In the West Bank, the Shin Bet arrested 3 Palestinian relatives of the Palestinian man who was stabbed to death by an Israeli settler on 6/21 near the Ariel settlement. The 3 were also eyewitnesses to the killing and had given their testimony to Israeli police before being arrested. Israeli forces shot and injured 2 Palestinians at the Taibe checkpoint near Tulkarm. Elsewhere, Israeli forces shot and injured 1 Palestinian using a baton round during a raid in Nur Shams refugee camp. 12 Palestinians were arrested during late-night raids in Nur Shams refugee camp, Qaryut, Beit Umar, and al-Khader. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian family demolished their own home in Wadi al-Juz, displacing 2. 2 Fatah activists were arrested. Israel’s economy ministry said the Israeli cabinet had approved issuing 3,500 additional permits for Palestinians to work in manufacturing and services to relieve an Israeli shortage of skilled workers. (REU 6/26)

The Wall Street Journal reported that senior Israeli military officials partook in a meeting in March this year with top officials from Egypt, Jordan, Saudi Arabia, Qatar, the U.S., and representatives from Bahrain and the UAE in Sharm El Sheikh. At the secretive meeting, the officials were reported to have discussed efforts to combat Iranian missile and drone capabilities. The reporting comes 1 week after Israel’s defense minister Benny Gantz said that Israel is working with Arab partners in what he called “Middle East Air Defense Alliance.” (HA, WSJ 6/26; HA, MEMO 6/27)

In the Beit Horon settlement nr. Ramallah, a settlement security guard shoots and kills 2 Palestinians after they allegedly stab 2 Israeli settlers, critically injuring both (1 will succumb to her injuries on 1/26). After the attack, the IDF encourages settlement security personnel to carry weapons at all times and tighten security procedures; locks down the nearby Bayt ‘Ur al-Tahta village where 1 of the alleged attackers was from, barring anyone from entering or exiting. Meanwhile, IDF troops conduct late-night raids and house searches in 2 villages nr. Qalqilya and 1 nr. Hebron, arresting 4 Palestinians; patrol during the day in 2 villages nr. Qalqilya and 1 nr. The Israeli press reports that the planning and building comm. of Israel’s Civil Admin. approved plans for the construction of 153 new settler residences in the West Bank last week, including 65 nr. Ariel; 28 in Carmel, s. of Hebron; and 60 in the Gush Etzion settlement bloc. The Israeli govt. does not confirm the announcement. Separately, PM Netanyahu orders the IDF to prepare a comprehensive plan to increase security in Israel’s West Bank settlements. (HA, TOI 1/25)

After PRC members fire more than 20 rockets into Israel (causing no damage or injuries) to protest the 10/23 assassination of PRC head Hasanat, Israeli DM Barak authorizes the IDF to cut electricity for several hrs. to parts of Gaza fr. which rockets were fired.; Dep. DM Matan Vilnai says that targeted power cuts will increasingly be used to punish the Palestinians as long as rocket fire continues and that he expects electricity to be cut by two-thirds in the coming weeks. In the evening, IDF fires a surface-to-surface missile at a suspected rocket-launching site e. of Gaza City, killing 2 Palestinian boys (ages 14, 17), wounding 2 other Palestinians; sends troops into Abasan, where they clash with armed Palestinians, wounding 2. A Hamas mbr. is killed when a smuggling tunnel on the Rafah border collapses. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem and Hebron, and in Jenin r.c. Jewish settlers fr. Yitzhar nr. Nablus prevent local Palestinians fr. harvesting their olive groves. Armed Palestinians fire on a bus stop outside Ariel settlement, wounding 3 Jewish settlers. IDF conducts air strikes on 2 cars in Gaza City, assassinating 4 PRC mbrs. and wounding 1 bystander in one case, and wounding Islamic Jihad spokesman Khadir Habib and 3 bystanders in the other. Later, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries; in response, the IDF fires artillery shells at n. Gaza areas, carries out 2 air strikes on a n. Gaza access road, wounding 2 Palestinians. During the day, the IDF also conducts arrest raids in and around Jenin, in Nablus (reportedly finding a Qassam rocket, explosives in the search of a Hamas building). Late in the evening, the IDF makes air strikes on the Bayt Lahiya home of a PRC leader, injuring a relative, and on an Islamic Jihad charity in Rafah, causing damage but no injuries; conducts an air strike on an agricultural school in Bayt Hanun, injuring 1 Palestinian; launches 4 air strikes on open areas of n. Gaza, causing no damage; conducts arrest raids, house searches in Tulkarm and nr. Bethlehem, Hebron, Nablus, Ramallah. Israel approves construction of 200 new housing units in Ma’ale Adumim settlement and 40 in Ariel Brakha, Nokdim. Israeli-Palestinian clashes continue to escalate, leaving 1 Palestinian, 1 Jewish settler dead in separate shooting incidents. Claiming revenge for the death of Fatah mbrs. on 4/25, a group calling itself the Four Martyrs fires mortars at a Kefar Darom, Netzer Hazani, and Nissanit settlements in Gaza, wounding 5 settlers (1 seriously) in Netzer Hazani. Fatah denies any connection to the group; Israel blames Arafat directly. The IDF directs shells, heavy machine gun fire at residential aras of Khan Yunis; bulldozes 100s of dunams of Palestinian nr. Dugit settlement, Khan Yunis; detains 7 Palestinian fishermen at sea. Armed Jewish settlers bar the entrances of Haris, attempt to enter the village, but are blocked by international peace activists who hold them off until Ariel settlement security officers take them away. With Israeli-Palestinian clashes showing no sign of abating, IDF chief of staff Gen. Shaul Mofaz announces that the army will begin initiating attacks on Palestinian targets, especially Fatah leaders, and using more force against demonstrators. During the day, 5 Palestinians are killed, over 100 injured; a 6th Palestinian dies of injuries received earlier. Nr. Qarni crossing in Gaza, IDF tanks fire on Palestinian demonstrators, killing 2, wounding 25. Also in Gaza, Palestinian gunmen fire on and detonate a small bomb nr. a bus carrying Jewish settlers under IDF escort, causing no injuries. In drive-by shooting in East Jerusalem, Jewish settlers wound a Palestinian security guard outside Agusta Victoria hospital. Armed settlers also open fire on Palestinians in Haris, wounding 3. Other hot spots are nr. Jinin, Nablus, Ramallah. Nr. Ariel settlement, the IDF bulldozes Palestinian olive groves. A day before the Knesset reconvenes, Barak and Sharon are still unable to reach an agmt. on forming a unity government despite 7 days of talks. The Shas party, which pulled out of Barak's coalition in 7/00, before the Camp David talks, says it will give Barak a 1-mo. safety net against no-confidence votes. Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid. These include all 16 settlements inthe Gaza Strip, as well as large W. Bank settlements of Qedumim, Elqana, and possibly Ariel. (Likud MK and Ariel mayor Ron Nahman claims freeze will have "opposite result" in his settlement, plans to increase its pop. from 11,000 to 20,000 in a year.) Fateh gunman shoots, wounds 3 unarmed Hamas supporters in Rafah, Gaza. Hamas gunmen shoot, wound 1 unarmed Fateh supporter. Some 1,000 Fateh supporters then raid mosque in Yibna camp, Hamas gunmen inside open fire, wound 8. IDF troops impose curfew on Yibna. Palestinians throughout o.t. stage commercial strike called for by PLO-backed UNLU to protest seige at al-Najah University. Palestinian-Israeli leaders including all 6 MKs meet to discuss strategy, form delegation to meet with PM Rabin concerning al-Najah.
