Two Palestinian children are killed when they accidentally trigger a piece of unexploded Israeli ordnance in al-Zarnuq village nr. Beersheba. Elsewhere in Israel, Israeli forces demolish the Bedouin village al-‘Araqib for the 112th time since 2010. In the West Bank, the IDF violently disperses Palestinians gathering outside Qalandia r.c. in solidarity with the 1,500-plus Palestinian prisoners on hunger strike since 4/17 (the Dignity Strike); 4 Palestinians are injured. IDF troops shoot and critically injure a Palestinian outside Huwwara village nr. Nablus after he allegedly attempts to stab 1 of them. They also conduct raids in Rumana nr. Jenin and Nabi Salih nr. Ramallah, sparking minor clashes with stone-throwing Palestinians in each; there are no serious injuries. The IDF arrests 2 Palestinians during further raids nr. Nablus and Hebron, and patrols nr. Qalqilya and Hebron. Israeli forces demolish several structures in the Jenin-area village of ‘Araba and 6 food stands in Ni‘lin nr. Ramallah. Israeli settlers set 100 Palestinian olive trees on fire outside Bayt Tamir nr. Bethlehem. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Israel’s Housing Ministry has revived plans for the construction of 10,000 housing units in a Jewish settlement in the West Bank nr. Qalandia, according to a report today in Haaretz. The Israeli press says that the construction was approved years ago, but later frozen because of pressure from former U.S. pres. Barack Obama. The plans are reportedly to be unveiled in 5/2017. IDF troops shoot and injure a Palestinian youth at a checkpoint nr. Qalqilya as she is walking home from school. The Israeli soldiers reportedly thought she was planning a stabbing attack (she will be released from detention on 9/22). Elsewhere in the West Bank, IDF troops raid the Bil‘in homes of several leaders in the activist groups that organize the Friday protests in the Ramallah-area village, confiscating a number of cell phones and computers. Late at night, 2 Israeli soldiers torch a Palestinian-owned lumber warehouse in Nablus, and IDF troops arrest 7 Palestinians during raids and house searches nr. Tulkarm, Jenin, Bethlehem, and Tubas. In East Jerusalem, Israeli forces continue targeting Shu‘fat r.c., arresting 5 Palestinians during raids in the camp and in Abu Dis. Along Gaza’s border, IDF troops open fire on Palestinian homes nr. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. The elections had been postponed indefinitely on 9/8 because of challenges to their legitimacy. (AFP, MNA 9/21)

The Egyptian authorities open the Rafah border crossing to allow Palestinian pilgrims to return from their trip to Saudi Arabia. They are set to open it again on 9/22 and 9/23. (MNA 9/23)

While in New York for the UN General Assembly (UNGA) meeting, Israeli PM Netanyahu meets with U.S. pres. Obama. They reportedly do not discuss the push for Israeli-Palestinian peace that the Obama admin. is rumored to be planning after the U.S. election in 11/2016. In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. Elsewhere, Israeli forces confiscate a tractor from a village nr. Nablus and level farmland outside a bedouin village in the Negev. They also conduct raids nr. U.S. VP Joe Biden arrives in Israel, meets with former Israeli pres. Shimon Peres in Jaffa, and pledges “total, unvarnished commitment” to Israel. Israeli settlers throw stones at Palestinian vehicles nr. Nablus and Bethlehem, causing damage. Late at night, IDF troops clash with stone-throwing Palestinian youth in e. Nablus, injuring 19 with live ammunition, rubber-coated metal bullets, tear gas, and stun grenades. The IDF raids a barber shop in ‘Askar r.c. nr. Nablus and a home nr. Senior PLO official Wasel Abu Yousef says that the Palestinians will not enter a new round of peace negotiations with Israel unless a deadline for the occupation is set. Meanwhile, in Tunisia, PA Pres. Abbas says that the Palestinians welcome the French efforts to resume Israeli-Palestinian peace negotiations and have the UNSC pass a corresponding res. Israel’s Housing Ministry issues tenders for the construction of 85 new residences in the Givat Ze’ev settlement, n. of Jerusalem, and 1,500 new hotel rooms in the Jabal Mukabir neighborhood of East Jerusalem. The U.S. House of Representatives passes the Iran Nuclear Agreement Review Act by a vote of 400–25. (It passed in the Senate on 5/7.) The bill now goes to Pres. Obama, and White House spokesperson Josh Earnest says that he intends to sign it into law.

Hamas in Gaza releases a statement criticizing the PASF’s arrest of over 100 Hamas affiliates in the past 2 weeks, including 40 on 3/8. They accuse the PA unity govt. of using the arrests as retaliation for the detention of senior Fatah official Mamoun Sweidan in Gaza over the past few days. (MNA, YA 3/9)

Led by Sen. Tom Cotton (R-AR), 47 Republican senators sign and release an open letter to the leaders of Iran. It says that they will consider any agreement the Obama admin. signs with the P5+1 in their negotiations with Iran to be merely an executive agreement, and that such an agreement could be revoked or modified in the future. Meanwhile, IAEA officials arrive in Tehran for talks on Iran’s nuclear program, specifically the results of the IAEA’s recent (2/19) report on Iran’s compliance with the JPOA, which governs its negotiations with the P5+1. In the Gaza Strip, IDF opens fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF conducts night patrols in 1 village each nr. Qalqilya and Tulkarm. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

In Hebron, Palestinians demonstrate to mark the anniversary of the 1994 massacre of Palestinian worshippers by a Jewish settler at the Ibrahimi Mosque/Tomb of the Patriarchs, leading to clashes with the IDF that leave 2 Palestinians injured. Meanwhile, IDF forces violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. U.S. pres. Barack Obama gives a major speech on the Middle East meant to reassess U.S. priorities in the region, particularly in light of the recent prodemocracy uprisings (the “Arab Spring”). He speaks extensively about the peace process at the close of the address (including denouncing the Palestinian statehood initiative, urging against Hamas participation in a national unity government, and endorsing the 1967 lines with agreed land swaps as the basis of border negotiations) but does not offer a new U.S. peace initiative.
