More than 33,037 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,668 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 447 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 255 Israeli soldiers have been killed and 1,549 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 176 trucks carrying aid enter Gaza, including 10 trucks delivering food aid to northern Gaza. 1,850 gallons of fuel is delivered to northern Gaza to operate 13 water wells in Jabalia and Gaza City. U.S. forces airdrop 50,000 meals over northern Gaza. The Palestinian Red Crescent says 31 children have died of starvation in Gaza and that 1,000 children have lost 1 or both of their legs in Gaza. Haaretz reports that an Israeli doctor working at the Sde Teiman detention center wrote letters to Israeli ministers and the attorney general last week describing inhumane conditions at the center. The doctor says 2 Palestinians had their legs amputated due to handcuff injuries in the past 2 weeks and that detainees are blindfolded, fed through straws, forced to defecate in diapers, and constantly held in restraints. Israel releases 101 Palestinians who have been held in Israeli detention centers back to Gaza. The Shin Bet says it arrested 11 Palestinians, including 7 Palestinian citizens of Israel, who were allegedly planning to assassinate Israeli national security minister Itamar Ben-Gvir. The NGO Open Arms says it has suspended efforts to bring aid to Gaza by sea from Cyprus, citing the killing of 7 aid workers on 4/1. Open Arms director Oscar Camps says Gaza is a “dystopian laboratory where people’s blood flows while war technologies are tested and perfected.” Doctors Without Borders rejects Israel’s explanation that the attack on the aid workers was an accident, citing previous attacks on aid workers. Biden reportedly urges Netanyahu to take action to stop civilian suffering in Gaza, including by increasing aid access and expanding the powers of the Israeli negotiations team that is working on a ceasefire. Biden is also said to have informed Netanyahu that he would temporarily suspend further deliberations on arms transfers to Israel and requested that Israel send the U.S. a detailed report on the killings of the 7 aid workers who died in 3 airstrikes on 4/1. A White House readout of the conversation says, “US policy with respect to Gaza will be determined by our assessment of Israel’s immediate action” on steps to “address civilian harm, humanitarian suffering, and the safety of aid workers.” National Security Council spokesperson John Kirby says the U.S. expects “a drastic increase in the humanitarian assistance getting in, additional crossings opened up, and a reduction in the violence against civilians and certainly aid workers.” After the meeting, the Israeli war cabinet approves the opening of the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. Nearly 100 Palestinians were arrested during late-night raids in and around Biddu, Kobar, Arora, al-Mughayyir, al-Bireh, Bethlehem, Hebron, Sanour, and Marda. In Gaza, Israeli attacks killed at least 481 Palestinians, including 209 children. Israeli tanks entered Gaza, killing several people and damaging buildings. Israel also said it used combat helicopters to assassinate 4 Hamas members, Shadi Barud, Tareq Ma’ruf, Rafat Abbas, and Ibrahim Jadbah in Gaza City. The Gaza Ministry of Health said at least 7,028 Palestinians have been killed, including at least 4,000 women and children, and 18,482 have been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,600 people, including 900 children, were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 104 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,956 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. The Gaza Ministry of Health published the names and ID numbers of more than 7,000 Palestinians killed, including 2,665 children, in Israeli attacks since 10/7. The publication of the names comes 1 day after U.S. president Joe Biden questioned the reliability of the ministry’s data. (AJ, NYT 10/26)

Hamas leaders Bassem Naim and Moussa Abu Marzouk and Iranian deputy foreign minister Ali Baghiri Kani met with Russian deputy foreign minister Mikhail Bogdanov in Moscow. Israel condemned Russia for hosting members of Hamas. Hamas military spokesperson Abu Obeida said Israeli airstrikes have killed around 50 captives. A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. Saudi Arabia’s foreign minister Adel al-Jubeir told CNN in an interview that his country remains committed to the Arab Peace Initiative, saying “we need to have a process, and this process needs to include the implementation of the Arab Peace Initiative. The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013. At a counter-protest, the Kahanist lawmaker Itamar Ben-Gvir from Otzma Yehudit (Jewish Power) had set up an outdoor office protected by dozens of Israeli police officers. In a video of the counter-protest, the deputy mayor of Jerusalem Aryeh King was filmed yelling to a Palestinian activist, while standing next to Ben-Gvir, “Abu Hummus [the Palestinian activist], how is your ass? Did they take the bullet out of your ass? Did they take it out already? It is a pity it did not go in here,” pointing to his head. The lawyer representing the Palestinian families under the eviction threat in Shaykh Jarrah said the families reached an agreement with the Israeli settlers supposed to take over their homes, as was asked of them by an Israeli judge. The lawyer also said he had asked the court to allow more data to be presented on behalf of the Palestinians proving their ownership. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

Jordan’s Foreign Minister Ayman Safadi says that Jordan has no plans to negotiate with Israel over the 2 pieces of land that were leased to Israel for 25 years in the context of the 1994 Jordan-Israel peace treaty (Jordan’s King Abdullah announced plans not to renew those leases on 10/21). “We are a country with international standing,” he says. “We acted by the letter of the law and we have the tools to protect our interests.” (HA, TOI 10/22)

The Jerusalem District Court rules that the Mitzpeh Kramim settlement outpost in the West Bank can be retroactively authorized, setting a precedent that could allow for the authorization of other illegal outposts that were established “in good faith” and with government support. Israel’s Civil Administration previously stated that it approved the construction of the outpost in 1999 based on erroneous mapping of the area. Israeli NGO Peace Now responds, “It is absurd to attribute ‘good faith’ to the settlers of an illegal outpost whose homes were built illegally and without permits on private Palestinians land, because of a ‘mistake’ made by the authorities in allocating the land.” (HA, YA 8/29)

After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. There are no serious injuries, except in Bil‘in (3 wounded by bullets, 1 wounded by a tear gas canister), Ni‘lin (1 wounded by a bullet), Nabi Salih (2 wounded by bullets) and Kafr Qaddum (3 struck by tear gas canisters). Israel publishes tenders for 1,400 new homes in East Jerusalem and the West Bank, and also reissues tenders for 582 units in East Jerusalem that had failed to attract bids from contractors. According to NGO Peace Now, today’s announcement means that Israel has announced 5,349 new homes since peace talks restarted in 7/2013. (REU 1/10)

The Israeli NGO Peace Now announces that an Israeli military cmte. has approved the construction of 829 new homes in West Bank settlements Givat Ze’ev, Nofei Prat, Shilo, Givat Salit, and Nokdim. The planned construction is condemned by Nabil Abu Rdeineh, aide to PA Pres. Abbas, as a “policy of escalation aimed at putting obstacles in front of the peace process.” (AFP, REU 11/25)

UN Secy.-Gen. Ban Ki-moon announces that an international peace conference on Syria will take place in Switzerland on 1/22/14, in an attempt to bring about direct talks between the Syrian govt. and opposition forces. The statement describes 1 of the key goals of the peace talks as “the establishment, based on mutual consent, of a transitional governing body with full executive powers, including over military and security entities.” (AP, REU 11/25) 

Pres. Obama, speaking during a visit to San Francisco, defends the deal with Iran, saying that the U.S. “cannot close the door on diplomacy.” In a clear criticism of those who have attacked the agreement, Obama says that “tough talk and bluster may be the easy thing to do politically, but it’s not the right thing to do for our security.” Meanwhile, Israeli PM Netanyahu announces that national security adviser Yossi Cohen will visit Washington to discuss the agreement with U.S. officials.
