In the West Bank, Israeli settlers graze their sheep on Palestinian land in al-‘Awja, damaging wheat and barley crops. Israeli settlers also throw stones at Palestinian vehicles and block the road leading to the Huwwara checkpoint. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya, causing damage. Israeli settlers also attack a Palestinian home in Khalayl al-Louz. Israeli forces violently disperse Palestinians in Huwwara, causing tear-gas related injuries. Israeli forces also demolish 6 commercial structures in al-‘Awja and issue a stop-work notice for a home in Deir Balut. Elsewhere, Israeli forces seize a tractor in Qarawat Bani Hassan. Israeli forces also close the entrance to Husan. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, Jenin, Tubas, Tulkarm, Aqraba, Hebron, and Bethlehem. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, and Nuseirat refugee camp, killing at least 63 people, including 7 aid workers of Palestinian, Polish, American, British, and Australian nationality from World Central Kitchen in Dayr al-Balah. Israeli forces also withdraw from al-Shifa Hospital after a 14-day siege, leaving it completely destroyed; witnesses say that hundreds of bodies are found in and around the hospital. The Gaza Media Office says that 400 Palestinians were killed during the attack on al-Shifa. In the Naqab, Israeli police arrest the sister of Hamas political leader Ismail Haniyeh, who is an Israeli citizen, in Tel as-Sabi. A drone launched from Iraq damages an Israeli military building in Eliat; no injuries are reported. The Islamic Resistance in Iraq takes responsibility. In Lebanon, Israeli forces bomb Rachaya Al Foukhar. In Jordan, protesters demonstrate near the Israeli embassy in Amman for the ninth day in a row. In Syria, Israeli forces target an Iranian consulate building in Damascus with airstrikes, assassinating Islamic Revolutionary Guard Corp senior commander Mohammad Reza Zahedi and killing 11 others. More than 32,845 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,392 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 190 trucks carrying aid enter Gaza. World Central Kitchen (WCK) suspends all operations in Gaza after 7 of its workers are killed in an Israeli airstrike (see above), returning 3 ships docked off the coast of Gaza carrying 240 tons of aid to Cyprus. The organization runs 68 community kitchens in Gaza and has sent some 1,700 truckloads of aid into Gaza. Several investigations into the Israeli bombing of the WCK aid convoy reveal that the 3 vehicles the aid workers were in were targeted in 3 strikes 1.5 miles apart. The 3 vehicles were clearly marked with WCK’s logo on the top of the cars. The Israeli narrative changes several times during the period after the attack, from saying an armed person was traveling with the vehicles to saying the clearly marked vehicles were misidentified. Prime Minister Benjamin Netanyahu calls the attack “unintended” and “tragic” and says “[t]hese things happen in wartime.” UN special rapporteur on the occupied Palestinian territories Francesca Albanese says the Israeli attack was a deliberate effort to starve the population of Gaza. Australian prime minister Anthony Albanese calls Netanyahu, expressing “anger and concern” at the killing of the Australian aid worker. U.S. president Joe Biden says he is “outraged and heartbroken,” adding Israel is not doing enough to protect aid workers. The White House claims that there is no evidence that the aid workers were killed deliberately. UN secretary-general Antonio Guterres says 196 aid workers have been killed in Gaza since 10/7/2023. Refugees International president Jeremy Konyndyk calls the attack “a clear war crime.” Hamas labels the attack terrorism. The Israeli Civil Administration announces that it will seize 206.3 dunams (51 acres) of land in Jiftlik, adding it to the settlement council in the Jordan Valley and declare 170 dunams (42 acres) of Palestinian land south of Furaydis near the Etzion settlement bloc as state land. The Knesset passes a law allowing the Israeli government to ban Al Jazeera in Israel in a 71-10 vote. Al Jazeera says Prime Minister Netanyahu, who called it a “terror channel,” is lying about the news organization to justify the killing of its employees. PA president Mahmoud Abbas speaks with U.S. secretary of state Antony Blinken in a phone call, calling on the U.S. to stop the Israeli attacks on Gaza. The 2 also discuss the new PA government. PA ambassador to the UN Riyad Mansour calls on the UN Security Council to schedule a vote on full Palestinian membership of the UN in April. U.S. national security advisor Jake Sullivan and Secretary Blinken hold a virtual meeting with Israeli national security advisor Tzachi Hanegbi and Minister for Strategic Affairs Ron Dermer, discussing Israel’s planned invasion of Rafah. A joint statement says Israel has agreed to take U.S. concerns into account. Reuters reports that the U.S. considering approving an arms transfer to Israel worth $18 billion, including 25 F-15 fighter jets. White House spokesperson Karine Jean-Pierre says the Biden administration is seeking more information from Israel about footage of executions at al-Shifa Hospital. At the UN Security Council, France circulates a draft resolution calling for a permanent ceasefire in Gaza, condemning Hamas’ attack on Israel on 10/7/2023, and demanding immediate access for aid into Gaza. (AP 4/2)

Iranian foreign minister Hossein Amir-Abdollahian says Israeli failures in Gaza have led to Israel targeting the Iranian consulate in Damascus, calling for a serious international response. Iranian president Ebrahim Raisi says the attack will not go unanswered. Pakistan and Syria condemn Israel’s attack. Russia requests that the UN Security Council convene on 4/2 to discuss the attack. In the West Bank, Israeli settlers assaulted 2 Palestinians in Kafr ad-Dik, causing hospitalization. Israeli settlers also threw stones at Palestinian vehicles near Huwwara. Israeli forces handed temporary eviction notices to 2 Palestinian families, ordering them to leave their land for 3 days from 11/1 and for 10 hours on 11/9 while Israeli forces conducted military drills in Khirbet Humsa. Israeli forces also handed punitive demolition notices in Kafr Dan to 2 families who are relatives of 2 Palestinians killed by Israeli forces on 9/14. 37 Palestinians were arrested during late-night raids in Tulkarm, Abud, ‘Anata, Biddu, Dheisheh refugee camp, Beit Umar, Surif, Iraq al-Tayeh, Nablus, al-Yamun, Jenin, al-Jiftlik, and Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting in al-Tur, demanding the release of the body of a Palestinian killed by Israeli forces on 9/22. 3 Palestinians were arrested in Bayt Hanina and Jabel Mukaber. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. Israel’s defense minister Benny Gantz met with Türkiye president Recep Tayyip Erdoğan and defense minister Hulusi Akar in Ankara. Defense Minister Gantz said that the 2 sides had decided to resume defense cooperation. (AJ, ALM, AP, AX, HA, REU 10/27)

20 Democratic members of the U.S. house of representatives signed a letter, circulated by representative Don Beyer (D-VA), to U.S. secretary of state Antony Blinken saying that Israel should not be included in the U.S. visa waiver program due to its ethic discrimination and racial profiling. In the West Bank, Israeli settlers vandalized some 100 olive trees east of Bethlehem. Israeli forces delivered demolition orders against 2 Palestinian-owned homes in al-Twana. 26 Palestinians were arrested during late-night raids in Jericho, Aqabat Jaber refugee camp, Ein as-Sultan, Jiftlik, Jalazun refugee camp, Qatanna, Beit ‘Anan, Deir Sammit, Qarawat Bani Hassan, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. An Israeli court ordered the Salem family in Sheikh Jarrah to leave their home between 1 March and 1 April. The eviction will displace 10 Palestinians, including 4 children. (WAFA 1/31; MEMO 2/1)

The Israeli military said it had sent its findings relating to the death of an 80-year-old Palestinian American man who died while being detained by Israeli forces on 1/12 to the U.S. A statement said that the military’s investigation had found wrongdoing, moral failure, and failure of judgement in relation to the death. The commander of the Netzeh Israel unit was rebuked, and 2 company and platoon commanders were dismissed, but no one was held directly responsible for the killing of the Palestinian man. U.S. state department spokesperson Ned Price said on 2/1 that the U.S. “expects a thorough criminal investigation and full accountability in this case.” PA prime minister Mohammed Shtayyeh called the military investigation a “sham” and pointed out that Israel only conducted the investigation due to the man’s American citizenship. An Israeli military court convicted 1 member of Hamas for attempted manslaughter in relation to the killing of 1 Israeli soldier in on 8/7/2019. The Palestinian man was not at the scene of the murder. (HA 2/1)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to a state department readout of the conversation, the 2 spoke about “the importance of strengthening the U.S. relationship with the Palestinian Authority and the Palestinian people, as well as the need to improve quality of life for Palestinians in tangible ways . . . [and] challenges facing the Palestinian Authority and the need for reform.” Secretary Blinken also spoke with Israeli foreign minister Yair Lapid. (REU, WAFA 1/31; HA, JP, MEMO, WAFA 2/1)

Israel’s defense minister Benny Gantz defended his meeting with PA president Mahmoud Abbas during a session at the Knesset, saying that it is in Israel’s interest to strengthen the PA. Gantz further stated, “[w]hether we like it or not, the Palestinian Authority is the legitimate and recognized leadership of our neighbors and has been for years.” (HA 1/31; MEMO 2/1)

Lebanon said it had arrested 35 people claiming to be Israeli spies working to infiltrate Palestinian organizations in Lebanon, Hezbollah, and the Lebanese intelligence agency. 15 had since been released, as Lebanon found that they were not spies working for Israel, and Lebanese intelligence confirmed that at least 12 were connected to Israel. In the West Bank, Israeli settlers set fire to 1 Palestinian-owned truck in Kafr Malik. Palestinians protested Israeli-inflicted electricity blackouts in Jiftlik. 5 Palestinians were arrested, including 1 Palestinian who was arrested after being summoned for interrogation, and 4 teens were arrested in Hebron for throwing snow at Israeli forces. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Issawiyya; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries, and 2 were arrested. 10 other Palestinians were arrested, including 9 who allegedly threw snow at Israeli police in Shu‘fat, Jabal Mukabir, and the Old City, and 1 was arrested at the Haram al-Sharif compound and reportedly beaten by Israeli police. The PA said the UAE is sending a shipment of 20,000 Russian-made Sputnik V vaccine doses to Gaza via the Rafah crossing. Israel allowed on 2/17 2,000 doses of the same vaccine to enter Gaza from the West Bank after refusing to let them enter Gaza. (AP, HA 2/18)

Israel announced that Palestinians from the West Bank working in Israel will be allowed to return to the West Bank from 2/21 after having to stay in Israel from the beginning of the 3d Israeli lockdown on 12/27/2020. The Palestinian workers have not and will not be offered a COVID-19 vaccine by Israel, according to a statement by the Israeli health ministry on 2/10. (HA 2/18; WAFA 2/20)

Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Al-Kidwa said the new slate is meant to change the PA, not to reform it. The Palestinian Central Elections Commission also warned that its website could have been hacked and asked Palestinians to verify their data and report anything unusual. (PCHR 2/18; HA 2/21)

Israel extended its ban of inbound and outbound flights until 3/6 to avoid the spread of COVID-19 mutations from other countries. (HA, JP 2/18)

Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran has gradually stopped complying with the agreement after the Trump administration left the deal in 2018. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. The U.S. announcement came after Secretary Blinken had a meeting with JCPOA partners the UK, France, and Germany. In the West Bank, Israeli settlers attacked a Palestinian man in Susiya. Israeli forces made Jiftlik a temporary military zone and seized an irrigation system, 2 bulldozers, 1 tractor, and 1 water tank. 21 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-Fawar refugee camp, Ramallah, Jericho, Nablus, and Tulkarm. In East Jerusalem, 2 Palestinians were arrested. The Israeli Jerusalem municipality ordered some 200 Palestinian-owned industrial buildings in Wadi al-Juz to be evicted and demolished. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. The direct flight was seen as another step toward normalizing ties between the UAE and Israel. (AJ, HA, REU 6/1)

U.S. secretary of state Mike Pompeo said in a podcast that the U.S. government would make announcements this week “push[ing] back against what the ICC is up to.” The ICC is currently investigating possible war crimes committed by the U.S. in Afghanistan and by Israel in the occupied Palestinian territories. The World Bank warned that the Palestinian economy could shrink up to 11 percent in the coming year, citing COVID-19’s impact on the tourism industry and PA-enhanced spending on health. (HA 6/1)
