The Palestine Chronology

In the West Bank, Israeli settlers allowed their sheep to graze on Palestinian farmland planted with olive tree saplings and chickpeas in al-Khader. Israeli settlers also threw stones at Palestinian vehicles near Burqa. Elsewhere, Israeli settlers vandalized 40 olive tree saplings in Sinjil. Israeli settlers also erected structures on Palestinian-owned land in Jalud. Meanwhile, armed Israeli settlers assaulted 1 Palestinian man and set up a canopy near al-Khader. 2 Palestinian minors were arrested near the Aida refugee camp. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to clear the area for Israeli settlers; 15 Palestinians were injured by baton rounds and tear gas, and some 60 were arrested. Nearly 1,000 Israeli settlers toured the compound, waving Israeli flags. The PA and Jordan condemned the dispersal of Palestinians at the compound and the settler visit. In Gaza, 1 Palestinian was arrested near the Gaza fence east of Khan Yunis. In Israel, unknown assailants killed 3 people and wounded 4 others during a knife and axe attack in the Ultra-Orthodox city of Elad. Israel said they had identified 2 suspects from Jenin. PA president Mahmoud Abbas condemned the attack. Thousands of Palestinians commemorated the Nakba by marching to the depopulated village of Mi‘ar in the Galilee. Israel extended the closure of all crossings between Gaza, the West Bank, and Israel to 5/8, citing the attack in Elad (see above). The crossings were scheduled to be reopened at midnight on 5/5. (HA 5/1; HA 5/5; AJ 5/6)

Israel published a declaration signed on 4/12, which seizes 22,000 dunams (5,445 acres) of land south of Jericho for an Israeli nature reserve named Nachal Og in the West Bank. About 6,000 dunams (1,483 acres) are privately owned by Palestinians. Palestinians will be forbidden from grazing their livestock and planting on the 22,000 dunams once the declaration takes effect, 60 days after its publishing. (WAFA 5/5; PCN 5/24; HA 5/25)

In the Gaza Strip, a bomb explodes in an Egyptian troop transport in the n. Sinai Peninsula along the border with Gaza. Then, Egyptian soldiers open fire on 2 Palestinian military posts across the border nr. Rafah, causing no injuries. The Hamas-run govt. in Gaza says that it was not involved in the initial bombing, while Egyptian authorities blame Hamas for the bombing. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Meanwhile, dozens of Palestinian refugees gather in front of the Ministry of Labor, protesting the lack of jobs in the Strip. In the West Bank, around 250 Palestinian and international activists set up a tent camp, named “Gate of Jerusalem,” in Abu Dis to protest the Israeli govt.’s settlement policies and its plans to displace Palestinian bedouins in the E1 area. Late at night, Israeli soldiers raid the camp and later return to demolish it and forcibly remove the activists. IDF troops conduct late-night house searches and arrest raids nr. Hebron and ‘Aqabat Jabir r.c.; patrols nr. Hebron, Jenin, Jericho, and Qalqilya. They also deliver demolition notices to the Palestinian owners of 3 tents and 2 barns nr. Ramallah. Meanwhile, Israeli settlers, accompanied by IDF troops, break into a Palestinian residential complex nr. Bethlehem and erect Israeli flags. In East Jerusalem, over 20 right-wing Jewish activists accompanied by 12 Israeli police enter Haram al-Sharif and tour the area. During a patrol in the Old City, Israeli forces arrest a Palestinian. Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. A Hamas suicide bomber detonates a device at a crowded West Jerusalem pizzeria, killing 13 Israelis, 1 American, 1 Brazilian and wounding at least 90. Afterward, angry Israelis in Jerusalem, Jewish settlers in Hebron attack Palestinians in the streets, with little intervention fr. Israeli police, soldiers. Fearing a massive Israeli strike, Palestinians throughout the occupied territories close offices and stores, take refuge in their homes. Meanwhile, Palestinian gunmen fire on a vehicle nr. Jinin, killing 1 Jewish settler, wounding 3. The IDF directs heavy machine gun fire at residential areas of Bayt Lahia, Jericho, Khan Yunis, Nablus, Rafah; bulldoze a Palestinian home in Gaza. Immediately after the bombing, the IDF senior command, Israeli cabinet convene separately to discuss response scenarios. The cabinet agrees to a new strategy of hitting PA targets only with the aim of forcing Arafat to choose btwn. a full cease-fire, destruction of the PA. This evening, Sharon meets with his security cabinet, which also decides to set up new police stations in East Jerusalem. Late tonight (2:00 a.m. local time), Israel sends F-16s to destroy a PSF post in Ramallah; sends more tanks into Gaza, bulldozing 1 PSF post. Israeli security forces occupy 10 unofficial PLO offices in East Jerusalem, including Orient House (the symbolic PLO FMin.); also detain 8 Orient House employees for questioning, confiscate files, remove the Palestinian flag, raise an Israeli flag. The IDF takes over the Abu Dis mayor's residence, several surrounding homes Israel claims are used as PA security command centers, marking the 1st reoccupation of sites in area B. Sharon declares that "Orient House will not open again. Ever. We will not leave Abu Dis." The State Dept. says the actions mark a "political escalation." Russia warns Israel has crossed a "dangerous line." In response, Israel removes the Israeli flag fr. Orient House. Last day for inhabitants of collaborator village of Duhaynah in southern Gaza Strip to go to Palestinian self-rule area.  Under 5/4 accord, village will remain under Israeli control.  Reportedly, 55 collaborator families have already left.  (TJT 5/20)
