In the West Bank, Israeli settlers raided Huwwara, leading to a confrontation between Palestinians and Israeli forces; tear-gas related injuries were reported. Israeli forces violently dispersed Palestinians seeking to enter Israel through the separation wall near ‘Anin, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinians in Tulkarm, causing tear-gas related injuries. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Israel, Israeli forces shot and arrested 1 Palestinian man who had entered a checkpoint at Ben Gurion International Airport. Israeli police said that the man had taken a wrong turn from the Tel Aviv-Jerusalem highway and did not intend to carry out an attack. Israel started dismantling the Karni crossing east of Gaza City to extend the Gaza Fence. The Karni crossing, for movement of commercial goods, was closed by Israel in 2007. (MEMO 12/5; AP 12/6)

Benjamin Netanyahu’s Likud Party and the Religious Zionism Party agreed to change the procedure for how the coordinator of the activities in the territories and the head of the Civil Administration are appointed. The 2 positions will in the next government be filled by Israeli politicians rather than by the military chief of staff and defense ministry. Outgoing Israeli prime minister Yair Lapid condemned the agreement. (HA 12/4; HA 12/5)

Speaking at the J Street conference in Washington D.C., U.S. secretary of state Antony Blinken said that the U.S. expects to work with the next Israeli government in the same manner it has with previous governments, but warned about potential threats to the 2-state solution, including settlement expansion, annexation, and changes to the status quo of the holy sites in Jerusalem. Secretary Blinken also noted that Israelis and Palestinians “do not enjoy equal measures of freedom,” which he said they are entitled to. (AJ, AP, F24, HA, REU, WAFA 12/4)

IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. (PCHR 12/19)

U.S. Secy. of State Kerry meets Israeli PM Netanyahu in Jerusalem to discuss what the premier describes as how to “advance our goals of peace and security.” Kerry then departs for Vietnam, telling a group of reporters at Ben Gurion Airport that the prisoner release scheduled for 12/29 will go ahead as planned. A European Parliament delegation arrives in Iran, the 1st such visit in more than 6 years. The 8-mbr. group will meet with lawmakers and officials in Tehran, as well as dissidents. (AP 12/13)

Israel says it has now detained 118 foreign activists who attempted to enter through Ben-Gurion Airport as part of the Welcome to Palestine air flotilla; some activists have made it through airport security and today join separation wall protests n. of Jerusalem. Suspected Tawhid and Jihad mbrs. fire 3 Qassam rockets fr. Gaza toward Israel; 2 land harmlessly inside Israel, 1 lands harmlessly in Gaza. In retaliation, the IDF carries out an air strike on a smuggling tunnel on the n. Gaza border and on a brick factory e. of Gaza City, causing no reported injuries. IDF troops on the n. Gaza border nr. Bayt Lahiya fire warning shots at a mentally handicapped Palestinian woman who approaches the border fence, wounding her. In the West Bank, the IDF patrols in 2 villages nr. Qalqilya and Ramallah in the afternoon; conducts late-night arrest raids, house searches nr. Qalqilya and Salfit. Palestinians accompanied by Israeli and international activists stage nonviolent demonstrations in Nabi Salih and Qalandia r.c. nr. Jerusalem to protest the separation wall and settlement activities. An AMB suicide bomber fr. Husan detonates a device on a bus in Jerusalem, killing 8 Israelis, wounding 50. Israel says that the attack is proof that Israel needs to build the separation wall. The IDF immediately sends troops into Husan, seals nearby Bethlehem. The IDF also bars an ambulance fr. crossing a checkpoint to reach a Hebron hospital, allowing an ailing Palestinian woman to die; fires in residential areas of Rafah; conducts arrest raids, house searches in Aida r.c., Balata r.c., Bethlehem; issues orders expropriating 27 dunams of Palestinian land until 12/05 for construction of a security fence around Gaza’s Netzarim settlement. A Hamas mbr. dies in Khan Yunis when a missile he is trying to fire prematurely explodes. Palestinians report that the IDF has recently begun barring Palestinians under age 35 fr. crossing checkpoints around Nablus. On the eve of the International Court of Justice hearings on the wall, Israel begins dismantling a 5-mi. stretch of the barrier running east of the n. West Bank village of Baqa‘ al-Sharqiyya; the wall running west of the village will remain; Israel also reportedly plans not to build a 12.5 mi. stretch of wall cutting Jenin off fr. the Jordan Valley, not to dig deep trenches around Ben-Gurion Airport, to remove 2,953 feet of wall in the Qalqilya area.
