The Palestine Chronology

After Israeli jurists confirm that the existing Oslo agmts. give Israel overriding responsibility for security in the West Bank and Gaza that would permit the IDF to reenter any PA area, Israel drops its demand for written guarantees fr. the PA detailing IDF hot pursuit rights in Hebron, a key sticking point of the talks. JT reports that the PLO is setting up a new "superministry" that will replace the Tunis-based Department of Returnees Affairs and will have headquarters in Gaza and offices in Amman, Gaza, West Bank to deal with issues concerning Palestinian refugees. The main objectives of the superministry, which will not be tied to any PA ministry, are political mobilization of the refugees; improvement of refugees' living conditions; establishment and further development of bilateral ties with Arab and non-Arab countries, the UNRWA, the Multilateral Working Group on Refugees. Israeli Atty. Gen. Mikhael Ben-Ya'ir reports that border police routinely mistreat Palestinians, recommends that officers convicted of abuse be punished more harshly. (WT 11/28) (see 11/26)

Turkey announces that it has canceled its purchase of Cobra helicopters fr. the U.S., gives the U.S. no explanation. (ANATOLIA 11/27 in WNC 11/29)

The Lebanese government passes a law suspending the closure of all unlicensed media outlets, which was set for 11/30 (see 9/17). Under the law, unlicensed outlets may continue to broadcast apolitical news only until they are explicitly denied a license. (al-Nahar 11/28 in WNC 12/4)

Occupied Palestine/Israel: Defense Minister Rabin defends Israel's involvement in Iran arm shipments, states Israel participated with U.S. encouragement and approval [WP 2/16].

Arab World: Representatives of PLO and Jordan meet in Amman to discuss reactivating joint committee for W. Bank and Gaza development [WP 2/16]. Kidnappers release advisor to Lebanese Pres. Jumayyil after 4days as hostage [BG 2/16].

Other Countries: Washington Post reports Jonathan Pollard supplied U.S. reconnaissance data on PLO headquarters in Tunisia, assessments of operations planned by the PLO, and related information to Israel [WP 2/15]. Jerusalem Post cites reports that Israel has doubled forces in Lebanon to nearly 3,000 in effort to support SLA [JP 2/15].

Arab World: Police report at least 8 injured, 1 killed in heavy fighting near Beirut's Burj al-Barajinah and Shatila refugee camps. In W. Beirut, 4 are killed, 9 wounded in clash between Amal and Lebanese Communist party [BG 2/16]. Amal allows 30 families to leave Burj al-Barajinah; UN still unable to bring supplies into camp. Amal also allows some refugees to leave Tyre's Rashidiyyah camp and return with food and medicine [WP 2/16].

Occupied Palestine/Israel: Dmonstrations are held throughout West Bank to commemorate anniversary of massacres at Sabra and Shatila (FJ 9/19). Strikes and demonstrations continue through 9/20; shops and businesses stay closed, students and workers remain at home (Fl 9/26). Israel announces it has licensed first Arab bank in West Bank since 1967. Bank, with headquarters in Amman and first branch in Nablus, will be allowed to deal in Israeli, Jordanian, and foreign currencies (FJ 9/19).

Arab World: Thousands of Lebanese in Tyre, Lebanon, led by Amal officials march in support of UNIFIL after 9/16 attack on French UNIFIL forces (for which Hizballah is held responsible). In south Lebanon general strike is held to show resident' support for continued UNIFIL presence. (Speaker of Lebanese Chamber of Deputies Husayn al-Husayni recently returned from Paris where he asked Pres. Mitterand not to recall French contingent) (NYT 9/18).

Other Countries: In Paris, five killed, 60 injured in bomb explosion, bringing to ten number killed in five bombings in last two weeks (WP, NYT 9/18). Peru grants PLO embassy status in Lima (Fl 9/26).

Arab World: In Amman, Fateh Deputy-incommand Khalil al-Wazir (Abu Jihad) states PLO forces loyal to Chmn. Arafat have moved back into S. Lebanon and that over 60 have been killed fighting the IDF in past 5 mos. [JP 3/26]. In Damascus, "Palestine National Salvation Front" is created to obstruct 2/11 Arafat-Hussein accord, to work for greater "strategic alliance" with Syria; front includes PFLP, PFLP-GC, Sa'iqa, Popular Struggle Front, Palestinian National Front, and Abu Musa's Fateh dissidents [WP 3/26].
