In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The Knesset was evacuated after a rocket from Gaza landed in the vicinity of Jerusalem. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. Leader of the Ra’am (United Arab List) Mansour Abbas said that he had broken off contacts with Israeli opposition leaders Yair Lapid and Naftali Bennett just before he was to have a joint meeting with them, citing the violence in Jerusalem and Gaza. Iran confirmed that it is in direct talks with Saudi Arabia to resolve the issues between the 2 countries. A Saudi official confirmed the talks on 5/7. (AJ, HA, REU 5/10)

The U.S. said 1 of its Coast Guard ships had fired 30 warning shots at 13 Iranian vessels that came too close to the ship and 6 other U.S. navy vessels. Iran said that it was the U.S. that had acted recklessly in the encounter. (AJ, HA, REU 5/10; AP, MEMO 5/11)

UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. Israeli MK Yehuda Glick tours Haram al-Sharif with an escort of heavily armed Israeli security forces. Elsewhere in East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking clashes with dozens of Palestinian students at al-Quds University; there are no reported injuries. They also demolish a Palestinian home in Silwan. In the West Bank, Israeli forces demolish 2 Palestinian homes in Anata refugee camp and a 3d in Bayt Hanina. IDF troops shoot and injure 3 Palestinian journalists amid clashes in Ras Karkar village near Ramallah; arrest 5 Palestinians during late-night raids in and around Bethlehem, Hebron, Tulkarm, and Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and later near Jabaliya refugee camp, causing no damage or injuries. Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem. The current plan earmarks 75 of the units for Palestinians, but it is unclear if that earmark will remain as the plan proceeds through the authorization process. (HA 9/6; FMEP 9/7)

Breaking the hours-old cease-fire in Gaza, the IAF conducts air strikes on a number of sites across Gaza reportedly used as staging areas for incendiary kite and balloon attacks; 6 Palestinians are injured. The IDF says that it detected mortar fire from Gaza overnight, and that the renewed air strikes were a response to Palestinians breaking the cease-fire. Israeli drones strike 3 more sites in near Bayt Hanun and Rafah later in the day, injuring 3 Palestinians. Throughout the day, unidentified Palestinians fly incendiary kites and balloons across the border fence into Israel, sparking at least 17 fires. Meanwhile, an explosion in Gaza City kills 2 Palestinians and injures 3 others. One of the deceased was the commander of a rocket unit in al-Aqsa Martyrs Brigade, an armed group affiliated with Fatah, sparking rumors that Israel was responsible for the explosion. The Palestinian press reports the explosion as a “work accident.” Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces place two new iron gates at the entrances to Khan al-Ahmar, the Bedouin village near Jerusalem slated for evacuation and demolition. They also demolish 2 rooms in Palestinian-owned buildings near Nablus. IDF troops arrest 7 Palestinians during morning raids in Jalazun refugee camp near Ramallah, sparking clashes with stone-throwing Palestinians (4 Palestinians are injured). They also arrest 6 Palestinians during late-night raids near Bethlehem, Jenin, and Salfit; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Hizma and clash with stone-throwing Palestinian minors during a raid in al-Ram. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons. Later in the day, IDF troops target 5 Islamic Jihad and Hamas sites across the Gaza Strip, injuring 6. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage, and arrest 2 fishermen. Meanwhile, 5 mbrs. of Hamas’s al-Qassam Brigades and 1 firefighter die in an explosion in a tunnel nr. Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Jenin and 1 nearby village, Qalandia r.c. nr. Jerusalem, Dahaysha r.c. nr. Israeli PM Netanyahu says that he expects the Palestinian unity govt. to dissolve, and that authorities are moving closer to finding the missing Israeli settler teenagers. Hamas senior official Salah Bardawil says, at a solidarity rally in Gaza, that Hamas is “capable of igniting a 3d intifada,” while Hamas spokesperson Abu Zuhri condemns continued security coordination between the PA and Israel. The IDF shoots, seriously wounds a Palestinian at a checkpoint in Hebron after he allegedly attempts to attack a soldier with a knife; conducts late-night raids, house searches in Qalqilya and nr. Jenin, Bethlehem, Jericho, Hebron, Salfit, and Ramallah, arresting 15 Palestinians. Following a latenight explosion nr. the Bayt Ijza gate into Jerusalem, Israeli border police close all 3 gates in the separation wall controlling access to Palestinian agricultural land in the Jerusalem governorate, preventing Palestinian farmers fr. reaching their grape crops. On the sidelines of meetings with British PM Gordon Brown in London, Netanyahu meets with U.S. special envoy George Mitchell to discuss peace issues; the two report having “made good progress” (no elaboration) and say they will meet again in the coming weeks. Israeli-Palestinian clashes escalate, leaving a total of 7 Palestinians, 1 Jewish settler dead. In Ramallah, an explosion destroys a home, wounding 5 Palestinians, killing 2 children and a Palestinian wanted by Israel for 1/18 murder an Israeli civilian in the West Bank. Israel claims the wanted Palestinian accidentally detonated a bomb he was building; the PA claims the IDF assassinated him. In Gaza, 2 Hamas mbrs. are killed when a bomb in their car, parked in a garage, explodes, destroying the building, wounding 4 bystanders. Israel claims a car bomb exploded prematurely; Hamas, noting that 2 IDF helicopters were reported in the area at the time, claims the IDF assassinated the pair with a remote controlled device. A Palestinian worker at a Gaza settlement is killed, another is wounded when a bomb in his employer's car explodes; the IDF claims the men were planting the bomb when it exploded. Palestinian snipers fire on 2 settler vehicles, wounding 1 settler and causing 1 car to crash, killing another settler. Palestinians fire mortars at a Jewish settlement in Gaza, causing no damage. The IDF responds by heavily shelling residential areas of Khan Yunis. Jewish settlers open fire on the Palestinian villages of Bazarim and Burka, causing no injuries. The IDF also "eases" the blockade on Bethlehem and Qalqilya, allowing residents "to enter and exit the cities through 1 roadblock for each city after undergoing stringent security checks." Israeli-Palestinian clashes continue, dimming hopes that a cease-fire will take hold. The worst fighting is around Nablus, where the IDF escorts a group of 40 Jewish settlers on a hike nr. Aksar al-Balad refugee camp to view, among other things, the remains of Joseph's Tomb (see 10/7). 4 of the settlers reportedly open fire on the camp, prompting PA police to fire back, sparking an exchange of gunfire. The IDF warns Palestinians to evacuate areas of Nablus, then sends attack helicopters to cover and extract the settlers. During the 7-hr. exchange, 1 settler, 1 Palestinian are killed and 3 settlers, 15 Palestinians injured. In Bethlehem, an explosion at a Force 17 building, apparently caused by a gas leak, kills 3 Palestinians, injures several others. Around Gush Katif settlement, the IDF bulldozes 72 dunams of land, 2 walls surrounding Palestinian homes.
