In the West Bank, Israeli settlers attacked 2 Israeli soldiers and 1 Palestinian man with tear gas when the 2 soldiers were asking the Palestinian about settler vandalism at al-Mughayyir near the Adei Ad settlement outpost. Israeli settlers from the Ariel settlement also vandalized Palestinian property in Marda, spraying racist graffiti on walls and vehicles and puncturing tires. Elsewhere, Israeli settlers stole olive harvesting equipment in Burin. Israeli forces issued a demolition notice for a newly built road connecting Ya‘bad and Khirbat Emreha. Israeli forces also delivered notices for the seizure of 40 dunams (9.9 acres) of land in Yasuf. 10 Palestinians were arrested during late-night raids in and around ‘Azzun, Beita, Burqa, Nawawrah, Beit Umar, and Hebron; during the raid in Beit Umar, Israeli forces damaged 2 vehicles and fired tear gas at Palestinians confronting the soldiers. In East Jerusalem, Israeli forces violently dispersed Palestinians from the Damascus Gate plaza, forcing them to leave the area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of Gaza; no injuries were reported. The Jerusalem local planning committee approved the expropriation of land in the planned East Jerusalem Israeli settlement of Givat Hamatos, where 1,257 housing units are planned, along with filing plans to expand Pisgat Ze’ev. (AJ, HA, MEE, MEMO 10/14; AP, TOI 10/15)

Some 400 Palestinians held in Israeli prisons started an open-ended hunger strike to protest new restrictions imposed after 6 prisoners escaped Gilboa prison on 9/6. (MEMO, WAFA 10/14)

In Syria, Syrian officials said Israel had conducted an air strike near Palmyra, targeting a telecommunications tower and causing damage. Russia said that the Syrian air defense system did not engage the Israeli-fired missiles because the Israeli jets firing them were using civilian airplanes as cover. 9 people were killed in the attack, according to the London-based Syrian opposition group Syrian Observatory for Human Rights. Chairman of the Religious Zionist party Bezalel Smotrich told Palestinian Israeli lawmakers during a Knesset discussion that they are only in Israel because “Ben-Gurion didn’t finish the job and throw you out in 1948.” Smotrich also called the lawmakers “terror supporters.” (HA 10/13; MEMO 10/14)

Israel’s regional cooperation minister Issawi Frej and deputy minister of foreign affairs Idan Roll met with Sudanese justice minister Nasredeen Abdulbari in Dubai. U.S. secretary of state Antony Blinken met with Israeli foreign minister Yair Lapid and later had a trilateral meeting with Foreign Minister Lapid and foreign minister of the UAE Sheikh Abdullah bin Zayed Al Nahyan in Washington D.C. During a press conference, Secretary Blinken said that the U.S. is moving forward with reopening the U.S. consulate to Palestinians in Jerusalem, despite Israeli opposition. An armed Palestinian opens fire on Israeli settlers at the Barkan Industrial Park near the Ariel settlement, killing 2 and seriously injuring a 3d. The assailant evades arrest and flees the scene. IDF troops then set up dozens of mobile checkpoints and conduct raids and searches in the area. Elsewhere in the West Bank, IDF troops arrest 18 Palestinians during raids near Hebron, Tulkarm, Ramallah, Bethlehem, and Nablus; and patrol near Hebron, Tulkarm, Qalqilya, and Salfit. Israeli settlers break the windows of 10 Palestinian vehicles at a showroom near Salfit. In East Jerusalem, more than 100 right-wing Jewish activists tour Haram al-Sharif. Along Gaza’s border, an Israeli aircraft conducts an air strike on a group of Palestinians near Rafah who were allegedly preparing to fly incendiary kites and balloons into southern Israel; there are no reported injuries. Meanwhile, Israeli firefighters put out 5 fires in border communities allegedly sparked by such kite and balloon attacks emanating from Gaza. In the Gaza Strip, an Israeli air strike kills 2 Palestinians in Bayt Hanun, a mbr. of Islamic Jihad and the other a mbr. of the PFLP. Meanwhile, Israeli forces open fire on farmland nr. Dayr al-Balah, causing no injuries, and separately, open fire on lands nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops fire tear gas and rubber-coated metal bullets at Palestinians in Bayt Furik nr. Nablus, wounding 1, as residents try to repel Jewish settlers. The IDF patrols in 1 village nr. Hebron at night. In East Jerusalem, Israeli forces raid the Abu Dis campus of al-Quds University, firing tear gas and rubber-coated metal bullets after students clash with a group of soldiers checking IDs at the entrance. The opposing sides of Syria’s civil war meet in Montreux, Switzerland, as a long-awaited UN peace conference gets underway. The 1st day’s agenda is occupied by formal speeches; Syrian FM Muallem and opposition leader Jarba both issue strident denunciations of their opponents. U.S. Secy. of State Kerry calls the rough start to the talks “a tough and complicated process.” Meanwhile, a shell fired from inside Syria strikes a home in n. Lebanon, wounding 1. In the Gaza Strip, Israeli forces kill a senior Islamic Jihad operative in an air strike on Jabaliya r.c., wounding 2 (including a child). The Israeli military claims the targeted operative was responsible for rocket fire. Two other Israeli air strikes cause some damage but no injuries. Islamic Jihad say that strikes on Gaza may lead to the end of the cease-fire broadly observed since 11/2012. Separately, Israeli forces open fire on Palestinian farmers close to the border fence nr. Bayt Hanun, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages each nr. Hebron and Ramallah, Jenin and 1 nearby village, and in Nablus at night; patrols in 3 villages nr. Israel’s Justice Minister Livni and Special Envoy Yitzhak Molcho depart for Washington to meet with U.S. Secy. of State John Kerry, to discuss details of his draft framework for a peace agreement. Other attendees of their meeting include Israeli amb. to the U.S. Ron Dermer and U.S. mediator Martin Indyk. Meanwhile, Israeli radio reports that Netanyahu has told Kerry that he intends to annex a 4th bloc of settlements, adding Beit El-Ofra-Psagot to the Etzion, Ma’ale Adumim and Ariel blocs. UN Secy.-Gen. Ban Ki-moon says that he invited Iran to the Syria peace talks in Switzerland and held discussions with Iranian FM Zarif about the constructive role the country could play. In response, the U.S. says the invitation should be withdrawn unless Tehran states its support for the 2012 agreement establishing a Syrian transition govt. (i.e., the 6/30/12 Geneva Communiqué). Israel approves construction of 277 new apartments in Ariel settlement deep in the West Bank, which Israel seeks to retain under final status. The Quartet condemns the decision, stating that “unilateral action by either party will not be recognized by the international community.” During the day, IDF troops on the Gaza border fire on Palestinian fishermen on the beach nr. Bayt Lahiya (wounding 1) and on farmers who stray too nr. the border fence e. of Khuza in s. Gaza (wounding 1). Late in the evening, unidentified Palestinians fire 2 Grad rockets fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF retaliates with 9 air strikes on 3 Hamas training facilities (Gaza City, Khan Yunis, Rafah) and a smuggling tunnel on the Rafah border, wounding a 7-yr.-old boy outside his home. Separately, the IDF makes an air strike on 3 armed Palestinians preparing to fire another rocket into Israel, killing 1 Hamas mbr. and seriously wounding 2. In a bid to secure the backing of rightwing coalition partners for a package of U.S. guarantees for a short extension of the settlement freeze, Netanyahu proposes legislation that would require those becoming Israeli citizens to pledge a loyalty oath to “the State of Israel as a Jewish and democratic state,” as opposed to simply “the State of Israel” as it is now worded. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF retaliates with a late-night air strike on an IQB training site in the Shaykh Ridwan area of Gaza City, destroying a building, damaging 30 surrounding buildings and 3 cars, and injuring 6 Palestinian civilians. In the West Bank, the IDF makes a brief incursion into Tulkarm early in the morning to photograph the entrances of a police station, the local PASF and PA General Intelligence headquarters, and a PASF medical services building, withdrawing without incident; blocks Palestinians from joining a solidarity rally with Jewish settlers outside Bayt Fajjar village (site of a mosque arson on 10/4), sparking clashes between stonethrowing Palestinian youths and soldiers (no serious injuries reported); patrols late at night, without incident in 2 villages n. of Jenin; conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’a r.c. and Zawata village, both nr.
