In East Jerusalem, Israeli forces arrest 1 Palestinian during a late-night raid in Bir Nabala. A senior IDF officer says that the exchange of cross-border violence in Gaza on 5/29 was the closest “we’ve come to a war in Gaza” since Operation Protective Edge, the Israeli assault in the summer of 2014. He says that the IDF is urging the government to loosen certain restrictions on Gaza in order to de-escalate tensions. “The [Israeli] political leadership has to decide with whom to make such arrangements, but in terms of Hamas’ situation in the Gaza Strip, now is definitely a good time to try to reach agreements that will enable [Palestinians in Gaza] to have a better life and bring a long period of quiet.” (HA 5/31; TOI 6/1)

A day after Israel’s Civil Administration advanced plans for almost 2,000 new settler homes, Israel’s Housing Ministry publishes tenders for an additional 1,162 homes in the West Bank settlements, including 409 in Ariel. (TOI, WAFA 5/31)

In the West Bank, IDF troops shoot and kill a Palestinian citizen of Israel after he allegedly rams his car into a bus stop near the Ariel settlement. IDF troops shoot and injure 2 Palestinian amid clashes sparked by a patrol near Nablus; arrest 8 Palestinians; issue 1 arrest summons during late-night raids in and around Ramallah, Nablus, Jericho, and Tubas; and patrol near Hebron and Nablus. Organizers of the ongoing Great March of Return, which commenced with a 30,000- strong protest in Gaza on 3/30, say that preparations are underway for renewed protests this week. “We welcome all participants of all factions, and appreciate their work for the success of this action that embarrassed Israel throughout the world,” they write, also calling on participants not to approach the border fence, for fear of giving Israeli troops an excuse to open fire. Israeli PM Netanyahu and U.S. president Trump speak briefly by phone in the evening. According to a White House statement, they discussed “recent developments in the Middle East,” and Trump “reiterated the commitment of the U.S. to Israel’s security.” Two White House officials describe the call as “tense” because of Netanyahu’s concerns about the reported U.S. plans to withdraw from Syria. Israeli police shoot and kill an Israeli settler after he allegedly attempts to stab 1 of them on the East Jerusalem side of the Hizma checkpoint. They reportedly mistook the settler for a Palestinian. Israeli forces later find the settler’s suicide note, showing that he intentionally attacked them with the goal of being killed. Elsewhere in East Jerusalem, approx. 90 right-wing Jewish activists tour Haram al-Sharif in the morning, marking Israel’s Independence Day. Israeli forces arrest 13 Palestinians during late-night raids in Sur al-Bahir, Silwan, and al-Tur. In the West Bank, Israeli settlers destroy a Palestinian well in al-Khadir nr. Bethlehem. Israeli forces level Palestinian land nr. Salfit to clear the area for settlers from nearby Ariel. IDF troops establish a checkpoint nr. Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They also arrest 3 Palestinians during a raid nr. Bethlehem and patrol nr. Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya on 2 separate occasions, causing no damage or injuries. A former Palestinian prisoner dies of kidney failure at a hospital nr. Ramallah. He developed kidney issues as a result of medical negligence while he was in Israeli prison, according to the head of the PA’s prisoners’ affairs comm., Issa Qaraqe. (MNA, TOI, WAFA 5/2)

In the West Bank, Israeli soldiers shoot and seriously injure a Palestinian youth outside the Ariel settlement after she allegedly attempts to stab a soldier. IDF troops conduct raids in a village nr. Ramallah, causing a Palestinian man to suffer a nonfatal heart attack and sparking minor clashes with stone-throwing youths (there are no serious injuries). As the IDF’s general closure of the Hebron district continues, Israeli military activity continues to focus on the area. Israeli soldiers conduct major raids in Bani Na‘im village nr. Hebron, threatening to punitively demolish the home of a family mbr. of the Palestinian who killed an Israeli settler on 6/30. Israeli soldiers also patrol in 4 villages nr. Hebron during the day and maintain many restrictions on Palestinian movement in Hebron and the surrounding district, including the closure of Bani Na‘im. Stabbing and alleged stabbing attacks continue today as IDF troops shoot and fatally injure 2 Palestinians outside Ariel settlement nr. Salfit. The 2 men had allegedly stabbed and injured an Israeli soldier. After the incident, Israeli forces close roads nr. the alleged attackers’ Bethlehem-area village, barring exit and entry except in humanitarian cases. They also conduct raids in the village, arresting 1 Palestinian. Meanwhile, IDF troops conduct house searches and raids nr. Bethlehem, Qalqilya, and Jenin, arresting 5 Palestinians; patrol nr. In the Beit Horon settlement nr. Ramallah, a settlement security guard shoots and kills 2 Palestinians after they allegedly stab 2 Israeli settlers, critically injuring both (1 will succumb to her injuries on 1/26). After the attack, the IDF encourages settlement security personnel to carry weapons at all times and tighten security procedures; locks down the nearby Bayt ‘Ur al-Tahta village where 1 of the alleged attackers was from, barring anyone from entering or exiting. The Israeli press reports that the planning and building comm. of Israel’s Civil Admin. approved plans for the construction of 153 new settler residences in the West Bank last week, including 65 nr. Ariel; 28 in Carmel, s. of Hebron; and 60 in the Gush Etzion settlement bloc. The Israeli govt. does not confirm the announcement. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. The 1st day’s agenda is occupied by formal speeches; Syrian FM Muallem and opposition leader Jarba both issue strident denunciations of their opponents. U.S. Secy. of State Kerry calls the rough start to the talks “a tough and complicated process.” Meanwhile, a shell fired from inside Syria strikes a home in n. Lebanon, wounding 1. In the Gaza Strip, Israeli forces kill a senior Islamic Jihad operative in an air strike on Jabaliya r.c., wounding 2 (including a child). The Israeli military claims the targeted operative was responsible for rocket fire. Two other Israeli air strikes cause some damage but no injuries. Islamic Jihad say that strikes on Gaza may lead to the end of the cease-fire broadly observed since 11/2012. Separately, Israeli forces open fire on Palestinian farmers close to the border fence nr. Israel’s Justice Minister Livni and Special Envoy Yitzhak Molcho depart for Washington to meet with U.S. Secy. of State John Kerry, to discuss details of his draft framework for a peace agreement. UN Secy.-Gen. Ban Ki-moon says that he invited Iran to the Syria peace talks in Switzerland and held discussions with Iranian FM Zarif about the constructive role the country could play. Israel’s Jerusalem District Planning and Building Comm. approves 1,200 new apartments in Gilo settlement in East Jerusalem. Meanwhile, Israel’s attorney general Yehuda Weinstein rules that there is no reason to prevent the Ariel University Center in the West Bank settlement of the same name from being recognized as an accredited university. In response, DM Barak orders the IDF command to approve the recommendations made by the Council for Higher Education in Judea and Samaria. In a meeting with Russian FM Sergey Lavrov, PA pres. Abbas says that the bid for non-member status at the UN will go ahead. Israeli PM Netanyahu convenes his inner cabinet to discuss measures against the PA in response to the UN bid. The Knesset education comm. votes to grant full university status to an academic center in Ariel settlement, deep in the West Bank, making it the first accredited Israeli university in occupied Palestinian territory. The decision comes as Palestinian medical students from al-Quds University in Abu Dis, just outside East Jerusalem, await a verdict on their appeal of a 2/2012 Israeli ruling that denied their request to be allowed to sit for Israeli exams that would certify them to practice in East Jerusalem or Israel. The Israeli government had denied the students permission to sit for the exams on the grounds that al-Quds was not an accredited Israeli university and could not gain accreditation because it was a Palestinian entity located in the West Bank. When they then sought permission to take the tests as foreigners, the Israeli court denied permission on the grounds that al-Quds could not be considered a foreign university, since it also has a campus in East Jerusalem. There has long been a shortage of doctors to treat Palestinians in East Jerusalem, where most Palestinian doctors are forced to work without licenses. (HA 2/13/12)

After 2 weeks of unsuccessful efforts to draft plans that would integrate ultraOrthodox Jews and Palestinian citizens of Israel into the Israeli military, Kadima head Shaul Mofaz quits PM Netanyahu’s governing coalition; Netanyahu does not try to dissuade him. Analysts believed the decision (e.g., NYT 7/19) hurts both Kadima and Likud, and might hasten early elections. (NYT 7/18, 7/19)

Fmr. Israeli government attorney David Scharia is named the UNSC’s chief counterterrorism lawyer, marking the first time that an Israeli has been appointed to a security post within the UN Secretariat. (WP 7/18)

During a regular security briefing to the Knesset, IDF chief of staff Lt. Gen. Benny Gantz says that Israel may need to strike Gaza if rocket fire continues, stating that Israel would initiate an operation before it would allow itself to be “dragged into” one. In a bid to secure the backing of rightwing coalition partners for a package of U.S. guarantees for a short extension of the settlement freeze, Netanyahu proposes legislation that would require those becoming Israeli citizens to pledge a loyalty oath to “the State of Israel as a Jewish and democratic state,” as opposed to simply “the State of Israel” as it is now worded.
