having exhausted its fuel reserves. Scheduled power outages increase from 12 to 18 hours a day, on average, with all electricity consumed having been purchased from Israel and Egypt. Meanwhile, Hamas prevents 37 children orphaned during OPE from attending a 1-week publicity tour to Israel and the West Bank sponsored by an Israeli nongovernmental organization, saying that the trip’s goal was normalization. In the West Bank, an 8-year-old Palestinian from Nabi Salih is moderately injured when a leftover Israeli sound bomb explodes in his hand. IDF troops raid a school in a village s. of Bethlehem. Later, Israeli forces raze agricultural land in a village s. of Nablus, then set up earth mounds in the area in preparation for military exercises. The IDF also conducts house searches and arrest raids nr. Nablus, Jenin, and Ramallah, as well as Askar r.c. and Jenin r.c.; patrols nr. Tulkarm, Hebron, Jenin, and Jericho. An Israeli settler hits a 7-year-old Palestinian boy with his car, moderately injuring him, before fleeing the area s. of Hebron. The Israeli NGO Peace Now announces that an Israeli military cmte. has approved the construction of 829 new homes in West Bank settlements Givat Ze’ev, Nofei Prat, Shilo, Givat Salit, and Nokdim. The planned construction is condemned by Nabil Abu Rdeineh, aide to PA Pres. Abbas, as a “policy of escalation aimed at putting obstacles in front of the peace process.” (AFP, REU 11/25)

UN Secy.-Gen. Ban Ki-moon announces that an international peace conference on Syria will take place in Switzerland on 1/22/14, in an attempt to bring about direct talks between the Syrian govt. and opposition forces. The statement describes 1 of the key goals of the peace talks as “the establishment, based on mutual consent, of a transitional governing body with full executive powers, including over military and security entities.” (AP, REU 11/25) 

Pres. Obama, speaking during a visit to San Francisco, defends the deal with Iran, saying that the U.S. “cannot close the door on diplomacy.” In a clear criticism of those who have attacked the agreement, Obama says that “tough talk and bluster may be the easy thing to do politically, but it’s not the right thing to do for our security.” Meanwhile, Israeli PM Netanyahu announces that national security adviser Yossi Cohen will visit Washington to discuss the agreement with U.S. officials. The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

Israeli newspaper Yedi’ot Aharonot reports that the EU is preparing a new plan for Israeli-Palestinian peace talks, to be presented following the forthcoming Israeli elections. The plan reportedly will be detailed and aim to complete negotiations on core issues during 2013. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan. Israeli NGO Peace Now says that Israel’s Defense Ministry has published plans for around 200 new housing units in the West Bank settlement of Rotem in the Jordan Valley. Meanwhile, PM Netanyahu tells the cabinet that the government will ‘‘not allow anyone to harm the contiguity between Jerusalem and Ma’ale Adumim,’’ referring to the removal of Palestinian activists from the Bab al-Shams protest camp in the E1 area. Palestinian PM Salam Fayyad meets Arab League mbrs. to discuss the PA’s cash crisis and ways of raising the $100 m. promised by Arab countries but as yet undelivered. Fayyad claims that the situation may push 1.5 m. Palestinians into poverty. The Arab League agrees to form a delegation to press mbr. states to meet their financial obligations to the PA. PA pres. Abbas and Hamas leader Khalid Mishal hold separate meetings with Egyptian pres. Mohamed Morsi in Cairo to discuss ending the split between Fatah and Hamas. The focus of the talks is on forming a Palestinian unity government and holding overdue presidential and parliamentary elections in the West Bank and Gaza Strip. Hopes are not high that substantial progress will be made on implementing the national reconciliation deal agreed in Cairo in 2011. The developments are condemned by Israeli PM Netanyahu. As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, all but limited humanitarian imports, and most cross-border transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). Violence in the West Bank is low and restrictions on Palestinian movement between major population centers have eased noticeably. Israeli-Palestinian peace talks are on hold as Palestinian Authority (PA) Pres. Mahmud Abbas refuses to resume negotiations until Israel implements a comprehensive settlement freeze (which Israel rejects).Today in Gaza, 4 Palestinians are injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the Israel Defense Forces (IDF) conducts late-night arrest raids, house searches in and around Tubas, in Bayt Fajjar nr. Bethlehem, and in Qalandia refugee camp (r.c.) nr. Ramallah.
