In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

In the West Bank, Israeli settlers set up caravans on Palestinian land near Mukhmas. Israeli forces demolished 1 Palestinian school in Jubbet ad-Dik; the EU delegation to the Palestinians called the demolition appalling. Israeli forces also demolished 1 guest house in Jiftlik and 2 houses under construction in al-‘Awja. 8 Palestinians were arrested, including 3 minors, during late-night raids in Ras Karkar, Jalazun refugee camp, Bayt Jala, Beit Sahour, al-‘Awja, and Masafer Yatta. Israeli forces partially lifted the siege on Jericho after 16 days, easing restrictions on entry and exiting the city, but maintaining the barriers and checkpoints that have been erected. (QDS 5/7)

The Israel Land Authority issued tenders for 1,248 housing units in the Beitar Ilit, Efrat, Kiryat Arba, Ma’ale Ephraim, and Karnei Shomron settlements in the West Bank and in the Gilo settlement in East Jerusalem. (REU 5/7; QDS, WAFA 5/8)

The Supreme Court of Israel denied a petition to immediately expel Palestinians living in Khan al-Ahmar. The judges said in the ruling that they accepted the government’s argument that the Palestinians cannot be expelled “for current reasons related to the security of a country and its foreign relations.” The petition was submitted by the settler organization Regavim. The Israeli government allocated $8.8 million to develop an archaeological site in Sebastia. The government wrote in the proposal for the development of the site that it is doing so to prevent the PA from restoring the site. (TOI 5/7; PCN 5/8)

The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. The organization said that it will have to suspend all its programs in the West Bank and Gaza by August if it does not receive new funding. (HA, REU 5/7; PCHR 5/8; AJ 5/28; HA 5/31)

Israel released Jordanian lawmaker Imad al-Adwan who was arrested on 4/23 at the Allenby Bridge, accused of smuggling weapons and gold. (AJ, AP, HA, REU 5/7)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammad Bin Salman in Riyadh, discussing normalization with Israel and peace in Yemen. The Arab League voted to readmit Syria to the organization during a closed meeting of foreign ministers in Cairo. Syria’s membership was suspended in 2011. (AJ, HA, MEE, NYT, REU 5/7)

In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also placed dirt mounds at the northern entrance to Salfit, blocking access. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan, causing tear-gas related injuries. 3 Palestinians were arrested, including 2 during late-night raids in Bil‘in and Tulkarm and 1 at the Qalandia checkpoint. In East Jerusalem, Israeli settlers threw stones and bottles at a bus carrying Palestinians in the French Hill neighborhood. Israeli forces violently dispersed Palestinian protesters at the Haram al-Sharif compound, injuring 42 with baton rounds and tear gas; 22 were hospitalized for their injuries. 1 Palestinian was arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. In Israel, 1 mosque in Jaffa was vandalized with spray paint depicting the Star of David and the Israeli flag. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. Israel charged 2 Palestinians from Umm al-Fahm for having prior knowledge of an attack in Hadera on 3/27, in which 2 were killed by a Palestinian citizen of Israel. (HA 4/29)

In the West Bank, Israeli forces raided Kafr Malik, leading to clashes with Palestinians; 1 Palestinian was shot by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also razed hundreds of olive trees near Tubas. Elsewhere, Israeli forces demolished 1 residential structure and 1 agricultural structure in Sawahara al-Sharqiyya, seized 2 agricultural structures in Khan al-Ahmar, and demolished 1 mosque in a Bedouin community near Yatta. Palestinians protested the PA presidential decrees published on 1/11, which critics say serve to bolster the PA presidency at the expense of the judicial branch of government; the protests were held in front of the court complex in Ramallah. 18 Palestinians were arrested during late-night raids in and around Jenin, Qabatiya, Madama, Sabastiyya, Hizma, Hebron, and Birzeit. The PA announced it had decided to close the Allenby border crossing with Jordan to prevent the spread of new COVID-19 virus variants. The closure is in effect until 2/3. (WAFA 1/28)

After Israel refused to allow restoration work on the Dome of the Rock and other holy places in the Haram al-Sharif compound, Jordan’s foreign minister Ayman Safadi said Israel had agreed to retract its objections and allow the restoration work. (WAFA 1/27; WAFA 1/28)

Member of the Palestinian-Israeli Balad party Mtanes Shehadeh said after a meeting among members of the Arab Joint List that the list will likely be dissolved before the next election due to “fundamental political differences.” 1 of the reasons the Arab Joint List is having irreconcilable differences is that Mansour Abbas, the leader of the United Arab List, is seeking closer ties with Israeli prime minister Benjamin Netanyahu. Another reason is the United Arab List’s more conservative values compared to the 3 other parties. Parties running for the Israeli elections have until 2/4 to submit their composition of candidates. Large protests broke out in Tripoli in Lebanon, leading to confrontations between police and protesters. 1 protester was reported dead and 226 people injured, including 26 police officers. The protesters started taking to the street on 1/25, demonstrating against the COVID-19-related lockdown measures and deteriorating living conditions. (AP 1/27; AP 1/28)

The new U.S. administration said it would freeze the sale of F-35 fighter jets to the UAE and munitions to Saudi Arabia to review the transactions. U.S. secretary of state Antony Blinken said the practice of new administrations reviewing pending sales of weaponry is not uncommon. The sale of the F-35 fighter jets to the UAE was part of the Israel-U.S.-UAE normalization deal announced in August 2020. Secretary Blinken also spoke with the Israeli foreign minister Gabi Ashkenazi over the phone to discuss, among other issues, expanding the Trump administration’s normalization efforts. At her confirmation hearing, Linda Thomas-Greenfield, U.S. president Joe Biden’s nominee for UN ambassador, said that she finds the BDS movement “unacceptable” and that it is on “the verge of antisemitism.” Thomas-Greenfield also said she was looking forward to combatting “anti-Israel bias” at the UN and hoped to see more countries join normalization deals with Israel and the U.S. (HA, MEE, TOI 1/27)

In the West Bank, Israeli forces raided Dayr Istya, opening fire on Palestinian residents; no injuries were reported. 6 Palestinians were arrested during late-night raids in and around Dura and Qalqilya. In East Jerusalem, 1 Palestinian was arrested near the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Israel denied 2 Palestinian women access to Jordan via the Allenby Bridge because their infants had not been registered with Israel. The 2 women and their babies are residents of the West Bank. (WAFA 7/27)

The PA announced that civil servants only will be paid half their June salaries, citing refusing to receive the tax revenue payments collected by Israel because it would include coordination between the PA and Israel. Employees making $510 or less will be paid in full. (WAFA 7/26)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement demonstrations in Kufr Qaddum and Qalqilya; no injuries were reported. In Halhul north of Hebron, clashes erupted between Israeli forces and Palestinian residents during a raid; 3 Palestinians were injured by rubber-coated bullets. At the Allenby Bridge, 1 Palestinian returning from Jordan was arrested. Israeli forces also arrested 1 Palestinian during a daytime raid in Bayt Fajjar. Israeli settlers attacked Palestinians and Palestinian-owned property around Hebron. East of Yatta, settlers sprayed racist graffiti and set fire to hay bales. Settlers also threw stones and glass bottles at Palestinian-owned vehicles on a road east of Hebron. They also threw stones at 2 Palestinian-owned homes in Tuqu‘ and Nahalin near Bethlehem; in the incident in Tuqu‘, 1 vehicle also sustained damage. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. Amid an upswing in tension across the West Bank, Israeli soldiers shoot and seriously injure a Palestinian after he allegedly stabs and moderately injures an Israeli officer outside the Efrat settlement nr. Bethlehem. IDF troops on a patrol nr. Jenin clash with and violently disperse stone-throwing Palestinian youths; 4 Palestinians are arrested. They arrest 3 more Palestinians during late-night raids in and around Nablus; and patrol throughout the day nr. Nablus, Hebron, and Salfit. Israeli forces shut down the entrance to Bayt Umar village nr. Hebron to allow for maintenance work on an IDF watchtower in the area (the work will continue through 9/22). Meanwhile, the Israeli authorities return the body of the Jordanian killed on 9/16 to his family via the Allenby border crossing.
