In the West Bank, IDF troops arrest 6 Palestinians and issue 1 arrest summons during raids in and around Hebron, Salfit, Qalqilya, and Bethlehem; and patrol near Hebron and Qalqilya. Raids in Salfit, Dahaysha refugee camp near Bethlehem, and Jayyus village near Qalqilya spark clashes with stonethrowing Palestinians; 4 Palestinians are injured. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-Ram and Ras al-Amud. Along Gaza’s border, IDF troops open fire on Palestinian farmlands near al-Bureij refugee camp, causing no damage or injuries. (WAFA 2/19; PCHR 2/22)

The IDF announces that “starting today, the IDF will adopt harsher means against rioters on the Gaza Strip border,” pointing to reports alleging that armed Palestinians planted an IED along the border fence during protests on 2/16. “You’d better stop with that now,” says the IDF’s Coordinator of Government Activities in the Territories (COGAT) Yoav Mordechai. “Go and demonstrate against Hamas in Gaza.” (TOI 2/19; HA 2/20)

In the West Bank, an Israeli settler driver allegedly rams a Palestinian youth nr. Hebron, causing serious injuries. Israeli settlers and IDF troops surround a Palestinian school in Tuqu‘ village nr. Bethlehem. The soldiers arrest 2 teachers and 1 student who allegedly threw rocks at the settlers. IDF troops raid a printing shop in Ramallah, seizing $18,000 worth of equipment. They also arrest 2 Palestinians during a late-night raid nr. Ramallah, patrol during the day nr. Hebron and Qalqilya; and violently disperse Palestinian and international activists at a protest encampment outside Yatta village nr. Hebron; there are no serious injuries. The IDF injures 4 Palestinians in further clashes at a checkpoint nr. Qalqilya. In East Jerusalem, Israeli forces arrest 6 Palestinians during violent raids in Issawiyya and Hizma. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and Gaza City; there are no serious injuries or damage. (MNA 5/25; PCHR 6/1)

PA pres. Abbas meets with U.S. special rep. for international negotiations Jason Greenblatt in Ramallah to discuss the Dignity Strike. “We asked the American side to intervene in guaranteeing [our] prisoners’ rights and achieving their humane demands,” Abbas later tells the Fatah Central Comm. (JP, TOI 5/25)

Greenblatt also meets with Israeli PM Netanyahu to follow up on U.S. pres. Trump’s visit to the region on 5/22–23. The PM’s office then denies a report that the U.S. is pushing for Israel to transfer parts of Area C to Area B, increasing Palestinian control of the West Bank, as a goodwill gesture. (JP 5/26)

The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) Yoav Mordechai says that the Israeli govt. will acquiesce to the PA’s 4/27 request to reduce the electricity supply to Gaza (see JPS 46 [4]). The PA, which typically pays NIS 40 m. (approx. $11.2 m.) per mo. for Israel to transfer electricity to Gaza, will reduce its monthly payments to NIS 25–30 m. (BBC, JP, MNA, TOI, YA 5/25; AP 5/31)

Hamas forces execute the 3 Palestinians convicted of crimes related to the assassination of senior Hamas cmdr. Fuqaha on 3/24 (see JPS 46 [3]). (JP, NYT 5/25; EI 5/26)

Stabbing and other small-scale violent incidents continue in the occupied Palestinian territories (oPt) and Israel. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Elsewhere, a number of Palestinian municipalities in Israel, including Nazareth, Rahat, and Sakhnin, go on strike in protest of the 11/16 outlawing of the Northern Branch of the Islamic Movement. In the West Bank, IDF troops and stone-throwers clash during raids in Dahaysha r.c. and patrols nr. Jenin, injuring 4 Palestinians and arresting 1, respectively. Israeli forces continue their string of late-night house searches and raids in the Hebron, Ramallah, Jalazun r.c., and Dahaysha r.c. areas, arresting 12 Palestinians and issuing arrest summons to 4; patrol during the day nr. Jenin, Tulkarm, Salfit, Hebron, and Qalqilya. Israeli settlers leave racist graffiti and throw stones at Palestinian homes in a village nr. Ramallah late at night, causing minor damage. Israeli forces begin demolishing a synagogue in the Givat Ze’ev settlement nr. Jerusalem, pursuant to the Israeli govt.’s 11/16 compromise with settler leaders (the demolition will be completed by 12/10). In East Jerusalem, Israeli forces clash with and violently disperse Palestinians at a checkpoint in Abu Dis, seriously injuring 1 Palestinian; arrest 4 Palestinians on raids in Issawiyya and Jabal Mukabir; assault a Palestinian youth in Ras al-Amud. Israel’s Coordinator of Govt. Activities in the Territories (COGAT) Unit cmdr. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. The new services are expected to be in place by mid-2016. (AP, HA 11/19)

Alleged stabbing incidents continue throughout the oPt and, for the 1st time this quarter, in Israel. In East Jerusalem, an Israeli civilian shoots and injures a Palestinian woman in the Old City. The Israeli police and paramedics report that she attempted to stab the Israeli man prior to the shooting, while Palestinian witnesses say she did not have a knife and that the Israeli man instigated the physical confrontation. After the incident, Israeli forces raid the woman’s home in Sur al-Bahir, and conduct late-night raids in Issawiyya and the Old City, arresting 6 Palestinians. Elsewhere, an Israeli soldier shoots and kills a Palestinian in Kiryat Gat nr. Beersheba after he allegedly attempts to stab the soldier and steal his gun. Later, a Palestinian stabs and injures an Israeli in a mall in Petah Tikva; Israeli police arrest him. Meanwhile, dozens of Palestinians gather in Jaffa, Umm al-Fahm, and Lydda to protest the Israeli occupation for the 2d day in a row. After several protesters throw stones at passing vehicles, Israeli police violently disperse them and later conduct night raids, arresting 27 Palestinians total in the 3 areas. Across the West Bank, IDF troops conduct raids and house searches and clash with Palestinian protesters, seriously wounding 1 Palestinian, injuring at least 100 others (including 2 journalists), arresting 7, and confiscating over NIS 18,500 (around $4,788). In 1 set of clashes nr. Ramallah, Israeli forces dressed as Palestinian protesters shoot and injure 2 Palestinian youths, then assault another before arresting all 3. A video of the incident goes viral and makes international headlines. Nr. Bethlehem, Palestinians attack an Israeli settler in her car, then IDF troops shoot and injure the 2 principal assailants, sparking minor clashes in the area (2 Israeli settlers are injured). Israeli settlers continue attacking and harassing Palestinians, attempting to kidnap 3 Palestinian youths nr. Hebron and shooting 2 Palestinian youths in clashes nr. Bethlehem. In an interview with Palestinian media outlets, Israel’s COGAT Yoav Mordechai says that the IDF is not interested in an escalation of violence and affirms that all restrictions on access at Haram al-Sharif have been dropped now that the major Jewish holidays are over, marking the 1st time an Israeli official has directly addressed the Palestinian people since the recent escalation of violence began on 10/1. In separate incidents off the coast of Gaza nr. al-Sudaniyya and Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing damage but no injuries. In the West Bank, Israeli forces destroy several tents and corrugated tin dwellings in the Jordan Valley. Nr. Nablus, unknown assailants open fire on an IDF jeep, causing light damage. The IDF increases restrictions at checkpoints nr. Nablus in response. The IDF also conducts raids in a village nr. Hebron, arresting 1 Palestinian; patrols in 2 villages nearby. Israeli settlers light 2 Palestinian vehicles on fire nr. Ramallah and leave price-tag graffiti in the area. The PA Finance Ministry confirms that Israel’s freeze on tax revenue transfers to the PA is continuing for a 3d mo. and that, as a result, the PA can only afford to pay many of its employees 60% of their salaries. Employees who earn less than NIS 2,000 (around $500) per mo. will be fully paid on 3/5. (MNA, WAFA 3/4)

Israel’s Coordinator of Government Activities in the Territories (COGAT), Yoav Mordechai, announces that the amount of water annually allowed into the Gaza Strip will be doubled from 5 to 10 million m3 . (HA, MNA, TOI 3/4)

The Palestinian Central Council (PCC) meets in Ramallah to discuss several issues, including the PA’s economic crisis and the possibility of suspending or cutting security coordination with Israel. At the request of PA Pres. Abbas, they review the interim agreements made with Israel in the 1990s that created the PA. Abbas says that he recently turned down an Israeli offer to unfreeze the transfers of tax revenues in exchange for the Palestinians abandoning their efforts at the International Criminal Court (ICC). The day after Israeli PM Netanyahu’s speech to Congress, U.S. Senate Minority Leader Harry Reid (D-NV) says that Congress should not pass new sanctions-related legislation until the negotiators have had a chance to produce an agreement. Also, 10 senators send a letter to Majority Leader McConnell criticizing his procedural move on 3/3 to circumvent comm. consideration of the Iran Nuclear Agreement Review Act. (HA, JTA 3/5)

In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. Separately, the IDF conducts 4 separate incursions into Hebron and 3 villages n. of Jericho. In East Jerusalem, Israeli forces and municipal officials enter Silwan to hand demolition notices to the owners of 2 apartment buildings where 19 Palestinians live. (MNA 8/21; HA 8/22; PCHR 8/28)

There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. Also present are head of the Palestinian delegation in Cairo Azzam al-Ahmad, PLO chief negotiator Saeb Erakat, and PA intelligence chief Majid Faraj. (AA, HA 8/21; MEMO, MNA 8/22)

In the Gaza Strip, Palestinians fire 4 rockets toward Ashqelon: 2 are intercepted by Iron Dome missile defense batteries and 2 hit open areas causing no damage or injuries. In response, the IDF launches air strikes on 5 military targets in the n. and s. Gaza Strip, wounding 3. The IDF says Islamic Jihad is responsible for the rocket fire. In the West Bank, gunmen open fire on an Israeli military post nr. Bethlehem, causing no damage or injuries. The IDF conducts house searches and arrest raids in Hebron and Dayr al-‘Arund r.c. and 3 nearby villages, Nablus and 1 nearby village, Jenin and 1 village nearby, 2 villages nr. Qalqilya, Tulkarm, and 1 nearby village, 1 village nr. Salfit; patrols in 2 villages nr. Hebron and 1 village nr. Ramallah in the morning, 2 villages nr. Hebron and 1 village each nr. Ramallah and Salfit in the afternoon, and in 2 villages nr. Jericho. Israeli settlers throw stones at Palestinian vehicles nr. Salfit, causing no injuries. Israeli PM Netanyahu reiterates the accusation that Hamas was behind the suspected kidnapping and that the PA is responsible for the fate of the teenagers. U.S. Secy. of State Kerry condemns what he calls a “despicable terrorist act” and says “many indications point to Hamas’s involvement.” The IDF detains dozens more in the West Bank, including parliament speaker ‘Aziz Dwayk, with an estimated 150 Palestinians arrested so far during OBK. Israel’s Coordinator of Govt. Activities in the Territories Yoav Mordechai tells the media that the IDF is not coordinating with PA security forces in the search, and believes Hamas is behind the kidnapping. IDF Chief of Staff Benny Gantz tells senior officers that “we’re heading towards an extensive operation.” He says the objective is to “find the 3 teens, bring them home, hit Hamas as hard as possible and move forward.” The Executive Comm. of the PLO meets in Ramallah and issues a statement condemning the campaign in the West Bank, while PA spokesperson Ehab Bseiso says that the PA condemns Israel’s “collective punishment of the Palestinian people.” (AFP, HA, JP, MNA, WAFA, YA 6/15)

Salfit in the morning, in 1 village nr. Hebron in the afternoon, and in 4 villages nr. Hebron, Nablus and 1 village and Balata r.c. nearby, 2 villages nr. Qalqilya and Tulkarm at night. Jewish settlers from Yitzhar chop down an estimated 60 olive trees nr. Nablus. In East Jerusalem, Israeli forces violently disperse Palestinian demonstrators in al-‘Izzariya, a protest in support of defending al-Aqsa mosque from Jewish extremists. There are no serious injuries. The PLO Central Council in Ramallah adopts a plan to pursue efforts to join 63 UN bodies and international treaties, according to a public statement issued on the final day of a 2-day meeting. Separately, PA Pres. Abbas issues a statement to mark Holocaust Day, denouncing the Nazi genocide. Israeli PM Netanyahu dismisses the comments during an interview with U.S. television network CBS, and says that Israel will not negotiate with a Palestinian govt. backed by Hamas. Meanwhile, IDF Maj.-Gen. Yoav Mordechai tells a meeting of the Knesset’s Foreign Affairs and Defense Subcmte. on Judea and Samaria that construction plans for 19 Palestinian villages in Area C of the West Bank have been frozen in response to the reconciliation deal. In addition, U.S. Dep. National Security Adviser Tony Blinken tells CNN that the U.S. is ready to suspend aid to the PA if a unity govt. backed by Hamas fails to recognize Israel. U.S. Special Envoy Indyk leaves Israel for consultations in Washington. EU foreign affairs chief Ashton releases a statement expressing concern over the latest developments in the peace process, and reiterates EU support for the U.S.-led peace talks. She also welcomes the Palestinian unity govt., affirming that it must abide by the principles of nonviolence, recognition of Israel, and commitment to previous agreements. Remarks made by U.S. Secy. of State Kerry on 4/25 at a private meeting in Washington are published by the Daily Beast, in which he says that without a 2-state solution soon, Israel risks becoming an “apartheid state.” In response, pro-Israel lobby group AIPAC says it is “deeply troubled” by the comments.
