IDF troops on the Gaza border e. of Khan Yunis fire warning shots at 3 Palestinians approaching the border fence, moderately injuring each of them; e. of Jabaliya fire warning shots at Palestinian farmers nr. the border fence, causing no injuries. Off the coast nr. Rafah, Egyptian naval forces detain 9 Palestinian fishermen. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 7 are injured. The IDF conducts house searches and raids in Hebron and 1 village nr. Ramallah, arresting 1 Palestinian and issuing summons to another; patrols in al-‘Arub r.c. nr. Hebron, in and around Qalqilya, 2 villages nr. Tulkarm, and 1 nr. Jenin. The PASF clashes with stonethrowing Palestinians in Balata r.c. nr. Nablus; 2 young boys are injured in the crossfire. UN Secy.-Gen. Ban Ki-moon calls Israeli PM Netanyahu and urges him to renew his commitment to the 2-state solution. Meanwhile, the UN Commission on the Status of Women approves a res. condemning Israel for the grave situation of Palestinian women under occupation. (MNA, YA 3/20; AP, MNA, TOI 3/21)

The Palestinian Football Association (PFA) submits a formal res. to FIFA, the body governing international soccer, calling for the Israel Football Association (IFA) to be suspended until Palestinian players and coaches are allowed to move freely, facilities can be developed without obstruction, Israeli settler soccer clubs are banned from playing in IFA competitions, and the IFA takes “firm action” to eliminate racism in its leagues. The res. is scheduled for a vote at the annual FIFA conference on 5/29. (REU 3/31)

On the 5th day of bilateral nuclear negotiations between reps. of the U.S. and Iran in Lausanne, Switzerland, Iran’s delegation is forced to return to Tehran 2 days early after Pres. Hassan Rouhani’s mother dies. The negotiations will resume on 3/26. Meanwhile, an IAEA report on Iran’s compliance with the JPOA is leaked to the press. It concludes that Iran is upholding its commitments, including capping uranium enrichment at 5% and holding any “further advances” at its enrichment facilities and the Arak heavy water reactor. Separately, 367 mbrs. of the U.S. House of Representatives send a letter to Pres. In the Gaza Strip, unknown assailants throw a grenade into the home of Fatah Asst. Dep. of the Palestinian Civil Affairs Ministry Nasser al-Sarraj. The grenade does not explode and no one is injured. In 2 separate incidents off the coast nr. Gaza City and Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops e. of Rafah detain 2 armed Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces demolish a water distribution network that services the n. Jordan Valley, as well as a house and a barn nr. Hebron. Sparked by an IDF raid in c. Bayt Umar nr. Hebron, Palestinian residents clash with the Israeli troops, lightly injuring 1 soldier. Nearby, IDF troops shoot tear gas canisters at Palestinian youth as they leave an UNRWA school. The IDF also conducts arrest raids and house searches nr. Hebron and Ramallah; patrols nr. Hebron, Jenin, Qalqilya, Ramallah, and Tulkarm. In East Jerusalem, an Israeli settler attempts to kidnap a Palestinian child in Jabal Mukabir. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. The Israel Electric Corporation announces that it will begin intermittently cutting power to the West Bank at the end of the mo. due to the PA’s outstanding debts, which total around NIS 1.8 m. (around $458 m.). (MEMO, YA 1/29) 

Yisrael Beytenu delivers a petition to the Central Elections Comm. (CEC) calling for the disqualification of MK Haneen Zoabi from the 3/17 elections on the basis of her support for boycott and armed resistance against Israel. (HA, JP 1/29)

The U.S. Senate Banking Comm. votes, 18–4, to pass the Nuclear Weapon Free Iran Act of 2015, which Sens. Menendez (D-NJ) and Kirk (R-IL) introduced on 1/27. A White House spokesperson consequently reaffirms Pres. Obama’s pledge to veto the bill. (AFP, REU 1/28; AP, YA 1/29)

Seventy-five U.S. sens. sign on to a letter, initiated by Sens. Kirsten Gillibrand (D-NY) and Marco Rubio (R-FL), to U.S. Secy. of State Kerry calling for a suspension of aid to the PA while the Obama admin. reviews the Palestinians’ accession to the ICC. (JTA 1/30)

In the West Bank, the IDF conducts house searches and arrest raids in Qalqilya and 1 village nr. Hebron at night; patrols in 1 village nr. Qalqilya at night. Jewish settlers from Beit El nr. Ramallah throw stones at Palestinian vehicles, while in a separate incident, settlers uproot some 40 Palestinian olive trees in the s. Hebron hills. In East Jerusalem, Jerusalem municipality-owned bulldozers level lands to make a trench between Issawiyya village and French Hill settlement, at the request of the latter’s residents. Palestinian official Nabil Shaath tells the media that U.S. Secy. of State Kerry had “guaranteed us in writing” that talks would start from the 1967 lines, with State Dept. spokesperson Marie Harf subsequently denying such a document. (NYT 9/9)

The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. The aid is the final part of the European Neighbourhood and Partnership Instrument assistance, with the total contributed to the Palestinians in 2013 now standing at €300 million. (MNA 9/9)

Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. Syrian FM Walid Muallem welcomes the Russian proposal as a way of preventing “an American aggression.” (AFP, AP, REU 9/9)

The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed.
