In the West Bank, Israeli forces shot and arrested 1 Palestinian trying to enter Israel for work at the separation wall near Zeita. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested PA governor of Jerusalem Adnan Ghaith during a house raid in Silwan. Governor Ghaith was later placed in house arrest on 8/4. 2 others were arrested, including 1 in the Hadassah hospital and 1 at the Damascus Gate plaza. The Israeli security cabinet voted to deduct $176 million from its yearly transfer of PA taxes collected by Israel to the PA, saying it is the amount the PA pays to Palestinian militants in Israeli prisons and their families. Meretz leader Nitzan Horowitz abstained from voting, calling the vote a charade as Israel makes up the money in other payments to the PA to alleviate its financial issues. PA presidential spokesperson Nabil Rudeineh called the decision “robbery” and said the PA will not change its policy. (HA, WAFA, WAFA 7/31; MEMO 8/1)

The Israeli cabinet approved plans for the construction of a joint industrial park with Jordan. The $59 million plan will see Israeli and Jordanian factories on the Jordanian side while a logistics wing will be built in Israel above the West Bank. In the West Bank, 9 Palestinians were arrested during late-night raids in Bayt Awa, Beit Umar, al-Twana, Nablus, and Birin. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, detaining and assaulting 2 and arresting 3 others. An Israeli court ordered a punitive demolition against the family home of 1 Palestinian in Silat ad-Dhahr accused of killing 1 Israeli settler on 20 December 2021. (WAFA 4/7)

3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. The organizations said that verbal condemnation of the designations had not helped their situation. (AHQ 4/6; MDW 4/12)

Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. In the West Bank, Israeli forces delivered a stop-work order for a house in Fasayil. In East Jerusalem, Israeli forces handed demolition orders for 1 house, 1 canopy, and 1 house stable in Isawiya. Israeli forces detained PA governor of Jerusalem Adnan Ghaith before handing him orders not to enter the West Bank for 6 months. Meanwhile, Israeli forces violently dispersed Palestinians gathered at the Damascus Gate plaza with baton rounds and stun grenades; at least 1 was injured. 12 were arrested in the Old City and 2 in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. 1 Palestinian citizen of Israel was sentenced to death in the UAE for possessing 0.5 kilo of cocaine. Joint List chairperson Ayman Odeh said he had been in contact with Israeli president Isaac Herzog and foreign minister Yair Lapid to have them help save her life. (AP, CNN, HA 4/5)

Palestinian-French lawyer and activist Salah Hamouri, who is currently held by Israel in administrative detention, filed a complaint to the prosecutor of the Paris judicial court in France against the NSO Group for illegally hacking his phone using Pegasus spyware. (AJ, WAFA 4/5; WAFA 4/6)

Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 8 with rubber-coated bullets and others with tear gas. 2 Palestinians were arrested, including 1 during late-night raids in Jalazun refugee camp and 1 at a checkpoint near Zabbuba. In East Jerusalem, Israeli settlers raided Ras al-Amud, leading to a confrontation between Palestinians and Israeli police; 3 were arrested. 2 other Palestinians were assaulted and arrested near the Damascus Gate plaza. The Israeli state prosecutor’s office charged 4 Palestinians from Sur Baher with acts of terrorism and supporting Hamas. Israel claimed that they were tasked by Hamas to “establish and operate a military and organizational infrastructure in Jerusalem.” (HA, JP 3/18)

In the West Bank, Israeli settlers with military escort, for the 3d day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya. Israeli forces violently dispersed the funeral procession for a 14-year-old boy who was killed by Israeli forces on 2/22, causing tear-gas related injuries. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Elsewhere, Israeli forces demolished 4 residential structures and 1 agricultural structure in Lasifer, displacing 30 Palestinians, and demolished 4 residential structures in Shaab al-Batm in the Masafer Yatta area, displacing 40 Palestinians. Israeli forces also delivered a punitive demolition notice against the home of 1 Palestinian prisoner in Silat al-Harithiya. 22 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Salfit, Nablus, Jenin, and Deir Jarir. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured Sheikh Jarrah in protest over the 2/22 Israeli court decision to freeze the eviction of the Salem family. 14 Palestinians from the West Bank were arrested near the Damascus Gate plaza for being in East Jerusalem without a permit. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. The climate conference was organized by Haaretz and Hebrew University. (HA, HA 2/23)

At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. Also at the security council meeting, the PA ambassador to the UN Riyad Mansour charged Israel with crimes of apartheid, listing a number of violations committed by Israel, while wearing a mask with the text “End Apartheid.” (MEMO, TOI 2/23; AJ, MEE, MEMO 2/24)

In the West Bank, Israeli settlers raided Sabastia, throwing stones at 2 Palestinian homes. Israeli settlers with military escort raided Burqa, leading to a confrontation between Israeli forces and Palestinians protecting their land; tear-gas related injuries were reported. Meanwhile, Israeli settlers threw stones at Palestinian vehicles outside of Burqa. Some 1,200 Israeli settlers visited the evacuated Homesh settlement outpost, bypassing Israeli checkpoints without incident. Israeli forces blocked a road between Nablus and Jenin near Sabastia. 1 Palestinian was arrested during a raid in Qalqilya. In East Jerusalem, head of the Anti-Judaization Committee Naser al-Hidmi received a notice that he was banned from traveling for 5 months. 2 Palestinians were arrested, including 1 minor during a late-night raid in Silwan and 1 while present at the Damascus Gate plaza. In Israel, Palestinians protested in Beersheba in support of the about 130 Palestinians who have been arrested while protesting displacement of Bedouin communities in the Naqab in the past week. The town of Kafr ‘Aqab in East Jerusalem experienced severe flooding after heavy rainfall overnight, causing damage. Kafr ‘Aqab, which is within the Israeli-annexed Jerusalem municipal boundaries but is on the West Bank side of the separation wall, lacks municipality services, causing issues like the severe flooding. The Knesset ministerial committee for legislation approved a bill that would bar Palestinians married to Israeli citizens from getting residency rights in Israel. The bill, which must still pass in the Knesset, builds on a temporary ban on Palestinian family unification, which expired in July 2021. Interior minister Ayelet Shaked has acted as if the ban did not expire in July and has been ordered by the Israeli supreme court to pass legislation justifying her policy. (HA, JP, TOI 1/16)

In the West Bank, PA forces arrested 3 Palestinians in Jenin, leading to gunmen opening fire at a PA office in the city; the 3 Palestinians were released shortly after by the PA. Armed Israeli settlers raided Susiya, chanting racist slogans and throwing stones, injuring 1 Palestinian man. Israeli forces violently dispersed a protest in al-Bireh, injuring 1 journalist with a rubber-coated bullet; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 12 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2 with rubber-coated bullets and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 4 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinians protesting in Qalqilya, injuring 5 with rubber-coated bullets. Separately, Israeli forces confiscated 1 excavator in Kuseis near Dura. 7 Palestinians were arrested, including 4 during late-night raids in Beita and Aida refugee camp and 3 at a checkpoint near Jenin. In East Jerusalem, 1 Palestinian family demolished parts of their own home in Ras al-Amud. 1 Palestinian was arrested at the Damascus Gate plaza. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Khan Yunis; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of al-Fukhari, Dayr al-Balah, and al-Qarara; no injuries were reported. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound.
